Cloud computing is a new trend of information and communication technology that enables resource distribution and sharing at a large scale. The Cloud consists of a collection of virtual machine that promise to provision on-demand computational and storage resources when needed. End-users can access these resources via the Internet and have to pay only for their usage. Scheduling of scientific workflow applications on the Cloud is a challenging problem that has been the focus of many researchers for many years. In this work, we propose a novel algorithm for workflow scheduling that is derived from the Opposition-based Differential Evolution method. This algorithm does not only ensure fast convergence but it also averts getting trapped into local extrema. Our CloudSim-based simulations show that our algorithm is superior to its predecessors. Moreover, the deviation of its solution from the optimal one is negligible.

We are witnessing the emergence of an information and communication technology (ICT)-enabled platform capitalism in which traditional corporations are being displaced. Railing against traditional firms to rescue capitalism would, under these circumstances, seem like misdirected effort. The “working anarchies” (e.g. Uber, Wikipedia) and “pop-up firms” (e.g. Vizio) of this new world use “labor on demand.” Here too there is risk that platform owners exploit their power and become rapacious. Yet, ICT can enable platform capitalism to create community-based, locally controlled alternatives to corporations and states. Cooperatives and democratic software platforms (e.g. Linux) must be important business forms in the future.

Digital libraries have become a modern day phenomenon. Their roles in information generation,organization, dissemination and storage cannot be overemphasized. This chapter articulates the importance of digital libraries and the need to preserve them from disasters. It highlights the causes and effects of disasters in digital libraries. Prevention and management of disasters were also discussed. Issues and challenges around information and communication technology (ICT), that has direct bearings on digital libraries and disaster management in developing countries were raised. In addition, recommendations were made on how to improve on disaster prevention and control.

Banyak  dari  masyarakat  menerima  begitu  saja  teknologi  informasi  dan komunikasi  modern  yang  bahkan  tidak  dapat  diakses  beberapa  dekade  lalu.  Inovasi-inovasi teknologi informasi dan komunikasi ini, telah lama dianggap sebagai hal sepele, tidak  penting,  selama  masa  tenang  kini  menjadi  sangat  diperlukan  dalam  menghadapi pandemi COVID-19. Sekarang telah ada berbagai teknologi digital yang dapat digunakan untuk  menambah  dan  meningkatkan  strategi  pekerjaan,  pembelajaraan  dan  kesehatan masyarakat.  Selama  pandemi  COVID-19,  teknologi  memainkan  peran  penting  dalam menjaga kegiatan masyarakat tetap berfungsi pada saat Pembatasan Sosial Berskala Besar (PSBB). Disimpulkan  bahwa masyarakat  memanfaatkan  saja  teknologi  informasi  dan  komunikasiuntuk  tetap  melaksanakan kegiatan  karena  fasilitas  dan  fitur  dari  saja  teknologi  informasi  dan  komunikasi  yang memiliki   keunggulan      dan  kemudahan  untuk  dipergunakan  oleh  berbagai  kalangan masyarakat.Kata Kunci: Teknologi Informasi, Komunikasi, Pandemi, Covid-19Many of the public take for granted modern information and communication technology that was not even accessible decades ago.  These information and communication technology innovations, have long been regarded as trivial, unimportant, as long as calm is now indispensable in the face of the COVID-19 pandemic. There are now a variety of digital technologies that can be used to augment and enhance job, learning and public health strategies.  During the COVID-19 pandemic, technology played an important role in keeping community activities functioning during large-scale social restrictions (PSBB). It was concluded that the public only utilizes information and communication technology to continue to carry out activities because of the facilities and features of information and communication technology that has advantages and conveniences to be used by various groups.Keywords: Information Technology, Communication, Pandemic, Covid-19

Almost all countries in the world have been affected by the Covid-19 virus pandemic, including Indonesia. The Indonesian government established a Large-Scale Social Restriction policy in an effort to break the chain of spreading the covid-19 virus. The limited movement of people makes information and communication technology play a very important role as well as a solution to overcome these restrictions. Technology helps parents to keep working and finish their work from home, shop from home and children can learn from home so that effective and efficient distance learning activities can be realized. Optimizing the use of information and communication technology in the family provides more benefits for all family members during the Covid-19 pandemic due to the imposition of social restrictions that require all to stay at home.

The 2015 refugee crisis – as the mass influx of migrants from the Middle East is commonly dubbed – tested the European Union’s ability to react to large-scale humanitarian emergencies. Apart from various organizational, social and political changes that the 2015 refugee crisis has brought to the European Union, it has also marked the growing role of information and communication technology (ICT) in the EU’s asylum and migration policies. Drawing from the critical perspective of international relations and such concepts as securitization of migration, the paper aims to analyse the engagement of ICT by EU institutions and individual Member States during the refugee crisis in 2015.


In Japan, regional shopping districts are on the decline because residents prefer suburban-type large-scale shopping stores. Such issues can be addressed in the context of the “Smart City”, of which functions depend on the information and communication technology (ICT). We established the “KIT Digital Signage Project,” which aims to help the regional stores around the Kanazawa Institute of Technology (KIT). In our project, we developed a digital signage system that is low-cost and easy to introduce in small stores. We conducted an experiment to evaluate the effect of our system. During the experiment, store-advertising movies were shown on digital signage terminals, which were placed in each store. The total average watching time and audience rate of our system were 24 s and 50%, respectively. In addition, we investigated the educational aspects of our project. The students in our project could master movie production in a shorter time when compared against learning it as an ordinary classroom subject. The future plans of our project are also discussed.
