Abstract The main problems of regulating the sectoral qualification system of the health system in Kazakhstan are the lack of a sectoral qualifications framework that is relevant to the existing needs of the health system and the absence of professional standards regulating the requirements for health professionals, the lack of a clear delineation of competencies by skill levels. In order to achieve this goal, we made analysis of the structure of the healthcare sector in terms of professional qualifications, taking into account: 1) types of economic activities in accordance with the National Classifier of the Republic of Kazakhstan «General Classifier of Types of Economic Activities»; 2) grouping occupations according to the National Classifier of Occupations of the Republic of Kazakhstan; 3) types of professional activities, specialties, qualifications and positions in accordance with secrtoral legislation. The next stage was the analysis of the health system’s need for new professions, taking into account the development of new technologies and international trends, including based on the analysis of the results of foresight research. Taking into account the complexity of the professional qualifications structure of the health system and the need for the introduction of new professions, we made proposals for the development of an industry qualifications framework and the creation of an Secroral Council for professional qualifications. The development of a sectoral qualifications framework and the formation of a Sectoral Council on professional qualifications in health system will create a tool for the formation of state and sectoral human resources policy in the health system, for the provision of demanded services in health care, for the creation and application of effective methods and technologies for prevention, diagnosis, treatment and medical rehabilitation. The sectoral qualifications framework should become the basis for the developers of professional standards for the health system, as well as employers, educational organizations of various levels, organizations that assess the professional preparedness of healthcare workers, heads of health organizations and government bodies in the field of healthcare. The priorities of stabilisation of the Azerbaijan economy require the search for approaches to the organisation of production and economic activities on a new technological basis within the framework of the construction of structures of the Techno park type. This article is devoted to issues of innovative development of key sectors of economy on the basis of digitalisation and creation of technological parks in the Republic of Azerbaijan. This article examines the current situation of the digital economy, its characteristic features, analyses the state of Techno parks and various approaches to the use of the digital economy, as well as the prospects and trends of its development in the Republic of Azerbaijan. The aim of this article is to develop theoretical and practical issues related to the innovative development of key sectors of the economy on the basis of the introduction of scientific and technical structures of the Techno park type. The main result of this work is the allocation of opportunities for the further successful development of key sectors of the economy on the basis of the creation of technological parks in the Republic of Azerbaijan. The article considers theoretical and practical aspects of innovative development of economic sectors on the basis of introduction of scientific and technical structures of Techno park type. It is determined that one of the main problems of development of the country and its individual regions’ increase of investment attractiveness and innovation activity. This review is devoted to the analysis of the existing shortcomings in the sectoral qualifications system and the development of suggestions for improving the mechanisms for regulating the professional activities of healthcare professionals in the Republic of Kazakhstan. The main problems in the development of human resources for health care that require a systemic solution include the lack of compliance of training programs and the system of continuous professional development of workers in the industry, a system for assessing professional readiness and admission of health professionals for practical activities to the needs of practical health care, the lack of a clear delineation of the competencies of health professionals by levels qualifications. The above problems are based on the imperfection of the Sectoral Qualifications System due to the absence of the Sectoral Qualifications Framework (covering all professions and professional activities in the health sector) and professional standards (regulating in detail for each qualification level all those labor functions and professional tasks that are necessary for those working in the industry. specialists, as well as the skills, knowledge, and even personal competencies required for this). The implementation of professional standards in the development of educational programs at all levels of education, in the activities of organizations that assess the professional readinesss of healthcare professionals, in the personnel policy of the health system, regions and medical organizations, will ensure that the competencies of graduates of educational programs and specialists working in the health sector correspond to the real needs of practical healthcare. All this will make it possible to achieve greater labor productivity of healthcare professionals, improve the quality of medical and other services provided, reduce the costs of recruiting and enhance the competitiveness of both specialists working in healthcare organizations. The authors pointed out the basic challenges related to the use of artificial intelligence (AI) in the area of security and defence of the Republic of Poland. Challenges to Polish security and defence related to modern technologies, including the use of AI systems, arise from the fact that Poland remains outside the leading group of highly technologically advanced countries. It is necessary to implement organisational measures to strengthen and expand the technological potential of the state, above all the development of national solutions in the sector of new technologies and cyber security, and the creation of a comprehensive document that defines the strategic objectives in the area of AI use and the ways of their implementation.

Abstract Background Constantly growing needs and challenges for the healthcare sector lead to the development of new technologies and new approaches to health promotion, which, in turn, leads to the emergence of new needs of new professions (NPs) and new competencies (NCs). Accordingly, timely forecasting of NPs and NCs of health workers (HWs) is of high relevance, since it is necessary to create conditions for the timely training of HWs with NPs and NCs Methods At the first stage, we carried out an analysis of technological trends and challenges in modern healthcare to identify potential NPs and NCs of HWs that may be required in the future. Then, the selection of the most demanded NPs and NCs was carried out on the basis of a study of a 2-round Delphi study - 196 experts selected according to the principle of “Side of the World” - from 5 organizations in 5 regions of the Republic of Kazakhstan (north, south, west, east, center). Then we made prioritization of NPs and NCs, which will be in demand in the next 10 years for the health system. Results Based on our research, a list of the following NPs was determined: IT specialist in medicine, bioethics, telemedicine physician, molecular nutritionist, clinical bioinformatics, consultant for healthy old age, expert in personalized medicine, engineer for organs and tissues, life style strategist, operator of medical robots, ergotherapist, kinesiotherapist, biopharmacologist, medical journalist, architect of medical equipment, developer of cyber prosthetics and implants. A list of NCs that will be in demand in the coming years for HWs was also determined: competencies in the fields of personalized and preventive medicine, robotic medicine, IT technology, logistics of health services, biotechnology, nanomedicine, online counseling. Conclusions The results of our study indicate the need to consolidate selected professions in the sectoral qualifications system, as well as the need to launch training programs for these NPs and NCs. Key messages An analysis of technological trends in the healthcare system and Delphi research allowed us to formulate a list of NPs and NCs. It is necessary to create a system of support and promotion of NPs and NCs to improve the quality of health services.

The development of entrepreneurship is an important goal of the state. State policy is aimed at supporting entrepreneurship. The strategy “Kazakhstan 2050” within the framework of comprehensive support for entrepreneurship contributes to the achievement of this goal. The “Enbek” Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021 is being actively implemented. The DKB-2025 program promotes support for small and medium-sized businesses. Development program of the agro-industrial complex of the Republic of Kazakhstan “Agrobusiness 2017-2021” supports rural entrepreneurs. These programs are tools and support for the development of entrepreneurship. For interaction between the state and business, a public-private partnership mechanism was developed to modernize the infrastructure using modern management methods. The European Bank for Reconstruction and Development (EBRD) provides support to small and medium-sized enterprises in Kazakhstan. Since these are non-commercial programs for the development of SMEs, the bank provides grants both for financing and provides consultations. Since now many market conditions, as well as the business market itself, are changing due to the creation of new technologies, the entrepreneurs themselves need to adapt their business to the market. In this situation, organizations that support the business help. Startup acceleration programs such as Astana HUB and Tech Garden create a platform for startup creators and investors. The creation of high-tech industries with an innovative component will make it possible to create goods of the future with an export-oriented component.

This book examines the two generations that spanned the collapse of the Republic and the Augustan period to understand how the concept of pax Romana, as a central ideology of Roman imperialism, evolved. The author argues for the integral nature of pax in understanding the changing dynamics of the Roman state through civil war to the creation of a new political system and world-rule. The period of the late Republic to the early Principate involved changes in the notion of imperialism. This is the story of how peace acquired a central role within imperial discourse over the course of the collapse of the Republican framework to become deployed in the legitimization of the Augustan regime. It is an examination of the movement from the debates over the content of the concept, in the dying Republic, to the creation of an authorized version controlled by the princeps, through an examination of a series of conceptions about peace, culminating with the pax augusta as the first crystallization of an imperial concept of peace. Just as there existed not one but a series of ideas concerning Roman imperialism, so too were there numerous different meanings, applications, and contexts within which Romans talked about ‘peace’. Examining these different nuances allows us insight into the ways they understood power dynamics, and how these were contingent on the political structures of the day. Roman discourses on peace were part of the wider discussion on the way in which Rome conceptualized her Empire and ideas of imperialism.

AbstractThe plague has been wreaking havoc on people in Madagascar with the COVID-19 pandemic. Madagascar’s healthcare sector is striving to respond to COVID-19 in the face of a plague outbreak that has created a new strain on the country’s public health system. The goal and activities of the gradual epidemic of plague in Madagascar during COVID-19 are described in this research. In order to contain the plague and the COVID-19 pandemic in this country, we have suggested long-term recommendations that can help to contain the outbreak so that it may spread to non-endemic areas.

AbstractSleep studies in small-scale subsistence societies have broadened our understanding of cross-cultural sleep patterns, revealing the flexibility of human sleep. We examined sleep biology among BaYaka foragers from the Republic of Congo who move between environmentally similar but socio-ecologically distinct locations to access seasonal resources. We analyzed the sleep–wake patterns of 51 individuals as they resided in a village location (n = 39) and a forest camp (n = 23) (362 nights total). Overall, BaYaka exhibited high sleep fragmentation (50.5) and short total sleep time (5.94 h), suggestive of segmented sleep patterns. Sleep duration did not differ between locations, although poorer sleep quality was exhibited in the village. Linear mixed effect models demonstrated that women’s sleep differed significantly from men’s in the forest, with longer total sleep time (β ± SE =  − 0.22 ± 0.09, confidence interval (CI) = [− 0.4, − 0.03]), and higher sleep quality (efficiency; β ± SE =  − 0.24 ± 0.09, CI = [− 0.42, − 0.05]). These findings may be due to gender-specific social and economic activities. Circadian rhythms were consistent between locations, with women exhibiting stronger circadian stability. We highlight the importance of considering intra-cultural variation in sleep–wake patterns when taking sleep research into the field.
