The priorities of stabilisation of the Azerbaijan economy require the search for approaches to the organisation of production and economic activities on a new technological basis within the framework of the construction of structures of the Techno park type. This article is devoted to issues of innovative development of key sectors of economy on the basis of digitalisation and creation of technological parks in the Republic of Azerbaijan. This article examines the current situation of the digital economy, its characteristic features, analyses the state of Techno parks and various approaches to the use of the digital economy, as well as the prospects and trends of its development in the Republic of Azerbaijan. The aim of this article is to develop theoretical and practical issues related to the innovative development of key sectors of the economy on the basis of the introduction of scientific and technical structures of the Techno park type. The main result of this work is the allocation of opportunities for the further successful development of key sectors of the economy on the basis of the creation of technological parks in the Republic of Azerbaijan. The article considers theoretical and practical aspects of innovative development of economic sectors on the basis of introduction of scientific and technical structures of Techno park type. It is determined that one of the main problems of development of the country and its individual regions’ increase of investment attractiveness and innovation activity. It is proved that insufficient use of the scientific and technological potential of the country has been shown to be due to lack of organisational resources and organisational innovation.   Keywords: Technopark, digital economy, innovative infrastructure, information technologies.

The article analyzes trends in the development of digitalization of the economy of the Russian Federation and the Republic of Kazakhstan; reveals the regional aspect of the state of digital transformation of the Russian economy; examines the correlation of the digital economy of the Russian Federation and the Republic of Kazakhstan. Digital transformation of the economy, and in particular the bilateral cooperation plan between the Ministry of industry and trade of the Russian Federation and the Ministry digital development, defense and aerospace industry of Kazakhstan in the field of industrial and scientific-technical cooperation, promotes more effective engagement of countries in all regions. In the sphere of building a digital economy, cooperation between countries can have an emergent effect. An important component of the transition to the digital economy is the exchange of experience and accumulated knowledge at the interstate level. Russia and Kazakhstan, as strategic partners, have many points of contact in the field of digital economy. The authors noted the need for an integrated approach to the digital economy development in Russia and Kazakhstan, both at the microeconomic and at the macroeconomic level, the features of the digital economy in the Russian Federation and the Republic of Kazakhstan, the basic characteristics of the directions of the state support in the field of digital economy, as well as the criteria of selection of projects, explored the actors involved in the creation of the digital economy, able to organize meetings of various institutions, ready to implement advanced information and communication solutions in various spheres of life. The paper analyzes the areas of cooperation between the Russian Federation and the Republic of Kazakhstan on the development of information and digital technologies. Both in Russia and Kazakhstan, serious work is being done in the field of digitalization, programs have been adopted at the state level, and detailed schemes for moving the economy into a digital future are being developed. The creation of infrastructure for the digital economy implies a constant exchange of experience, the creation of a common digital agenda, to ensure technological compatibility of the two countries' actions. Digital transformation requires people who have a clear understanding of how to integrate new digital methods and processes into existing ways of working. The article presents the results of research on innovation activity based on the analysis of the directions of innovative development of Kazakhstan and suggests a set of measures, the implementation of which will allow building a connected system of measures for the formation of an innovative ecosystem. The main focus is given to improving the efficiency of innovation activities based on an institutional approach, which is aimed at the formation of a stable system of relationships between participants in the innovation cycle, each of which is individually interested in improving competitiveness based on the use of innovations. The formation of an innovation ecosystem also includes the development of two innovation clusters as the basis for the formation of a knowledge-based economy. Based on the analysis provided, we concluded that the organization of innovative infrastructure did not provide the required pace of innovative development of Kazakhstan for a number of reasons. To date, the Republic has successfully implemented state programs that aim to create conditions for the transition to the fourth industrial revolution. The focus on innovative development remains important and mandatory for achieving the goals set out in the program documents.

Introduction. The economy of any region includes various types of activities. Building development models of individual sectors of the economy contributes to the rational allocation of productive forces, expedient use of economic resources as well as to the comprehensive development of the country’s regions. This determines the relevance of the chosen research topic. The main objective of the analysis is to build models of functioning of the main types of economic activities in the regional context. Materials and Methods. The conducted research applied multidimensional techniques of the regression and factorial analysis by building dependencies of the volume of economic activities of various sectors of the regional economy (based on the initial socio-economic indicators provided by the Territorial Authority of the Federal State Statistics Service in the Republic of Mari El and the integral indicators obtained on their basis). Results. Modeling the region’s economic activity made it possible to identify the factors the change of which directly impact the functioning of the relevant sectors of the economy. In agriculture and the construction sector, the cumulative factors that largely characterize the functioning of these types of activities have been identified based on the integral indicators: the factor of livestock production and the factors of commissioning apartments and living space. The study has proved the greater focus of agriculture in the region on the livestock products with a bias on milk production. The analysis of the construction sector in the Republic of Mari El has revealed the predominance of the commissioning of residential buildings as compared with the construction of industrial and civil buildings as well as social and cultural facilities among the implemented construction projects. Modeling the transport sector has proved a significant dependence of the volume of passenger traffic in the Republic of Mari El on the availability of private vehicles. Discussion and Conclusion. To provide further progressive development of the agriculture and the construction sector of the region, great attention should be paid to the development of crop production within the agro-industrial complex of the Republic of Mari El as well as to the construction of industrial and civil buildings, social and cultural facilities. The results obtained can be used when conducting research on the development of the regional economy or drawing up strategic plans for the functioning of the economic sectors.

The scientific article explores the role of software as a tool used by organizations to carry out economic activities in a digital economy without which it is impossible to have adequate competitiveness in a digital economy. The concept of “digital economy” has been clarified. A methodology has been developed to evaluate the effectiveness of the software used or selected on the basis of its qualitative and quantitative characteristics and the requirements of the workplace for the software functionality. Based on the theoretical and methodological base and the developed methodology, a scalable model of an effective management decision-making process for selecting and updating software in an organization is built, a comparison with existing practice is carried out. The significance of the research results is due to the lack of widely available methods in open access for the optimal selection of software as a tool, not related to involving external agents in the process and having the necessary scalability to use them, including collective, in organizations. This creates negative effects for organizations and the economy of the Republic of Belarus as a whole.

This article discusses the current issues of the development of the digital economy. The significant role of information technologies in the development of modern production and services is noted. The development of digital means of economic activity creates new risks that are not yet sufficiently taken into account by modern economic mechanisms. The digitalization of economic activity is the basis for the emergence of new types of economic activity, as well as a fundamental change in traditional ones. The Digital Economy of the Russian Federation program is a set of measures in various fields of activity aimed at stimulating the creation of an information society. According to the" Strategy for the Development of the information Society in the Russian Federation for 2017-2030", a distinctive feature of the information society is the critical level of influence of information on the economic, socio-cultural living conditions of citizens. Such a definition takes into account the possibility of applying certain information in economic activities. Consideration of such changes should be reflected in the Information Security Document, the updating of which is an actual issue of national economic security.

Abstract The main problems of regulating the sectoral qualification system of the health system in Kazakhstan are the lack of a sectoral qualifications framework that is relevant to the existing needs of the health system and the absence of professional standards regulating the requirements for health professionals, the lack of a clear delineation of competencies by skill levels. In order to achieve this goal, we made analysis of the structure of the healthcare sector in terms of professional qualifications, taking into account: 1) types of economic activities in accordance with the National Classifier of the Republic of Kazakhstan «General Classifier of Types of Economic Activities»; 2) grouping occupations according to the National Classifier of Occupations of the Republic of Kazakhstan; 3) types of professional activities, specialties, qualifications and positions in accordance with secrtoral legislation. The next stage was the analysis of the health system’s need for new professions, taking into account the development of new technologies and international trends, including based on the analysis of the results of foresight research. Taking into account the complexity of the professional qualifications structure of the health system and the need for the introduction of new professions, we made proposals for the development of an industry qualifications framework and the creation of an Secroral Council for professional qualifications. The development of a sectoral qualifications framework and the formation of a Sectoral Council on professional qualifications in health system will create a tool for the formation of state and sectoral human resources policy in the health system, for the provision of demanded services in health care, for the creation and application of effective methods and technologies for prevention, diagnosis, treatment and medical rehabilitation. The sectoral qualifications framework should become the basis for the developers of professional standards for the health system, as well as employers, educational organizations of various levels, organizations that assess the professional preparedness of healthcare workers, heads of health organizations and government bodies in the field of healthcare. The digital economy is a new trend in the development of economic activity. Its main feature is the use of information technologies and electronic devices in the implementation of all business processes. Technological progress makes it possible to automate many areas and thereby modernize and optimize the solution of basic issues. The introduction of digital systems not only simplifies many activities, but also contributes to the emergence of new forms of economic activity. So, for example, one of the main concepts of the new time was the conduct of electronic business. This type is the management of electronic affairs: online stores, virtual money, and more. It has a number of advantages, but it is not the only innovative element of the digital economy. Almost all countries are focused on maximizing the use of innovation in economic activities. You can already see some positive results of the functioning of information systems: for example, an increase in world GDP. However, the spread of economic information technologies is uneven. There are advanced leading countries that use technology in their activities by more than 50%. Russia has average results, but the conditions of modern times are such that in order to conduct business without losses, it is necessary to reduce the gap as soon as possible. However, the introduction of information technologies requires a large amount of costs, both financial and time. The first aspect is dominant and reduces the availability of technology, and with it the development of the digital economy.

The present article examines the strategy of interaction of the state and small business as a factor of innovative development – which is a very topical issue, since small innovative businesses are enterprises that are on the balance of industrial property applied objects (patents, utility models, industrial designs), as well as those that systematize and protect intellectual property from commercial secrets. At the same time, the innovation activity of small business, according to the authors, is not a custom-made industry, as a rule, this industry requires more development than funding. In this connection, for the formation of innovative forms and the implementation of their activities, commercialization, expansion of strategic management, and the accession of subjects of state innovation institutions, it is necessary to create an adaptive environment for the development of small business.

The essence of the concept of «innovation potential» as an economic category highlights the essence of the concept of innovation potential and scientific approaches to its interpretation. The concept of «innovation potential» has become «a conceptual reflection of the phenomenon of innovation activity». An enterprise can develop innovation activities only if it has sufficient innovation potential. Innovative development depends on the size and structure of the innovation potential. That is, if an enterprise has the necessary resources, it can develop and implement various innovations in its economic activities. If innovation opportunities are limited, then it is necessary to increase them and choose a follower strategy, that is, to implement improving technologies. Innovation potential as a set of resources, the use of which will lead to the achievement of advantages and strategic goals, needs to be increased and developed. The views of various foreign and domestic scientists on the concept of innovative potential are systematized. Various scientific views of domestic and foreign scientists on the essence of the concept of innovative potential are studied. Interpretation of the concept of innovation potential can be carried out from different approaches, namely: structural-functional, integral, behavioral and process approaches. Each approach has its own understanding of the essence of innovation potential. Scientists have not yet given a general definition of the concept of innovation potential, so depending on the scope of application, innovation potential can be considered as a set of material and non-material resources, as a process of using innovations in economic activities, as the ability of an enterprise to adapt the internal environment to change environmental factors with the use of available resources and opportunities. The components of innovation potential are characterized in accordance with various scientific approaches. It is proposed to define the innovative potential of the enterprise as a set of integrated characteristics, existing and hidden opportunities that allow efficient use of innovative resources (raw materials, labor, information, technology) through innovative competencies and innovative organizational skills to achieve innovative development goals.

The effectiveness of innovation activity is largely determined by the relevant infrastructure which is the basic component of a developed economy. The correlation between the development of the innovative economy and the intensification of investment activity is revealed. On the basis of retrospective analysis of trends and patterns in the development of investment activity, an assessment of the resource support of the investment process in the Republic of Tatarstan is carried out. The need for advanced development of the production potential of the investment and construction complex of the region and the material and technical base on the basis of the development of the local raw material base is justified. An economic and mathematical model of the interaction of investment recourses that determine the level of innovative development of the region is proposed. On the basis of the theory of factor models, the quantitative relationships between the factors that have the greatest impact on investment development are investigated. They are: gross regional product, investment in fixed assets, the volume of contract work, the volume of investment in housing construction, the cost of research and development in the gross regional product, the share of innovation costs in industrial investment.
