The development of entrepreneurship is an important goal of the state. State policy is aimed at supporting entrepreneurship. The strategy “Kazakhstan 2050” within the framework of comprehensive support for entrepreneurship contributes to the achievement of this goal. The “Enbek” Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021 is being actively implemented. The DKB-2025 program promotes support for small and medium-sized businesses. Development program of the agro-industrial complex of the Republic of Kazakhstan “Agrobusiness 2017-2021” supports rural entrepreneurs. These programs are tools and support for the development of entrepreneurship. For interaction between the state and business, a public-private partnership mechanism was developed to modernize the infrastructure using modern management methods. The European Bank for Reconstruction and Development (EBRD) provides support to small and medium-sized enterprises in Kazakhstan. Since these are non-commercial programs for the development of SMEs, the bank provides grants both for financing and provides consultations. Since now many market conditions, as well as the business market itself, are changing due to the creation of new technologies, the entrepreneurs themselves need to adapt their business to the market. In this situation, organizations that support the business help. Startup acceleration programs such as Astana HUB and Tech Garden create a platform for startup creators and investors. The creation of high-tech industries with an innovative component will make it possible to create goods of the future with an export-oriented component.

В статье отражены содержательные и аналитические аспекты мониторинга Государственной программы развития агропромышленного комплекса Республики Казахстан на 2017-2021 годы, разработанной и реализуемой в рамках программно-целевого подхода к управлению. Исследование носит прикладной характер и содержит результаты промежуточного мониторинга целевых индикаторов государственной программы развития АПК, их анализа на предмет актуальности и значимости для отрасли; сравнительной оценки плановых и фактических значений целевых индикаторов; оценки эффективности Системы государственного планирования. В работе поднимаются проблемы соответствия целевых индикаторов актуальным целям развития АПК; искусственного занижения или невыполнения их плановых значений; избыточных полномочий государственного органа как разработчика в вопросах мониторинга; отсутствия инвестиций в создании автоматизированных систем мониторинга АПК. Предлагаются пути решения вышеперечисленных проблем, направленные на повышение эффективности существующей системы мониторинга. Данные предложения могут быть учтены в процессе разработки и реализации Национального проекта по развитию агропромышленного комплекса Республики Казахстан» на 2022-2026 годы. Это будет способствовать построению эффективной системы мониторинга государственных программ развития национальной экономики, ориентированной на достижение целевых установок отраслевых программ и вышестоящих документов Системы государственного планирования. The article shows the substantive and analytical aspects of monitoring the State Development Program of Agro-Industrial Complex in the Republic of Kazakhstan for 2017-2021, developed and implemented within the framework of the program-targeted approach to management. The study has an applied nature and contains the results of intermediate monitoring of target indicators of the State Development Program of Agro-Industrial Complex, their analysis for relevance and significance for the industry; comparative assessment of planned and actual values ​​of target indicators; efficiency assessment of the State Planning System. The paper raises the problem of compliance of target indicators with the sustainable development goals of the agro-industrial complex; artificial underestimation or non-fulfillment of their planned values; excessive powers of the state body as a developer in monitoring issues; lack of investment in the creation of automated monitoring systems in the agro-industrial complex. The ways of solving the identified above problems are proposed, aimed at improving the efficiency of the existing monitoring system. These proposals can be taken into account in the process of developing and implementing the National Development Project of Agro-Industrial Complex in the Republic of Kazakhstan for 2022-2026. This will contribute to the construction of an effective monitoring system of the national economy state development programs, focused on achieving the targets of industry development programs and higher-level documents of the State Planning System.

The authors pointed out the basic challenges related to the use of artificial intelligence (AI) in the area of security and defence of the Republic of Poland. Challenges to Polish security and defence related to modern technologies, including the use of AI systems, arise from the fact that Poland remains outside the leading group of highly technologically advanced countries. It is necessary to implement organisational measures to strengthen and expand the technological potential of the state, above all the development of national solutions in the sector of new technologies and cyber security, and the creation of a comprehensive document that defines the strategic objectives in the area of AI use and the ways of their implementation.

The article deals with the features of organizational and economic interaction between the state and business in the defense industry. Using the results of research, the mechanism of implementation of public-private partnership at the enterprises of the military-industrial complex in the creation of joint ventures for the production of new models of weapons and military equipment, which is based on a set of organizational structures and specific forms, tools, tools and methods of management, through which the public-private partnership in the military-industrial complex. The main reasons for the need to implement public-private partnership in the military-industrial complex are identified. These reasons will contribute to the withdrawal of the state from the organizational and technological method of management of the military-industrial complex and the introduction of appropriate mechanisms for the implementation of public-private partnership in order to develop and create new high-tech military equipment of the new generation. The article proves that public-private partnership is one of the tools of effective defense policy. At the same time, in the period of budget deficit in the Russian Federation, such a mechanism becomes an outlet for solving important tasks in the field of defense. Having received a certain distribution in the military-industrial complex, public-private partnership has already established itself as one of the effective ways to attract business to the implementation of projects in the field of military-industrial complex..

Aim. To present the experience of the regional medical diagnostic center of Medical and sanitary unit of JSC «Tatneft» and the city of Almetyevsk, considering timeliness, availability and quality of high-tech medical aid.Methods. This paper presents an analysis of high-tech medical care provided to patients with cardiovascular diseases in the private hospital under the state order. A retrospective analysis of the high-tech medical aid of «interventional cardiology» and «cardiovascular surgery» sections provided in 2009-2014.Results. Analysis of the results for the last 5 years showed an annual increase in the number of ongoing research and surgeries in the areas of «interventional cardiology and arrhythmology», «cardiovascular surgery». Hospital mortality from myocardial infarction in Medical and sanitary unit of JSC «Tatneft» and the city of Almetyevsk in the last 3 years did not exceed 9%. Actively launched «Hybrid Surgery» project allowed to perform complex operations on the aorta and aortic valve in patients with a high risk at open surgery. «Electronic out-patient clinic», the system for data management, is introduced at the medical and sanitary unit, allowing to abandon paper outpatient charts, simplify and accelerate the work of outpatient services. Information-analytical system of the Ministry of Health of the Republic of Tatarstan allows electronic records for performed interventions, following up outpatients who underwent surgeries, timely providing them with preferential drugs through local outpatient clinics. Electronic data management increased the quality of the medical aid, improved its availability and provided better control. Surgical and endovascular treatment of patients with coronary artery disease, hybrid surgery, arrhythmology are the most promising areas in the healthcare development in the southeast of the Republic.Conclusion. Medical and sanitary unit of JSC «Tatneft» and the city of Almetyevsk is an example of effective public-private partnership, using the funding from the state budget of the Republic of Tatarstan and «Tatneft» for completing the state order on providing high-tech medical aid to patients with cardiovascular diseases.

The subject of the research is the introduction of artificial intelligence as a technological innovation into the Russian economic development. The relevance of the problem is due to the fact that the Russian market of artificial intelligence is still in the infancy and the necessity to bridge the current technological gap between Russia and the leading economies of the world is coming to the forefront. The financial sector, the manufacturing industry and the retail trade are the drivers of the artificial intelligence development. However, company managers in Russia are not prepared for the practical application of expensive artificial intelligence technologies. Under these circumstances, the challenge is to develop measures to support high-tech projects of small and medium-sized businesses, given that the technological innovation considered can accelerate the development of the Russian economy in the energy sector fully or partially controlled by the government as well as in the military-industrial complex and the judicial system.The purposes of the research were to examine the current state of technological innovations in the field of artificial intelligence in the leading countries and Russia and develop proposals for improving the AI application in the Russian practices.The paper concludes that the artificial intelligence is a breakthrough technology with a great application potential. Active promotion of the artificial intelligence in companies significantly increases their efficiency, competitiveness, develops industry markets, stimulates introduction of new technologies, improves product quality and scales up manufacturing. In general, the artificial intelligence gives a new impetus to the development of Russia and facilitates its entry into the five largest world’s economies.

The study is focused on the legal regulation of state support for the creation of innovative medicinal products. Establishment of the measures of state support for scientific research for creating innovative medicinal products within legislative acts and by-laws should help to increase the competitiveness of the pharmaceutical industry in Ukraine. The government declares the provision of support for scientific research in the field of creating innovative medicinal products. The legislation establishes the conditions for registering an innovative project, provides the maintenance of the Register of scientific institutions that received the state support. A detailed characteristic of the existing means of the state support for scientific research in the pharmaceutical industry is provided. The state supports innovations by establishing tax incentives for research institutions and providing funding for some innovative projects. Support for innovations is carried out by the State Innovative Financial and Credit Institution, the National Research Fund of Ukraine and the Innovation Development Fund. Funding for the creation of innovative medicinal products can be realized through public and private partnership. The scholars have declared their propositions regarding the introduction of specific measures of the state support for innovations in the field of creating new medicinal products. It has been offered to amend the current legislation on the issues of state funding of scientific research in the sphere of developing new medicinal products. It is necessary to delineate the competence of various funds for promoting innovations in relation to supporting innovations in the field of pharmacia. It is important that the law should provide the procedure and conditions for supporting public and private partnership projects at the expenses of funds for promoting innovations.

The study is devoted to the problem of financial regulation of the defense industry and the provision of troops, as the escalation of the military conflict in eastern Ukraine has revealed shortcomings in this area. A comparative analysis of NATO and Ukraine’s defense spending was conducted and differences in the cost structure were identified. The tendency of Ukraine’s defense spending to gradually approach the structure of NATO defense spending is pointed out, but the insufficient level of this approach is also taken into account. The analysis allowed to identify problematic issues and inconsistencies in the financial regulation of the defense industry. The state of export of defense equipment and technologies as a possible source of financing of defense enterprises is analyzed. The existence of two opposite trends in the financial regulation of military logistics has been identified: both an increase in funding in absolute terms and a reduction in the share of the total amount for the implementation of the unified logistics system of the State Armed Forces Development Program. The developed mathematical model of supply of military units is suitable for use in information systems of logistical support of troops.

Ways of interaction between the state and business in the training of specialists with higher education are discussed in the article. A reduction in the budgetary financing of the activities of universities is observed in the Republic of Belarus. The need to find alternative sources of funding arises. In particular, the mechanism of public-private partnership is proposed to be used for financing. Tasks of higher education institutions and business in the field of higher education are presented. Forms of public-private partnership for the educational sphere are considered: partnership, non-profit organization (partnership, foundation), use of contracts as administrative contracts.

According to the results of 2020, in the rating of the subjects of the Russian Federation for the production of gross agricultural output, the Republic of Bashkortostan came in 6th place and 2nd in the Volga Federal District. The long-term leadership of the republic in terms of the development of the agro-industrial complex is largely explained by the presence of large areas of agricultural land (more than 7.2 million hectares), sufficient labor resources and relatively favorable soil and climatic conditions for the development of many branches of agriculture. However, in the XXI century, without the introduction of agro-innovations and the development of high-tech agriculture, processing industry, an effective system for the sale of manufactured products, it is becoming increasingly problematic to ensure the long-term competitiveness of the agro-industrial complex of the region both at the All-Russian and global levels. Current trends in the development of agribusiness in the world and in our country clearly show the priority of using the latest achievements of scientific and technological progress and significant investments in new agricultural technologies at the regional level in order to ensure high quality products and compete with domestic and foreign companies. Within the framework of this study, the need to improve the interaction of agribusiness with the scientific and educational sphere and the formation of the regional innovation infrastructure of the agro-industrial complex in the Republic of Bashkortostan with the coordinating role of the Ufa Federal Research Center of the Russian Academy of Sciences and the Government of the Republic of Bashkortostan is actualized. The authors conducted a comprehensive analysis of the key problems in the creation of a regional agro-industrial scientific and production cluster in the Republic of Bashkortostan and outlined priorities in its development.

Lottery is considered to be the first institutionalized form of gambling in Poland, just like in other European countries. The purpose of the introduction of the lottery was to bring funds to the Crown treasury and to the Lithuanian treasury. Subsequently, it was seized by the treasury with the simultaneous stipulation that only the state has the right to organize and receive income from lottery games. This was connected with the creation of a new fiscal prerogative which can be treated as the prototype of the state’s monopoly on the lottery. It is still present in the current regulation pertaining to gambling. Also some of the forms of public burden connected with organizing the lottery, i.e. the tributes charged for the organization of gambling games, seem to possess features similar to contemporary taxes levied for games.The article presents the lotteries which were organized in order to acquire funds for the state treasury from the period of the First Polish Republic until 1871. Furthermore, the paper narrowed the scope of the research to the lotteries which were organized according to the Polish law in order to acquire income for the treasury of the Duchy of Warsaw, the Kingdom of Poland and the Republic of Cracow. The considerations concentrate on the issue of acquiring income for the state from the activity consisting of organizing gambling games. And to be more specific, it concentrates on the type of public tributes which can be construed as the prototype of the present taxes on gambling.
