Measures taken to handle the COVID-19 epidemic in the spring of 2020 have had a significant impact on European supply chains. In terms of freight transport, this has led to a decline and congestion in truck traffic due to different restrictions on the internal borders of the EU. As similar situations cannot be avoided in the future, it is worthy to form supply chains that are less affected by different epidemics. Similarly to the physical internet hubs, distribution hubs can be forward-looking, but only if it helps development of rail-road intermodal freight transport. The article describes the possibility of a rail-road freight transport system that allows the application of radically new solutions through a new container handling technology that can be used in the rail-road relationship. The extension of the idea at the EU level could result in a significant increase in the share of rail freight and a sizeable reduction of the negative impact of epidemics on the supply chains. Among other effects, the solution can have a significant impact on the IT development of rail freight transport. The solution can also have effect to the development of the network of rail-road intermodal trans-shipment points, their automation and ultimately the completion of Logistics 4.0.

This paper deals with the analysis and expected development of freight transport and especially road freight transport in Slovakia and in the European Union. Transport, which ensures the movement of goods, animals and people in all countries around the world, has a significant influence on the development of the national economy. However, this development of transport has a negative impact on the global ecological situation, and therefore devices, that eliminate this impact, are still developing at the same time. These devices include catalytic converters (catalysts) for exhaust systems fitted to all modern propulsion systems of road, rail and water vehicles that use burning petrol or diesel. Based on the development of transport, the need for catalysts is derived, which still use elements of the PGMs (Platinum Group Metals). The result of the article is an analysis and expected predicted development of freight transport and road freight transport in both cases - in Slovakia and in the EU, which will affect the future demand for PGMs.

Priorities for a competitive and efficient EU transport system have been declared in the third White Paper published in 2011. The strategic priorities of European transport policy are integrated to other EU development priorities, including the European Green Deal, Territorial Agenda 2030. In December 2020 The European Commission presented “Sustainable and Smart Mobility Strategy – putting European transport on track for the future”. This document has outlined the European transport system’s path towards achieving objectives of a sustainable, smart and resilient mobility. The priorities of the European transport system focus on environmental issues, sustainability, development of high-speed railways, expansion of rail freight and passenger transport markets, development of multimodal transportation, technologies for a further electrification and automation in transport, digitalization, deployment of innovations. Road freight transport accounted for more than two thirds of freight traffic in 2019. For the EU member states bordered to Ukraine (Poland, Slovakia, Hungary, Romania), the share of road freight transport has been growing since 2011. These countries are mostly involved in the international road freight transportation. The average distance for which goods were carried by international road freight transport in EU was 581 km in 2018. For Poland, Hungary, Slovakia and Romania the average distance varied from 603 to 786 km. The countries that have joined the EU since 2004 accounted for 80 % of all cross-trade in the EU, which emphasized on the relative competitiveness of hauliers from these countries. Transport companies from Poland are the most active in freight transport between EU countries, in particular in cabotage. In 2020, the European Parliament adopted the Mobility Package I. However, some Members of EU countries, including Poland and Romania claimed against some statements of the Package, including the driver returns home and rules on cabotage operation.

AbstractThis article analyses whether the extent of public welfare provision influences the speed at which (quasi-)jobless households get (back) into employment. (Quasi-)joblessness is one of the key criteria defining the risk of poverty and social exclusion in the EU. Moreover, the perceived tension between the main functions of social benefits (protecting households from poverty and incentivising job search) is most acute among these households. Based on EU-SILC data, we examine changes of household work intensity during one year after benefit receipt. We observe that “more-generous” social benefits have a slightly negative impact. This can potentially be due to a disincentive effect of social benefits, but it can also mean that the additional financial leeway is used by job seekers to wait for more adequate job offers or engage in further training. Even though statistically significant, the estimated negative effects are very small.

The paper discusses the problem of competitiveness between the rail and road transport with reference to the EU policy for sustainable development of the transport branch. The paper presents the idea of complexity of services which facilitates the development of logistic networks. The authors formulate preliminary assumptions recommended for designing and construction of multimodal hubs. Further, they describe examples of European and Polish businesses which, thanks to the consolidation of services, widened their offer of logistic capabilities. The authors highlight the need for action aiming at the reversal of the unfavorable trend and increasing the cargo flow by rail, and not road. Finally, they discuss the necessity to reform the current freight transport by rail through the construction of comprehensive supply chains.

Transport is one of the largest emitters of harmful substances that affect air quality. Each combination of freight transport modes has a different volume and at the same time has a differentiated negative impact on air quality. That is why the European Union has been making special efforts for many years to create and implement strategies aimed at improving air quality. The main goal of this paper is to present a methodology that enables quantification and analysis of the impact of each freight transport mode combination on air quality using feed-forward neural networks. The developed model uses the parameters of the EU member states in the period from 2000 to 2014. In addition to the scientific and practical contribution, the development of the model provides a good basis for the universal platform formation in order to create and develop strategies, i.e. measures to improve air quality on a global level.

One of the obstacles to the spread of rail-road intermodal freight transport is the lack of efficient container handling equipment on the rail-road hubs. The known and widely used solutions (gantry crane, reach stackers) are apparently not able to increase the volume of intermodal transport. The goal, which is uniformly desired by the professionals, the growth of rail-road intermodal freight transport, can be served by a container transhipment device that allows unit loads to be transferred between road and rail vehicles even under railway contact line. The new container transhipment technology, proposed in the article can be the missing hardware device for physical internet hubs. The highly automated handling robot meets the requirements of Industry 4.0 and Logistics 4.0.

Since the era of Cold War the dialogue with France has been too important for FRG in its efforts to strengthen its influence both in the Euro-Atlantic community and in the world. That is why the article has the goal to explore the relations between these two European powers in the security sphere from the second half of the 2010 s until the beginning of the 2020 s. The paper tries to determine the degree of institutionalization of interstate relations and the role of bilateral negotiating platforms in the creating of common position on international problems. It is also important to show the dynamics of negotiating process on the highest level. The author also examines the key articles of the Aachen Treaty (2019). In this regard the paper analyses early efforts of Emmanuel Macron to confirm French leadership in bilateral tandem. The article considers the features of German-French tactics to minimize negative impact of Brexit on the EU. Another aspect is the tandem actions aimed at weakening of negative effects of the steps of Trump`s administration over the system of international security. In this regard it`s important to show German-French contribution in the development of PESCO and also to analyse what problems and perspectives two powers may face on their way to the creation of common European army. Another interesting aspect is the features of common approach to the resolution of the armed conflicts in Ukraine and Syria, keeping JCPOA. The article also covers the «bottlenecks» and features of German diplomatic and military assistance to France in Mali. The situation shows the growing mutual interest for the deepening of cooperation in the Sahel G5 (also Burkina-Faso, Mauretania, Niger, Tchad). The author concludes about the prospects of German leadership in the tandem and its importance for both powers in the long-term.
