Abstract, The criminal law policy in dealing with destructive fishing is currently primum remedium. However, in its development the criminal law policy in overcoming destructive fishing experiences several obstacles and is not yet in line with the concept of sustainable development. Considering that sustainable development is one of the principles in fisheries management, it is necessary to make adjustments between criminal law policies and sustainable development. Therefore this research aims to study and analyze the ideal criminal law policy in overcoming destructive fishing in the sustainable development regime. This research is a doctrinal law research using a statutory approach, analytical approach, conceptual approach, and case approach. The results showed that the ideal policy of criminal law in overcoming destructive fishing in sustainable development regimes is to make arrangements for sanctions actions that lead to social, economic improvement and repair damage to fish resources and their ecosystems due to destructive fishing practices. Sanctions for actions are more restorative, anticipatory, and educational so that they can reduce the degradation of fish resources and the environment. Thus, the balance between the use of fish resources and sustainable development can be realized. Keywords: Destructive Fishing, Criminal Law, Sustainable Development   Intisari, Kebijakan hukum pidana dalam penanggulangan tindak pidana destructive fishing saat ini bersifat primum remedium.

Social innovation is recognised for its potential to turn societal challenges into opportunities and develop sustainable solutions for people and nature. We identify and examine challenges that Ukrainian forestry is facing and apply an “action arena” conceptual approach to explore whether and how social innovation can enhance the sustainable development of forestry. We develop a framework to analyse the reconfiguration of social practices by using research methods that focus on the use of documentation of the institutional contexts and interviewing forest policy experts, as well as stakeholder evaluation of the challenges and ways forward for Ukrainian forestry. We apply the Q-method to identify stakeholder attitudes and examine the role of people in the reconfiguring of social practices and promoting sustainable development of the forest sector. Implications for changing the rules of the game and institutional perspectives on forestry are identified, with examples of social innovation initiatives presented. Results show that to emerge, develop, and be transformative, social innovation must have supporting institutional conditions to create new norms, rules, and social practices. Relevant stakeholders need to envision alternative futures, reshape places, and become more actively engaged in decision-making processes. We identify the key directions for changing the rules of the game and the opportunities that social innovation has to offer.

This study highlights ongoing issues in protected area (PA) tourism and presents management suggestions for PAs, given the growing popularity of PA tourism. This study takes a conceptual approach to discuss the ongoing issues within, and the sustainable future of, PAs. The expansion of PAs is a biodiversity conservation strategy. As PAs expand globally to promote conservation, new opportunities for ecotourism development will also evolve, further contributing to the challenge of balancing conservation and tourism. As many PAs operate without management plans, the development of regulations to foster sustainability is necessary, which is even more important now that the COVID-19 pandemic has disrupted PA tourism, challenging PAs across the globe. This study provides an overview of PA tourism, discusses ongoing issues, and offers strategies for managerial improvement. Given the substantial growth of PA tourism, the relationship between PAs and the Sustainable Development Goals (SDGs) should be explored further.

Fruit growing has become an area of great interest for economic agents. Recently, it has been more difficult for the businesses to enter the market, which requires differentiation in management activity. In this sense, formulating the role of performance management in terms of consumer behaviour becomes a trampoline for effective management actions. This is more evident in fruit growing. In the scientific literature, it is given a minor attention, as evidenced by the low degree of research in the field of efficient management and of the sustainable development of fruit growing. Under these circumstances, the need to study the performance management as a basic tool in the sustainable development of fruit growing of the Republic of Moldova is more than adequate. Thus, the main objective of this article is the conceptual approach of advanced management - as a basic tool in the sustainable development of fruit growing. The informative basis of the investigation consisted of the consulted bibliographic sources, on the basis of which the author presented his own visions. The main research methods used were: monographic method, analysis, scientific observation, comparison, induction, deduction, explanation and interpretation. The obtained results highlighted: defining the notion of performance management, identifying its characteristics, specific functions and basic levers; value chain determination methodology and the impact of the developed value chain on the process of identifying export markets for Moldovan fruit.

At present, one of the priority tasks of implementing state economic policy is to promote the sustainable development, including the means of agriculture. In the article, the authors revealed the essence of land rent as an institution and identified the need to study the institutional mechanism of land rent in the agricultural sector as a way of regulating the economic activities of landowners, land users and the state in transition to sustainable development. Based on the identified development trends, an algorithm has been developed to improve the institutional mechanism that ensures the effective functioning of the institution of land rent. The conceptual approach proposed in the study can be used as a theoretical and methodological basis for sustainable development and improvement of rental policies in Russian agriculture.

AbstractThis article elaborates on the place of the United Nations Conference on Sustainable Development (UNCSD, also known as Rio+20) in a forty-year trajectory of international sustainable development negotiations, particularly through the processes placed in motion during the 1992 Rio Earth Summit event. The negotiation of the final UNCSD document also can be evaluated in its own right, and the article examines this process in the second section, keeping in mind the negotiating system in which the talks took place. The final section focuses on the process as a post-agreement negotiation and considers the role of the twenty-year milestone negotiations in shaping the sustainable development regime. The article explores in particular the role that consensus negotiated agreements have played as the regime’s decision-making procedure, and how this procedure has faltered as the complexity – including the number of issues, actors and obligations incorporated into the regime – has increased. Two elements from the Rio+20 outcome – a “take-it-or-change-it” facilitation approach of the Brazilian hosts and the adoption of a process to create “sustainable development goals” as a different means to focus international expectations – are presented as new directions for decision making in the regime’s next rounds of regime governance and regime adjustment negotiations.

AbstractThe chapter provides a theoretical and conceptual approach to tax incentives and their desirable and problematic characteristics. It then presents the objectives that, from the international scenario, the OECD’s BEPS Project and the Sustainable Development Agenda seek from their good design and implementation. Finally, it presents the current panorama of such incentives in Latin American countries in general, and in those of the Pacific Alliance in particular, analysing, based on a sample of income and value-added tax incentives, their difficulties in meeting international standards. Finally, it proposes a series of public policy recommendations for improvement.

Due to the Agenda for Sustainable Development adopted by the UN General Assembly in 2015, the world community is to obtain a quality education and a possibility for life-long education for everybody. Children from the families of international migrants are the most vulnerable category of the population. At the end of 2017 nearly 36 million of school age children grew in the families of international migrants. The author describes problems of the education of migrants’ children in the context of the importance of achieving Sustainable Development Goals, stated by the international community. There is an analysis of the European and Russian experience in the sphere of organizing access of migrants’ children to preschool, primary and secondary education. The author has gathered concrete statistics concerning the percentage of international migrants’ children at schools in different countries. Some approaches to teaching and creating a comfortable integration-oriented environment for such children are described. Based on analyzing Russian and foreign publications, as well as on her own research experience, the author names main problems that prevent international migrants’ children from the integration into a new educational environment. Special attention is paid to the linguistic, social and cultural adaptation of such pupils. The efficiency of several concrete integration practices and the potential to apply them in Russia is searched. The author shows that there are no approaches to diagnose processes and results of integration by means of education. There is also no legislative basis for the regulation of such processes. It is shown that it is crucial for Russia to elaborate and implement the united conceptual approach to the organization of social, cultural, linguistic and psychological adaptation of children from the families of international migrants. The author proves that the education of such children is an important strategic priority and investment into the future of the whole world.

Renewable energy represents a major interest field in the sustainable development of the energies reserve. Agri-pellets are an efficient version of the average pellet, both in reducing greenhouse gas emissions and in reducing energy costs. Agri-pellets are obtained through mixtures of vegetal and forestry waste, being an alternative to the usual pellets because the material that is used in the process can be easily found, especially in the case of farms. Agricultural and forestry biomass represent the raw material for pellets and agri-pellets processing, a product that is used as an alternative energy source to classic versions (wood). The mixtures humidity is very important because it has a major impact on product quality. Determining the ideal humidity for each type of pellets/agri-pellets is important in order to establish optimal mixtures, this paper presenting research results on determining the humidity influence on pellet and agri-pellet recipes.
