At present, one of the priority tasks of implementing state economic policy is to promote the sustainable development, including the means of agriculture. In the article, the authors revealed the essence of land rent as an institution and identified the need to study the institutional mechanism of land rent in the agricultural sector as a way of regulating the economic activities of landowners, land users and the state in transition to sustainable development. Based on the identified development trends, an algorithm has been developed to improve the institutional mechanism that ensures the effective functioning of the institution of land rent. The conceptual approach proposed in the study can be used as a theoretical and methodological basis for sustainable development and improvement of rental policies in Russian agriculture.

Aim. The presented study aims to substantiate a structural model for developing a sustainable development strategy in agricultural production, making allowance for changes in the level of impact of environmental factors.Tasks. The authors determine the reasons why the Russian agro-industrial complex (AIC) is lagging; identify the specific aspects of forming a strategy for the sustainable development of regional AICs; formulate urgent problems of sustainable development for the agri-food sector of the Russian economy at the federal, regional, and enterprise levels.Methods. This study uses a reasonable and objective approach to the problem of applying strategic management as a foundation for the sustainable development of agricultural production based on the knowledge of the laws of development of socio-ecological and economic systems and a study of multidirectional factors of the external and internal environment. The methodological basis for the sustainable development of agricultural production includes the concept of sustainable development as a priority at the macroeconomic level; strategy as a planning tool based on consistency with programs implemented at the federal, regional and municipal levels of public administration; methods and tools of strategic management at AIC enterprises.Results. The key aspects of the institutional-synergetic approach to the sustainable development of the AIC include the need to coordinate all factors by forming coherent goals not only among economic and financial institutions, but also for technopolises that combine scientific, industrial, financial, and entrepreneurial capital into one system cluster structure. The authors formulate the stages of implementing a strategy for the sustainable development of regional AICs, making it possible to come up with measures aimed at reorganizing the structure of the agricultural sector and to overcome the negative manifestations of crises in the Russian economy, thus minimizing their consequences.Conclusions. During the development of a strategy for the sustainable development of regional AICs, a multiplicative effect arises, making it possible to activate innovation policy and boost the development of other sectors of the economy, improving the population’s quality of life. When developing a strategy at the microeconomic level, it is necessary to make allowance for the specifics of the industry and the mission of a modern agro-industrial enterprise and to focus on solving problems formulated based on the trinity of goals of social, environmental, and economic long-term sustainable development.

The article considers the main features of managing the sustainable development of the region's economy, which includes a predominant type of economic activity (PVCC). It is shown that in the current conditions, firstly, the process of planning the development of the regional economy is based on cascading, and secondly, when creating a scheme for interaction between the subjects of the economy, the main tasks are focused on improving the sustainability of the region's development, taking into account the resource restructuring of the dominant type of economic activity; thirdly, in order to involve PVCD in sustainable development of the region, the possibilities of using this type of activity as the driving force of changes are taken into account. Also, the article describes the enlarged list of ways to manage the sustainable development of the region's economy with PVC, presents a map of approaches to managing sustainable development of the economy of the Lipetsk region, with the predominance of the type of economic activity "Processing industries", and an author's algorithm for selecting the priority direction for the development of the region's economy with PVC. The analysis of the stability of products according to the types of economic activity of the Lipetsk region was carried out, on the basis of which a conclusion was made about the prospects of economic activities for balancing PVC. The most widespread restrictions of development of economy of region with prevailing type of economic activity are presented.Purpose; to formulate recommendations on the analysis of economic activities and the choice of products that will reduce the dependence of the region's economy on PVC.Methods: the scientific results are based on the main provisions of the neoclassical institutional theory, the principles of sustainable development and the basic postulates of the regional economy. The article uses comparative, analytical and economic-statistical methods.Results: formed a consolidated list of ways to manage the sustainable development of the region's economy with PVC, described the opportunities for choosing approaches to managing sustainable development of the economy of the Lipetsk region, with the predominance of the type of economic activity "Processing industries'", an algorithm for selecting the priority direction for the development of the region's economy with PVC, transformer rolling, anonymous expert questioning of the sustainability of economic activities of the Lipetsk region, the most common restrictions on the development of the region's economy with the predominant type of economic activity are revealed.Conclusions and Relevance: the practical importance of the developed methodological provisions lies in the possibility of their application to analyze possible directions for improving the sustainability of economic development in specific regions. In particular, for the Lipetsk region, the most potential for sustainability are the types of economic activities "Transport and Communication", "Agriculture, Hunting and Forestry".

The optimal allocation of resources in various sectors results in the sustainable development of the whole economy (the theory of optimum allocation of resources by Kantonowicz and Koopmans). According to Tinbergen’s studies, the excessive labour force in one of them gives rise to all types of social and economic problems. The objective of theoretical considerations and empirical studies of this publication is to analyse the ratio of the remuneration for labour to its productivity in various economy sectors with particular attention paid to the agricultural sector. The authors also refer to the theory by Lewis and Schultz, who had analysed the problems of agriculture in developing countries, as well as to the Solow economic growth model with the Cobb–Douglas production function. In the light of the empirical data presented in the paper, we can conclude that in section A of Statistical Classification of Economic Activities this ratio is seriously disturbed and distorted. The remuneration is overvalued in relation to the labour productivity. Such a ratio is not a positive testimony to the reasonableness of management in the sense of agricultural producers’ equilibria.

The sustainable development of agriculture is important for China, where more than 20 percent of the world population live. Many factors affect the sustainable development of agriculture in China. The purpose of this paper is to find out what factors play influential roles on affecting the growth pattern. Based on a modified production function model built upon Slow (1956) and Romer (2001), the impact of growth drag on the agricultural economy, and the contribution resources, are evaluated empirically using a time-series regression analysis based on the case of China for the period 1978–2015. The estimated coefficient of the total agricultural growth drag in China is 1.32, which suggests that the annual agricultural growth is associated with a 1.32 percent decline due to the scarcities of land, water, and energy. Specifically, the growth drags from land, water, and energy are found to be 0.5 percent, 0.44 percent, and 0.38 percent, respectively. Additionally, the results suggest that capital is the most important factor in the agricultural sector, although agriculture is highly dependent on land. Capital contributes around 76.86 percent to the growth of the agricultural economy, whereas contributions from land, energy, water, and technological progress are relatively small. Therefore, more investment should be added to agriculture, to accelerate the technology progress. Furthermore, the saving of water and energy is also important for the sustainable development of agriculture.

Management accounting of an economic entity in the agricultural sector is a complex multidimensional system. Sustainable development of the subject of business in the agro-industrial complex depends on many heterogeneous factors and conditions, which are understood as the reasons (driving forces) of any process determining its character or its separate features. The order of making decisions depends on the functioning of management accounting. In the context of diversity and heterogeneity of factors, a high degree of their uncertainty, complexity of interactions, study of these factors is a serious problem. Therefore, management personnel should carry out a constant analysis of all factors affecting the enterprise and assess their interaction, which reflects the cause-and-effect relations that characterize the sustainable development of the agro-industrial complex. The aim of the article is the justification of theoretical provisions and the development of practical recommendations for the development of analytical support of management accounting in the management of sustainable development of agricultural organizations. Objectives of the research: to study theoretical aspects and methodological tools, to determine the set of factors of sustainable development of a business entity, to develop absolute and relative indicators, which should be applied in management accounting for assessment and analysis of economic, social and environmental sustainability.

AbstractThe agricultural competitiveness of the market depends to a large extent on the sustainable development activities that can lead to the improvement of the knowledge and professional competence of all the stakeholders from agribusiness and the Romanian agricultural sector is in an excellent position to help achieve the objectives of a smart, sustainable and inclusive economy which will allow an increased social cohesion, working together will also ensure the protection of the natural environment. Agriculture and the concept of sustainable development have received special attention due to their importance in the development of humanity as well as the impact of the phenomenon of globalization on its. Currently, there are numerous scientific studies, digital platforms for monitoring specific indicators in countries, as well as strategies and objectives at community and global level on these two-priority domains, all these inputs contributing to their improvement and innovation. Starting from the question whether the Romanian agribusiness contributes to the sustainable development of the agricultural sector, in order to carry out this research, within the methodology economic modelling was used, starting from the current situation of the Romanian agribusiness where official data and statistics were presented and analysed, as well as potential values of the main indicators needed for the transition of agriculture towards a sustainable development. The paper demonstrates that for the sustainability of the agriculture sector, an integrated approach is needed which consists in applying ecological and socio-economic concepts in the management and strategies of agribusiness. The paper contributes to the creation of a future image achieving sustainability of agriculture where the Romanian agribusiness sector must be managed from a holistic perspective based on a synergy with the elements of sustainable development.

Agriculture and commercial economy of the Northern zone developed together with the development of the territory, is a way of life of the peoples rooted here. It was based on centuries-old agricultural traditions taking into account the extreme harsh natural conditions and agricultural features. The agro-industrial farm is designed to provide the population with biologically complete local food products, perform a social function. The purpose of the article is the sustainable development of agricultural production, providing an increase in the level of food self-sufficiency of the population of the northern territories on the example of the Komi Republic. The subject of the study is the process of managing the sustainable development of the agricultural sector. The research methods used were systematic, comparative analysis, analogies, statistical, generalization of accumulated experience. The hypothesis of the study. The development of local agricultural production will increase food self-sufficiency, which will lead to savings in investments in transport, reduce product losses and improve its quality. Presentation of the main material. The possibilities and limitations of the development of northern agriculture are revealed. The trends in the development of the agricultural sector in the 1960s-1980s and in the conditions of market transformations are considered. The reasons for the decline in agricultural production, the reduction of the coefficient of food self-sufficiency are established. Priorities for the development of agriculture have been determined. Practical significance. Conclusions and recommendations can be taken into account by the Ministry of Agriculture and Consumer Market of the Komi Republic and other government bodies when determining the directions for improving state policy on the development of the agricultural sector. Conclusions of the study. Sustainable development of agriculture and increasing food self-sufficiency will require strengthening innovative modernization, the formation of a multi-layered agrarian economy, improving the economic mechanism, priority development of rural infrastructure, improving the level and quality of life of peasants.
