Jambi city is one of the cities that began to develop on the island of Sumatra in the field of infrastructure and the economy, so development is one activity that is enhanced by the local government in the framework of the welfare and prosperity of the people of Jambi. In the process of development is very common problems causing delays in work, many factors causing delays become very common problem faced by the parties involved, especially the Contractor which act as implementers.From the research the factors causing delays in construction work in the city of Jambi as perceived by the contractor, a number of conclusions, among others:Factors Materials and Materials obtain a total score of 7.18,Environmental Factors obtain a total score of 5.96,Financial Factor obtain a total score of 5.99,Factors Changes obtain a total score of 6.95,The Labor get highest total score is 7.29,Factors and Control Time to get a total score of 5.93,Factors Hardware obtain a total score of 7.15

ABSTRAK: Inti pokok masalah dalam penelitian ini meliputi latar belakang gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, Faktor-faktor yang mendorong gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna, proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna dan akibat gerakan sosial masyarakat Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna? Latar belakang gerakan sosial masyarakat Kampung Labaluba yaitu keadaan kampungnya yang hanya terdiri dari beberapa kepala keluarga tiap kampung dan jarak yang jauh masing-masing kampung membuat keadaan masyarakatnya sulit untuk berkomnikasi dan tiap kampung hanya terdiri dari lima sampai dengan tujuh kepala keluarga saja. Kampung ini letaknya paling timur pulau Muna terbentang dari ujung kota Raha sekarang sampai kampung Wakuru yang saat ini. Kondisi ini juga yang menjadi salah satu faktor penyebab kampung ini kurang berkembang baik dibidang ekonomi, sosial politik, pendidikan maupun di bidang kebudayaan. Keadaan ini diperparah lagi dengan sifat dan karakter penduduknya yang masih sangat primitif. Faktor yang mendorong adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna adalah adanya ketidaksesuaian antara keinginan pemerintah setempat dan masyarakat yang mendiami Kampung Labaluba pada waktu itu. Sedangkan proses gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna bermula ketika pemerintah seolah memaksakan kehendaknya kepada rakyat yang menyebabkan rakyat tidak setuju dengan kebijakan tersebut. Akibat yang ditimbulkan dari adanya gerakan sosial masyarakat Kampung Labaluba Desa Kontumere Kecamatan Kabawo Kabupaten Muna terbagi dua yaitu akibat positif dan akibat negatif.Kata Kunci: Gerakan Sosial, Factor dan Dampaknya ABSTRACT: The main issues in this study include the background of the social movement of Labaluba Village, Kontumere Village, Kabawo Sub-District, Muna District, Factors that encourage social movements of Labaluba Kampung Sub-village, Kontumere Village, Kabawo Sub-District, Muna District, the social movement process of Labaluba Village, Kontumere Village, Kabawo Sub-District Muna Regency and due to Labaluba community social movements Kontumere Village Kabawo District Muna Regency? The background of the Labaluba Kampung community social movement is that the condition of the village consists of only a few heads of households per village and the distance of each village makes it difficult for the community to communicate and each village only consists of five to seven households. This village is located east of the island of Muna stretching from the edge of the city of Raha now to the current village of Wakuru. This condition is also one of the factors causing the village to be less developed in the economic, social political, educational and cultural fields. This situation is made worse by the very primitive nature and character of the population. The factor that motivated the existence of the social movement of Labaluba Village in Kontumere Village, Kabawo Subdistrict, Muna Regency was the mismatch between the wishes of the local government and the people who inhabited Labaluba Village at that time. While the process of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency began when the government seemed to impose its will on the people, causing the people to disagree with the policy. The consequences arising from the existence of social movements in Labaluba Village, Kontumere Village, Kabawo District, Muna Regency are divided into two, namely positive and negative effects. Keywords: Social Movements, Factors and their Impacts

Control of local governments in countries around the world is very diverse,but mainly divided into two categories: 1) control of state agencies (central government control, court control, control of local power representations); 2) control of social institutions including political party control over local government, control of organizations and public associations, control of the media, and control of the people. The paper focuses on analysing the controlling local governments in some countries, thereby giving reference values for Vietnam.

ABSTRACTThis article analyses London's street markets in the years between 1850 and 1939. It shows how this was a period of significant growth for street markets, with both steeply increasing numbers of markets and a steady increase in the number of stalls overall. These markets were informal and unauthorized for much of the period under discussion; the administrative/local government context was complex, and competing authorities (the City of London, London County Council, metropolitan boroughs and national government) hesitated in regulating the organic growth of street market trading, while also recognizing the contribution it made to bringing cheap food and commodities to the population of London. It will be argued that the street market, far from being merely the survival of a primitive form of retail, flourished in response to modernity in London. It should be analysed alongside other developing forms of retail, and considered for its contribution to the culture and material culture of the city.

Resumen: Este trabajo hace una breve descripción comparada de los gobiernos y administraciones locales de la ciudad de Austin, Texas, y del municipio de Hermosillo, Sonora. El propósito que mueve la comparación es revisar el grado de autonomía y los lazos y vínculos de control existentes en cada gobierno local tanto con respecto a los niveles estatal y federal de gobierno como con la ciudadanía de cada lugar. De este modo se revisan los aspectos del concepto de gobierno local, de la base legal, de la conformación del máximo órgano de gobierno, del ámbito sustantivo de funciones, la estructura financiera de ingreso y gasto y la participación electoral. La conclusión general es que el municipio de Hermosillo se denota por un lado estrechamente atado y controlado por el gobierno estatal y federal y, por otro, con una débil relación con la ciudadanía local. Se aprecia, sin embargo, en el aspecto electoral una fuerte intencionalidad de cambio con base en la alta participación electoral existente en Hermosillo.Palabras clave: Política comparada, Autonomía política, Austin, Hermosillo, estructura de gobierno.Abstract:This work makes a brief comparative description of local governments and administrations of the city of Austin, Texas, and the municipality of Hermosillo, Sonora. The leading purpose is to review the extent of autonomy and control existing in each local government both in relation to state and federal governments and to local citizens. Thus the concepts of local government, legal base, the integration of the highest government unit, the range of substantive functions, financial structure of revenue and expenditure, and electoral participation are reviewed. The general conclusion is that the Hermosillo municipality shows up on the one side closely tied and controlled by state and federal governments and, on the other side, a very weak liaison to local citizenship. The purpose of this study is to determine the implementation of the HIV/AIDS Prevention and Prevention Policy in Palangka Raya City, Central Kalimantan Province. The method used in this study is a qualitative method with observation, interview, and documentation techniques. The data sources in this study were employees of the Health Office and Community of the City of Palangka Raya. The results showed that the implementation of the HIV/AIDS Prevention and Control Policy in Palangka Raya City was not in accordance with what was stated in Regional Regulation Number 8 of 2011. The Health Office had handled the infected people to the maximum. Handling is carried out, namely starting from socialization, control and rehabilitation efforts. The Health Office has not fully carried out socialization among the people of the City of Palangka Raya, there is still no satisfactory cooperation between institutions and organizations formed for the problem of prevention and control of HIV/AIDS. The obstacles that hamper the Office of Health in implementing are the lack of facilities and infrastructure such as special remedies, funding issues, and workers who are ready to implement the HIV/AIDS prevention and prevention program

Abstract Background: Mosquito surveillance is crucial for understanding the epidemic potential, planning early-warning, and effective control strategies. As a key public place in Beijing, the Beijing Olympic Forest Park (BOFP) makes serious epidemiological means for the Beijing, and the survey on the Japanese B Encephalitis (JBE) vector of Culex tritaeniorhynchus and mosquito landing in BOFP is crucial for the people living as well as JBE surveillance and control. It was hypothesized that the Cx. tritaeniorhynchus could be trapped in a well-urbanization area of Beijing, and the distribution of Cx. tritaeniorhynchus and mosquito landing rate are determined by the environmental factors. Methods: Thus, this investigation was performed to understand the spatial-temporal distribution of Cx. Tritaeniorhynchus and landing rate in BOFP, and the relationship between environmental features and densities of Cx. tritaeniorhynchus as well as mosquito landing rate, considering the vector competent of Cx. tritaeniorhynchus and important epidemiological means of BOFP in Beijing. From July to September, the Cx. tritaeniorhynchus was trapped with CDC-lights together with CO2 and the landing rate on the same sites as light traps were also investigated. What’s more, the ties of environmental factors to the density of Cx. tritaeniorhynchus and landing rate was performed with SPSS, after the environmental factors datasets had been extracted with the 3S procedures. Results: As result showed, the highest density of Cx. tritaeniorhynchus could be detected in September in the wetland environment, and the density was related to the grass-water in 400meters buffer (GW_400) and lower-trees in 100meter buffer distance (LT_100). For the landing rate investigation, the highest landing rates was observed in the wetland environment during September. In addition, there were two environmental features could be identified to correlate to landing rates; that is, grass-water in 400meters buffer (GW_400) and high-trees in 100meter buffer distance (HT_100). It was concluded that the Cx. tritaeniorhynchus, the vector of JBE, could be detected in BOFP (well-urbanization area), and the environmental factor could affect not only the spatial distribution of JBE vector but also the mosquito landing rates in BOFP. Conclusions: The information achieved from this study could offer advice to people escaping from mosquito biting and provide useful information to prevent mosquito-borne diseases in Beijing, which means a lot to the public health of Beijing.

To implement its strategy, a local government (LG) can use six interrelated activites, which we call the Six Cs. These activities comprise coalition building, citizen involvement, conflict management, compensation and rewards, cross-unit collaboration, and control. Each activity is related to one of Chester Barnard’s classic three functions of the executive (communication, coordination, and commitment to purpose). The research was based on in-depth investigations of seven European cities that had received an award for high performance by the European Institute of Public Administration (EIPA). A multiple case study “action research” methodology was used. Although each city had a different strategy, each had used the Six Cs in concert to make its strategy a reality. The Six-C model constitutes a framework that can be used by any city to help implement its strategy. Although there is no “cookbook solution” for using the Six Cs, they nevertheless constitute a conceptual framework that an LG’s management team can use to think about how it will move toward its strategic vision. An LG that wishes to achieve its strategy must think about how it will employ the Six Cs in a coordinated way. The central issues are not only the specifics of each C but how each matches and is aligned with the other five in order to assist the city to move toward its strategic vision.

Structuring of local government has been through various regulations and dynamics in its implementation, since the era of independence until the reform era. Aksentuasinya grapple on what to do in the local government to provide services and realize the welfare of the people. This work details the study of critical containment zones in Maharashtra within a time (April 9 2020 - July 31 2020) in the context of COVID-19. The effects of lockdown implementation, community isolation, environmental factors, demographic aspects, behavioural factors, diet etc. have been investigated. The effect of the aforementioned factors on the infected cases, cumulative infected cases, recoveries, cumulative recoveries, active cases, deaths and cumulative deaths are analyzed. The integrated effects of the aforementioned factors on COVID- 19 outcomes are further amplified due to adequate and inadequate health facilities. The study will be helpful to scientists, researchers, pharmacists and biotechnologists in new vaccine design & to accommodate above factors for the betterment of susceptible & infected people of Maharashtra and similar demographies across the globe. Further, it pinpoints the need for more awareness and control strategies among the people to reduce the havoc, stress, fear, anxiety, pathogenicity and thereby reducing mortality.
