Determining the impact of Ukraine’s energy strategy on the efficiency of enterprise management

The paper is devoted to the determination of the impact of Ukraine's energy strategy on the efficiency of enterprise management on the example of DTEK, which is one of the key participants in the energy market of Ukraine. Despite the country's constant attention to energy security, the country remains vulnerable to external and internal threats and challenges. That is why the investigation of problems and perspectives of energy market development, as well as the efficiency of its enterprises are extremely important at present. The paper has the applied nature, the research is based on current data of recent years. In particular, the paper presents production volumes, dynamics of export-import and electricity consumption in Ukraine in 2020–2021. The energy market of Ukraine is investigated in detail and the key features of its development are determined. It is determined that the main consumers of electricity in Ukraine are large industrial enterprises and the population. The structure and key participants of management and regulation in the energy sector of Ukraine are revealed in this paper. The state regulation of the electricity market in Ukraine is analyzed, the forms of state aid, benefits and subsidy programs operating in the energy sector are characterized. The main goals of «Energy Strategy of Ukraine for the period up to 2035» project are highlighted and compared with previous programs and plans. It is established that the target parameters of the country's energy strategy should be formed on the basis of energy balance, that is a system of indicators that characterize the resources, production, supply and use of all fuels and energy. To analyze the impact of the country's energy strategy on the efficiency of enterprise management, key financial indicators for the period 2017–2019 of DTEK energy company, including: income, expenses, cost of sales, margin, net profit, assets, investments, paid taxes and others are analyzed. Achievments of the goals of Ukraine's energy strategy in the long-term perspective will contribute to the reduction of dependence on energy imports, overcoming the crisis in economy and increase of the country economic potential as a whole.

The article discusses methods of regulating the power consumption regime of the schedule of the unified energy system of Ukraine, which can reduce the irregularity load schedule by using stimulating tariffs for electricity charges. A scheme of the equipment operation principle is shown, which can operate in a mode of consumer-power regulator according to the criterion of reducing electricity charges for industrial enterprises. The result of the energy reform in Ukraine led to the rejection of differentiated electricity tariffs, and the transition to market relations between enterprises that are consumers of electric energy and energy service companies that are responsible for working in the electric energy market. The objective of the article is to demonstrate the practical formation of prices for enterprises and the work of electricity suppliers, which boils down to the ongoing planning of hourly volumes for consumers of electricity and the timely purchase of the said volumes in different segments of the electricity market The aim of the article is to demonstrate the formation of prices for enterprises. The work of energy service companies, which consists in the constant planning of hourly volumes of consumers of electric energy and the timely purchase of these volumes in different segments of the electric energy market. The problem of this formation is that enterprises do not have an incentive to regulating the schedule of the unified energy system of Ukraine, as the new tariffs do not differ in terms of electricity consumption in intraday and а reducе in electricity consumption by the enterprise during peak hours. The authors propose measures that are aimed at solving this problem. The proposed measures are mainly aimed at changes in the day-ahead electricity market, which will entail changes in its other segments.

The purpose of the article is to study the main problems of lending to agro-industrial enterprises with state support in market relations and propose measures to implement a new mechanism of subsidized and compensatory budget support for agriculture, aimed at its effective functioning. Historically, Ukraine is an agro-industrial country with rich natural resources and opportunities. However, to make a decent profit, the agro-industrial complex needs regular cash infusions and complete modernization. Given these factors, farmers in Ukraine are increasingly resorting to such an ancillary method as a loan for agricultural development. The long history of the Ukrainian economy, multiplied by current trends in crop production and animal husbandry, forces banks to consider lending to agriculture as a promising profitable business, which can and should be lent. The urgency of the study is due to the growing need to address one of the priority sectors of the economy-agriculture, by increasing the role and availability of credit for farmers, improving lending conditions, improving the efficiency of monetary institutions lending to agricultural enterprises, as well as development forms of their support. Problems of improving the lending system, investment activity of enterprises, lending mechanism and state regulation in the field of agriculture were covered in the works of a number of scientists and practitioners: G. Bezorna, H. Borkhunov, I. Buzdalov, A. Gataulin, A. Golovanov, A. Gordeeva, L. Kolichev, K. Koroleva, A. Kupavykh, D. Murzin, E. Mezentsev, A. Ponomareva, E. Sagaidak, A. Sidoruk, Y. Trushin, D. Epstein and some others. In the foreign economic literature, the main attention is paid to the forms of state support for agricultural producers, assessment of the impact of subsidies in terms of efficient use of public funds and the functioning of agricultural banks, but at the level of microfinance. These problems are reflected in the works of foreign authors: N. Gow, K. Hoff, M. Zeller, A. Sarris, J. Swinnen, J. Stiglitz, J. Yaron, M. Schreiner, Le Min Tu, and others. The changing conditions of the market environment pose new challenges to the subjects of credit relations, and then there are problems of agricultural lending in the changing conditions of the country’s economy, which need to be addressed. Formulation of the goals of the article (task statement). The purpose of the article is to generalize the theory and practice of agricultural lending when there are new economic relations, financial and credit opportunities of the Ukrainian economy.

The Ukrainian energy system is one of the least efficient in the world. In terms of energy intensity, GDP is one of the last places in the corresponding world rankings. The need to reduce energy consumption of production is a key driver of reforming the energy sector of Ukraine's economy. Ukraine's international commitments and strategic course for integration with the European Union set priorities in the country's energy policy. Ukraine's energy strategy reflects key areas for the future development of the industry and is developed in the light of global trends and experience of the European Union. However, the implementation of the strategy requires a number of measures, including the adaptation of national legislation to the requirements of the European Union in order to form a new model of a competitive energy market. In addition, an important aspect of energy reform is the innovative nature of the measures envisaged for implementation. In particular, particular attention should be paid to the application of technologies that will form the basis of the energy system in the medium to long term. Such technologies include, in particular, “smart” grids that require a systematic approach to scale them up. The article deals with the reasons of low energy efficiency of the Ukrainian economy and the dynamics of the energy intensity index of the gross domestic product of Ukraine from the early 90s to the present and its relation with the world average. The structure of the country's energy balance and transformation of the electricity market are considered as one of the key directions of reforming the country's energy system. In addition, the article identifies that the development of "smart" energy networks is today an alternative direction for the development of electricity. The importance of continuous support of energy market participants for the formation of favorable business and investment environment is identified, as well as the potential consequences of state policy fluctuations of energy market actors on the example of solar energy support in Ukraine are identified. Industry plays a crucial role in solving current problems, namely: the accelerated development of industry, is a generator of scientific and technological progress and innovation, an important factor in the global competitiveness of national economies and a driver of economic growth. Therefore, increasing attention to the development of industry and industrial policy is one of the main trends in the modern world economy. The purpose of the paper – to analyze the sustainable development of industrial enterprises of Ukraine from the standpoint of security, using a system-structural approach. Methodology. The concept of sustainable development is a management structure that contains a general system view of the ways of transition from the current position of the object of management to the desired, includes the following steps: defining the structure of sustainable development; defining the boundaries of safe existence; identification of the level of sustainability of supply chains; identification of imbalances of sustainable development; to substantiate the methodical approach to estimating the level of sustainability of supply chains of industrial enterprises with the use of economic and mathematical tools; determining the impact of threats and developing institutional measures. The results of the study revealed disparities in sustainable development at the level of economic, social and environmental security of the enterprise, at the level of subordinate components and at the level of indicators that determine the list of major threats, which are calculated indicators of social and economic components of sustainable development. To determine the severity of the impact of threats, the coefficients of elasticity of each component and indicator on the integrated index of sustainable development were calculated and ranked, which is the necessary information for the development of priority measures. Practical implications. The dynamics of deviations of current values of integrated indices from their average optimal values determines the importance of threats to the components of sustainable development. Almost all of these industrial enterprises are characterized by complete neglect of the social status of employees, which inhibits economic growth and makes it impossible to develop domestic demand. Under such conditions, the issue of digitalization of business becomes relevant. The digitalization of business has received considerable attention from both academia and the business community, which define digitalization as a focused effort of companies to actively use digital technologies at all levels to optimize internal processes and modify the overall business model. Value/originality. The obtained strategic guidelines of key macro indicators, which together with the strategic values of indicators are the ultimate goal of sustainable development regulation, which can be monitored through monitoring to monitor the implementation of the Development Strategy and evaluate the policy of enterprise management.

The formation of the ERP is a complex and time-consuming process, and therefore for the successful completion of the project it is necessary to develop a strategic plan for management automation and the use of modern approaches to assess its effectiveness. An important aspect of the formation of an effective ERP is to identify, analyze and assess the impact of external and internal factors that affect the satisfaction of future users of the implemented system – staff and managers at all levels. The article analyzes common approaches to identifying factors influencing the effectiveness of projects for automation of industrial enterprise management. The application of common approaches to assessing the effectiveness of an automated enterprise management system at different levels of maturity of its IT infrastructure, indicating their main advantages and disadvantages, and gives priority to the total cost of ownership as a key. It is proved that to increase the productivity and efficiency of ERP-system enterprises should take into account the factors that affect user satisfaction. At present, it is actually possible to determine the effectiveness of IT investments for Ukrainian enterprises is the analysis of whether it is possible to achieve the set goals at the expense of funds allocated for automation, formulated not in the form of their return coefficient, but in terms characterizing the parameters of automated processes. In general, for most modern enterprises before the implementation of AMS it is necessary to conduct an audit and reorganization of their activities to create rational technologies and business processes. Reorganization in this case does not necessarily mean a change in the organizational structure of the enterprise, but the optimization of processes to achieve greater productivity at lower cost. Prospects for the development and maintenance of the system are important for domestic enterprises, which are mainly determined by the developer (supplier) of the automated system, as well as a set of standards that is embedded in the system and its components. In addition, an important role in choosing a supplier is the form of its presence in the domestic market, which is formed by the presence of a network of certified technical support centers, authorized training centers, “hotlines” for consultations and more.

Aim. The presented study aims to examine the state of industrial exports from Saint Petersburg.Tasks. The authors consider export potential, structure, and dynamics of exports and imports of industrial products in Saint Petersburg; examine structural transformations in Saint Petersburg’s economy sectors and the impact of innovation processes on the export potential of changes in the factors that are significant for export activities.Methods. This study uses the official data of statistical agencies and customs authorities and processed results of the monitoring and survey of managers of Saint Petersburg enterprises and organizations.Results. The study assesses the effects of organizational, economic and industrial factors on the export potential of Saint Petersburg’s economic entities, changes in their target markets over the past three years, and results achieved by enterprises and organizations in terms of factors that are significant for export activities.Conclusions. Excessive state regulation and loopholes in the current legislation are significant factors that limit the export potential of Saint Petersburg enterprises and organizations. At the same time, for large industrial enterprises it is crucial to maintain national rules, international agreements and stability of production. While small and medium enterprises should focus on quality and the cost of components.

The transfer of market power in electric generation from utilities to end-users spurred by the diffusion of distributed energy resources necessitates a new system of settlement in the electricity business that can better manage generation assets at the grid-edge. A new concept in facilitating distributed generation is peer-to-peer energy trading, where households exchange excess power with neighbors at a price they set themselves. However, little is known about the effects of peer-to-peer energy trading on the sociotechnical dynamics of electric power systems. Further, given the novelty of the concept, there are knowledge gaps regarding the impact of alternative electricity market structures and individual decision strategies on neighborhood exchanges and market outcomes. This study develops an empirical agent-based modeling (ABM) framework to simulate peer-to-peer electricity trades in a decentralized residential energy market. The framework is applied for a case study in Perth, Western Australia, where a blockchain-enabled energy trading platform was trialed among 18 households, which acted as prosumers or consumers. The ABM is applied for a set of alternative electricity market structures. Results assess the impact of solar generation forecasting approaches, battery energy storage, and ratio of prosumers to consumers on the dynamics of peer-to-peer energy trading systems. Designing an efficient, equitable, and sustainable future energy system hinges on the recognition of trade-offs on and across, social, technological, economic, and environmental levels. Results demonstrate that the ABM can be applied to manage emerging uncertainties by facilitating the testing and development of management strategies.

The power sector is currently experiencing a dynamic transformation, resulting not only from EU directives, but also from current problems, mainly related to ensuring energy security for customers. For this reason, in Poland, it was decided that the model of electricity market operation needed to be changed. A dual market has been created, and a separated segment is the capacity market. This solution operates, in addition to other power mechanisms, in many European Union countries, e.g., in France, Great Britain, and Italy. The experience of these countries indicates the positive impact of the power market on various aspects of the power sector, such as legal, economic, technical and technological, social, and infrastructural aspects, mainly due to technological neutrality and open competition between power suppliers. The creation of the structure of an energy market drastically changes the rules of energy management, which requires investigations concerning the impact of those factors on the energy sector in Poland. The aim of this work is to examine the impact of the power market on the Polish power sector, and to determine the impact of individual consequences on several predefined areas. For this purpose, a questionnaire survey was used. The purpose of a detailed analysis is to develop probable scenarios for the sustainable development of the Polish energy sector.

A bi-level electricity market clearing process was developed for energy and reserve allocation in the day-ahead market using AC Optimal Power Flow (ACOPF). An energy-consuming entity (ECE) which does not want its cleared demand to be curtailed, even if any contingency occurs, purchases power from the reserve market at a higher rate. The proposed model helps the ECE to secure a reserve market allocation at the price of the energy market in the real-time market settlement. Various market models were formulated for the evaluation of locational marginal pricing (LMP) in the energy market and locational contingency marginal reserve pricing (LCMRP) in the reserve market. The impact of wind farms on LMP, LCMRP, and negative LMP was analyzed. The increase in demand requirement in the deregulated environment was balanced in the proposed models by the thermal–wind coordination dispatch. The market models were illustrated with the IEEE 30 bus system.
