The effectiveness of the functioning of the banking system of any state is determined by the sufficiency of the resource base, mainly formed from deposit sources. The purpose of the article is to assess the state and development trends of the deposit base of state commercial banks of Ukraine, which are the four largest banking institutions in terms of assets and liabilities. The concept of a deposit was highlighted and three basic approaches to the interpretation of this definition were identified. The assessment of the deposit activities of state-owned banks in terms of volume and structure during 2017-2019 was carried out. The results of the analysis show a positive trend towards an increase in the value of deposit resources of all state-owned banks, except for JSC “Ukreximbank”. For the stability of the resource base of commercial banks, the dominance of the share of term deposit funds over demand deposits is necessary. During 2017-2019 such dominance took place in JSC “State Savings Bank of Ukraine” and JSC “Ukreximbank”. The problems of balancing the structure of deposit resources by the terms of attraction were found in JSC CB “Privatbank” and JSC “Ukrgasbank”. As is known a qualitative assessment of the stability of deposit operations is possible only when analyzing a set of relative analytical coefficients. So, the article presents the main indicators that can be used to analyze the effectiveness of the use of attracted resources by banking institutions. Based on the analysis of indicators for assessing term and current deposits, the features of the functioning of the market for deposits of state-owned banks during 2019 were characterized. It was determined that the positive dynamics in the organization of the deposit activities of Ukrainian state banks is the result of an effective deposit policy. Even with low deposit rates, the volume of the deposit portfolio has increased in recent years, which indicates a gradual restoration of the confidence of depositors in the domestic banking system.

The article is devoted to the analysis of the financial stability of Ukrainian banks at the present stage of development and the identification of the main factors of influence that are associated with it. The main tendencies of development of the banking system of Ukraine are considered. The present state of the banking system of Ukraine is determined. Financial stability plays a significant role in planning the activities of commercial banks. In general, its indicators reflect the level of riskiness of the functioning of the entity of the banking system. Managing financial sustainability has a significant impact on the functioning of banks. That is why it is necessary to create special control departments in banking institutions. The research of financial stability of banks is based on financial sustainability indicators developed and used by the IMF and the World Bank as the basis for the "Integrated Financial Sector Development Program until 2020". The necessity of applying different methods for evaluating the financial stability of commercial banks has been established in order to identify a wider range of problems related to the efficiency of the functioning of the banking system. The description of  two main groups of factors, under the influence of which the financial stability of banks  undergoes changes, is presented. It was revealed that external factors have a more significant impact on the financial stability of a bank. In particular, the factors of mega environment have become more important when banks enter the international financial space. Internal factors lie mostly in the management plane, and it is just the inefficient management of the bank that leads to the disruption of its stable financial condition. Specific features of management of financial stability and methods of its evaluation are considered. The analysis of economic standards of the banking system of Ukraine is carried out. The measures are proposed to minimize the risks and maintain the stability of banking institutions at the required level for normal functioning in modern conditions. It has been proved that providing, supporting, analyzing and evaluating the financial stability of commercial banks is a driving force in the development of the banking system, and hence the entire Ukrainian economy.

This article attempts to systematize the institutional and operational conditions of stability and security of the banking system. The intention of the authors is to analyse some factors strongly affecting the functions and principles of two members of modern banking systems - the central bank and commercial banks. The authors start the analyses by defining stability and security of the banking system. Then point out to the role of the various segments of the financial safety net in providing conditions for stable and secure system, and determine the necessary requirements of the stabilization as demanded from the banking institutions management system. In conclusion, they define the set of requirements (institutional and operational) necessary for achieving the stability and security of the banking system

The purpose of the issuance of securities (cheque and demand deposits) is as fulfilling accomplishment in the form of payment of a sum of money in the form of demand deposits. Publishing mechanism checks and demand deposits at the State Savings Bank bnak together with other banks, because it is set by the central bank or Bank Indonesia Based on the analysis of the author, publishing mechanism and giro cheque above, the Issuer and the holders of the possibilities could be opened in the same bank or a different bank. Therefore, if a person does not have an account at a Bank Giro, the holder may act as recipients of cheque, but for Giro holder must have a checking account advance. Demand Deposit Account in payment by transferring funds is not an absolute requirement. Payment orders will be carried out by snagging when the issuer has a Giro account balances effective enough

The scientific article examines the problem of capital adequacy regulation, which is relevant for commercial banks and for regulators designed to supervise the functioning of the banking system of Ukraine. Such close attention to this problem is associated with the frequent formation of "imaginary" equity by many commercial banks in Ukraine, as the banking business (especially in today's Ukrainian economy) is characterized by risky activities. With proper regulation of bank capital adequacy simultaneously with the growth of capitalization of the banking system, will increase the attractiveness of commercial banks for depositors and creditors, expand their resource base, improve the investment climate in Ukraine as a whole. The main tasks of development of the banking system of Ukraine in the conditions of strengthening their competitiveness in relation to foreign banks are highlighted, namely: to minimize dependence on increasing the adequacy of capital adequacy assessment of commercial banks to international standards, to strengthen supervisory requirements for real capitalization of commercial banks in terms of risk. The article proves that the main problem in determining the state policy of bank capital adequacy is the so-called "moral hazard", which should be understood as the desire of owners or managers of banks to conduct operations with higher profitability, shifting their inherent risk to a third party act as depositors, other creditors or the state. It is substantiated that it is the moral risk that can be manifested both in bank liabilities (excessive increase in the share of borrowed funds) and in bank assets (increase in the share of high-risk investments, including as "compensation" for capital increase at the request of the supervisor).

Introduction. Indicated that it determines the degree of capital adequacy of financial stability of the bank, so there is the element of the resource base of the bank, which should cover the risks arising in its activities. Therefore, proposed on the one hand say that the greater range of operations conducted by the bank, the greater the volume of investments in it, the more losses it may incur and the more he should be the level of capital adequacy to ensure stability in the implementation of the relevant risks. The attention that the low level of capital adequacy of the bank leading to a dangerous increase risks a negative impact on its financial stability. The comparison of approaches to the calculation of economic capital. The purpose of the study is to determine the best approaches for calculating economic capital in the presence of risk in the banking system arising in connection with the stability of the economy and fluctuations in the banking system. Results. In the sense of economic capital calculation and the effectiveness of its many internal and external stakeholders with regard to banking institutions and organizations, such as the management of bank supervisory authorities, rating agencies and shareholders. Even before the transition to the stage of calculating economic capital of most Ukrainian banks to make a number of steps to ensure that the basic requirements for risk management. Conclusion. The regulation of capital adequacy of the bank must comply with two ends, as overstating this value and reducing its value affects the reliability of the bank

Introduction. In the current global crisis, the spread of globalization, unstable economy in the country, the emergence of threats related to the spread of the COVID-19 pandemic and the introduction of quarantine in the country, it is necessary to analyze their impact on banking institutions in Ukraine and accordingly to the national security of Ukraine. Purpose. The main purpose of the study is to analyze the current state of the banking services market of Ukraine during a pandemic and to develop practical recommendations for its further development. Results. The state of the Ukrainian market of banking services in the conditions of a pandemic is analyzed. The dynamics of operating banks in Ukraine is studied. The TOP-10 banking institutions according to the stability rating and the leaders of the people's rating of banking institutions are presented. It is noted that in modern conditions, the activities of banking institutions are extremely strongly influenced by external factors. The dynamics of gross domestic product volumes is considered. The dynamics of the discount rate of the National Bank of Ukraine is studied. The analysis of indicators of return on assets and capital of the banking system in Ukraine as a whole is carried out. Examples of adaptive solutions of banking institutions in Ukraine during a pandemic are given. It is noted that due to the introduction of quarantine in Ukraine, citizens began to actively and effectively use Internet technology to address their own issues and meet needs, thus accelerating the transition to the digital age. Conclusions. We are convinced that the introduction of adaptive measures of banking institutions in the context of the COVID-19 pandemic for other banks will help to minimize the negative consequences and possible risks associated with such exposure. Thanks to timely decisions on the functioning of banking institutions, re-planning, changing approaches to customer service, banking institutions were able to adapt to the conditions caused by the pandemic, and reduce possible risks, losses and threats to their activities and generally positively affect the economy.

We examine the spatial distribution of banks in Russian regions to identify the factors that affect changing territorial architecture of the banking system. The object of the study is dynamics of the number of commercial banks and their branches in 1991-2016. Besides the well-known tendency of concentration of the banking business in Moscow and reducing the number of banks in other regions we analyzed situation in the federal districts taking as an example the Siberian Federal District. This approach allowed us to formulate hypotheses about the causes of differences in the availability of banking institutions in Russian regions.

The aim of this paper is to evaluate the relative efficiency of commercial banks in three developing countries in Europe (North Macedonia, Serbia, and Croatia) in the period from 2015 to 2019, and to provide targets for improvement for the inefficient banks by using DEA. The variables are selected under the income-based approach. Based on the output-oriented BCC model, unusual results are obtained for a few commercial banks in each country, that is, they are BCC relative efficient, which is contrary to the real situation. In order to identify outliers that can affect the efficiency results, a super-efficiency procedure is applied so that banks with a super-efficiency score higher than 1.2 (outliers) or for which a feasible solution was not found are considered in detail and removed, and then the output-oriented BCC model is rerun. Based on the obtained results, the Macedonian commercial banking system shows the highest efficiency (91.1%), followed by the Croatian (90.9%) and the Serbian (81.9%) banking system. The estimated targets for improvement of the inefficient commercial banks could help their top bank management in better resource allocation and making fact-based and faster decisions by which they can improve the operation of the banks they lead and contribute to the stability of the financial system.

The mass introduction of information technologies in the activities of state structures has made it possible to transfer the efficiency of their functioning to a qualitatively new level. Unfortunately, as a means of action, they have characteristic vulnerabilities and can be used not only for good, but also for harm. For the state, as a guarantor of the stability of a civilized society, the issue of ensuring the security of information processing is particularly important. Despite the automation of many information processes, the most vulnerable link in the work of information systems remains a person. A person acts as an operator of information systems and a consumer of information. The entire service process depends on the competence of the operator and the quality of his perception. There are areas of government activity where the cost of error is particularly high. These include ensuring the life and health of citizens, protecting public order and the state system, and ensuring territorial integrity. The specifics of the spheres must be taken into account when ensuring the security of information. This study concerns official activities that are provided by paramilitary groups. Currently, there is a discrepancy in the level of competence of new personnel in the first months of service. The author traces the shortcomings of general and special professional qualities in the field of information security. The purpose of the study is to substantiate certain pedagogical means of forming cadets ' readiness to ensure information security. As forms of theoretical knowledge, we will use the traditional hypothesis and model, as well as functionally distinguishable judgments – problem, assumption, idea and principle. Empirical forms of knowledge will be observation (experimental method) and fixation of facts. To evaluate the effectiveness of the developed pedagogical tools, we use statistical methods: observation (documented and interrogated) and calculation of generalizing indicators. To formulate conclusions, we will use logical methods: building conclusions and argumentation. The approbation of certain pedagogical tools described in this article showed a significant positive trend in terms of competence in information security issues.

The article is aimed at substantiating the feasibility of creating a specialized postal bank in Ukraine, to define the list of related risks and possible directions for their reduction. The following key risks that hinder the establishment of a postal bank in Ukraine are identified: risk of lack of full control over the directions of investment of accumulated deposits of the population on the part of the NBU; liquidity risk; risk of non-compliance by the postal operator with economic standards that are mandatory for banking institutions; risk of capital deficit; risk of inability to support the postal operator with refinancing; risk of mass withdrawal of deposits by customers; risk of insufficient competence of «Ukrposhta» employees to comply with the requirements of financial monitoring; risks associated with the collection of large amounts of cash; risk of further growth of the share of the State-owned institutions in the banking market; risk of shortage of funds to close the agreement on the purchase of «Ukrposhta» by an already operating bank. Possible directions of minimization of these risks are proposed, in particular: implementation of key elements of successful experience in the banking services market of JSPPB «Aval»; defining as the target segment of clients of the new postal bank of the pensioners, who are currently customers of post offices, and as the basis of its resource base – the future pension and current accounts of individuals; use by «Ukrposhta» of the so-called «agency» model of financial services provision; association of «Ukrposhta» and «Oschadbank» into the State-owned Postal Bank; development of a list of key performance indicators for employees and branches of the new postal bank; development of a list of measures directed towards significantly improving the level of qualification of personnel of «Ukrposhta» branches; installation of POS-terminals and payment terminals in all post offices located in rural areas; establishment of individual economic standards for the new postal bank for the period of its full adaptation to activities in the banking market.
