The author reviews the work of the international conference on the global ecological problems held on the occasion of the 155-th anniversary of Vladimir Vernadsky within the framework of the Fourth World Professional Forum “The book. Culture. Education. Innovations” (“Crimea”). About 40 papers dedicated to VladimirVernadsky, his contribution to the modern science, his ideas and their transformation in the modern world, as well as to the practical experience of the libraries, museums, universities, advanced training organizations, were presented. The contents of the key papers is discussed, the links to the full texts on the RNPLS&T’s www-site are given. Within the conference framework, special events oriented towards teenagers and young adults, the graduates’ session “Solutions for ecological problems”, interactive ecological game, and podium discussion “Do we have the ecological future?”, etc., were held.The author emphasizes that the main conference result is the collaboration plans made between researchers, libraries, museums, universities, non-government organizations to spread Vernadsky’s ideas, as well as the establishment RNPLS&T — V. I. Vernadsky Foundation the joint site to promote new projects and to engage the interested parties.

The Fourth World Professional Forum “The Book. Culture. Education. Innovations” is reviewed with the main focus on the 25-th International Conference “Libraries and Information Resources in the Modern World of Science, Culture, Education and Business”, the Third General Conference of the National Library Association “Libraries of the Future” and the First Scientific and Educational Symposium “Building and Developing the Modern Digital Environment for Education and Science”. For the first time, RF President Vladimir Putin, sent his welcome address in which he emphasized that the Forum became an important event for the representatives of research and educational organizations, professionals in arts and humanities, the site to discuss acute professional problems, and to make plans for the future.Several Forum events are reviewed, among them the open press-conference, the National Libraries Day, ROSPATENT Day, Day of Library Innovations, Intellectual and Discussion Duel «To the Barriers!” Within the framework of the Forum, over 130 simultaneous events were held in diverse formats: lectures, discussions, workshops, round tables, and business games. The Forum conclusions are made; the participants say that the Forum has its unique character, traditions and bright future.

The Fourth Museum Assembly held within the framework of the Fourth World Professional Forum “The Book. Culture. Education. Innovations” (June 18–22, 2018, Sudak, Republic of Crimea) is reviewed. The 2018 topic was “Regional museums: To preserve traditions, to implement innovations”. The Assembly was organized through the support of the Ministry of Culture of the Russian Federation and the Ministry of Culture of the Republic of Crimea. The reviewers discuss the topics and problems revealed in the plenary presentations and papers delivered at the section “Museums in the modern information and cultural space”. The thematic sessions were supplemented with master classes “Research with the museum collections” and “Exhibitional work”. When concluding the Fourth Museum Assembly, the participant suggested that in future, more attention should be given to museum libraries. The officers of the Ministry of Culture of the Republic of Crimea admitted that the Assembly should be held regularly as it served the site to share experiences and improve professional competences of museum specialists of Crimea and Russia, on the whole.

The authors also give overview of discussions and presentations at the open press conference, the work and conclusions of the central discussion site, Day of Crimean Libraries, Day of Rospatent, The Third Scientific Conference “Scientometrics, bibliometrics, open data and publications in science”, The Third International Conference on the global ecological problems, the research and practice events held within the framework of the Forum, as well as the opening and closing ceremonies, and Forum plenary session.

Several events are addressed in particular, namely the open press conference, open meeting of the Interdepartmental Coordination Council for National Subscription: “Analysis of the national access to the Web of Science - initial results”: “Providing access to full-text databases - from subscription to open licensing”; the joint event of the Federal Agency for Intellectual Property (ROSPATENT) and the RF Ministry of Education and Science “Intellectual property - the Foundation for the Knowledge Society”; special event by Moscow and St. Petersburg public libraries; The Day of Libraries of the Russian Railways Company, and intellectual show “To the barriers!”

The article deals with the concept of flat Earth. There has a adherents and defenders in the modern world, despite the solid age of heliocentric teaching. Flat Earth apologists point out, that the evidence in favor of the scientific heliocentric theory is held on confidence. People should trust the testimony of astronauts, space exploration data, and more. However, the vast majority of people cannot verify this data from their own practical experience. If science is a criterion for truth, then the heliocentric concepts and flat Earth are far removed from this criterion. Moreover, in the cultural experience of the past we can find arguments in favor of the concept of a flat Earth. These testimonies are contained, in particular, in the Old Testament Bible, the sacred texts of Christianity and Judaism. The mythological and religious texts of other nations and cultures also refer to the idea of a flat Earth.

In the modern world, where a person is exposed to daily stress, increased physical exertion, the toxic effect of various substances, including drugs. The task of modern science is to find antioxidants for the body. These can be additives obtained both synthetically and the active substances that we get daily from food. Such a striking example is turmeric, obtained from the plant Curcuma longa. Recently, it has been known that curcumin has an antioxidant, anti-inflammatory, anti-cancer effect and, thanks to these effects, plays an important role in the prevention and treatment of various diseases, in particular, from cancer to autoimmune, neurological, cardiovascular and diabetic diseases. In addition, much attention is paid to increasing the biological activity and physiological effects of curcumin on the body through the synthesis of curcumin analogues. This review discusses the chemical and physical characteristics, analogues, metabolites, the mechanisms of its physiological activity and the effect of curcumin on the body.

Non-state factors begin to play more and more significant role in processes of global management. The international non-governmental organizations are on a special place among them (INGO). In the last decade they are growing noticeably. In this regard it is necessary to study the role and the meaning of international non-governmental organizations in the process of global management. It is a vital need of modern science. Attempts to elaborate definition of the concept "international non-governmental organization" were made repeatedly but all developed concepts have certain shortcomings (don't reflect the legal nature of INGO, membership, activity purposes, etc.). The bulk of non-governmental organizations are created for the solution of specific problems or work within a certain perspective. Today these organizations actively deal with issues connected with humanitarian assistance, protection of human rights and environmental protection, providing peace and safety, participate in educational programs, sports projects. They provide analysis and expert assessment of various problems, including global problems, act as mechanism of "early notification" and promote control of international agreements execution. But, without looking, for rather positive role of MNPO in their activity there are also certain problems. INGO is often accused in internal state affairs. Their activity often has politized character.

This article contains a philosophical study of the moral basis of modern legal nihilism. Usually legal nihilism is understood as a negative or indifferent attitude of individuals or social groups to law as a social institution. The universal and necessary nature of this phenomenon cannot be revealed by giving even the broadest list of active causes of its occurrence and spread. This nature of legal nihilism can be understood through systematic knowledge the idea of the moral spirit.Within the limits of this article, only the nearest spiritual and practical basis of the legal nihilism is revealed. Further consideration of the problem proves that this basis is the freedom of moral subject, the moral view in general, which is an effective principle of the form of the modern world. From a moral point of view only the autono- mous will is truly free and, therefore, really moral. For it is subordinate to a universal law, rooted in the «moral self» of the will itself. Thus the autonomy of the will is recognized as the true and only law of morality, which is identified with real moral order. Recognition of the autonomy of the moral will as the highest principle of the practical spirit made the moral view an indisputable criterion for evaluating any existing moral order. Thus the reflection of the practical experience of modern times laid the moral foundation of legal nihilism. For from this moment on, any external authority, every normative order has come under the initial suspicion of the moral subject, Every objective normative order came to be considered by him as something that has only a conditional significance. All this reality now requires legitimation by the subject of moral freedom, justification before person’s deep belief in what is rational and moral.
