Modern education is closely connected with implementation and using of information and communication technologies (ICT) in the teaching process. The questionnaire of teachers and directors of Latvia schools was carried out in order to evaluate the situation of ICT in schools and the attitude of school pedagogues toward this process. The results of the questionnaire showed that supply of schools with modern ICT in Latvia is not sufficient. The respondents expressed their views: what are the main obstacles of effective implementation of ICT in the study process and what are the priority challenges in the implementation of ICT in schools. Abstract Modern education is closely connected with implementation and use of information and communication technologies (ICT) in the teaching process. ICT is recommended to be used in schools in Europe to develop competences of students to become high-quality professionals and active citizens in the society. A questionnaire survey of teachers and directors of Latvian schools was carried out in order to evaluate the use of ICT in Latvian schools and attitude of teaching staff towards this process. The results of the questionnaire survey showed that Latvian schools are not supplied with ICT to a satisfactory level. It is necessary to raise the competence of many teachers in the field of ICT. The attitude of teachers to the use of ICT in the study process is more positive in comparison with school directors. Important factors for improvement of ICT use in schools are ICT training for teachers, computer accessibility for teaching staff, sufficient supply of qualitative ICT teaching materials and computers in schools and encouragement of teachers to use ICT.

One of the important factors in harmonizing the national standards of Azerbaijan with the Bologna Declaration is the use of ICT in the education system as a tool to increase the effectiveness of education.

The article is devoted to problems of cybermedicine industry as an innovative pedagogical science.Some aspects of the prerequisites for the formation of cyberspedagogics are considered. The authors give a conceptual series of cyberpedagogics. The article substantiates the necessity of using a cyberontological approach in education, which is effective in solving the actual problems of human education and training in the XXI century. Cyberspace is characterized as a new environment of human activity and a factor of social and intrapsychic changes. The key features of a modern person using information and communication technologies are described. Substantiates the importance of developing a culture of cybersocialization of each person, as well as cybermediary – science of the XXI century – as the basis of organization of modern education with regard to the influence of cyberspace on the processes of learning, education and development. The article analyzes a number of concepts on the problem of cyberspedagogics.

Este texto tem como objetivo analisar alguns contextos em que e-Learning vem se desenvolvendo, especialmente nos âmbitos das políticas públicas e da economia. Considerando que as linhas gerais dessas políticas estão voltadas para o desenvolvimento econômico dos países ou regiões em que se inserem, a educação e os novos territórios educativos constituídos a partir do uso das tecnologias da informação e comunicação vêm sendo utilizados como estratégias para esse desenvolvimento. Ao mesmo tempo, a educação vem constituindo um novo mercado, rentável, e com perspectivas de crescimento rápido, o que atrai investimentos de um grande número de empresas. A análise feita aqui tenta mostrar as limitações dessas perspectivas e o reducionismo aplicado à educação, uma área ligada umbilicalmente à constituição do ser humano, enquanto ser social, complexo. A análise não tenta dar conta de todas as implicações dessas dinâmicas e sim problematizar aquelas que mais se destacam no contexto contemporâneo. <br> <br> <B>Palavras-chave</B>: e-Learning, políticas públicas, estratégia econômica. <br> <br> <br> <B>Abstract</B>: The objective of this text is to analyze some contexts where e-Learning has been developing, especially in the ambit of public policy and the economy. Considering that the general lines of these policies are aimed at the economic development of the countries or regions in which they are found, education and the new educational areas resulting from the use of information and communication technologies have come to be used as strategies for this development. At the same time, education has become a new market, profitable, and with prospects for fast growth, attracting investment from a large number of companies. The analysis carried out here tries to show the limitations of these prospects and the reductionism being applied to education, an area linked irrevocably to what it is to be a human being – when it is social, complex. The analysis doesn’t try to cover all the implications of those dynamics but certainly tries to question those that stand out more in the present-day context. <br> <br> <B>Key words</B>: e-Learning, public policies, economic strategy.

Este artigo busca analisar, com base na perspectiva epistemológica multirreferencial, transformações relacionadas com o processo de globalização e seus reflexos nas. relações entre mudanças e rearticulações econômicas e políticas, processos e relações de trabalho e (in)formação do trabalhador. Aborda referenciais teóricos que interpretam a sociedade contemporânea a partir de perspectivas cognitivo-reflexivas e estético-hermenêuticas e as relações entre processos (in)formativos e concepções de sociedade. Enfoca a interrelação entre espaços de trabalho e de aprendizagem, chegando ao conceito de espaços multirreferenciais de aprendizagem. Argui que a instituição / reconhecimento destes espaços para a (in)formação do cidadão-trabalhador, tanto no âmbito escolar quanto de outras esferas da vida social, é uma alternativa comprometida com a construção da cidadania, numa perspectiva solidária, visando à superação de profundos fossos de discriminação e exclusão. <br> <br> <B>Palavras-chave</B>: tecnologias da informação e comunicação – (in)formação do cidadão trabalhador – espaços multirreferenciais de aprendizagem. <br> <br> <br> <B>Abstract</B>: This paper seeks to analyze - from an epistemological multireferential perspective - transformations related to the process of globalization and how they are reflected in the. relationships between economic and political change and re- negotiation, work relations and processes, and the (in)formation of the worker. It deals with theoretical referents that interpret contemporary society from the standpoint of cognitive-reflexive and aesthetic-hermeneutic perspectives and the relationships between (in)formative processes and conceptions of society. The paper focuses on the interrelationship between work and learning spaces and develops the concept of multireferential learning spaces. It is argued that the institutionalization / recognition of these spaces for the (in)formation of the citizen-worker – just as much in the school ambit as in other spheres of social life - is an alternative that is committed to the building of citizenship from a perspective of solidarity, with the aim of overcoming deep discriminatory divides and exclusion. <br> <br> <B>Key words</B>: information and communication technologies, the (in)formation of the citizen-worker, multireferential learning spaces.

The electronic information educational environment of FSBEI of HE «Shadrinsk State Pedagogical University» is considered and the comparative characteristic with the known Moodle platform is given. Highlighted the problems faced by the University when working with EIOS, as well as its advantages.

The importance of Information and Communication Technologies (ICT) in educational process increases. The effective use of ICT in the study process could improve the knowledge of students and their interest about study process. The investigation was carried out in 5 Latvian schools. The questionnaire of 5-6 and 7-9 grade students about use of ICT during study process and attitude of students toward using of ICT in science and biology subjects was carried out. The results of the survey showed that the majority of students use ICT for study purposes until 1 hour or 1-2 hours during day but part of questionnaire students (14%) even more than 4 hours in a day. Students use ICT for different purposes: keep in touch with e-class, communicate with classmates, use computers and mobile phones for searching information in educational purposes, comply home works using computer and so on. The majority of questionnaire students consider that using of ICT help them in different areas of study process. Students to some extent agree that using of ICT give them ability to better understand science and biology subjects and increase motivation to learn these subjects.

Computerizing the country is a priority for the Italian government, which has set up the Digital Agenda for innovation driven by information and communication technologies to deliver smart, sustainable and inclusive growth, in adherence to European Union's policies. Cloud computing is one of the pillars of this strategic plan, since by accelerating the implementation of the Digital Agenda, it represents a chance for Italy to meet its increasingly crucial need for innovation and revitalization of competitiveness. Among the different solutions that Italian public administrations have been adopting, sustainable cloud computing frameworks have been chosen, with minimal management effort, for their contribution to smart working, and their capability of reconciling economic demands, environmental resilience, and social equity. This chapter aims to explore the ongoing change in the technological architecture for e-Government in Italian municipalities and the effects of the activation of sustainable cloud computing frameworks for this purpose, with particular emphasis on personnel's empowerment. On the basis of the benchmarking of the best practices, recommendations will be provided for an effective implementation of Google Apps as a sustainable cloud computing solution to foster staff's continuing professional and personal development in Italian municipalities.
