Este texto tem como objetivo analisar alguns contextos em que e-Learning vem se desenvolvendo, especialmente nos âmbitos das políticas públicas e da economia. Considerando que as linhas gerais dessas políticas estão voltadas para o desenvolvimento econômico dos países ou regiões em que se inserem, a educação e os novos territórios educativos constituídos a partir do uso das tecnologias da informação e comunicação vêm sendo utilizados como estratégias para esse desenvolvimento. Ao mesmo tempo, a educação vem constituindo um novo mercado, rentável, e com perspectivas de crescimento rápido, o que atrai investimentos de um grande número de empresas. A análise feita aqui tenta mostrar as limitações dessas perspectivas e o reducionismo aplicado à educação, uma área ligada umbilicalmente à constituição do ser humano, enquanto ser social, complexo. A análise não tenta dar conta de todas as implicações dessas dinâmicas e sim problematizar aquelas que mais se destacam no contexto contemporâneo. <br> <br> <B>Palavras-chave</B>: e-Learning, políticas públicas, estratégia econômica. <br> <br> <br> <B>Abstract</B>: The objective of this text is to analyze some contexts where e-Learning has been developing, especially in the ambit of public policy and the economy. Considering that the general lines of these policies are aimed at the economic development of the countries or regions in which they are found, education and the new educational areas resulting from the use of information and communication technologies have come to be used as strategies for this development. At the same time, education has become a new market, profitable, and with prospects for fast growth, attracting investment from a large number of companies. The analysis carried out here tries to show the limitations of these prospects and the reductionism being applied to education, an area linked irrevocably to what it is to be a human being – when it is social, complex. The analysis doesn’t try to cover all the implications of those dynamics but certainly tries to question those that stand out more in the present-day context. <br> <br> <B>Key words</B>: e-Learning, public policies, economic strategy.

Abstract. The article discusses the issue of the possibility of using information and communication technologies in the process of training persons remanded in custody. In this area, special attention should be paid to the study of the availability of higher-level education in a penitentiary institution, the assessment of information technologies potential for supporting the education of the category of persons in question. The author establishes the factors influencing the consequences of the education of convicts in terms of committing repeated offenses and successful reintegration with society through employment after release. Information and telecommunication services are currently a full-fledged resource for social development compared to traditional resources. The growth of the level of scientific and technological progress has led to the incredibly fast development paces in the sphere of information and communication technologies, which has a significant impact on the development of the economy. On the basis of a thorough analysis of the sectors of information and communication technologies and components of the ICT development index, the article substantiates the need for accelerated digitization of the majority of enterprises of different spheres of economic activity with the aim of qualitative development of Ukrainian economy in order to increase its competitiveness in the world. This is explained by the fact that information and technology represent the main economic resource in the period of formation of information society and digital economy, and enterprises of the sphere of communication and informatization are a catalyst for social and economic development of the country as a whole. Using a methodological toolkit of the theory of systematic and correlation-regression analysis, an economic-mathematical model of the development of the sphere of communication and informatization in the regions of the world and individual countries of the world is constructed. It is based on the existing pattern of leading development of the communications sector, but takes into account the degree of economy dependence on the ICT development, which in some regions and countries is 100%. This is due to the approaching mass availability of ICT services in some countries in these regions. On the basis of the constructed model, the forecasting of GDP PPP per capita was carried out, which showed faster rates of growth of the country’s economy with the growth of the development level of the sphere of communication and informatization and accessibility of telecommunication services. In turn, the availability of telecommunication services is influenced by the digital skills of society and the level of their prices, which has necessitated determining the dependence of GDP PPP per capita on prices for communication services of countries with varying degrees of socio-economic development. This makes it possible to identify reserves for improving the productivity of individuals while increasing the availability of telecommunications services.

The potential of Information and Communication Technologies (ICT) is playing increasing role in various pedagogical contexts. The necessity to integrate technologies in learning enhances educators’ digital competences is constantly highlighted in education policy documents European Union and national strategic documents and recommendations. Following the advance of digital technologies, the State Border Guard College of Latvia is constantly looking after innovations in ICT and education contexts. Since 2011 Specialized English language e-learning course for border guards is being implemented, other professional e-learning courses are being systematically introduced, currently 8 specialised qualification courses are available, on average 300 border guards graduate e-learning courses annually. Having in mind the continuous advancement of ICT in education contexts as well as the strategic approach of the State Border Guard College to continue the development of e-learning systems author of this article intends to describe the system of e-learning used in border guards’ training, explore and summarize the theory and best practices on using ICT in pedagogical context, educators’ roles in development and implementation of e-learning courses.

Mobile learning can be identified as the next stage in the development of e-learning. In this regard, <strong>the purpose of this paper</strong> is to propose a model for mobile learning integration in higher education which is based on analysis of students’ expectations. То achieve this goal, a survey has been conducted among students enrolled in programs in the field of information and communication technologies. The analysis of the collected data shows that students have mobile devices, which they use not only for communication on social networks, but also for education. In addition, their expectations regarding mobile learning have been identified taking into account their study program and their previous experience with an e-learning platform.

Modern education is closely connected with implementation and using of information and communication technologies (ICT) in the teaching process. The questionnaire of teachers and directors of Latvia schools was carried out in order to evaluate the situation of ICT in schools and the attitude of school pedagogues toward this process. The results of the questionnaire showed that supply of schools with modern ICT in Latvia is not sufficient. The respondents expressed their views: what are the main obstacles of effective implementation of ICT in the study process and what are the priority challenges in the implementation of ICT in schools. Education has expanded from the traditional in-class environment to the new digital phenomenon where teaching is assisted by Information and Communication Technologies (ICT). This wave of e-learning is challenging the effectiveness of the traditional educational approach still in place at higher education institutions. Academics and professionals agree that, to adapt higher education institutions to the 21st century, it is imperative to extend the use of ICT as well as the virtualization of many human-interaction activities. In this sense, public institutions and international reports suggest the need to deepen the application and study of e-learning within higher education as a means for achieving flexible, dynamic, and personalized e-learning initiatives. This chapter presents a case study that analyzes the implementation of a virtual interuniversity campus in which nine Spanish higher education institutions took part. For this purpose, the genesis of the project and the main characteristics of the virtual environment are described.
