A pilot telecare system was trialled in Liverpool. It was used to support the provision of care to 21 of the city council's elderly and frail social services clients. A typical installation consisted of about 20 wireless, ambient sensors in the client's home. A home gateway device ran alerting algorithms designed to learn the normal patterns of user behaviour and to identify deviations from this in real-time. When deviations were detected, social service delivery teams were alerted to a possible cause for concern. The pilot service ran for about 30 months and included a period of examination by independent evaluators. The evaluation found that overall the people who used the service – both users and carers – were overwhelmingly pleased with it and viewed it as a great success.

It is possible to discern a new trend replacing New Public Management (NPM) in human service organisations. This trend comprises a discussion about evidence and governance with the goal of establishing a knowledge-based practice within Swedish social service. Efforts aimed at promoting an evidence-based practice have been an explicit part of Swedish social policy for more than 15 years. As a public venture aimed at changing local municipality social work practice, the initiative described in this article has few predecessors in terms of personnel, finance, or political support. The purpose of this article is twofold: first, to describe the intervention and its implementation, and second, to analyse the intervention and its implementation and some implications of them. The article uses translation and institutional theory. The overall aim is to analyse the intervention and its implementation from the perspectives of power and governance. The empirical data include documents, interviews, and a survey of professionals. Data were collected between 2009 and 2016. This article shows that the intervention has been interpreted and reinterpreted during its implementation, and that the intervention has not yet created any radical change or knowledge development in social work practice. The article argues that evidence-based governance and other forms of governance constitute a successor of NPM, though far from a complete replacement. It is also obvious that actors such as researchers, professionals, and clients seem to have limited influence over future knowledge development within social services.

Capacity building is an effective strategy for promoting organizational change and/or improving the quality of social services. In this article I present an empowerment approach to capacity building. In doing so I propose a number of principles that can promote capacity building and collaboration between social service agencies and universities from an empowerment perspective: keeping the control of the capacity building process in the agency; developing competencies that matter to the people in the agency; engaging in supportive roles; maintaining a strengths-based approach to capacity building; focusing on sustainability, institutionalization and utilization of acquired skills; and paying attention to cultural and contextual issues. Further, the challenges and benefits of the empowerment approach to university-agency collaboration are discussed in this article.

The article presents the ongoing change of current social assistance, which is made selectively, i.e., with a focus on supporting and assisting people in a particularly difficult life situation. The change focuses on service activities that ensure universal care and support for all citizens. The legal basis for this change is the Act on the provision of social services by social service centres [pl. Ustawa o realizacji usług społecznych przez centra usług społecznych] of July 19 2019 which enables the creation of social service centres in local communities.

AbstractThis article focuses on the opportunities and challenges of introducing choice-based models of social services. Research has found that these models often provide better outcomes and are cost-effective, but the pace of their introduction is generally slow. There are often very deeply held assumptions about the capacity of the people using these services and the potential for change within the existing social service system. Using institutional and social movement theory, the authors seek to explain these barriers to change. Drawing on the experience of supporting the national roll-out of choice-based models in Ireland, the authors propose a number of strategies to accelerate the introduction of these types of models into social services. The authors find that one of the key ways to accelerate reform and reduce transition costs is design processes which have the voice of service users at the centre of the reform process.

For decades, Islamist groups’ provision of social services, such as schooling, medical care, welfare provision, and childrearing, has been a key feature of life and politics in the Islamic world. But despite their ubiquity, this phenomenon largely eluded sustained investigation and theorizing. This has recently changed as a variety of scholars have made increasingly detailed interventions into the question of nonstate social service provision by Islamist actors. This chapter reviews this literature and uses cases from across the Islamic world to conceptualize Islamist social service provision, theorize its causes, and isolate its effects. In the process, it highlights how research into Islamist social service provision can contribute to broader research agendas, including the political economy of authoritarian regimes and the role of religion in comparative political behavior.

Under what conditions can parties use social-service provision to generate political support? And what is the causal mechanism connecting social-service provision to citizen mobilization? I argue that service provision conveys to voters a politically valuable image of the provider organization’s competence and probity, which is particularly valuable when information about parties and platforms is contradictory or poor. Support comes from an in-depth investigation into the medical networks of the Egyptian Muslim Brotherhood. I combine qualitative evidence, including fieldwork and interviews with Brotherhood social-service providers, with an original 2,483-person survey experiment of Egyptians. Respondents exposed to factual information about the Brotherhood’s medical provision are significantly more likely to consider voting for the Brotherhood in elections. A causal mediation analysis, as well as qualitative evidence drawn from the survey instrument itself, supports the hypothesized mechanism by which respondents map the Brotherhood’s compassion and professionalism in the provision of medical services onto their views of Brotherhood candidates for elected office. Beyond adding to a growing comparative-politics literature on the politics of non-state social service provision, I identify why Egypt’s current rulers have expended such effort to uproot the Muslim Brotherhood’s nationwide network of social services.

From the time of the Austro-Hungarian occupation of Bosnia and Herzegovina (BiH) until today, there have been occasional but continuous attacks on the territory, the population, and sovereignty of Bosnia and Herzegovina. No matter how the agreements of the Novi Pazar Convention, the Sangermen Peace Treaty, the Vidovdan Constitution, or the Zavnobih principles were violated and circumvented, the attack on the independent, sovereign, and complete BiH, a country of equal peoples and others, ie citizens, continued with equal intensity after the 1990s. XX century until today. The paper presents the continuity of fraud in terms of legal regulations, ie the legal order of Bosnia and Herzegovina. We are witnessing continuous unconstitutional and illegal activities in BiH, and whose political mentors and tutors almost always came from outside BiH, while the concrete action was carried out and is still carried out by certain Bosnian Serb and Croat political entities who often behave completely servilely concerning the national policies of neighboring countries: Croatia and Serbia, but also certain international factors due to the consequences of Islamophobia are often willing to ignore the rule of law and human rights in Bosnia and Herzegovina, what they jealously protect in their countries. The example of promoting the unconstitutional Day of the Republika Srpska entity and the overall state of legal unfoundedness and political hysteria created around it testifies to the claim that the political destiny of this country is still largely conditioned by local servility, and not by correct political-partnership relations with Serbia and Croatia. Given this, it is quite certain that the constitutional consistency and consociational model of democracy as well as the principle of the constituency of the people, although a big noose around the neck of this country on the path to a civil state and full realization of human rights, is extremely important legal and political support in Bosniak and all other patriotic forces in Bosnia and Herzegovina, which should be used properly in an insincere and ill-intentioned environment. The work in front of you contains two interrelated parts, the first part which refers to several historically important legal documents, from the end of the 19th century, which are mala fide the activity of different subjects, who initially proclaimed them and even stood behind them, played or derogated fraus legis, and the second part indicates the continuity of these actions, both domestically and internationally when it comes to the current time and recent history of political and legal relations in BiH.

Abstract. The elderly, people with disabilities, people with HIV/AIDS, and people with mental disorders in vulnerable groups during the Covid-19 pandemic. This group must be given special attention because they are susceptible to Corona virus. The church as a social humanitarian institution is very concerned to pay attention to this group by doing charitable social services. This charitable social service aims to restore the physical and psychological state of this vulnerable group from the bad situation caused by the emergence of this Corona outbreak. These charitable social service activities are carried out using a combination of social work and social analysis methods. The impact of this activity is the recovery of physiological and psychological conditions of vulnerable groups. They were finally allowed to undergo this pandemic and new normal without any worries. Charitable social services have helped to make this group aware of their hygiene awareness in maintaining the condition of their bodies during this pandemic and in the future. The presence of the OiC Command Post in charitable social service activities in the form of providing social assistance in the form of food, vitamins and masks is enough to help vulnerable groups in meeting their nutritional needs during this pandemic. Adequate nutritional intake will greatly help maintain immunity and physical stamina, sustain economic needs, and maintain a healthy body. This charitable social service activity also had an impact on recognizing the existence of the Catholic Church as a religious social institution that not only offered heavenly (eschatological) salvation, but was also able to proclaim the real worldly salvation, now and here.
