General Election Commission's readiness in carrying out simultaneous elections is still minimal and immature, this is evidenced by the still many patches of the electoral stages due to lack of legal certainty of the Election Commission's Regulations regarding the schedule of stages and about other regulations that always change during the election stage, this creates obstacles in the implementation of the stages, as well as a lack of understanding of grassroots electoral regulations which results in the accumulation of public distrust of the election organizers. This study uses descriptive qualitative research methods using empirical facts about the 2019 election due to delays in the distribution of logistics that have an impact on the Advanced Voting. in Banggai Regency. Even though the KPU of Banggai Regency has experience in conducting simultaneous elections for regional heads of the Regent and Deputy Regent of Banggai Regency along with the Governor and Deputy Governor of Central Sulawesi, there are still logistical management failures. The need to pay attention to the legal drafting of Election Commission Regulations to be consistent and not loose so that PKPU changes do not always occur during implementation, there is a need to understand understanding of statutory regulations by stakeholders to avoid ambiguity (multi-interpretation), and election regulations have strength and legal certainty formally to regulate the mechanism and resolve all issues related to the election, the general election itself is not the task of the Commission alone so that it becomes responsible and its own obligations, but it is the government's obligation to facilitate election activities.

In 2019 social media has indeed become a familiar phenomenon for Indonesian people in general. Social media is a communication tool that cannot be abandoned by every individual. In fact, it has become a habit for every individual to share information through social media, because the practical benefits of social media are a means of communication. Social media in its use has many benefits, both positive and negative, like two ends of the sword. The positive value of social media is used as a means of communication, a means of sharing information for voters, and a means of socializing between the KPU and the public. This study uses a qualitative descriptive method by describing the data obtained from the General Election Commission (KPU) of Bantul Regency by analyzing data taken directly from the documents of the General Election Commission of Bantul Regency (KPU Bantul). Voter Participation in Bantul Regency shows a higher participation rate compared to participation in the 2014 Election. The difference between the 2014 and 2019 Elections lies in the number of voters. In 2014 Facebook was used while in 2019 it was using Instagram. The percentage of voter participation in 2019 showed 87.9% of the total number of voters, while in 2014 voter participation was only 81% (Republika.co.id). In the 2014 Election, the KPU did not use Instagram to disseminate information about the Election, while the 2019 Election showed good participation.

This research aims to explain the hoax phenomenon with the concept of electoral manipulation in the form of information on the holding of 2019 Presidential and Vice Presidential General Election. Hoax problems in elections are often found in several countries such as Venezuela, France, the United States, and Indonesia. This research is qualitative research by combining primary and secondary data. Primary data was obtained through interview techniques with several institutions concerned about elections and hoaxes. Meanwhile, secondary data was obtained through literature, news, and documentation which support this research. As Alberto Simpser’s view in this research expresses, electoral manipulation aims to increase the influence of groups of political actors on citizens as voters. Electoral manipulation was seen as a tool to win the upcoming elections and as a tool to influence people's behavior - elites, citizens, bureaucrats, organizations, politicians, and others - with excessive and blatant manipulation seeming logical. Therefore, this research found that by linking hoaxes as a form of informational electoral manipulation, it is found that hoaxes do not only attack political opponents. However, hoaxes as a part of electoral manipulation in the form of information have implications for efforts to delegitimize public trust in electoral organizers, especially the General Election Commission (KPU).

AbstractThe general election is activities of citizens, which are held every five years. In this activity the General Election Commission (KPU) as the organizer prepares all the needs to run elections based on related regulations, which has been changed several times. In former regulation, there is no stipulation on independent candidate nor  single-candidate local leader election. Political parties has roles to fulfil, two of them are political education and regeneration of political cadres. There are 17 political parties in Tasikmalaya but none of them nominate their best cadres. This article tries to describe the implications of single candidate in head of regency election to political parties. By applying qualitative research and empirical-juridical approach, it shows that there was an agreement between political parties in 2015 Tasikmalaya head of regency election to advocate single candidate, while independent candidates as alternative choice for people should fulfil various requirements that hindered their candidacies. Normatifly this phenomena has legal base with the Constitutional Court Decision No. 100/PUU/XIII/2015 that granted Effendi Ghazali’s plead, but substantially damaging democracy. It is feared to occur that a candidate who has strong financial backup influences political elite to support single candidacy. This condition can also discourage political partied to generate new cadres that has great capabilities to compete in general elections.

Abstract In this chapter the farmers reflect on the overall results of the experiment. The farmers have also learned different data analysis techniques and information processing. Tom talks about analysing the contents of the tapes that recorded the proceedings of all the sessions of the farmer groups. He, and his helpers, will use what is known as 'qualitative research' to obtain the 'data' held in the tapes and its significance to the project conclusions. To analyse quantitative data it is important to ensure the conclusions apparent from an inspection of the data are truly 'significant'. Tom will have done this when calculating and comparing the averages of the results for the various groups. Coping strategies are also discussed such as income protection insurance and in rural areas, the support and succour provided by local community organizations, formal and informal, can be invaluable when disasters strike whether to single properties or wider areas such as earthquakes and bush/scrub fires.
