<p>This research examines problems that arise and become obstacles in the process of organizing general elections and the challenges of the General Election Commission (KPU) in increasing voter participation in general elections.</p><p>The purpose of this study is to find out what obstacles arise in the implementation of the General Election related to the role of the KPU to increase public participation in general elections. This type of research is empirical research and the data used are primary data by conducting interviews with KPU commissioners accompanied by an analysis of secondary data in the form of legislation. The results of this study indicate that barriers that can interfere with the process of holding elections, arise from news hoaxes and some obstacles that are classified based on the group of voters. Every segment of society has different needs, so the method used to increase community participation is tailored to the needs of the community in each segment.</p>

This study describes the participation of voters in regional head elections. The form of research used is descriptive qualitative method. The researcher conducted research directly at the Langkat Regency General Election Commission and the people who became voters in the simultaneous Regional Head General Elections especially the Langkat Regent and Deputy Regent General Elections in 2018. The informants in this study were the Langkat Regency General Election Commissioner. The main informants were the Voters namely the Langkat Regency Population who were at least 17 years and above. Primary data collection, carried out by interview and observation. Secondary data collection is done by library research. The methods of data analysis in this study are as follows: Data Collection, Data Reduction, Data Presentation and Conclusion Withdrawal of Research Results: The level of voter participation in the Election of Regional Heads (Case Study of Election of Regent and Deputy Regent of Langkat in 2018) which holds 2019- 2024 is 66.48% (or is in the Medium category). Kuala Subdistrict (89.99%) is the highest percentage of voter participation in polling stations in the Langkat District and Deputy Regent Election, while Pangkalan Susu District is the lowest at 55.25%.

This study aims to analyze and determine the role of the Election Supervisory Committee and the Commission (general election commission) Implementation of legislative elections in 2014 in Sidoarjo and analyze the factors that cause a lack of understanding of policy formulation election organizers in the respective organizers of the Role of Election Supervisory Committee and the General Election Commission. This research method is using descriptive qualitative approach. The data needed is a secondary data in the form of books, journals, articles, print media (newspapers) and the mass media as well as primary data obtained from informants through. Based on the results of this study concluded that the role of each institution in the administration of elections has not run optimally in accordance with Law Number 15 of 2011 on the Election. In the implementation on the ground found some constraints on each institution in organizing legislative elections in 2014 related to the duties and responsibilities between the Role of the Election Supervisory Committee and the General Election Commission.

Socialization efforts by the Electoral Commission This study aims to determine the extent of the socialization efforts carried out by the Regional General Election Commission of the City of Palangka Raya towards increasing the role of the community in political development in the City of Palangka Raya. The type of research used is qualitative descriptive. Data sources come from primary data and secondary data. Data collection techniques are documentation, observation, and interviews. Based on the results and discussion it can be explained that efforts to increase the role of the community in political development in the City of Palangka Raya by the Regional Election Commission, include (a) Simulation, voting procedures at polling stations in the Legislative Election, (b) Sympathetic Actions, dividing the Legislative Election flyers to citizens, (c) Seminars, activities which include simulations and sympathetic actions, (d) Technical guidance, methods for implementing the Legislative Election. Based on the recapitulation data on the calculation of the vote results of Political Parties and Candidates for Regional Representatives, the House of Representatives and the Election Regional Representatives as a whole as follows: Elections remain 141,028 people, those who use voting rights are 95,584 people, who do not exercise their right to vote 45,444 people . Seeing the efforts and results that were achieved by the General Election Commission of Palangka Raya City. In this case, the Palangka Raya City KPU as the organizer of the election has a large role in political development in the City of Palangka Raya. Evidenced from the community's role in using their right to vote in general elections.

The direct election of the Governor and Deputy Governor is the implementation of the mandate of the law, this study has the aim to determine the extent of the performance of the KPU Blitar City in increasing voter participation in the election of the Governor and Deputy Governor of East Java in 2018. There are various problems which includehuman resources from KPU has not been optimal in the level of village government and sub-district government, and lack of participation from the community due to factors of economic interests, domiciles in the outer areas of Blitar City, and lack of public awareness. The performance theory proposed by Mahsun (2012: 77) is used as a theoretical basis. The object of the research was the Blitar City KPU, carried out through a qualitative approach using interview methods and using secondary data in the form of literature studies from several scientific references suitable for following up the analysis of primary data obtained. The results of the study illustrate that the performance of the Blitar City KPU in the election of the Governor and Deputy Governor of East Java in 2018 cannot be said to be optimal. Because there are still obstacles to the Blitar City Election Commission in increasing voter participation which is seen from the indicators of input, process, results and impact.

The success of developing a village cannot be separated from the role of the Village Head and the entire community. A developed village can be seen from the adequate facilities and infrastructure. The head of government has a big responsibility for the progress of his village in order to create a prosperous society. The formulation of the problem in this study is how the role of the village head in the implementation of development in Li-Eue Village and how the Siyasah Fiqh and Village Law review the role of the village head in the implementation of development in Li-Eue Village. This type of research is classified as field research (field research), which is descriptive analysis, namely research that tells and describes data sourced from primary data through interviews, observations and reports in the form of documents and secondary data by conducting library research in the form of Al- Qur'an, Hadiths, opinions of scholars, laws and regulations, documents and books and other scientific works. Based on the results of the analysis, it can be concluded that the role of the Li-Eue Village head in the implementation of development in Li-Eue Village is generally less than optimal so that it is less trustworthy or responsible for the duties as village head. Judging from the existence of several developments that have not been implemented. And less transparent and less mobilizing community participation. Review of Siyasah Fiqh and Village Law, namely leaders who are less trustworthy and less responsible.

The mechanism for transferring people's sovereignty is carried out through general elections to elect leaders and representatives of the people who will be mandated to carry out state and government affairs in accordance with the provisions contained in the legislation. One of the interesting developments from the point of view of the Indonesian state administration began when Indonesia experienced a transitional period of general elections (elections) which are one of the main pillars of democracy. In Indonesia, the existence of an election management body has existed since the 1955 general election until now. In every course of political history, Indonesia has several different institutional models of election management from time to time.  The General Election Commission in Indonesia it is called Komisi Pemilihan Umum (KPU) is an institution that carries out the function of organizing elections in Indonesia. In addition to the KPU, there are institutions that also play an important role in the implementation of elections and are closely related to the existence of the KPU, namely survey institutions that carry out quick count processes. The survey institutions in a number of developing countries, especially those that are actively building democracy, are also not a little doubted by their moral honesty, at least being sued with a critical attitude such as the existence of a poll on the existence of a political survey institution, which has resulted in an attitude of uncertainty about the performance survey agency. This condition makes people less confident in the survey results which are considered no longer independent. It is proven that every time an election is held, a number of survey institutions seem to want to lead public opinion towards certain contestants. This is certainly very unfortunate considering that the survey results are one of the important instruments in democracy.

The purpose of this research is to know community participation in managing Bongkasa Pertiwi Village in Badung Regency. In this study using primary data sources and secondary data sources, while the type of data used is qualitative data. Methods of data collection through observation, interview and documentation study. Determination of informants in this study using purposive sampling technique. Data analysis used is qualitative data analysis technique and constrained by 4A concept, rural tourism concept, management concept and society participation concept. The research results obtained is Public participation is not optimal in managing tourist village, lack of public participation in planning, organizing, implementation and supervision because of the weakness of role of tourism village manager, low quality of human resources, socio-economic life of the community and lack of cooperation. This research aims to explain the hoax phenomenon with the concept of electoral manipulation in the form of information on the holding of 2019 Presidential and Vice Presidential General Election. Hoax problems in elections are often found in several countries such as Venezuela, France, the United States, and Indonesia. This research is qualitative research by combining primary and secondary data. Primary data was obtained through interview techniques with several institutions concerned about elections and hoaxes. Meanwhile, secondary data was obtained through literature, news, and documentation which support this research. As Alberto Simpser’s view in this research expresses, electoral manipulation aims to increase the influence of groups of political actors on citizens as voters. Electoral manipulation was seen as a tool to win the upcoming elections and as a tool to influence people's behavior - elites, citizens, bureaucrats, organizations, politicians, and others - with excessive and blatant manipulation seeming logical. Therefore, this research found that by linking hoaxes as a form of informational electoral manipulation, it is found that hoaxes do not only attack political opponents. However, hoaxes as a part of electoral manipulation in the form of information have implications for efforts to delegitimize public trust in electoral organizers, especially the General Election Commission (KPU).

The problems faced by the Hulu Sungai Utara Regency General Election Commission (KPU) problems in terms of the implementation of the General Election Commission's (APK) Campaign Props only allow for the installation of a maximum of 5 (five) billboards, limitation of the location of billboards and APK Designs. not in accordance with the provisions made by the Candidate. The purpose of this study was to identify and analyze the implementation of PKPU 23, 28 and 33 of 2018 regarding the installation of campaign props in the Hulu Sungai Utara Regency and the factors that hindered the implementation. The research method is qualitative descriptive, type and source of data, namely primary data through observation, interviews while secondary data through data that is on the General Election Commission and related services in Hulu Sungai Utara Regency, the technique used in sampling is the purposive sampling technique is withdrawal of samples in purpose or can be determined in accordance with the requirements (characteristics, characteristics, characteristics, criteria). The results of the study show that in the Implementation of PKPU 23, 28 and 33 regarding the installation of Campaign Teaching Devices in the Upper Sungai Utara District it has been going well, where one indicator is the coordination that is always carried out by election organizers, communicating all related matters Terms of installation of Campaign Teaching Devices. This is evidenced by the lack of cases of alleged violations which were only 29 cases. And the factors that influence are factors of Communication, Human Resources, Attitudes and Bureaucracy. The suggestions given for input include the need for socialization, the implementers of election oversight in the field must also understand the rules correctly, and the authors hope that election organizers, both KPU and Bawaslu, have the same understanding of PKPU's provisions on campaign props. The purpose of this study is to find out how the role of the community and community lawsuits according to Law No. 23 of 1997 concerning Environmental Management. The research method used in this study is a qualitative method. While the approach uses the normative juridical approach. The type of data used is primary data and secondary data. Data collection methods by interview and documentation. The process of community participation must be open to the public, community participation will affect the credibility and accountability of the relevant institutions. By documenting the actions of this State decision, it is expected to be able to provide satisfactory means if the public and the court will examine the considerations that have been taken when making the decision. The right of community claim can be filed through NGOs if there are similarities in facts or events and the legal basis and types of claims between group representatives and group members. As for environmental organizations, they can file a lawsuit if they meet the requirements, among others in the form of legal entities, confirm in their articles of association that the organization was established for the purpose of preservation of environmental functions, and have carried out concrete activities with a statute of at least 2 years
