Purpose. To systematize and justify the mobilization optimization of internal resource potential and innovative indicators for development of national outsourcing IT companies. Methodology. To complete this paper work the authors followed the justification of the forecast based on the use of the following methods: trend method (establishing the forecast indicators of development on the basis of determining the average trend of the previous periods) to identify and systematize ways to ensure forecast efficiency of resource potential, innovative development of outsourcing companies in IT; comparative and statistical methods (application of methods for analysis of reporting data, their comparison with forecast) and forecasting method (forecasting according to the main quantitative and qualitative indicators) to determine the comparative characteristics of the given paths; geometric method of direct change dependence (determination of the level of change dependence, calculated by the method of direct geometric progression) to assess the forecast scheme for Ukrainian outsourcing IT subjects of unification in the form of cooperation. Findings. The basic methods of resource potential optimization, innovative indicators for development of outsourcing IT companies in Ukraine are investigated and substantiated. Systematization of scientific approaches, views of researchers allowed forming a list of optimization paths of these companies development. Originality. For the first time the organizational and economic form of integration of the subjects of the IT-outsourcing market in Ukraine is proposed as a way to optimize the resource potential of the association in cooperation, which provides functioning of competitive structures based on cooperation and partnership relation with clients, distribution of functional loads, creation of additional market economic effects, possible solution of social and economic problems of regions. Practical value. The practical significance of the study lies in the development and testing of methodological tools designed for rapid assessment of the development level of innovation and resource potential of IT enterprises. The results of the study can be used by national IT outsourcing companies to increase capital and maintain operational efficiency, to ensure functioning of competitive structures of different categories aimed at increasing the added economic value of their participants.

Object of the analysis. Increasing defence expenditures bring back a discussion weather the national defence industry is necessary to sustain economic welfare of a country, boosts innovations and enhances own military sector. Investigation problem. The use of political economy theories in that case could facilitate further research steps and guide scientists that will look for a precise answer to this issue. The aim of this manuscript is to review political economy theories that can be used in defining defence industry as such, and consider practical applicability options of different methodological approaches in the context of defence industry. To reach this aim, following objectives were designed: 1. Describe political economy phenomena and define its evolution; 2. Evaluate traditions of political economy and define their practical significance; 3. Assess methods used in actual analysis of defence industry and define the main findings. Research methods. While writing this article, the comparative literature analysis method was used. The famous scientists such as R. Abdelal, C., Adam, S. Dercon, G. Agostino, J. P. Dunne, L. Pieroni, M. Blyth, G. Browning, A. Kilmister, J. P. Dunne, E. Skons, D. Braddon, A. Gilpin, A. Goldstein, R. Jacson, G. Sorensen, S. Jevons, R. O. Keohane, C. W. Mitchell, I. D. Salavrakos, A. Sen and R. M. Smith were cited and referenced. All used literature is referenced. This article is structured into two big parts. The first part is devoted to the analysis of political economy subject itself and its approaches towards empirical research. The second part is designed to reveal possible application options of different theoretical political economy approaches in the context of defence industry. Outcomes and conclusions. In the context of current analysis of different political economy theories, different approaches on methodology, analytical side, linkage with defence industry, defence spending and possible insights about investigation possibilities the following conclusions were found: Political economy that originated in the XVII–XVIIIth century and currently is adopting different theoretical approaches in most cases is still relying on “grand” theories such as realism (mercantilism), liberalism, and Marxism. The existing variety of research methodologies and tools suggests the “correct” way to examine features of situation based on selected theory. Researches should be aware that even a proper methodology does not guaranty the reliability of research results due to the complexity of political economy subject itself and its interdependency to both political and economic science features. There are different scholars explaining trends and proposing different theoretical approaches to analyse defence sector and its connections (influence) with state. Current dynamics of defence industry led to renewed debates over whether the increase of the military expenditure enhances or deteriorates economic growth and welfare of the state. There have been numerous studies done in defining military expenditure (also research and development programs in the military sector) impact on local and state economies. Regardless of different methodologies used (econometric analyses, macro econometric models, time series models, demand side model, supply side model, cross-country correlation analyses and historical case study) there was no strong evidence that military expenditure is likely to have the negative economic effects on states. Keywords: political economy, defence industry, military expenditure, defence.

Vaname shrimp is a type of aquaculture that has a high economic value and has relatively fast growth. Good water quality is key in the cultivation of vaname shrimp on ponds. However, monitoring of pond water conditions is still done manually and not done intensively. Internet of Things (IoT) and Early Warning System (EWS) as the latest technology can be a solution in periodic pond monitoring activities and give early warning to farm owners. Double Exponential Smoothing Holt is one method for forecasting in time series. In this study, the system predicts the potential for endangering the pond conditions, when there are indications of danger, it will inform the user via Telegram chat. The accuracy test value of the forecasting method used for water temperature is the MSE value of 0.01954 and MAPE of 9.0859%. Whereas for the water pH, the MSE value is 0.000155 and MAPE of 0.828%.

Urban renewal is not only the physical form update, but also its internal economic and social factors update. Under the market economic system, sustainable economic regeneration is a viable way to renew the historic area. So the planning should use more effective methods based on market conditions in practices such as the programming methods. Programming is aimed at the understanding of the value in historic city, determine the appropriate development orientation, coordinate the multiple subjects of interest, transfer the function to increase the economic value, in order to promote the protection and renew of the physical environment in a sustainable circle. According to the requirements of project practice, design programming can divide in five phases in working, including: site evaluation, project objective, development mode, benefits estimate and implementation strategy.

Abstract Sport and recreational marine fishery can significantly contribute to the national budget through its economic and social effects. The main aim of this research is to define the economic and social significance of sport and recreational fishing in Croatia through the assessment of the lower limit of its economic value. This is done by analyzing the segments of sport and recreational fishing together with the economic and other activities which are closely related to it. When expressed by the number of stakeholders involved in sport and recreational fisheries and the share in the gross domestic product, it can be concluded that the economic effects of these activities are only slightly lower than in commercial fisheries. This research provides the groundwork for pointing out the basic guidelines of the social significance of sport and recreational marine fishery in Croatia. Hence, it can be noted that sport and recreational fishing in local coastal communities support the overall development of rural areas and the local communities in particular.

The village of Tanjung Tiram is a coastal area with considerable fishery resource potential. Community services activity through Program of student study service and community empowerment (KKN-PPM) program for 45 days from May 20<sup>th</sup>–July 16<sup>th</sup> 2017. The activity aims to provide knowledge and empower the community of Tanjung Tiram Village through the enhancement of value added potential of aquatic resources (seaweed and fish). The activity was conducted through training to make various processed food products based on seaweed and fish so that economic value of fishery products increases. In addition there are also alternative jobs for fishermen/communities who have been doing the utilization of natural resources that damage (no eco-friendly). The result that had been obtained in this activity was the community understand the method of processing and packaging of processed seaweed and fish products, and they have succeeded in making processed products in packaging that is ready to be marketed.

Kenya confirmed its first case of COVID-19 on 12 March 2020. Like many governments across the world, the Kenyan government implemented various measures aimed at slowing down local spread of the virus and cushioning the population against the negative economic effects of the pandemic and the associated policy restrictions. International organisations and researchers postulated that the measures would negatively affect economic activities and livelihoods, with undesirable implications for poverty and food insecurity. Particularly vulnerable would be populations in developing countries such as Kenya, where many people depend on food systems for their livelihoods, and the majority of those are smallholder farmers who often have low economic power. The objective of this rapid assessment was to investigate the impact of COVID-19 on the food system and the sub-set of the population largely dependent on agriculture in Kenya to inform actions that can assure protection of rural livelihoods and continued access to adequate and affordable food of acceptable quality to the population. This report presents results of that rapid assessment.

Supported by the National Marine Sanctuary Foundation, the Ocean Guardian School (OGS) program is a federally funded grant program coordinated by the National Oceanic and Atmospheric Administration (NOAA) Office of National Marine Sanctuaries. OGS supports the educational goals of national marine sanctuaries (NMS) by funding hands-on ocean conservation and stewardship programs in both public and private schools. Schools apply for grants (up to $4,000) to implement school- or community-based conservation projects to educate students, while contributing to the health and protection of local watersheds and the world’s ocean. This study is the first to estimate the value that parents have for their child’s participation in an ocean conservation and stewardship program. Using a contingent choice survey, changes to student behaviour, parents’ support for the OGS program and the non-market economic value to parents of the six program attributes are estimated.

Aim. The presented study aims to examine the process of industrial transformation and to assess the level of digital, innovative, and technological industrial transformation in the BRICS countries.Tasks. The authors examine the structure of the transformation process in general and the major elements of industrial transformation; identify the economic effects of industrial transformation and determine its impact on production processes; assess the level of industrial transformation in the BRICS countries.Methods. This study uses the methods of ranking and statistical data analysis, the method of formalization, the hypothetical method, abstraction, general logical methods, and other general scientific methods.Results. Industrial transformation includes three elements: digitalization, scientific and technological progress, and globalization. Each of these elements has an impact not only on the industry, but also on the economy as a whole, causing social changes. As a result, the economy and society need to adapt to new conditions. A study of these processes has applied significance since the results of industrial transformation directly affect the competitiveness not only of individual industries, but also of the economy as a whole. Therefore, it is important to assess the economy’s preparedness for transformation as well as its adaptability to changes and the potential speed of technology implementation. The structure of the transformation process is determined, the elements of industrial transformation and their impact on the economy are analyzed, and the impact of industrial transformation on production processes is evaluated. An assessment of the level of industrial transformation in the BRICS countries is provided.Conclusions. Industrial transformation is a system of interrelated processes, which trigger not only a technological restructuring of production processes, but also subsequent social changes. The practical significance of the study consists in that it substantiates the need for industrial transformation by determining its major social and economic effects.
