At the present stage, it is not possible to ensure the sustainable development of the country without the application of innovative urban development policies. One of them is the policy of urban revitalization, which is aimed at overcoming the spatial, economic, social, cultural, environmental crisis of the functioning of degraded urban areas. The purpose of the article is to determine the essence of the public policy of urban revitalization and to develop its process model, which will help to understand the sequence of specific actions and principles of relevant activities. The study presents a process model of public policy of the urban revitalization. It reflects the sequence of measures to restore the degraded urban area, as well as the principles to be followed at each stage of the policy and in general. According to the model, the process of public policy of the urban revitalization includes four stages: – preparation for the degraded areas restoration, – development of the urban revitalization program, – implementation of the urban revitalization program, – evaluation of the public policy of urban revitalization. The public policy of urban revitalization is carried out on basic and specific principles. Basic and specific principles should be followed for the effective implementation of the public policy of urban revitalization. Among the basic principles should be noted: subsidiarity, inclusiveness, smart growth, sustainable development. The specific principles of the urban revitalization policy include: – territorially concentrated influence, – integration and spatial synergy, – participation and multilevel locally oriented partnership. Despite the lack of practice in the preparation of urban revitalization programs, the proposed model of public policy of urban revitalization can be implemented in Ukrainian conditions. To accelerate the restoration process of degraded urban areas, it is necessary to regulate the issue of urban revitalization in domestic legislation and create financial mechanisms to support revitalization programs.

Problem setting. Urban revitalization is a complex process of overcoming spatial, economic, social, cultural, ecological crisis phenomena of degraded urban territories functioning. Despite the growing attention in the development of urban policy on sustainable development, substantiation in this context of the goals and effective tools for revitalization of degraded urban areas remains an urgent task of theory and practice in public administration at the present stage. Recent research and publications analysis. Among native scientists engaged in research of various aspects in public management of sustainable territories development, it is necessary to point out: M. Averkin, V. Babayev, Z. Buryk, M. Voychuk, Z. Gerasimchuk, I. Degtyarev, V. Kuybid, O. Matveyev, O. Petroe, O. Sych, D. Tarasenko, V. Udovychenko, A. Chechel. In general, scientists have developed theoretical and methodological principles of the public policy impact on sustainable development in regions and cities. Highlighting previously unsettled parts of the general problem. However, the further development of the public administration science requires the disclosure of methodological tools for specific local policies to ensure sustainable development, particularly the revitalization of the city. This problem has not yet been covered in native science. The purpose of the article is to substantiate the goals and identify effective tools for sustainable development of the degraded territory, which should be used by urban governments in developing a policy of urban revitalization, based on the analysis of the evolution of the concept for world’s sustainable development. Since the end of the twentieth century the concept of sustainable development is reflected at the local level, emphasizing the responsibility of local authorities implementing its goals. In the adopted Agenda for the XXI century (2015) the territorial dimension of sustainable development was emphasized, particularly the importance of endogenous factors and mechanisms of development “from the bottom up”. At the same time, rapid urbanization in the world has highlighted the role of cities in which there is an urgent need to balance development. Thus, in economically developed countries, the revitalization of degraded urban areas is becoming widespread as an instrument of sustainable development policy at the local level. Given the inevitability of urbanization and the growing importance of cities in the global economy, for the first time a separate sustainable development goal – “11. Sustainable development of cities and communities” was identified. Therefore, the actions of public authorities should be aimed to ensure the openness, security and sustainability of cities. In turn, the revitalization of cities should contribute to the achievement of 11 global goals, as well as ensure the implementation of other goals of the Global Agenda. There are many tools to ensure the sustainable development of the degraded area in the process of the city revitalization. In countries, they differ according to their historical, legal, spatial and other conditions. Conclusions of the research and prospects for further studies. Local governments are key players in the implementation of the Global Agenda for Sustainable Development until 2030, including the Sustainable Development Goals. They must develop effective measures to address socially significant issues that hamper sustainable development, including overcoming the degradation of urban areas. The guidelines for the formation of the city’s revitalization policy should be 17 Sustainable Development Goals, as they contain the main tasks of economic, social and environmental nature for the territory development. All Sustainable Development Goals in the process of revitalization of degraded urban areas can be achieved using the following groups of tools: planning, support, market, financial, tax and other legal instruments. Further research should focus on the study of tools for public participation in the development of policies for the city revitalization, which in modern conditions belong to the basic methodological foundations of urban management.

According to history, human can draw a correct conclusion and selection that is choosing sustainable development way to improve the harmony between human and natural world. This dissertation finds that the public to participate in Environmental Protection to solve the environment problem is capital. The author try to build a model of investment to environmental protect and carry on imitation calculation on the practical case. The model is proved to be feasible.

Described as units developing public policies in a design-oriented manner, Policy Labs are tasked to innovate to gain in policy effectiveness and efficiency. However, as public policymaking is a context-dependent activity, the way in which these novel organisations operate significantly differs. This study discusses the emergence of design approaches for policy innovation. The purpose is to map how Policy Labs in Europe introduce design approaches at distinct stages of the policymaking cycle. For this study, 30 organisations in Europe operating at various levels of government were surveyed. Based on the public policymaking process model, it investigates which design methods are Policy Labs deploying to innovate public policies. The study exposed a gap in the awareness of the utilised methods' nature. It also showed that the use of design methods is of less importance than the introduction of design mindsets for public policy innovation, namely ‘user-centredness’, ‘co-creation’, and ‘exploration’.

Public procurement policy is vital for effective, efficient, economic, and transparent functioning of the public procurement system. Policy development is a political decision making platform. This paper tries to do an institutional analysis dwelling on the identification of the relevant systemic challenges and the related issues facing public procurement policy development in Tanzania. The paper utilises institutional and Delphi policy analyses to analyse systemic challenges facing public procurement policy development. Data for this paper were collected through Delphi in-depth interviews and documentary reviews and analysis. Data analysis were done by thematic and Delphi policy analyses. Analyses of data and evidences show that, Tanzania has been evidenced to have no public procurement policy. The public procurement policy development process has been halted for at least four years since 2012 due systemic challenges. The identified and analysed relevant systemic challenges facing public procurement policy development, inter alia, were: neglected politics and lack of political willingness; unrealistic policy process model; failure to achieve the desired qualities of policy development and difficult in achieving the policy qualities and therefore failure to make progress; and incoherent and incomplete institutional and structural changes that led to the emergence of new institutional and structural challenges.

Objetivo: Refletir teoricamente sobre a Política Nacional (brasileira) para Prevenção e Controle do Câncer na Rede de Atenção à Saúde das Pessoas com Doenças Crônicas e articulações na formação do enfermeiro e na prática profissional. Metodologia: Reflexão teórica, por meio de questionamentos das pesquisadoras, discussões em grupo e busca na literatura. Resultados: Os trabalhadores que atuam no cuidado ao paciente oncológico possuem papel essencial na efetivação dessa política. Porém, para que sejam implementadas, é necessário que seus princípios estabelecidos façam sentido na formação e nas práticas profissionais. Conclusão: O ensino reflexivo sobre essa política na formação do enfermeiro contribui para melhorias em sua prática, assim como, práticas reflexivas e melhor qualificadas certamente impactam positivamente na formação profissional. Results: Caregivers of oncological patients have an essential role on the effecting this Policy. Conclusion: The reflective teaching about this policy in the formation of nurses contributes to improve its practice, as reflective and better qualified practices certainly have a positive impact on vocational education. Conclusión: La enseñanza reflexiva sobre la política en la formación de enfermeros contribuye para mejoras en su práctica, como tal, prácticas reflexivas y más calificadas, sin duda, causan impacto positivo en las prácticas de formación profesional. Este artigo é um ensaio teórico fundamentado em autores que analisam as correntes e tendências político-pedagógicas da Educação Ambiental (EA). A discussão se apoia na ideia de crise ambiental da sociedade contemporânea e as compreensões acerca do conceito inerente ao termo “Desenvolvimento Sustentável”, característico da macrotendência pragmática. Discute-se as características de cada tendência da EA e os entraves do pragmatismo em contraposição a uma Educação Ambiental Emancipatória, tendo como referencial epistemológico e filosófico a Teoria Crítica. De forma geral, o pragmatismo se apresenta como um problema da Educação e, por consequência, da EA. A valorização do pragmatismo em detrimento do fazer permeado pelo pensamento crítico constitui um dos problemas da vertente hegemônica da EA. Embora haja um crescimento da vertente crítica da EA, a posição central dentro do campo ocupada atualmente pela tendência pragmática nos impõe uma Educação Ambiental incapaz de realizar o seu potencial emancipatório, por estar apoiada em práticas que não se orientam para a transformação das relações sociais vigentes.Palavras-chave: Educação Ambiental; Pragmatismo; Teoria crítica; Emancipação. ABSTRACT: The present article is a theoretical discussion based on authors who analyze current political-pedagogical trends of the Environmental Education. The discussion is substantiated on the idea of the modern society's environmental crisis and the understanding of the concept associated with the "Sustainable Development" term, representing a predominant pragmatic macrotendency in the Environmental Educational field. The article discusses the aspects of each Environmental Education tendency and the challenges of the pragmatism opposed to the Emancipatory Environmental Education idea, taking as a phisophical and as an epistemological reference the Critical Theory. In general, the pragmatism is presented as an educational problem and consequently an Environmental Educational issue. The appreciation of pragmatism compared to the devaluation of the acts reasoned on the assumptions of the critical thinking is one of the problems of the hegemonic strand of the Environmental Education. Although there is some growth of the critical strand of the Environmental Education, the central position in this field, currently occupied by the pragmactic tendency, imposes on us an Evironmental Education incapable of fulfilling its emancipatory potencial for being supported by practices that are not oriented towards the transformation of the current social relations.Keywords: Environmental education; Pragmatism; Critical theory; Emancipation.

ABSTRACTThe purpose of this research is to analyze the participation of different stakeholders, resulting from the implementation of the Public Policy Magical Towns, aimed at sustainable development of Villa Tapijulapa. This investigation is currently underway, however it has been observed that it has been funded development projects, through various government institutions that contribute to Magic Towns Program, which has not been successful, in addition there is a misuse system resources. These issues are presented by the complexity of cooperation, multiplicity of participants and perspectives; and the various attitudes and degrees of involvement of the various stakeholders. As the analysis of the social capital of the community and the characteristics of the agency charged with implementing achieve identify areas of opportunity to propose strategies for improvement.RESUMENEl propósito de ésta investigación es analizar la participación de los diferentes actores sociales, derivada de la implementación de la Política Pública de Pueblos Mágicos, dirigida al desarrollo sustentable de Villa Tapijulapa. Esta investigación actualmente se encuentra en proceso, sin embargo se ha podido observar que han sido financiados proyectos de desarrollo, a través de diferentes instituciones gubernamentales que coadyuvan al Programa de Pueblos Mágicos, los cuales no han sido exitosos, además de existir, un mal uso del sistema de recursos naturales. Estas problemáticas se presentan por la complejidad de la cooperación, multiplicidad de participantes y perspectivas; así como las diversas actitudes y grados de compromiso de los diferentes actores sociales. Por lo que el análisis del capital social de la comunidad y de las características de la agencia encargada de la implementación lograrán detectar las áreas de oportunidad para proponer estrategias de mejora.

In view of the increased importance of the Sustainable Development Goals and the limited number of public libraries in Jordan, it is important to investigate the role and practices of academic libraries in promoting knowledge and skills to support the Sustainable Development Goals in Jordan. It is also important to explore the challenges that might hinder the accomplishment of the Sustainable Development Goals. The results of this study support the fact that academic libraries can significantly contribute to the Sustainable Development Goals ( M = 3.53) by providing access to relevant and up-to-date information ( M = 4.16) and giving training on information literacy ( M = 4.03). Access to information contributes to the quality of life of society ( M = 4.41). This article provides insights for academic librarians and decision-makers into disseminating measures for promoting knowledge and skills related to the Sustainable Development Goals among students and the public community in Jordan. The study recommends some relevant strategies, such as the collaboration of academic libraries with governmental and health institutions to support the realization of the Sustainable Development Goals in Jordan.

Corporate Social Responsibility (CSR) has become a significant field of studies to stress the importance of the new role of organizations towards the society for sustainable development. Nowadays, an enormous number of authors have been participating in this field to highlight the responsibility of organizations towards the community, society and the natural environment where they are operating. Despite the growing number of researches related to CSR in the developed countries little empirical studies have been devoted to examine CSR concept and practice in the African countries, the MENA region (Middle-East and North Africa), as well as in the Golf countries. This chapter seeks to study CSR concept and practice in the emerging market economies (EMEs). It will mainly focus on the implementations of CSR by the public banking sector. We will investigate the role of the public banking sector existing in an Arab country in comparison to an Asian country to explain and analyze the similarities and differences of CSR activities in both experiences. In this comparative study we will primarily examine Banque Misr, as one of the oldest and largest public bank in Egypt and the Malayan Banking Berhad (trading as Maybank) as the largest public bank in Malaysia. After a meticulous review of literature, we propose a systemic framework to study CSR practices and policy implementations. We illustrated the CSR as a constant process where all variables are interrelated and are affecting each other in a mutual approach. In this systemic framework we advocated to study all significant variables related to CSR practice as: the history/philosophy development, core-values, CSR adopted definition, motives, key players, approaches, stakeholders focus, sectors of intervention and mechanisms of policy implementations. The chapter concludes that common CSR policies exist between the Malaysian and the Egyptian experience. Nevertheless the Malaysian model has formulated an elaborated and further sophisticated CSR public banking program. Meanwhile, the Egyptian model needs to adopt more global oriented CSR public banking policies, in particular to assure the sustainable development requirements.
