The main purpose of Indonesian national education system is to create a Pancasilais human being, characterized by living with religious values and noble humanity. Islamic higher education then played a significant role by developing an education system that integrated science and religion into their curriculum by put some specific Islamic theology course/subject onto their science department. In consequence, the paradigm learning model which is phylosophicaly, holistic, and integrative is strongly needed. This kind of learning model would give birth to an aksiological aspect by emerging the spiritual factor. Thereby, religion would became  a value system that always embedded in every science course/subject.

Pancasila has critical, fundamental, rational, systematic, comprehensive thoughts and eventually this system is a value. Pancasila provides fundamental and universal foundations for human beings in social, national, and state. Thus, through the philosophical values of Pancasila, the development of science education is expected to make it as main reference to national education system, which takes place as way to achieve goals and national objectives. The method in this paper is descriptive analytical. The data entered is the most relevant and primary related to the study of Pancasila and education science, then analysis is carried out to produce an ideas. The results demonstrate that educational philosophy of Pancasila as the spirit of national education system should actually lived as source of values and reference to planning the development of science education in Indonesia, both theoretically and practically. Keywords: Educational Philosophy; Science Education; Pancasila; Values.

Pesantren as an Islamic educational institution which was first established in Indonesia has strong tradition root in society. At the beginning, it was established by the muslim community independently, it was nonformal and taught only religious material. However, it is now continuing to renew the pattern of formal education in the form of schools or madrasa with the standard government curriculum. The existence of pesantren is no longer considered as second class of educational institution, and not qualified, but as a prestigious educational institution because it has established schools or madrasah that are managed professionally, so its ouput and outcome have superior quality compared to general school or madrasah. Thus the existence of pesantren is now a part of the national education system that graduation has a dual advantages of the mastery of science and religion in a balanced way

Abstract: Students’ competence is a skill that must be possessed/achieved by students after learning Al-Qur'an as a guide for those who are cautious, who have provided a lot of inspiration related to the concept of education, especially in the letter Al-Alaq verse 1-5. So the purpose of this study is to find out the content of the letter al-Alaq verse 1-5, to know the students’ competence concept of 21st century in the law of the national education system article no. 20 of 2003, and know what are the students’ competence on 21st century contained in the letter Al-Alaq verse 1-5. This study is a library study (library research) which is qualitative descriptive, which uses documentation and study literature techniques in data collection. While the data analysis method used is the Tahlily interpretation method. The results of this study that: First, the content of this letter is the command to read which is not only limited to the command of reading but also to study, describe, analyze, so that new knowledge arises such as: jurisprudence, Tauhid or Islamic theology, morality, and others. Secondly, as for the relevance of the letter Al-Alaq verse 1 - 5 with the National Education System Law, there is a correspondence with regard to student competencies, namely: critical thinking competencies and problem solving, collaboration, communication, and creativity. Third, the students’ competence of 21st century according to Al-Alaq verse 1-5 is that in the first verse alluding to creative competence, the first and third verses allude to critical thinking and solving problems. Keywords: Al-Qur'an Concept, Students’ Competence on 21st Century, Interpretation Study

The function of National Education system has to build and develope the human character and personality in civilization of Indonesian based on the potentiality of the nature of Indonesian people. Indonesian people must behave in the good personality as a nation amongthe people in the world. Each citizent of The Republic of Indonesia must behave in a good personality: they have must be religious, deligent, clever, dicipline, brave, have a point of view, broad minded, dicipline, can develop mind set, good attitude, have adversity, plesant, human dignity, appreciate, honestly, human dignity and other vitues. One of the aspects influence of shaping human character is the values system of our commuty. In west Sumatera (Ethnicof Minangkabau} has specially values which is different of ohther community dealing with shapping character or personalty. Education system must be responsibility to educate people in shapping agood charater as a fundamental of educational system. The article reveals the economic essence of the current state of higher education in Ukraine. It examines the main problems of state regulation of risks and challenges facing modern education at the stage of reform. The subject of the study is the very system of higher education in Ukraine. The purpose of the study is to analyze the state of the modern market of higher education in the country, as well as the features and trends of its development to date in the process of reform. The development of the national education system is shown together with its social and economic problems and challenges, as well as the political conditions that find the direction of the development of education in the country. It was revealed that the main risks in the education system of Ukraine can be considered a decrease in the number of highly skilled professionals, the closure of a number of educational institutions with a reduction in the contingent that lead to financial losses. In addition, among the risks studied, the low efficiency of training technologies and the low-level of graduates’ competence, corruption and low rating indicators in the world educational community are highlighted. The author specifies the existing external risks of the education system in the country and presents possible ways of overcoming them. And also draws the conclusion that the current conditions of the country’s existence and specifically the development of the education sector, the introduction of new models and training programs is a complex process. The reform of higher education today does not have significant results, therefore, it is suggested that the entire education system in Ukraine is integrated and fundamentally reformed, with the aim of overcoming existing discrepancies between the educational product and the needs of society. So, the author says that the modern structure of education should give to ensuring ideal conditions for the functioning and development of the education system, taking into account the needs of modern society and the existing problems in the educational sphere, which should give quality educational services and freedom of choice in education.

Studies on religious education teacher’s competences in Aceh could not be separated from studies on state’s intervention toward education. State hegemony occurs in the form of regulation formalization which regulates efforts for improving qualification and competence of teachers. The research showed that the presence of Act No. 14, 2005 and the Government Regulation No. 74, 2008 had been used as legal reference to encourage the improvement of Aceh religious education teachers’ qualification and competence. This is a qualitative study in which triangulation in data collection was used. The data was then collected through documentations, observations, and deep interviews. This work emphasizes that improving teachers’ competences in Islamic education system in Aceh was in accordance to and did not contradict with national education system and moreover strengthen the content of Act No. 14, 1005 and Government Regulation No. 74, 2008. Qualification and competence of religious education teachers in Aceh underwent improvement better than previous term. However, teachers experienced that socialization process and implementation of regulation has yet to receive upmost attention. The study also suggests that religious education teachers’ qualifications and competences will significantly contribute to the development of religious education quality, thus Islamic education transforms intently in national and state relations order.
