Designing the new forms of the state institutions activity organizing on the base of information and communication technologies, and in particular of the National Academy of Pedagogical Sciences of Ukraine, is an urgent problem under the conditions of the information society development. The paper aims to define the theoretical frameworks, institutional measures and information resources list, on their base the reorganization, modernization and further development of the Internet portal of the NAPS of Ukraine will be held. The explanation of the aim, tasks and main concepts are given in the article. The principles are described, on the base of which the up-to-date portal projecting is held. The structure of the official (presenting) and internal (corporate) portal of the NAPS of Ukraine is offered and its domain name is defined.

The article discusses the phenomenon of the Internet, the dynamics of its development, and the features of cultural policy in the context of information society. A certain part of the article is dedicated to the programs of informatization and internetization of our country, programs of removal of the digital divide and providing the country with the Internet access to its cultural heritage. The author presents the results of the information readiness monitoring of several regions of Russia, the results help to reveal the threats concerned with the globalization and with the implementation of information and communication technologies as well as to open the prospects and trends for future development of the Electronic Russia and the culture of “new opportunities”. The article’s publications review covers more than 50 sources. There are monographs, textbooks, dissertation abstracts, which allows to see who and how explores the new reality.

The digital economy is one of the accelerating drivers for economic growth today. In this regard, the article discusses the concept of «Digital economy», the importance of accounting and its role in the digital economy; the need for further development of theoretical and methodological provisions of accounting, state projects that have been successfully implemented in the framework of the «Digital Kazakhstan» program regarding accounting; and the transformation of accounting activities in the digitalization of the economy. The main directions of accounting modernization in the digital economy and information society are considered. Abstract. The article analyzes the process of communication between state institutions and society. The study found that all aspects of communication between government institutions and society today acquire the characteristics of digital communication. This means that for the process of communication between government and society, its interactivity, multimedia, efficiency, extraterritoriality become relevant. It is also characteristic that the communication of state institutions and society acquires certain systemic properties — emergence, inherence, integrity. Also, as a result of the analytical study, there is a significant disparity in the access of different groups of the population to modern information and communication technologies and, as a consequence, the formation of different levels of their uptake by these groups of the population. Therefore, to increase the efficiency of communications, the subjects of the communication process should use a system of different channels of information transmission and use not a single concept, but a system of communication concepts to ensure national security and socio-economic stability. It is proven that the basis and guarantee of the formation and introduction of a systematic conceptual approach to the practical application of information and communication technologies of state institutions and society is the inevitable end-to-end digitalization of Ukraine. The process of digitalization will lead to a change in social and political activities of citizens, the formation of social strata, which is the germ of the information society and will require intellectual communication. The existence of a system of communication concepts has led to the use of a systematic approach to create an algorithm for the formation and implementation of effective communications of state institutions and society. The complex of requirements to the specified system of communications is formed due to the research. This system should be aimed at reconciling and harmonizing the interests and positions of communities of citizens; integration of social communities, optimization of administrative activity based on democratic values and observance of citizens’ rights. It also proposes areas of work to fulfill the tasks facing state institutions and society to harmonize the information and communication process and to form the basis of social stability and guarantee national security.   Keywords: communications, concept system, power, information society, digital economy. New information and communication technologies are radically transforming the way that information and knowledge are disseminated and shared around the world. The digital divide between rich and poor countries is still persisting: more than 70% of the world’s Internet users are based in Europe and North America, where—in addition—more than 90% of the data on Africa are stored. Similar gaps persist between urban and rural areas and between men and women, especially in developing countries. Rural women usually have less access than men to information and new technologies (Huyer & Mitter 2003). Lack of information and access to education related to IT also limits women’s influence in their communities and their ability to participate in decision-making. When assessing the opportunities and risks of new technologies, it is essential to give attention to gender differences and to ensuring that women’s voice is heard so that technological developments can be sustainable in the way that best prevents them from increasing inequalities. Particularly gender factors are crucial to develop a sustainable concept of IT evolution. Our aim in this article is to show how the concept of gender and IT can be integrated in a wider conceptual framework of sustainability. First, we will explain the concept of digital divide from a global perspective and the importance to understand the gender dimension within this conceptualization. Concerns about the disparities between industrialized and developing countries, especially with respect to Internet access and use, have touched off a worldwide debate about the existence of a global digital divide. From a domestic perspective at a national level or even at a regional level thinking about the European Union for instance, the term digital divide has shown to have powerful symbolic weight, and hence to be a useful tool with which to mobilize political support for government programmes designed to bridge the gaps between so called “information haves” and “information have-nots.” The OECD defines the “digital divide” as “…the gap between individuals, households, business and geographic areas at different socio-economic levels with regard both to their opportunities to access information and communication technologies (ICTs) and to their use of the Internet for a wide variety of activities. The digital divide reflects various differences among and within countries.” (OECD, 2001, p. 5). Access to information and communication technologies is considered as the first stage to become an “information have.” However, access is not limited to the infrastructures: an important factor contributing to the digital divide is the extended and hegemonic use of English as access language in the Internet. This is one of the reasons for instance, why the Hispanics in the USA a lower access to the Internet show as Wilhelm (2000) argues. Moreover, even among “information haves” or in other words, among those having access to information through information technologies we can observe digital gaps. DiMaggio and Hargittai (2001, p. 4) refers for instance to the ability to evaluate the quality of information: “By ‘digital divide,’ we refer to inequalities in access to the Internet, extent of use, knowledge of search strategies, quality of technical connections and social support, ability to evaluate the quality of information, and diversity of uses.” This aspect is particularly related to the inequalities according to the educational level of the “information haves.” Furthermore, when carried to the international level, the term “digital divide” arguably misconstrues the issue and is unduly pessimistic. For example, the term directs our attention to relative inequalities in the distribution of information age resources, when what really matters to the quality of life in a given country is its absolute level of resources and the efficacy of the institutional order in redistribution and social justice. Qureshi (2005, p. 1) refers to the results of a recent study about the digital divide showing that “it is access to information, services, and expertise through access to the network, combined with ICT skills that contribute to economic growth and a decrease in this gap.” Instead of fixating on the existence of a divide, it would be far better to focus our attention on the “global digital opportunity,” because that is what really confronts us today, an unprecedented opportunity to move swiftly up the path towards global digital development. From a gender perspective, it is important to improve the access of women, particularly women in underdeveloped countries and rural areas to knowledge and information through IT, but it is also important that women participate in the design and production of IT. We argue that the digital divide must consider also the gap regarding IT shaping. Shaping IT means nowadays in much extent shaping society and nature and thus we plaid for a concept of sustainable information society with a participatory approach that allows the integration of excluded perspectives and moving beyond consumerism fixations taking local voices and the co-evolution of nature and society as a point of departure. Particularly women’s perspectives excluded in great extent through gendering processes must be taken into account as they reinforce other embedded inequalities factors such as education or age. Understanding gendering processes within the shaping of IT and society is crucial in the concept of sustainable information society. However, IT development constitutes also a complex co-evolution of nature and society in different world regions. Particularly sustainability scholars have attempted to define these both basic co-interacting spaces. In the next section, we show an overview of the basic assumptions of sustainability that have lead to a more focused concept of sustainable information society.

The Internet is a main element of development of the information society, particularly in Europe, where it can help to remove national boundaries, and create a truly European economics and information society. The information society represents the most fundamental change in our life, with huge opportunities for all people. Information and Communication Technologies (ICT) allow for new forms of partnership between companies, suppliers and consumers, improving the way they work and the products and services they offer. Electronic Commerce as a general concept covers any form of business transaction that is conducted electronically, using telecommunications and computer networks. Such transactions occur between companies, between companies and their customers, or between companies and public administration.

Beside the fact that the Internet was not primarily educational network (it didn’t emerge from the intention to be systematically used in the field of education), shortly after it emerged, possibilities of its application in education were recognised. This paper is dedicated to analysis of the most important chronological moments (technological and social in the first place) that were crucial in sense of comprehensive application of the Internet in service of education in general, but also in service of adult education. Having all mentioned in focus, in more details, we analysed emergence and development of the Internet observed as educational computer network in frame of general development of information and communication technologies. While realising mentioned analysis, our focus was on four historical periods of educational computer technologies. We also intended to emphasize the activities of international institutions that followed, encouraged and supported the development of the Internet use and the use of other information and communication technologies in the field of education. According to that, we distinguished the main moments referring activities of these organisations which describe in the best manner their contributions to growing application of the Internet in education in general, but also in adult education.

The development of the modern world is very complex and rapid, and the process is characterized by high rates of development of information and communication technologies. The Internet space is a means of searching and obtaining information, as well as a medium for communication, virtual interaction, and has a significant impact on the formation of stereotypes of behavior of the young generation, as well as ideals, spiritual values, personal and social worldview. The article identifies the positive aspects of the development of cyberspace by young people, and also notes the threats and barriers to cyber socialization for modern youth. The necessity of conducting psychological and pedagogical research on cyber socialization is actualized, a conclusion is made about the use of new technologies for the purpose of positive cyber socialization of the younger generation.

Content analysis of 28 library and information science journals of the leading European countries has been conducted in the context of the current research. The thematic focus of these journals has been the priority of the research. Several thematic groups of library and information science journals have been identified. They include the journals that cover the following topics related to: 1) digital information; 2) development of information and communication technologies and their application in library practice; 3) library and information with the key topic of library and information management; 4) various types of communication. The conclusion has been made that scholarly interdisciplinary communication is expanding in the context of information society development. The analysis provides means for taking into account the trends in the leading European countries that help to evaluate and compare the performance of Ukrainian libraries and increase the level of professional knowledge and communication of library and information science professionals.

Start-up is a modern entrepreneurship form designed to realize original business ideas, mostly based on new technologies and the Internet. It evolves in the development cycle, which is determined by the business idea development cycle and the financing cycle. The purpose of the paper is to describe and analyse the business idea. The business idea is characterized by its content, circumstances of its origin, degree of originality and evidence of this originality. Start-ups are dominated by business ideas based on the application of information and communication technologies, the business idea is most often created by combining professional and business experience, but its originality is from the international point of view only average and the level of legal protection is quite rare.
