Due to the rapid development of new information technologies, educational techniques require rethinking of approaches to teaching methods and tools to fulfill the needs of learners regarding their training for the future job. The educators should consider not only the interests of students but the demands of employers who are looking for quick-thinking specialists ready to acquire new knowledge and skills in short terms. The article presents a model for teaching ESP (English for Specific Purposes) which facilitates formation of students’ cognitive autonomy. On the basis of scientific and theoretical analysis of this issue, the author considers the methodological approaches to its elucidating. To clarify the structure of students’ cognitive autonomy, the author provides the components and their subjective links on the subcomponents level on the hierarchical basis. The author determines the criteria and levels of students’ cognitive autonomy as well as subjective and objective factors influencing the efficiency of students’ cognitive autonomy in ESP study which were obtained through methods of mass survey (interviews, conversations, questioning), targeted observation of the formation of students’ cognitive autonomy; methods of testing and ranking. As a result, the author designed and implemented into practice a model for teaching ESP, which represents a flexible educational environment with a suitable choice of teaching techniques, modes, strategies, tools, and resources on the basis of the integral unity of information technologies and traditional teaching technologies. The stages of the experimental teaching included the following: preparing the experiment, implementing, processing the results, and interpreting them. For the analysis and correlation of the income and the outcome sample data, the author applied statistical methods. Thus, the synthesis stage of the experiment allowed confirming the effectiveness of the implemented model for teaching ESP, which facilitates students’ cognitive autonomy formation.

This article examines and summarises judicial practice in cases related to the use of new information technologies. The study primarily focuses upon the decisions of Russian courts (general jurisdiction and arbitration) and the European Court of Human Rights (ECHR). Employing ECHR practice, the author also refers to numerous decisions by courts in Hungary and the United Kingdom. Cases related to the use of new information technologies can be distinguished between, and this article examines the judicial practice of three categories of cases: 1) blocking of internet resources; 2) employers’ control over employees’ electronic correspondence; 3) journalists’ use of hyperlinks in author’s texts and their responsibility of such placements. Within each category of cases, the rights of citizens can be seriously violated. The article highlights that in an era of rapid development of new information technologies, states, represented by special services and authorised state bodies, are making unprecedented efforts to ensure that they maintain at least partial control over the activities of new actors (bloggers, Internet media, Internet platforms, etc.). Similarly, courts often compromise with authorities when resolving such issues. Notably, national Russian courts did not consider parties’ interests, nor did they assess the need to block all sites with a particular IP address. They did not even follow the Supreme Court of the Russian Federation’s decision to apply the requirements of the European Convention on Human Rights within the framework of the ECHR. The courts limited themselves to pointing out that Roskomnadzor acted within its power. Thus, the decisions of the national courts did not offer a mechanism for protecting rights. Within the norms regulating the new sphere of relations, there are often norms of a restrictive and prohibitive nature, and these norms are dominant in the Russian Federation. In this regard, there remains grounds for concern among lawyers involved in the protection of rights related to new information technologies.

The geodetic point fields play a crucial role in measuring a terrain, in surveying, and mapping applications. Due to the rapid development in the domain of information technologies, it makes sense to consider using the database and web technologies to manage and disseminate the available information about the geodetic point fields. The paper presents the creation of a spatial database which integrates the information about the various kinds of established geodetic point fields (horizontal, vertical and gravitational) with the aim of enabling their effective management. Furthermore, based on the integrated spatial database, the prototype of the new information system of geodetic point fields has been developed. The functionality of the prototype also considers the requirements coming from the international efforts, i.e., the Infrastructure for Spatial Information in Europe (INSPIRE) directive. The prototype, based on Java Enterprise Edition (EE) technology, implements the features reflecting the cyber-security issues and ensures the modularity and scalability of the system, which is important for further development of the system and dissemination and accessibility of the information about the geodetic point fields via modern web technologies.

Small companies are often reluctant to try innovative approaches to information management because of the cost of the hardware and software, the potential disruption of processes already dependent on overstressed resources and the lack of in-house expertise. This case looks at the experience with information technology (IT) implementation of one small nonprofit company that provides administrative services for child care providers. Like many companies of all sizes, the focal company realized it must adopt new information technologies in order to survive. The company fit the profile for small companies just entering the world of IT. It experienced the expected internal problems associated with change. And then it discovered that its size and its relationship to government oversight agencies, themselves struggling to implement IT, posed special threats to its survival.

The article aims to present the concept of the urban revitalization in relation with the new information technologies. The actuality of the topic relates from the importance of information tools in all processes of human activity, including the administrative and participatory one. The urban revitalization is presented as a dimension of the decisional local autonomy of public authorities of the cities/municipalities. The paper is based on the on-going activities of the bilateral Polish - Moldavian ”Revitalization Project”. The e-tools become a new dimension of the classical ”renewal” concept, transforming in this way the revitalization process in a modern one and upgrading it to a higher level. Because of the rapid development of the information society, the revitalization processes undergo changes and gains new meaning. The expectations of citizens as well as the activities of local public authorities imply new standards, especially in terms of information technologies.

The article's purpose is the criminological and forensic characteristics of the forms of embezzlement of funds by the use of information technology and international and foreign experience in combating this destructive phenomenon. The object of this article is the relationship that arises in connection with the implementation and counteraction to theft in the field of information technology. The authors used various methods of scientific cognition to write this work. In particular, historical, observation, generalization, comparison and analogy, statistical, analytical, and others. The article emphasizes that the emergence and rapid development of new information technologies do not always positively affect criminals because criminals can transform positive qualities into crime. In particular, crimes of embezzlement through the use of information technology are now widespread. This article has tried to provide a criminological description of the three main forms of cybercrime against money: carding, phishing, and embezzlement committed using NFC technology. In addition, emphasis was placed on the importance, role, tasks of computer and technical expertise in the investigation of embezzlement dedicated through the use of information technology. The importance of implementing international conventions and the positive experience of foreign countries in combating the embezzlement of funds committed through the use of information technology.

The economic context for rural development has changed markedly since the 1970s. While natural resource industries have continued to decline in importance as rural employers, the internationalization of markets, reorganization of industries, new production technologies, and the rapid development of new information technologies have eroded the competitive position of many rural areas with respect to other industries. In the South, as well as in the rest of the country, the critical rural issue for the 1990s is whether rural areas will be able to find niches to replace those they lost in the 1980s. Thus far, the new economy has been primarily an urban economy, and most rural areas have been left out. This has serious implications for rural development policy.

Amateur children’s and youth press (samizdat) has historical roots in Russia, including in the Siberian-far Eastern region. At each stage it was characterized by specific features conditioned by socio-cultural factors of the time. The purpose of the article is to analyze current trends in the development of children’s samizdat. The work is based on an extensive source database. The author analyzed data from “The Russian school press Register”, looked through PDF-versions and online school publications on the official pages of almost one hundred educational institutions in the region, as well as individual printed samples of children’s and youth amateur magazines, studied the sites “Dai Zin”, “Children’s samizdat” and a number of blog communities popular with teenagers. The investigation showed that in the first quarter of the new Millennium the unique phenomenon called samizdat is an actively developing part of the information space. There was a quantitative growth of children’s and youth (teenage) press. Its type-specific and content characteristics have become more diverse. Along with subcultural periodicals prepared by young correspondent, home-made book are also published. The rapid development of new information technologies has resulted in the emergence of new forms of self-publishing: online magazines, blogs of young authors.

Significant changes on global markets influence behaviour of businesses as well as position of logistics. As logistics represents one of the parts in business process, it is important to monitor its direction and development. Modern management in a business, application of new information, technologies and systems, stricter legislation requirements, they all move business logistics forward. Logistics systems are being constantly modernised. Modernisation greatly considers automation, robotics, development of artificial intelligence and digitalisation. Rapid development of technologies and systems causes that future form of logistics, together with technologies, will represent important source of competitive advantage on the market. The main objective of the scientific paper is to identify, analyze, evaluate and generalize the use of green logistics in Slovakia in order to achieve the competitiveness of the company on the market. Green logistics will be one of the most dominant trends in business logistic in forthcoming period.
