The results of the research published in the article will be useful for logistics specialists who are engaged in the organization of the provision of resources (material and technical means) for the processes of operation and renewal of armament and military equipment (AME). The article discusses existing approaches to logistic support of operations (combat actions) and methodological approaches to assess the effectiveness of its operation. The influence of factors and problematic issues on the creation of a modern logistics system of the Armed Forces of Ukraine is analyzed. The scientific substantiation of determination of indicators of efficiency of delivery of resources in the system of logistic support is offered with the purpose of improvement of functioning of the system of delivery of resources for further consideration during planning of activity. According to the results of the analysis, the urgency of making a quick and correct decision in managing the provision of necessary resources was determined. The dependence of resource efficiency on the type of resources, the intensity of applications for their use, and the capabilities of the system to create and replenish resources have been established. The basic concepts and typical structures of the resource delivery system for working out of the research materials are clarified. Based on the analysis, it was found that the evaluation of the efficiency of the system of maintenance of the processes of operation and restoration of AME resources should be carried out by the results of the evaluation of the efficiency of providing the resources of each type individually and further determination of the system performance indicators as a whole, taking into account the corresponding total costs for providing the resources, which allowed to offer methodological an approach to assessing the effectiveness of operating processes and the renewal of AME resources themselves, which allows to take into account the implemented strategy of replenishment of resources and rationality of the selected transport network in the conditions of both peacetime and fighting.On the basis of the proposed methodological approach, the directions of further researches were determined concerning: determination of the list of initial data for determining the characteristics of the routes of resource delivery; determining the number of characteristics that are being optimized; forming a methodological approach for determining a rational transport network in the logistics system.

This article proposes a unified theory of logistics for the Air Forces of the Armed Forces of Ukraine based on the existing theories of armament and the logistics of the Armed Forces, and on the general laws and established consistent patterns, trends, principles, forms and methods of the use of the logistics of the Air Forces of the Armed Forces of Ukraine. The objective function of the logistics system of the Air Forces of the Armed Forces of Ukraine is formulated to achieve compliance of the capabilities of this system with the predicted volume of logistics tasks. In order to implement this compliance, it is necessary to ensure the convergence of requirements and capabilities at all levels of logistics management. The assessment of the functioning of the Air Forces logistics system of the Armed Forces of Ukraine is proposed on the basis of the stated views on the logistics theory of the Air Forces of the Armed Forces of Ukraine by assessing the set of real capabilities of each subsystem that is a part of its structure and system as a whole. At the same time, the assessment of the quality of the logistic support of the military units (formations) of the Air Forces of the Armed Forces of Ukraine should be related to the level of implementation of the potential capabilities of the logistics system when solving problems of each subsystem at the various stages of combat training, unblocking and operational deployment, the preparation and conduct of operations (combat actions), restoration of combat capability of troops (forces).

The article is devoted to the study of the issues of conducting a complex forensic commodity and forensic ballistic examination of small arms firearms of the range of specialized retail trade network. Attention is paid to the importance of providing a judicial opinion on a comprehensive investigation to determine the amount of damage caused by the crime, which will be used by pre-trial and judicial investigation authorities as a source of evidence in criminal, civil, commercial and administrative cases. The problem faced by commodity experts in the study of firearms and determining their value has been studied. Features of research of these objects are considered, the stages and sequence of complex research of the weapon are schematically represented. In particular, the ballistic stage of the study is described in detail. Forensic signs of belonging of the object to the firearm, constructive signs and the signs characterizing a condition of object and a way of its manufacturing that allows to reveal separate individual signs of the small arms and to carry out its exact identification are resulted. The problematic issues of ballistic research of firearms are illustrated by practical examples. The algorithm of carrying out of a stage of forensic research on an estimation of consumer properties of the weapon is stated; the expediency of using certain methodological approaches and methods of establishing the market value of weapons generally accepted in forensic science has been determined. The expediency of applying costly and comparative methodological approaches during the commodity research stage to determine the value of research objects is substantiated. Describes the feasibility of using a comparative methodological approach, when the secondary market for the sale of the object under study is quite developed and there is sufficient reliable information on the prices of offers for similar property; costly methodological approach - when the market of purchase and sale of these objects in use is significantly limited, there are no analogues of the investigated property in the secondary market, which denies the possibility of applying a comparative methodological approach, but it is possible to determine the cost of reproduction (replacement) estimates by a similar object.

The problem of flight tsafety , without regard to swift scientific and technical progress in industry of aviation equipment, become exceptionally sharp in our time. The statistical processing of empiric data is an actual task in monitoring of process of exploitation of propulsion MODULE of the Armed Forces of Ukraine and determination of tendencies of technical service and repair, directions of modernisation of armament and military equipment. The article considers the approach of the systems to the evaluation of reliability and safety of flights in relation to accomplishment of combat missions and preventionof aviation accidents. A methodological approach to the mathematical processing of statistical information for the period 2016-2019 on malfunctions was developed. The quantitative evaluation of their level is conducted on the generally accepted standardized indexes (statistical and probabilistic), specific methodology was here used. Index "parameter of failure flow" that characterizes the level of operating reliability and index "level of accident rate" that characterizes safety of flights were used in this methodology on ІСАО recommendation. Certain trends of changes of these indexes, the “upper control limit of reliability" and the considered conception of acceptable level of safety performance ( ALoSP) are expected for future periods for the different types of helicopters. On the base of operating data, the prognosis indexes expected, "upper control limit of reliability" on 2020 for the specific types of helicopters. As expected, according to obtained results, for all types of helicopters the mean value of this index will make not more than 4,3 failures per 100 flight hours. In accordance to conception of "acceptable level of "ALoSP" it is possible to distinguish three levels or "triggers" of flights safety : Acceptable level (Acceptable), special purpose level (Target), Critical level (Alert). These "triggers" are calculated taking into account the mean value of statistical sets of data about failures (for the last 3 years) and standard deviation that gives an opportunity to define the necessary additional measures of management to provide safety of flights. Authors came to the conclusion that conception of ALoSP is suitable for the evaluation of efficiency to provide flights safety of aviation of the Armed Forces of Ukraine with implementation of necessary adaptation to the existent terms of application of UKR aviation.

The article presents the essence and main points of the methodological approach to the substantiation of the optimal combat staff of the armed forces from the perspective of the theory of prevented damage of our troops in the operation and taking into account military-economic capabilities of the state, in particular, financial constraints on the procurement and maintenance of combat means of relevant j-types. Inconsistency between tasks scope, which are entrusted to the armed forces (AF) for national security, and level of their combat capability has been and remain one of the fundamental problems that adversely affects the process of their forming, developing, preparing and using. That kind of inconsistency is caused by the impact of some factors, primarily factors characterizing economic-military capabilities of the state. Such factors also involve the capacities of the defense industrial complex in terms of development, production, modernization and providing military units (MU) with weapons and defense equipment (WME). The experience of the troops shows that current financial constraints on the procurement and maintenance of the necessary WME negatively affect the level of MU fighting potential. Thus, the problem and need for the substantiation of optimal combat staff of the AF have been and remain inherent components of the process of their forming and developing taking into account military-economic capabilities of the state. The above defines the relevance of the research under consideration and needs new scientific approaches to the justification of optimal combat staff of the AF, which would ensure guaranteed execution of national security tasks. Based on the analysis of recent research and publications related to the problems of substantiation of the AF staff as well as the assessment of the impact of CP of MU on the level of their combat capability, the paper establishes that available methodologies (methodological approaches) don’t specify some issues, including what should the optimal AF combat staff be for guaranteed execution of their intended targets, taking into account the military-economic potential of the state? One of the alternate solutions of the problem is the methodological approach, which is presented in the article, to the justification of the optimal combat staff of the armed forces from the perspective of the theory of prevented damage of our troops in the operation and taking into account military-economic capabilities of the state, in particular, financial constraints on the procurement and maintenance of fighting means of relevant j-types. To get a much better sense of the essence and content of the research subject, the authors define a range of the concepts: “military-economic factors”, “prevented damage”, “prevented damage theory”, “combat potential”, “combat capability”, “combat staff”, “effectiveness of combat use of forces”. The authors believe that compared to the available methodological approaches (methods), the methodological approach set out in the article allows: formalizing the interrelation between the level of combat capability of our forces and the desired value of their prevented damage (CP maintenance) for a defined period of operation, which is achieved by the results of counteraction (fire effect) of fighting means of j-types of our troops against the enemy. This enables us to determine the number of combat means of all j-types of our troops required at the initiation of the operation, which (taking into account losses for T days of combat activities) ensures the target level of their fighting efficiency; carrying out the differentiated approach to the determination of the role (contribution) of every kind of our forces in the execution of tasks set in the operation that makes it possible: to calculate the contribution of every j-type of combat means (military branch) to the tasks of general damages on enemy and achievement of combat actions of the required correlation of parties’ CP during T days; to define the contribution of combat means of every j- types (military branch) to reducing the predicted value of the average-daily costs of the original CP of our troops to the acceptable one, the accomplishment of the necessary absolute value of our troops and maintenance of the target level of their combat capability during the T-days operation; improving (based on the indicators of prevented damage) the mathematical model of the optimization problem and elements of the calculation process (algorithm) that allows studying the interdependence between core indicators, which evaluate the effectiveness of combat use of troops during the operation, more specifically. Prospects for future research are the detailed elaboration of mathematical models and elements of the calculation process (algorithm) for upgrading methodical apparatus, which makes it possible to substantiate the optimal combat staff of the AF required for the successful execution of state security tasks from the perspective of the theory of prevented damage of our troops and taking into account military-economic capabilities of the state.

Ukraine has a relative drawback in the economic defense capabilities, which needs to be addressed by raising the indicators of macroeconomic development, innovation, and economic potential, social health of the population of the state, and the support of the Armed Forces of Ukraine, by the state. The estimation of the defense capability of states like Ukraine, Poland, Russia and Turkey is made on the basis of the developed methodological approach to the overall representation of the health of the economies of the states and their defense capabilities using the method of constructing petal diagrams with the definition of their effective areas, which became indicators of economic status and defense capability. The article analyses the dependence of the development level of the countries’ economies and the state of development of the armed forces of these countries in the conditions of resource constraints and existing risks on the basis of macroeconomic data and indicators. This article uses the indicators for the determination of the level of defense capability and the data of petal diagrams and the scenario modeling of the development strategies of the Armed Forces of Ukraine with the aim of constructing the most optimal forecast in this area.

Establishing the optimal values of quantitative indicators of the level of unification for armaments and military equipment (AME) samples during the elaborating of technical development requirements (TDR) for research and development work (R&D) on their creation (modernization) is still an urgent task, as they (values) directly affect technical and economical evaluation of AME samples. It is stipulated in the normative documents that quantitative indicators of the unification level of the sample are determined by the factors of applicability and repeatability of the standard sizes of assembly units and parts of the sample. In addition, the formulas for their calculation are also specified in these documents. It makes possible to assess only the actually achieved level of unification, while the question of a methodological approach to establishing the values of indicators in the requirements of the TDR remains open. In previous studies, the author has consistently developed recommendations for establishing optimal values of quantitative indicators of the level of unification for AME samples. This paper summarizes the recommendations on the method of substantiation of requirements for the values of quantitative indicators of AME unification. The author proposes to replace the factor of repeatability with a relative factor of repeatability, which allows determining the indicators in single units (in percent) and, accordingly, applying a single method of their establishment. The proposed general methodological approach to substantiation of quantitative indicators of the unification level consists of four stages: determination of the basic level of quantitative indicators of the unification level; determination of the list of factors that affect the level of unification, differentiation of factors by the nature of the impact and determining the rating of their significance; determination of coefficients of factors that influence the unification level; calculation of quantitative indicators of the unification The paper provides a clear algorithm and recommendations for sequential execution of stages. Taking into account the positive results of previous studies, generalized recommendations for improving the methodology of substantiation of requirements for the values of quantitative indicators of unification were developed. These recommendations can be practically applied in the process of setting requirements in the TDR for R&D on the development of AME samples.

The theoretical approaches to the forming of the financial strategy of an enterprise are researched. The duality of the meaning of the researching scientific category are found out. It is grounded the using of the methodological approach to the forming and the realization of the financial strategy on the base of the conceptual model of the forming of the financial strategy of the developing of an enterprise, that expected five blocks:the formulating of the priorities for the determination of reference-points and the directions of the financial strategy; the financial planning and the evaluation of the financial potential; the preliminary evaluation of the efficiency of the financial strategy; the realization of the financial strategy of an enterprise of an adjustment of the financial strategy on the results of its evaluation. The possible variants of the financial strategy of an enterprise are examined: the long-term and the short-term borrowing, emission-oriented and the reinvestment strategies. It is proved that the financial strategy is from one side the system of the forming and involving of the main financial aims of enterprise by the way of the effective enlisting and using of the financial resources, providing with the necessary level of the financial security and from the other hand with the difficult multivariable model of actions and measures that are needed for the achievement of certain perspective goals in the general conception of the development of the company. It is grounded the necessity of the forming of the financial strategy of the developing of an enterprise due to the worked out the conceptual model, that gives better understanding of the key moments which are necessary pay attention in order to establish the mission, aims of the financial character and the term of their realization. The perspectives of the further researches in this direction is the concretization. The seguence of the working out and the realization of the financial strategy of the development of the trade enterprises, detailization and identification of the necessities of the target groups of the consumers, the development of the methodology and the strategy of the financial providing of the development for the trade enterprises of Ukraine.

The article considers the transport and logistics system (TLS) with routes passing through sea and river basins, which is designed to enhance the possibilities of transportation. With the help of such multimodal routes, the country will receive a transport network with much greater throughput, which will ensure sustainable growth rates of the regional economy. The authors solve the problem of developing methodological approaches to justifying the need for the fleet, adapted to the conditions of transportation of road trains on ferries of ro-ro type following the emergence of new sea transport routes. A model calculation of the need for a fleet for a cargo line of TLS using sea and river vessels is provided.

In order to repel armed aggression in the East of Ukraine, the national defense-industrial complex has modernized and developed a significant nomenclature of weapons and military equipment, which correspond to the forms and methods of conducting modern hostilities. Experience of using the samples of weapons and military equipment, which are allowed to exploitation in the Armed Forces of Ukraine, indicates on the necessity of resolving a number of problematic issues related to tecnical maintenance, repair, providing of logistical means etc., for keeping them in working order Keeping the samples of weapons and military equipment in working order in conditions of fightfare is determined by the number of factors, the one of which is their survivability, namely ability of sample of weapons and military equipment to keep their parameters in given limits,withstand damage of all kinds, and in the event of damage retain the possibility of combat use after repair with minimal cost of time and repair. The article proposes a technique for determining the survivability characteristics of a sample of weapons and military equipment. This technique makes it possible to determine the durability and reproducibility indices of weapons and military equipment samples thereby determining the survivability of a particular weapons and military equipment sample or group of single-purpose machines.
