The atmosphere of New Delhi during the months of October to the January next year (every year) remains critical due to factors such as stubble burning in the nearby state of Punjab, air pollution rising out of Diwali fireworks and the smog during December and January. Stubble burning is the intentional incineration of paddy / any other field stubbles by farmers after the harvest. It is usually done to eliminate pests such as rats, crickets and hoppers. The availability of short time between rice harvesting and sowing of wheat is the most important reason for burning of crop residues. Also yield and quality of wheat gets severely affected if there is delay in sowing. Since the time gap is very limited (about 3 – 4 weeks) between rice and wheat, burning of crop residues is preferred since it is the quickest and easiest solution for the farmers. According to reports, New Delhi, Noida and Ghaziabad recorded a peak Air Quality Index (AQI) of around 480 – 490 in the month of November 2019. Health effects of air pollution include respiratory diseases, skin and eye irritation and other ailments. An important factor is shortage of labor contributing to burning of rice straw. Apart from stubble burning, farmers burn wood for domestic cooking, removal of municipal solid wastes and accidental / intentional wildfires. Use of combined harvester – Happy Seeder machine is a profitable and less labour-intensive management of rice residue. Yet many farmers still have the perception that there are no alternative solutions for crop residue management. Besides Happy Seeder machine, there are other machines such as rotavator, reaper binder and no-till seed drill that can be alternatives for crop residue burning. In 2019 – 20, the Punjab government disbursed a certain amount to farmers for not burning stubble as compensation, yet many farmers adopted the stubble burning process. A field experiment was conducted in 2010/11 and 2011/12 at New Delhi to study the performance of zero-till rainfed mustard. The influence of preceding rainy season crops, viz. pearl millet, cluster bean and green gram; and residue management, viz. no residue, crop residue and Leucaena twigs mulching on this mustard crop was observed. Pooled analysis of mustard seed yield was significantly higher (+51%) in 2010/11 (1.80 t/ ha) than 2011/12 (1.19 t/ha) due to favourable weather condition in the first year. Further, Leucaena twigs mulching resulted higher seed yield of 2.17 t/ha in 2010/11 than 1.94 t/ha in 2011/12. Green gram as preceding crop resulted significantly higher mustard yield in 2010/11, while it was higher after cluster bean in 2011/12. Interaction between crop residue and preceding rainy season crops on growth parameters exerted significant variations, while yield attributes showed the mixed response. Cluster bean with Leucaena twigs led to higher yield of mustard, followed by green gram with crop residue. Economic analysis exhibited the highest net return of mustard grown after cluster bean with Leucaena twigs mulching. From the findings it is observed that growth indices, yield, and yield attributes and economics of mustard were influenced significantly by preceding crops and crop residue application. The effect of Leucaena twigs was found better in 2010/11, while both crop residues and Leucaena twigs mulching were equally effective in 2011/12. Cluster bean as preceding crop to mustard resulted higher yield and net returns, followed by green gram and cluster bean with crop residues. It was suggested that mustard after cluster bean with Leucaena twigs was a high yielding and profitable cropping system under zero-till semi-arid condition. It was concluded that growing mustard after cluster bean with Leucaena twigs mulching resulted increased yield and profitable cropping system for rainfed areas in zero-till semi arid condition of New Delhi. India, the second largest agro-based economy with year-round crop cultivation, generates a large amount of agricultural waste, including crop residues. In the absence of adequate sustainable management practices, approximately 92 seems a very small number of metric tons of crop waste is burned every year in India, causing excessive particulate matter emissions and air pollution. Crop residue burning has become a major environmental problem causing health issues as well as contributing to global warming. Composting, biochar production and mechanization are a few effective sustainable techniques that can help to curtail the issue while retaining the nutrients present in the crop residue in the soil. The government of India has attempted to curtail this problem, through numerous measures and campaigns designed to promote sustainable management methods such as converting crop residue into energy. However, the alarming rise of air pollution levels caused by crop residue burning in the city of Delhi and other northern areas in India observed in recent years, especially in and after the year of 2015, suggest that the issues is not yet under control. The solution to crop residue burning lies in the effective implementation of sustainable management practices with Government interventions and policies. This manuscript addresses the underlying technical as well as policy issues that has prevented India from achieving a long-lasting solution and also potential solutions that have been overlooked. However, effective implementation of these techniques also requires us to look at other socioeconomic aspects that had not been considered. This manuscript also discusses some of the policy considerations and functionality based on the analyses and current practices. The agricultural waste sector can benefit immensely from some of the examples from other waste sectors such as the municipal solid waste (MSW) and wastewater management where collection, segregation, recycling and disposal are institutionalized to secure an operational system. Active stakeholder involvement including education and empowerment of farmers along with technical solutions and product manufacturing can also assist tremendously. Even though the issue of crop residue burning touches many sectors, such as environment, agriculture, economy, social aspects, education, and energy, the past governmental efforts mainly revolved around agriculture and energy. This sectorial thinking is another barrier that needs to be broken. The government of India as well as governments of other developing countries can benefit from the emerging concept of nexus thinking in managing environmental resources. Nexus thinking promotes a higher-level integration and higher level of stakeholder involvement that goes beyond the disciplinary boundaries, providing a supporting platform to solve issues such as crop residue burning.

Air pollution from crop residue burning in India is an environmental menace that makes headlines every year – is a major ill effect of farm mechanization. Keeping the severity of the problem in view, KVK, Rohtas introduced happy seeder in Rabi 2016-17 with objective to assess its suitability for crop residue management. The intensively cultivated irrigated rice–wheat area is fundamental to employment, income and livelihoods for about three million population of the district. Happy seeder of Kamboj make, Zero-till machine of National make and local made seed drill were used for comparative study of residue management. Seed drill was used where rice residue were completely burned before sowing. Zero-till machine was used where about 50% residue was remais after buring. The significant change were observed in plant population, bundel weight and grain yield in these trials with respect to farmers practice. It is concluded that happy seeder not only improves the farmers income but also conserve the most of the production inputs. Reduction in green house gass emission, nutrient recycling, soil health improvemnt are added advantages of happy seeder technology.

The crop residue burning in India particularly North-western India is responsible for air pollution episodes and public health concerns; greenhouse gases emissions and radiation imbalance; and declining soil organic matter and soil productivity. The objectives of this paper are to estimate the crop residue burning and emissions from crop residue burning, to recommend interventions in crop residue management and to propose a crop residue management-bioeconomy model incorporating strategies to sustainably manage the crop residues through interventions that enable waste valorization, food and nutritional security, farmers’ livelihood and sustainable agricultural production system. A national inventory on crop residue burning including the pollutant species was prepared using the IPCC methodology. The crop types included for the estimation are cereals, pulses, oilseeds, sugarcane, cotton, jute and Mesta. The total amount of crop residues generated and burned for the year 2017–18 was estimated at 516 million tonnes and 116 million tonnes respectively. It is estimated that 116.3 Tg of crop residues burning released about 176.1 Tg of CO2, 10 Tg of CO, 313.9 Gg of CH4, 8.14 Gg of N2O, 151.14 Gg of NH3, 813.8 Gg of NMVOC, 453.4 Gg of PM2.5, and 935.9 Gg of PM10. The emission estimates can be a proxy to prepare the national level inventory of air pollutant species from crop residue burning. The crop residue management (CRM) demands a transition from the traditional zone of CRM to bioeconomy zone of CRM, wherein the interventions aim at the sustainability of agroecosystem. The proposed bioeconomy model has a four-pronged strategy that includes smart agriculture practices, waste bioeconomy involving aspirational principles of bioeconomy, capacity building of stakeholders’ and proactive government policy. Sustainable agricultural bioeconomy provides ample opportunities to reduce crop residue burning, increase farmers’ livelihood and decarbonize the agricultural production. India’s efforts and policies can provide lessons for other agricultural regions having similar environmental constraints.

In recent studies, various reports reveal that stubble burning of crop residues in India generates nearly 150 million tons of carbon dioxide (CO2), more than 9 million tons of carbon monoxide (CO), a quarter-million tons of sulphur oxides (SOX), 1 million tons of particulate matter and more than half a million tons of black carbon. These contribute directly to environmental pollution, as well as the haze in the Indian capital, New Delhi, and the diminishing glaciers of the Himalayas. Although stubble burning crop residue is a crime under Section 188 of the Indian Penal Code (IPC) and the Air and Pollution Control Act (APCA) of 1981, a lack of implementation of these government acts has been witnessed across the country. Instead of burning, crop residues can be utilized in various alternative ways, including use as cattle feed, compost with manure, rural roofing, bioenergy, beverage production, packaging materials, wood, paper, and bioethanol, etc. This review article aims to present the current status of stubble-burning practices for disposal of crop residues in India and discuss several alternative methods for valorization of crop residues. Overall, this review article offers a solid understanding of the negative impacts of mismanagement of the crop residues via stubble burning in India and the other more promising management approaches including use for bioenergy, which, if widely employed, could not only reduce the environmental impacts of crop residue management, but generate additional value for the agricultural sector globally.

Society is increasingly demanding a more sustainable management of agro-ecosystems in a context of climate change and an ever growing global population. The fate of crop residues is one of the important management aspects under debate, since it represents an unneglectable quantity of organic matter which can be kept in or removed from the agro-ecosystem. The topic of residue management is not new, but the need for global conclusion on the impact of crop residue management on the agro-ecosystem linked to local pedo-climatic conditions has become apparent with an increasing amount of studies showing a diversity of conclusions. This study specifically focusses on temperate climate and loamy soil using a seven-year data set. Between 2008 and 2016, we compared four contrasting residue management strategies differing in the amount of crop residues returned to the soil (incorporation vs. exportation of residues) and in the type of tillage (reduced tillage (10 cm depth) vs. conventional tillage (ploughing at 25 cm depth)) in a field experiment. We assessed the impact of the crop residue management on crop production (three crops—winter wheat, faba bean and maize—cultivated over six cropping seasons), soil organic carbon content, nitrate (${\mathrm{NO}}_{3}^{-}$), phosphorus (P) and potassium (K) soil content and uptake by the crops. The main differences came primarily from the tillage practice and less from the restitution or removal of residues. All years and crops combined, conventional tillage resulted in a yield advantage of 3.4% as compared to reduced tillage, which can be partly explained by a lower germination rate observed under reduced tillage, especially during drier years. On average, only small differences were observed for total organic carbon (TOC) content of the soil, but reduced tillage resulted in a very clear stratification of TOC and also of P and K content as compared to conventional tillage. We observed no effect of residue management on the ${\mathrm{NO}}_{3}^{-}$ content, since the effect of fertilization dominated the effect of residue management. To confirm the results and enhance early tendencies, we believe that the experiment should be followed up in the future to observe whether more consistent changes in the whole agro-ecosystem functioning are present on the long term when managing residues with contrasted strategies.

Crop residue management (CRM) through conservation agriculture can improve soil productivity and crop production by preserving soil organic matter (SOM) levels. Two major benefits of surface-residue management are improved organic matter (OM) near the soil surface and boosted nutrient cycling and preservation. Larger microbial biomass and activity near the soil surface act as a pool for nutrients desirable in crop production and enhance structural stability for increased infiltration. In addition to the altered nutrient distribution within the soil profile, changes also occur in the chemical and physical properties of the soil. Improved soil C sequestration through enhanced CRM is a cost-effective option for reducing agriculture's impact on the environment. Ideally, CRM practices should be selected to optimize crop yields with negligible adverse effects on the environment. Crop residues of common agricultural crops are chief resources, not only as sources of nutrients for subsequent crops but also for amended soil, water and air quality. Maintaining and managing crop residues in agriculture can be economically beneficial to many producers and more importantly to society. Improved residue management and reduced tillage practices should be encouraged because of their beneficial role in reducing soil degradation and increasing soil productivity. Thus, farmers have a responsibility in making management decisions that will enable them to optimize crop yields and minimize environmental impacts. Multi-disciplinary and integrated efforts by a wide variety of scientists are required to design the best site-specific systems for CRM practices to enhance agricultural productivity and sustainability while minimizing environmental impacts.

The study was conducted in 2019-2020 to assess the perception of the farmers on cropresidue burning (CRB) in Haryana. A total of 180 farmers from three purposively selecteddistricts, namely Karnal, Kurukshetra, and Fatehabad from Haryana, were chosen to collectdata. Stratified random sampling was employed in the selection of blocks, villages, andrespondents. For measuring farmers’ perception, a scale was constructed using Likert’smethod of summated ratings. Farmers perceived CRB as an economical and viable optionand considered it an efficient practice. Most farmers did not perceive the happy seeder asfeasible since it needed a high horsepower tractor. Farmers’ perception was positively andsignificantly correlated with education, operational land holding, and annual income (P<0.05).Hence, there is a need to promote community-based approaches like custom hiring centre,bio-mass-based power plants, mushroom cultivation, etc., through extension and advisoryservices. It may lead to adopting alternative crop residue management options and mitigatingresidue burning in the long run.

Crop residues are an important source of plant nutrients. However, information on the various methods of residue management on micronutrients in soil and wheat (Triticum aestivum L.) over time is limited. A long-term (84-year) agroecosystem experiment was assessed to determine the impact of fertilizer type and methods of crop residue management on micronutrients over time under dryland winter wheat-fallow rotation. The treatments were: no N application with residue burning in fall (FB), spring (SB), and no residue burn (NB); 45 kg N ha−1 with SB and NB; 90 kg N ha−1 with SB and NB; pea vines; and farmyard manure (FYM) and a nearby undisturbed grass pasture (GP). Wheat grain, straw, and soil samples from 1995, 2005, and 2015 were used to determine tissue total and soil Mehlich III extractable Mn, Cu, B, Fe, and Zn, and soil pH. After 84 years, extractable Mn and B in the top 10 cm of soil decreased in all plots, except for B in FYM and SB. The FYM plots had the highest extractable Mn (114 mg kg−1) in the top 10 cm soil; however, it declined by 33% compared to the GP (171 mg kg−1). Extractable Zn in the top 10 cm of soil increased with FYM while it decreased with inorganic N application in 2015; however, total Zn in grain increased by 7% with inorganic N (90 kg ha−1) application compared to FYM application. The results suggest that residue management had similar impact on soil micronutrients. Inorganic N and FYM application can be integrated to reduce micronutrient losses from cultivation.
