The main types of society's response to crisis phenomena (anomalous, conflict, modernization) are considered. It characterizes the behavior of different categories of the population, their orientation and priorities. It is noted that the population of Belarus is most characterized by balanced behavior, oriented to the future through improvement and modernization of funds and approaches of socio-economic development. It emphasizes the need to actively study the processes taking place in society and the timely information of the authorities to make informed management decisions.

The indicator is investigated for the sufficiency and validity of the application, as well as for the effectiveness and efficiency with the designation of the direction vector, forecast, assessment for the future use of this leverage, to improve the economic situation at the regional level.

Studies devoted to economic activities of business enterprises are aimed at finding correlations between various factors and indexes of effectiveness, outlining tendencies, developing economic standards and forecasting. The sustained socio-economic development in Ukraine can be ensured by creating stable market relations through attracting and effective use of foreign investment, deeper integration of industry and science & technology sector, expanding foreign economic activities and more effective utilization of the resource capacities at regional level. This raises the importance of statistical analysis allowing for quantitative and qualitative assessment of the phenomena and processes underlying socio-economic trends in regions, for ranking of the country’s regions and ranking of countries in international comparisons. As a consequence, statistical support becomes increasingly import ant for justifying and making of management decisions on socio-economic development . A statistical approach to justification of management decisions, including socio-economic programs, is developed by use of the method of statistical equations of dependences. Key theses of the method of statistical equations of dependences, developed by Professor O. Kulynych, are set out. This method is extensively used in Ukraine and beyond. It enables for quantitative assessment of correlations and tendencies of phenomena and processes in nature and social life. The main tasks dealt with by the method of statistical equations of dependences are solving direct and inverse problems; finding the intensity of the factors’ impact on the dependent variable; constructing graphs of multiple correlations and finding the weight of a selected factor; analysis of functional dependences and correlations; analytical computations on the basis of numerous and not numerous sets of input data. The main equations of the method that can be solved by software are linear, parabolic, hyperbolic and logical functions, of which a researcher can select the appropriate ones to study a process on the basis of the available parameters and criteria with use of comparison ratios.

The basis of the formation of a theoretical-methodological and practical reason for making effective management decisions to support and maintain the process of socio-economic development of territories is studied in the article. It was found that in order to solve this problem, it should be necessary to form an effective management policy through the improvement of mechanisms to support and maintain the process of socio-economic development of territories in the context of significant changes in the format of national and municipal management of territorial communities. The essence of the “socio-economic development of territories” category has been clarified. The functional responsibilities of subjects of the system of socio-economic development of territories supporting and maintaining the process of socio-economic development of territories by making effective management decisions are systematized. The main characteristics of the elements of the system of socio-economic development of the territory are summarized and it is concluded that the key for making management decisions is planning, mechanisms of public governance and diagnostics of the effectiveness of the developed system of socio-economic development of the territory. It was concluded that the process of supporting and maintenance management decisions on the socio-economic development of the territories of Ukraine is a complex, multidimensional and mutually agreed system, which includes many elements and relationships between them and the basis for the functioning of which is the effective distribution of functional responsibilities among the subjects and objects of this system.

В статье дана характеристика особым преференциальным территориям в РФ, проведен анализ их развития, показавший ежегодный и активный рост числа ТОСЭР, их резидентов, объемов вложенных инвестиционных ресурсов, числа рабочих мест. Выявлены проблемы в функционировании ТОСЭР. Представлены сведения о текущем состоянии ТОСЭР в Республике Дагестане. Авторами предложена методика оценки эффективности функционирования ТОСЭР, расположенных на территории монопрофильных муниципальных образований (ММО), которая имеет комплексный характер и учитывает многоаспектные особенности функционирования данных территорий, что позволяет получать информацию для принятия управленческих решений, осуществлять мониторинг деятельности ТОСЭР. The article provides a characteristic of special preferential territories in the Russian Federation, an analysis of their development, which showed an annual and active growth in the number of TASED, their residents, the amount of investment resources invested, and the number of jobs. Problems in the functioning of the PSEDA have been identified. The information on the current state of TASED in the Republic of Dagestan is presented. The authors propose a methodology for assessing the effectiveness of the functioning of PSEDA located on the territory of single-industry municipalities (IMO), which is complex in nature and takes into account the multifaceted features of the functioning of these territories, which allows obtaining information for making management decisions, monitoring the activities of PSEDA.

 Issues of ensuring the financial stability of enterprises are extremely important for the socio-economic development of Ukraine. Stable operation of the enterprise is possible only if the appropriate level of solvency of the enterprise. That is why the issues and problems related to ensuring solvency are given much attention in the scientific works of scientists from both foreign and domestic scientific schools. At the same time, insufficient attention is paid to long-term solvency as an important component of the system of ensuring the stable functioning and development of the enterprise in the future. The task of the study is to analyze the approaches of scientists to the interpretation of the essence of prospective solvency and its role in ensuring the stable operation of the enterprise, determining the characteristic causes of its decline in modern socio-economic development of Ukraine; development of a proposal to ensure the solvency of the enterprise in the future. In the process of research general and special methods were used: analysis and synthesis, method of comparison, generalization, statistical, etc. The article considers the essence of perspective solvency of the enterprise and its role in ensuring stable functioning of the enterprise. The factors that determine it are systematized. The conceptual model of providing perspective solvency of the enterprise for the purpose of stable functioning and development of the enterprise which provides: definition of system of the corresponding indicators of perspective solvency for their constant monitoring is offered; finding out the possible reasons, which may result in loss of prospective solvency; the sequence of implementation of the necessary measures for its restoration and provision in the future. The results of this study can be used in the process of enterprise management to determine the real state of its solvency and develop measures to ensure it in the medium and long term.

Abstract. The Indus, Ganges, and Brahmaputra (IGB) river basins provide about 900 million people with water resources used for agricultural, domestic, and industrial purposes. These river basins are marked as climate change hotspot, where climate change is expected to affect monsoon dynamics and the amount of meltwater from snow and ice, and thus the amount of water available. Simultaneously, rapid and continuous population growth, and strong economic development will likely result in a rapid increase in water demand. Since quantification of these future trends is missing, it is rather uncertain how the future South Asian water gap will develop. To this end, we assess the combined impacts of climate change and socio-economic development on future blue water scarcity for the IGB until the end of the 21st century. We apply a coupled modelling approach consisting of the distributed cryospheric-hydrological model SPHY, which simulates current and future upstream water supply, and the hydrology and crop production model LPJmL, which simulates current and future downstream water supply and demand. We force the models with an ensemble of eight representative downscaled General Circulation Models (GCMs) that are selected from the RCP4.5 and RCP8.5 scenarios, and a set of land use and socio-economic scenarios that are consistent with the Shared Socio-economic Pathway (SSP) marker scenarios 1 and 3. The simulation outputs are used to analyse changes in water availability, supply, demand, and scarcity. The outcomes show an increase in surface water availability towards the end of the 21st century, which can mainly be attributed to increases in monsoon precipitation. However, despite the increase surface water availability, the strong socio-economic development and associated increase in water demand will likely lead to an increase in the water gap during the 21st century. This indicates that socio-economic development is the key driver in the evolution of the future South Asian water gap.

This article aims to verify the hypothesis that creativity is an important factor for socio-economic development of Polish regions. The first part of the paper clarifies the idea of regional creativity, its factors and method of measurement. Following two parts present meth­odology and results of the research concerning creativity and development which uses multi­variate comparative analysis. The next one examines relationship between these phenomena. The research revealed that there is strong correlation between the level of creativity and socio-economic development of regions in Poland. In addition, there are large disparities in the level of creativity of these regions. It may be one of the reasons for persistence and even deepening of interregional differences in the level and dynamics of socio-economic development of these regions in the future.

The subject of research is the influence of virtual currencies on the socio- economic development. The purpose of research was to determine the specific features and development prospects of virtual innovation currencies as currencies of the future. The paper analyzes the virtual currency as a phenomenon of the modern payment system. The key characteristics of the crypto currency, their difference from the fiat money, the interrelation with the blockchain technology are indicated. The dynamics of the crypto currency market capitalization is demonstrated by a bitcoin example. The reasons for the attractiveness of the virtual currency for consumers and the growth of its popularity are revealed. The role of the new currency in the development of the world economy is described. The main advantages and disadvantages of the virtual currency as well as the main threats when using it are highlighted. Two opposing views on the future of the crypto currency are considered. As a result, the role of the virtual currency in the socio-economic development of the state is outlined, the prospects for using the currency in question are forecasted, and the factors contributing to its development are listed. It is concluded that virtual currencies established and distributed as a function of time and speed of introduction of scientific and technical achievements in the financial sphere are a technical and economic innovation of the present.
