Abstract Background The Health Information System (HIS) is a set of computerized tools for the collection, storage, management, and transmission of health data. The role of such tools in supporting the modernization of health systems, improving access to quality healthcare, and reducing costs in developing countries is unquestionable, but their implementation faces several challenges. In Gabon, a unique national electronic HIS has been launched. It will connect healthcare institutions and providers at all levels in the whole country. Objective This study aims to explore and identify the factors influencing healthcare providers’ perceptions of the national electronic HIS in Gabon. Methods A 44-item questionnaire based on the Information System Success Model (ISSM) was administered between February and April 2018 among 2,600 healthcare providers across the country. The questions assessed the different aspects of the HIS that could influence its perceived impact on a 5-level Likert scale (from fully agree to totally disagree). The reliability and construct validity of the questionnaire were checked using Cronbach alpha and congeneric reliability coefficients. A logistic regression was used to identify the factors influencing healthcare providers’ perceptions of the system. Results A total of 2,327 questionnaires were completed (i.e. 89.5% response rate). The logistic regression identified five elements that significantly influenced perceived system impact: System Quality (Odds Ratio–OR=1.70), Information Quality (OR=1.69), Actual Use (OR=1.41), Support Quality (OR=1.37), and Useful Functions (OR=1.14). The model explained 30% of the variance in providers’ perception that the national HIS leads to positive impacts. Discussion The results show that healthcare providers’ perceptions regarding the positive impact of the national HIS in Gabon are influenced by their previous use of an HIS, the scope of their usage, and the quality of the system, information, and support provided to users. These results could inform the development of strategies to ensure adequate change of management and user experience for the implementation of the national HIS in Gabon, and eventually in other low resource environments.

AbstractWith the pervasiveness of mobile applications (apps), many Chinese libraries have begun to use apps to provide mobile services to users. Although many mobile library (m-library) apps have a high-downloaded rate in the App store, the rate of users continuing to use them remains extremely low, and the acceptance-discontinuance anomaly phenomenon (i.e., users discontinue using a m-library app after initially accepting it) is a common occurrence in China. This study develops an integrated model designed to explain and predict users’ continued usage of m-library apps based on the expectation confirmation model of information system continuance (ECM-ISC) and the theory of information system success, It incorporates habit, as a moderating variable of continuance intention and behaviour, into the model. Empirical data was collected from 396 users who had prior experience with m-library apps and was tested against the proposed research model using structural equation modelling. The results demonstrated that user perceived usefulness, expectation confirmation and satisfaction are important parts of the formation of m-library apps continuance usage. Furthermore, the three components of the information system success model, system quality, information quality and service quality, also have significant impacts on user confirmation and ultimately affect continuance usage. And the negative influence of habit on continuance intention and behaviour has been supported. The study will be useful for Chinese libraries to better understand users’ continuance usage behaviour and service demands, and in turn to optimize the function of apps and improve the quality of mobile services.

The aim of this study is to empirically explore the influences of a set of key technological, organizational, and environmental (TOE) factors on the achievement of a strategic promised benefit of private portals, which is competitive advantage. Such exploration has not received attention in the web-based information systems’ area. To explore these influences, a theoretical model was developed on the basis of the information system adoption’s literature. The model postulates the TOE factors as crucial antecedents to the realization of competitive advantage. To validate the theoretical model, a questionnaire was constructed by focusing on the most precise measurements items for the TOE factors. A total of 241 responses were collected from the private portal’s users in a higher education institution in Saudi Arabia. The structural equation modeling approach was applied for conducting the required assessment. The results demonstrate that among the tested TOE factors, the relative advantage of private portals and the competitive pressure to adopt them have positive impacts on the achievement of competitive advantage. The empirical evidences produced by this study provide more clarifications about the factors that should be managed carefully to gain competitive advantage from the adopted information system innovations.
