The development of e-Government in Indonesia is increasingly growing in an attempt to give the public services based on ICT (Information and Communication Technologies). E-Government policy is in accordance with the Instructions of the President of Republic Indonesia number 3 in 2003 about policy and national strategy for the development of e-Government in an effort to facilitate the interests and demands of the society. The development of e-Government needs to be planned and implemented through measureable goals for public service in Indonesia. e-Government is one of the principal dimensions of the system of state administration. The implementation of the concept of information technology by the government to make the state administration system to be more effective, efficient, and transparent. One of the city in Indonesia which try to implement e-Government in improving public service is Makassar. This study aims to examine the opportunities and challenges of Makassar government towards improving services for public complaints based on e-Government. One of the strategy and innovation is undertaken by the Makassar government by way of creating e-aspiration. To examine the opportunities and challenges of Makassar Government to improve services for public complaints which based e-Government, we conducted literature study on relevant with previous research and statistical data. Makassar government has shown its enthusiasm surrounding the use of information and technology in many occasions. However, the use of e-aspiration by the government and society are still limited. Therefore, despite that e-aspiration may bring greater benefit in improving good governance. However, this issue of e-aspiration remains difficult in Makassar and in general for Indonesia due to many challenges and obstacles on several dimensions. In consideration of the opportunities and challenges of e-Government is also to be seen from the aspect of society participation in the use of technology and responsiveness of the Government in the development of e-Government services.

Ever growing and evolutionary technologies of the Internet have lured nations in utilizing information and communication technologies to upgrade the livelihood of their citizens. Governments of most countries have initiated multi-faceted programs and initiatives to provide enhanced services through means and methods that are being facilitated by the Internet. However, forms and norms of services have taken shapes and domains depending on the ground context, expansion and maturity of ICTs in their countries and communities. This chapter will explore situations of electronic forms of the government, which it argues is a pre-requisite for good governance and thus enable governments to reach the people at large. Particularly, the chapter will review the emancipation of ICTs in eight countries of the South Asian Association for Regional Cooperation (SAARC). It investigates some basic parameters of ICTs retrieving archived data from various institutions and organizations. Later on, the chapter tries to generalize the situation in terms of recommendations.

Reforming the public service is recognized as a priority direction of the policy of the government of Uzbekistan in the development of information and telecommunication technologies. The experience of foreign countries and their status as "service providers" is being studied. In addition, the article describes the development of e-commerce and e-government services through the transition to the digital economy. This paper aims at discussing the potentials of bottom-up design practices in relation to the latest developments in Information and Communication Technologies (ICT) by making an in-depth review of inaugural cases. The first part of the study involves a literature study and the elaboration of basic strategies from the case study. The second part reframes the existing ICT tools and strategies and elaborates on their potentials to support the modes of participation performed in these cases. As a result, by distilling the created knowledge, the study reveals the potentials of novel modes of ICT-enabled design participation which exploit a set of collective action tools to support sustainable ways of self-organization and bottom-up design. The final part explains the relevance of these with solid examples and presents a hypothetical case for future implementation. The paper concludes with a brief reflection on the implications of the findings for the future of architectural design education.

There has been a steady rise in the practice and performance of religious activities within the cyberspace since the 1980s. Many pastors have embraced the use of technology in their religious and ministerial practices. However, what would be more critical is to understand how technology, once adopted and operational would assume the function of support and fulfil religious members’ spiritual, emotional and social needs. This paper discusses technology use in religious organizations, particularly during the lockdown period of Covid-19 between March 2020 to the July 2021. The article uses South Africa as a research context to explore technology use and its role to address the challenges of support, space and practice. The paper employed a qualitative interpretive paradigm to source data from six members from different religious organizations in South Africa. Three themes arose from the data: information and communication technologies provide space for religious member to network; information and communication media facilitate religious practice and activities; and information and communication technologies enhance management of resources.

Purpose: The benefits of Information and Communication Technologies (ICTs) in environmental resource management has been a topic of hot discussion for the policymakers across the world.  For the purpose, the government of Pakistan took initiative in 2018 to use technology for the country’s social welfare, financial benefits and to enhance environmental sustainability and named it as “Digital Pakistan Initiative”.Design/Methodology/Approach: For analysis, this study took CO2 emissions as the dependent variable and ICT, FDI inflows, and Trade Openness as independent variables. Data were collected on bimonthly basis from 2004 through 2019, and analyzed employing ARDL approach. Main purpose of the study was to examine the short-run and long-run relationship among carbon emissions and ICT, FDI Inflows and Trade Openness.Findings: The findings show that there exists a short-run relationship among all the variables; however, FDI inflows and trade openness have a significant relationship with CO2 emissions. The results also exhibit that there is no long-run relationship between CO2 emissions, FDI inflows, and Trade openness while ICT has an insignificant long-run relationship with CO2 emissions. With the increase of information and communication, the country’s environmental sustainability is also increased. Implications/Originality/Value: The current study was based on least considered variables and the pioneer in testing the complex relationship through VAR estimation.

It is proposed to analyze the scope and limitations that Information and Communication Technologies (ICTs) offer as collaboration mediators; and enhancers of innovative experiences in non-formal education spaces. To this end, it is proposed to implement a methodology mediated by ICTs to promote and achieve greater use of the guided visits to the interactive science and technology centers. The work contemplates, firstly, carrying out a bibliographic inquiry and background review of interactive science and technology centers in different Ibero-American countries and secondly, it is proposed to design a methodology to enhance collaboration mediated by technologies in the framework of visits to centers interactives and then apply this methodology to a particular case study to measure its impact. The experience will take place at the Open Science and Technology Interactive Center (CICyT) of the National University of Lanús and proposes, through a specific intervention, comparatively analyzing 3 types of guided visits: a) traditional in-person visit format, b) visit face-to-face with instance of collaboration activities without the use of technology, c) interaction mediated by ICTs prior to the visit, face-to-face visit with use of ICTs, and instance of interaction mediated by ICTs after the visit, which will then be contrasted with the antecedents and theoretical studies found in the bibliography.

The question is whether schools and teachers themselves are ready for the use of technology in education and whether they are aware of its benefits? Scientific discussion of the problems of transformation of the legal foundations of state institutes of scientific and educational institutions under the influence of the development of information and communication technologies (ICT) and innovative thinking of people is extremely relevant and complex at the same time. Various scientific knowledge has been lacking for a long time, however, today, when the development of creative, moral, innovative potential of each person and humanity as a whole has become a priority for any individual and society, has become the most important, generalizing indicator, criterion of national development. To be taken more systematically and responsibly. Information has always and everywhere been valued as a jewel, on which huge financial resources were spent to acquire its media, have always been important. With the advent of radio and television and, ultimately, modern ICTs, it has increasingly become a product that has always been in demand and also sold well, which, unfortunately, has helped turn the miracle of human communication into a monster — a weapon against the sustainable. development of mankind, the protection of which requires deep knowledge of the human psyche, the laws of society and decision-making algorithms. The nature and meaning of the world, covered by various technical means of communication, are increasingly of interest to society, however, the information and communication sphere, as a geocultural phenomenon and force of influence, began to form not so long ago, around the XVIII century, gradually acquiring geocultural weapons. Again, under the influence of the development of ICT, it has become a pervasive force in the twentieth century, and having acquired network methods of use — a weapon. Today it is becoming the most important factor in the transformation of the world order in the structure «matter (people) — energy (finance) — information — a resource for development». This is how the state and legal policy and the realities of the interaction of the countries of the world with each other and, accordingly, the citizens with the government are built, forcing them to look for new ways of evolution of the economy, military affairs, public power, etc. Using new ICTs, the world’s leading countries are constantly updating their scientific and educational sphere, increasing the requirements for professional training of young people in their universities, trying to form an open society with a responsible attitude to social values, more fully define the responsibilities of public authorities, and it is in this direction that the problems of the formation of modern statehood are concentrated. ABSTRACTDuring the last years, Information and Communication Technologies have been included in the educational field, not only as support tools for teachers, but also as an essential part of the training and of the very learning environment. For this reason, the digital competence is considered one of the main competences in the teachers’ professional profile. However, there is a digital divide between the new Pre-School and Primary students, digital natives, and their teachers. Our study aims at knowing the self-perception on the digital competence and the daily habits of use of technology either in professionals of several fields and in students of the Degrees in Pre-School and Primary Education, most of them with working experience, comparing both items with the observation of their performance in blended learning subjects, with a significant online workload for the students. The aim of this communication is to present the initial results of the survey and the comparative analysis, which shows a gap between the self-perception and the usage habits, in order to suggest measures to be implemented in Higher Education.RESUMENA lo largo de los últimos años, las Tecnologías de la Información y la Comunicación se han ido incorporando al ámbito educativo, no solo como herramientas de ayuda al profesorado, sino también como parte integrante de la formación y el propio entorno de aprendizaje. Por este motivo, la competencia digital es una de las principales competencias del perfil profesional de un docente. Sin embargo, existe una brecha digital entre los nuevos alumnos de Infantil y Primaria, nativos digitales, y sus profesores. Nuestro estudio pretende, a través de la realización de encuestas a profesionales de diversos ámbitos y a estudiantes de los Grados en Educación Infantil y Primaria, ya diplomados en Magisterio y con experiencia docente en muchos casos, conocer su autopercepción de la competencia digital y sus hábitos básicos de uso de la tecnología, comparando ambas cuestiones con el desempeño en asignaturas semipresenciales, con una importante carga de trabajo en línea para los estudiantes. The pandemic has become the reason for structural reforms as well as for discussing many issues by the expert community. In this regard, the Gaidar Forum – 2021 became the very platform where experts in various fields of knowledge could meet. Specialists discussed such issues as sustainable development problems, the innovative focus of development, the introduction of IT technologies, restructuring of national economies, new business models, etc. Most of the questions, one way or another, concern the problem of the evolution of the living environment. These are the questions that were presented by the experts of the “Building together” discussion platform. Analyzing the results of the construction complex, which ensures the implementation of the national project “Housing and the Urban Environment”, made it possible to identify the nature of further measures taken by the Government of the Russian Federation in order to create a competitive living environment. Experts systematized the prospects for business models of investment and construction activities involved in the development of territories, identified new tools for enhancing investment activity, and focused the attention of the authorities on information and communication technologies used in modeling the living environment.
