The article discusses the concept of energy-resource synergy in motor transport and in the motor transport system, as well as the main provisions of the methodology of technological innovation management in motor transport. Proposed: a new epistemological paradigm of the motor transport as a sphere of material production; technologically innovative concept of energy-resource synergy in the transport system; a set of methods for technologically innovative management of energy - resource quality of transport services and for resource-synergistic improvement of the functions of the transport system and the subsystem "Motor transport"; analytical model of the target function of strategic management in motor transport. A single energy- resource mechanism for the functioning of motor transport and the material integrity of the motor transport system has been established. The ways of innovative resource saving on transport and in infrastructure subsystems are revealed. The object of study is the structural and functional organization of motor transport and motor transport system. The purpose of the work is the formation of a system-synergistic target function of project management at highly technological and intensively resource-saving transport services based on the innovative requirements and the concept of energy-resource synergy in the transport system. The research method is a theoretical analysis and synthesis of the conceptual target function of the technology and innovation management in transport, taking into account the concept of energy-resource synergy in the transport system. The results of the article can be used to implement system-synergistic and conceptual-innovative management in transport and in other subsystems. Predicted assumptions about the development of the object of study are the implementation of a technologically innovative mechanism of energy-resource synergy in the motor transport and in the motor transport system, taking into account their structures and functions. This paper discusses elements of the theory of conceptual-innovation and energy-resource management based on the system concept of technologically innovative providing of resource synergistic transport integration of a discontinuous terminal infrastructure of a transport system (TS) in accordance with transport demand and the systemic requirement of an innovative increase in the energy-resource quality of transportation services (ERQTS). It has been established that for the system enhancement of ERQTS are actual the development of innovation management theory and the implementation of conceptual improvement strategies for a number of subsystem and system factors: transport resources and technical properties, transport technologies, as well as innovative reproduction functions of the motor transport subsystem (MT) and integrative-equifinal functions of the motor transport system (MTS). The existing theory of service commercial management in MT is based on a simplified non-production and empirically conservative paradigm of knowledge about MT as a sphere of transport services (without product description) , therefore it does not fundamentally correspond to the above-mentioned concept of development of MTS and MT. This theory uses computational schemes for virtual transportation and service past costs, so it is non-innovative and technologically degenerate. A theory of conceptual and technologically innovative improvement of ERQTS, as well as the functions of MT and MTS, has been developed. A comprehensive model of the target function of the system-conceptual management of ERQTS is proposed, taking into account the improvement of the MTS and MT functions according to the principle of energy-resource synergy in the transport services life cycle. It takes into account: ways to eliminate the paradoxical fragmentation of types of knowledge about transport operations and processes, improving the properties of a car as a resource-technical means of transport production and reproduction, the essence of transport operations and technologies, as well as dysfunctions of subsystems of MTS.

The article deals with the problem of managing techno-innovative development of motor transport technology as an important component of the resource-technological and product-reproduction basis of motor transport. It is shown, that using of this basis, motor transport processes and five reproductive functions of motor transport are materially realized within the framework of the structural and functional organization of the motor transport system. Scientific definitions and concepts of important categories of motor transport science are presented: functional structures of motor transport and systems, motor transport technology, techno-innovative management of motor transport, processes of road transport and delivery, theoretical axioms of the transport process, principles of technical and innovative development of motor transport technology, as well as resource and technological and product-reproduction (RTPR) basis of the motor transport. A promising and systematic concept of high-tech and resource-saving reproduction of motor transport services is formulated, and a mathematical model of the target function of strategic and technologically innovative management of motor transport is proposed. The object of the research is innovative motor transport technologies and processes, taking into account the influence of the energy resource mechanism of the material integrity of the system. The purpose of the work is the statement and ways of solving the scientific and practical problem of conceptual management of the development of the RTPR of the motor transport basis, as well as its processes and functions. The results of the article can be used for the implementation of system-synergetic and conceptual-innovative management on the motor transport and in other subsystems of the motor transport system. Predictive assumptions about the development of the research object - the implementation of a technologically innovative mechanism of energy-resource synergy in the motor transport and in other subsystems of the motor transport system, taking into account their structures and functions. In spring 2020 the whole world went through the “black swan”—COVID-19 pandemic. The healthcare systems of all countries and the world economy, in general, became very stressed. The extraordinary decline of activity in all spheres, except healthcare, led to a drop in the demand for transport services, including city public transport. It was important for city management to support the sustainability of the local transport system. The article presents fundamental approaches to assessing the sustainability of a transport service, particularly city passenger public transport (CPPT), for the example of the large Russian city Tyumen (size of population—nearly 807 thousand people). Methods of analysis of the sustainability of the transport process in conditions of negative environmental impact (COVID-19 pandemic) are considered. During the period from 30.03.2020 to 31.05.2020 (nine weeks—the acute phase of COVID-19 pandemic) structural sustainability of the CPPT system in Tyumen kept a high level. By changing the parameters of the planned characteristics of the CPPT system state, an attempt to adapt the transport service supply to a sharp decrease in transport demand was made. In the period of “self-isolation”, the demand for the CPPT transport service reduced more than the transport service supply. Sustainability of CPPT functioning was evaluated by calculating the elasticity of the transport supply (number of trips) in relation to the actual demand (actual volume of transportations). Calculation of the elasticity index of the CPPT system of Tyumen during nine weeks of April–May 2020 (duration of “self-isolation“) is provided. A conclusion was made from the results of the research. In particular, it was found that the foreground target function of city management was the maintenance of a high level of transportation processes to the detriment of the transportations’ effectiveness. Such a policy led to contradictory results—the additional financial expenses at the rate of 135–150 million rubles and quite a high level of contentment of the Tyumen population with the quality of the CPPT work (sociological research established that 80–85% of respondents were satisfied with the quality of the transport service in April–May 2020).

The article examines the processes, criteria and factors to ensure the quality of passenger transport services. Object of study - processes to ensure the quality of passenger transport services in the context of European integration of Ukraine. Purpose - a study of the world experience in the formation of the concept of quality of transport services, summarizing the main factors that affect the quality of transport services, as well as the main criteria affecting the qualitative characteristics of the services of the transport. Method study - generalization of fundamental works of Ukrainian and foreign scientists of economists is in the internal checking system, dialectical going, fundamental positions of economic theory, system-logical approach near research of the economic phenomena and processes. Satisfaction the needs of society and economy of passenger transport services depends on the quality and timeliness of those services. Questions of quality passenger transport services are interested in users of transport services, companies providing them. However, the requirements and the basic criteria for assessing the quality they are different. If the passenger transport enterprise interested in providing their services with minimal effort and money, the service users in their assessment pay attention not only on the cost of services, but also on transport safety, comfort, delivery time, etc.. The quality of the transport concept of integrated services, which is constantly being developed and improved. Global trends show that the quality of transport services must ensure the needs and expectations of consumers. Accordingly, it is increasing the importance of defining the qualities that affect the quality of service. Given the transient and dynamic nature of modern society and the lifestyle of the main consumers of the services the system factors and quality criteria must be flexible and dynamic to meet the industry's competitiveness on the European market of services. Awareness of the main criteria for assessing the quality of services will help to identify potential strengths and weaknesses. This will help improve not only the quality but also the process of enterprise management, industry, improve customer satisfaction of services received, will increase competitiveness. Актуальность статьи объясняется необходимость поиска новых ресурсов повышение эффективности использования недр, в том числе, за счет рационального использования геомеханических особенностей скальных массивов при техногенном воздействии на них и механизма взаимодействия пород, слагающих массивы скальных месторождений. Объектом исследования служат структурно напряженные скальные массивы Садонского рудного узла. Целью исследований является оценка перспектив технологий разработки месторождений при освоении запасов в условиях техногенной ослабленности массивов. Методы решения основной задачи исследования образуют собой комплекс, в том числе, систематизация связанных с управлением массивом сведений, разработка критериев эффективности добычи руд и формирование концепции ресурсосберегающей технологии разработки месторождений. Результаты и обсуждение результатов. Сформулирована концепция технологии разработки месторождений на основе методов управления состоянием массива путем назначения оптимального уровня напряжений, формируемых совокупностью сейсмотектонических воздействий и техногенной сейсмичности. Дана типизация методов расчета устойчивых пролетов выработок. Приведены примеры решения горнотехнических задач рекомендуемыми методами расчета. Предложена схема-алгоритм взаимодействия параметров управления массивом. Определено, что перспективы технологий разработки месторождений Садонской группы связаны с реализацией концепции управления массивами пород путем регулирования величины напряжений. Доказано, что учет геомеханических факторов позволяет на всех стадиях отработки месторождения корректировать параметры разработки с повышением качества добываемых руд и уменьшением опасности для работающих. В этих условиях удовлетворительные показатели могут быть обеспечены только на первой стадии разработки при выемке первичных камер. Отработка целиков во вторую стадию увеличивает напряжения до критического состояния, что сопровождается потерей запасов или снижением качества руд до убыточных пределов кондиций. Рекомендовано отработку новых запасов и доработку имеющихся запасов осуществлять по комбинированной схеме: ценные руды с закладкой технологических пустот твердеющими смесями, руды с меньшим содержанием металлов выщелачиванием с использованием хвостов подземного выщелачивания для управления напряжениями, а выщелоченные руды выполняют искусственных целиков, перераспределяя техногенные и природные напряжения. The relevance of the article is explained by the need to search for new resources to increase the efficiency of subsoil use, including due to the rational use of geomechanical features of rock massifs with anthropogenic impact on them and the mechanism of interaction of rocks composing rock massifs. The object of study is the structurally stressed rock massifs of the Sadon ore cluster. The aim of the research is to assess the prospects of field development technologies during the development of reserves in conditions of technogenic weakening of arrays. Methods for solving the main research problem form a complex, including the systematization of information related to managing the array, the development of criteria for the efficiency of ore mining and the formation of the concept of resource-saving technology for developing deposits. Results and discussion of results. The concept of field development technology is formulated on the basis of methods for controlling the state of an array by assigning the optimal level of stresses generated by a combination of seismotectonic impacts and technogenic seismicity. Typification of methods for calculating stable spans of workings is given. Examples of solving mining problems with the recommended calculation methods are given. An algorithm-algorithm for the interaction of array control parameters is proposed. It was determined that the prospects for the development of deposits in the Sadon Group are related to the implementation of the concept of managing rock masses by regulating stresses. It is proved that taking geomechanical factors into account allows at all stages of field development to adjust development parameters with an increase in the quality of mined ores and a decrease in the hazard for workers. Under these conditions, satisfactory performance can only be achieved at the first stage of development when the primary chambers are removed. The development of pillars in the second stage increases stresses to a critical state, which is accompanied by a loss of reserves or a decrease in the quality of ores to unprofitable limits. It was recommended that the development of new reserves and the refinement of existing reserves be carried out according to a combined scheme: valuable ores with the laying of technological voids with hardening mixtures, ores with a lower metal content leaching using underground leaching tails to control stresses, and leached ores perform artificial pillars, redistributing technogenic and natural stresses.

Recently, the sphere of providing motor transport services has become more and more widespread and developed. The number of enterprises and sole proprietors in the market of motor transport services is constantly increasing. At the same time, the level of competition between motor transport service providers is growing, which makes it necessary to improve the quality of motor transport services. After all, a high level of quality allows us to occupy a leading position in this sector of the economy. There is an urgent need to assess the quality of motor services, and it is important to assess their quality from the standpoint of consumers of these services. Distinctive features of methodical bases of carrying out quality assessment at the enterprises of motor transport are defined. In the course of research both group, and individual indicators of quality assessment are established. Quality assessment is the result of the course of perception of quality, which is formed in the process of providing services to the user and is accompanied by a specific assessment of the quantitative degree of compliance of the received service with his expectations. Analysis of existing indicators revealed assessment of service quality. The stages of quality assessment, consistent provision of their implementation and the main basic provisions are determined, based on which a set of methodological approaches to assessing the quality of road transport services can be improved. The levels of evaluation of motor transport services and their content are established. An approach to assessing the quality of road transport service and the implementation of the course of providing services to users, which is based on its identified values in three stages: standardized, consolidated and expanded. The signs of the quality of the course of providing services to users on the basis of "points of conflict" with them are substantiated by two classes of signs: "effective" and "instrumental".

This study appraised the state of urban transport in a Nigerian traditional city. It examined commuters’ socio-economic and transit characterization, assessed the quality of transport infrastructural facilities and services, and identified the challenges of urban transport services in Ibadan city, Nigeria. 163 copies of questionnaires were systematic randomly administered on commuters along six (6) selected traffic-corridors in Ibadan. Both descriptive and inferential (Binary Logistics Regression) statistics were used for data analysis. Major findings revealed majority (about 40%) of commuters were civil servants and earn above 90,000 naira as monthly income. Mean Weighted Value results show that taxi (3.913) and motorcycle (3.756) are dominant and most patronized means. Similarly, the availability (4.075), safety (4.000) and affordability (3.625) were most-weighted factors influencing commuting modal choice, while a trip to work (3.718) and market (3.200) are most generated trips in Ibadan. Meanwhile, most of the assessed infrastructural facilities were of poor quality, while peak/off-peak transit issues (4.050) and vehicular mechanical failure (3.487) were major challenges affecting urban commuting. Binary logistics regression results show that the condition of urban transport infrastructural facilities significantly influence overall satisfaction with urban commuting (p < 0.000). Cox & Snell's R-Square (36%) and Nagelkerke’s R (70%) show that the model is relevant in predicting the relationship between dependent and independent variables. The study concluded that there is a need to improve urban transport system towards ensuring commuters satisfaction and urban development. Hence, recommended among others, integrated transport system with smart devices and improved conventional public transport scheme in Ibadan.

Public transportation is one of the sustainable form of transportation which provides mobility options for the people. The public transport services are very basic need of people’s lives, especially in developing world. It is the basic means for mobility of a large percent of people and hence it is the driving force of economic and social life. Quality of service, characterized by the Level-of-Service (LoS) is one of the major factors determining the demand for public transport. This study tries to determine the city-wide Level-of-Service provided by the public transport system using the service level benchmarks as a case study of Trivandrum city. The indicators for determining the Level-of-Service used in the study are presence of organized public transport system, availability or extend of public transport supply, service coverage, average waiting time, level of comfort in public transport and the fleet availability. This approach can be used to determine the LoS at the city-level and thus provides a measure for identifying the public transport quality of an urban area.

In the article it is explored the concept of the permanent devices of transport systems, it is studied the nature of the permanent devices, their functions, characteristics and components. The transport system plays an important role in the socio-economic development of the country, providing conditions for economic growth, increasing the competitiveness of the national economy and the quality of life of the population. Despite the good geopolitical and geographical location of Ukraine, the state of the transport system is pre-critical. This complicates the presence of Ukraine in the market of transport services in the world nowadays. One of the most important components of the transport system is the permanent devices. It is important to study permanent devices of transport systems in the context of reforming the transport system of Ukraine, in the conditions of attracting private capital, privatization. In order to solve the problem of the transport system development, first of all it is required to define theoretically such concepts as the transport system and its components. In the article it is studied two physical components of permanent devices of transport systems - the thoroughfare and the terminal. It is investigated the question of the form of ownership of the permanent devices of the transport systems, the possibility of privatization according to the current legislation of Ukraine. The analysis of the legislative framework of Ukraine and the works of scientists allowed to make certain generalizations regarding the content of the permanent devices of transport systems. In the article it is identified the common features and characteristics of the permanent devices of transport systems.

To determine the demand for public transport on the market, a survey was conducted in 2001 — 2002 concerning the situation in the suburban zones of newly-built up districts where public transport is either inaccessible or poorly developed. The analysis was based on major social and economic factors determining the demand for transport. They are: demographic structure and development, restructuring of productive forces and space planning; employment and unemployment; income and poverty; social insurance, pensions and welfare; the household structure; income and expenditures; mobility of the inhabitants and motorization. The accessibility of transport services to passengers and the choice of transport facilities is closely related to their purchasing power. The offer of public transport services is lower than the demand, especially in the suburbs. As a result, the competition of automobiles is very strong there: the preference given to a car is determined by inaccessibility of public transport on the route for 22 % of the inhabitants, while for 20 % the reason was long way to a bus stop or large intervals in the schedule of public transport facilities. Based on the results obtained, the public transport system in Vilnius should be developed along three main lines: 1) raising the quality of public transport provided on fixed routes; 2) revising and updating the system of fares; 3) integrating the suburban public transport system into the central city transport system. These are the priority tasks associated with general goals of improving the system of public transport so that it could satisfy the needs of the passengers in the city.
