In contemporary conditions recreation and tourism are perspective development directions of many regions in the Russian Federation. Thereby, the socio-economic region development program incorporates strategies of tourist territory development. The main goal of this study is to estimate the recreation potential of the municipalities in Novosibirsk Region and to elaborate recommendations for the mapping of territorial planning concerning specific land use for the recreation and tourism development. The authors consider methodological issues of recreation potential estimation for mapping. At present this direction is not studied enough. There is a problem to choose the method of recreation potential estimation that lets makes decisions at the regional and local levels. As a result of recreation potential estimation of Novosibirsk Region the most attractive for investment in tourism and recreation municipalities and elaborated recommendations for specific land use by mapping and compilation of tourist maps were revealed. The estimation results of recreation potential in municipalities are used for the development of the Strategy of socio-economic development of Novosibirsk Region till 2030.

This work examines the issue of entering into the Unified State Register of Real Estate (hereinafter referred to as USRN) information about the boundaries of territorial zones and ways to solve them. In order to improve the business environment at the regional level, the decree of the Government of the Russian Federation of January 31, 2017 No. 147-p approved 12 target models for simplifying business procedures and increasing the investment attractiveness of the constituent entities of the Russian Federation. According to this Order, until 2021, it is necessary to prepare, coordinate and approve the draft Rules of land use and development (hereinafter referred to as the PZZ) and enter information on the boundaries of territorial zones in the USRN.

Land market transformation and shift of development directions in the Russian Federation and its regions require to revise formed spatial planning scheme, and as a consequence, land transfer from one category to the other, parcelling out of land for various types of recreational use and determinate of investment attractiveness of land for infrastructure recreational objects building. Contemporary territory administration should base on rational use of land nature potential as significant resource of the economics of sustainability. This type of economics can show such stable indicators as the population and the consumption level and its scale doesn’t exceed ecosystem bearing capacity. The article considers the main factors which influence the level of land recreational potential, approach to the assessing the land recreational potential for regional and industry planning and revealing of investment attractive land for recreation and tourism as the perspective direction of sustainable development. The authors revealed attractive areas that can be use more effectively for land recreational potential bases on studying of the Novosibirsk region land fund and growing of population demand for recreation and health recovery in this region as the permanent residence which changed due to the COVID-19 pandemic and high risks of travel to other countries.

The study aims to determine the powers of local authorities in defining the legal regime of lands and to study problems in this area. Legal uncertainty in the relationship between territorial planning and urban planning zoning, the inconsistency of the three basic federal laws regarding the powers of urban and rural settlements to establish land use and development rules have been revealed. The impossibility of replacing urban planning zoning with a territorial one is argued. The research methods are the dialectical method of cognition, general methods of formal logic, certain general research methods (systems aspect, analysis of regulatory legal sources), and specific methods of law (formal-logical method of interpretation of law, comparative legal method). Based on the study, the following conclusions are made. (1) There is still legal uncertainty on the issue of zoning, which is contained in documents of different legal force – results of territorial planning and urban planning zoning: the site plan, which is equal in the status to a regulatory legal act and rules of land use and development. At the same time, the text of the site plan does not meet the requirements of legal technology in contrast to rules of land use and development. To eliminate internal contradictions in the legislation, it is proposed to fix the correlation of the site plan and the rules of land use and development in a codified urban planning law, and to establish requirements for the development of the site plan. (2) Urban planning and land codified laws do not distinguish between the powers of urban and rural settlements in the field of approving land use and development rules (Part 3 of Article 8 of the Town Planning Code of the Russian Federation, Paragraph 1 of Article 39.30 of the Land Code of the Russian Federation). Moreover, the approval of land use and development rules was removed from the rural settlement’s issues of local importance and transferred to the municipal areas (Part 4 of Article 14 of Law No. 131-FZ). Consequently, the different interpretation of the categorical elements of issues of local importance leads to an ambiguous understanding of municipal rights and obligations. The author considers it necessary to bring the norms regarding the powers of local self-government contained in the industry laws in line with the norms of Law No. 131-FZ. (3) In order to improve the state policy on the use of the land fund of Russia, it is planned to replace urban planning zoning with territorial zoning, which involves the removal from circulation of the principle of dividing land for its intended purpose. It has been established that territorial zoning performs only the functions of detailing and concretizing the legal regime of the corresponding land plot. In this regard, the principle of dividing land into categories for the intended purpose should be considered as the main principle of legal regulation of land relations arising from the provisions of Article 9 of the Constitution of the Russian Federation.

Subject. This article explores the various aspects of the concept of Spatial Development. Objectives. The article aims to develop a conceptual basis for the spatial socio-economic development of the collaborating regions. Methods. For the study, I used the methods of comparative and statistical analyses. Results. The article shows how cooperation between the subjects of the Russian Federation increases the potential of economically united regions. Conclusions. When preparing national strategic planning documents, it is necessary to take into account the specifics of regions, their capacity, available resources, and focus on the relationship between regions.

The article considers the reclamation park, which is an instrument of state stimulation of the development of economic entities of the agro-industrial complex on irrigated lands. On the example of the Rostov region, the authors analyzed the organizational, economic and regulatory mechanisms for the functioning of reclamation parks, as well as the socio-economic effects that arise in connection with the implementation of the specified tools. The results obtained can be used by state authorities of the Russian Federation, a constituent entity of the Russian Federation when drawing up plans for socio-economic development, developing strategies and programs, as well as by economic entities in managing agricultural activities.

The author touched upon topical issues of inter-budget alignment, budget provision of regions with financial resources, focusing on factors that directly affect the stability of the budget system, as well as highlighting problems in the budget sphere that require urgent attention from the authorities. It is concluded that the level of interregional differentiation continues to increase, and the modern mechanism of budget equalization requires urgent amendments and adjustments. It is emphasized that the main goals of socio-economic development of the Russian Federation related to the transition to an innovative type of development, changes in the structure of the national economy, set out in strategic documents and messages of the President of the Russian Federation and declared since 2009, are not being implemented, and the effectiveness of state economic policy and Federal budget expenditures for its implementation remains low. This indicates the need to review the current system.
