Encouraging enterprises to adopt green and low-carbon technological innovation is an important measure to cope with climate change and achieve low-carbon economic development. As the main stakeholders of green and low-carbon technological innovation of enterprises, what measures should the government and the public take to encourage green and low-carbon technological innovation of enterprises has become one of the focuses of research. This study constructs a tripartite evolutionary game model among the government, the public, and enterprises and then obtains the evolutionary stability strategy by analyzing the replication dynamic equation of each subject. Numerical simulation is made on the evolution path of the game under different enforcement intensities of environmental regulation means. The result shows that pollution tax, low-carbon technology innovation subsidy, and environmental protection publicity and guidance are three environmental regulation means to effectively stimulate enterprises’ green and low-carbon technology innovation. And moderate pollution tax, low-intensity publicity of public environmental protection, and high innovation incentive compensation have the highest incentive efficiency for enterprises’ green and low-carbon technological innovation. Targeted suggestions for promoting green and low-carbon technological innovation of enterprises are put forward in the end.

With the prominence of energy crisis and environmental pollution problem, low carbon energy technology innovation is becoming the key of global economy sustainable development. But, for the particularity of technology, the low carbon energy technology innovation has enormous risk. Therefore proportion of low carbon energy technology innovation risk through social channels slowly becomes the crux to promoting the development of low carbon energy technology innovation. As the core subjects in risk proportion of technological innovation, enterprises and social risk-sharing organizations all start to select and adjust their strategy in exploration and trial and error and to seek equilibrium point of interest, thus form a dynamic game process. In this paper, the premise of bounded rationality assumptions of evolutionary game theory has been used as an analytical tool to construct evolutionary game model of social proportion of technological innovation risk, and thus to the stability analysis for both the main strategy of evolution. Results of the evolutionary game analysis show that the participation of a third promoting force play a decisive role in the operation and development of social proportion system of technological innovation risk, thus this paper raised conceptions and recommendations for the government that they should take part in the risk prevention system of low carbon energy technology innovation as a conductor and coordinator.

Currently, the world is facing two significant challenges: low-carbon development and overcapacity. Government departments must reexamine their development strategy of energy industry. Implementing environmental regulatory policies and technological innovation can help alleviate coal industry’s overcapacity, while sustainable development requires joint actions of governments, enterprises, and the market. Based on the evolutionary game theory, this study constructs a tripartite evolutionary game model of local government, power industry, and coal enterprise. Under the premise of bounded rationality, the evolution path of each player in the game under the market incentive environmental regulation is analyzed, and the influence of the change of parameters of each player on the result is numerically simulated. The study found that strengthening environmental regulation by local governments is an inevitable choice to promote the transformation and upgrading of coal industry and power industry. In addition, reducing law enforcement costs and technological innovation costs are the fundamental point of the coordinated development of the three parties. Technological innovation in the power industry will reduce the probability of coal companies’ choosing clean production strategies, while seeking low-cost clean production technology and financial support is the key to coal companies’ optimization of production capacity.

Under the low-carbon background, with the aid of the Malmquist–Luenberger SBM (Slack-based Measure) model of unexpected output, the green total factor productivity (GTFP) of the logistics industry in Jiangsu Province, China, was measured and decomposed in this study based on the reality and experience of logistics industry development in 13 cities in three regions of Jiangsu Province in the years 2006–2018 by taking resource consumption into the input system and discharged pollutants into the output system. It is concluded that the environmental regulation (ER) has a significant positive effect on the growth of the GTFP of the logistics industry, and technological progress has become an important endogenous force that promotes the GTFP of the logistics industry in Jiangsu Province. On this basis, a dynamic GMM (Generalized method of moment) model and a Tobit model were constructed to further study the possible temporal and spatial effects of ER on the GTFP of the logistics industry. The research results reveal that the ER can exert both promoting and inhibitory effects on the GTFP of the logistics industry, and there is a temporal turning point for the effects. Besides, the effects notably differ spatially and temporally. Finally, some policies and advice for the green sustainable development of the logistics industry were proposed. For example, the government and enterprises should pay attention to the green and efficient development of the logistics industry and dynamically adjust the ER methods. They should consider the greening of both forward logistics links and reverse logistics system in the supply chain.

To cope with climate change and achieve sustainable development, low-carbon city pilot policies have been implemented. An objective assessment of the performance of these policies facilitates not only the implementation of relevant work in pilot areas, but also the further promotion of these policies. This study uses A-share listed enterprises from 2005 to 2019 and creates a multi-period difference-in-differences model to explore the impact of low-carbon city pilot policies on corporate green technology innovation from multiple dimensions. Results show that (1) low-carbon city pilot policies stimulates the green technological innovation of enterprises as manifested in their application of green invention patents; (2) the introduction of pilot policies is highly conducive to green technological innovation in eastern cities and enterprises in high-carbon emission industries; and (3) tax incentives and government subsidies are important fiscal and taxation tools that play the role of pilot policies in low-carbon cities. By alleviating corporate financing constraints, these policies effectively promote the green technological innovation of enterprises. This study expands the research on the performance of low-carbon city pilot policies and provides data support for a follow-up implementation and promotion of policies from the micro perspective at the enterprise level.

Ecological technology innovation with environmental benefits as the core has become an inevitable choice for water environment treatment PPP projects (WETP-PPP), and government supervision and public participation are essential driving factors for eco-technological innovation. To explore the influence of the public participation on the behavior of government and private sector in the WETP-PPP, this study constructed an asymmetric evolutionary game model of government supervision and private sector ecological technology innovation behavior under public participation. The main contribution of this study is to explore the mutual evolutionary regularity of the private sector and government supervision department and the influence of public participation level on public and private behavior in different scenarios. The results showed that the government can reduce the supervision cost by increasing the public's active participation and improving environmental regulation measures to achieve a win-win situation of economic and environmental performance.

For the past decades, environment and its relevant issues are becoming the greatest concern of most countries. Public opinion becomes the interest of most policy makers and sociologist reformist. Improved understanding of public perceptions about global warming and other environmental issues can contribute to informing scientific and policy discussions. The aim of this study is to assess the (1) the extent of concern on the major environmental issues of the city (2) the preference between environmental protection and energy production, and (3) to compare the extent of concern of the public according to their respective district.  A total of 1151 respondents, ages 18 and above was derived using the systematic sampling at 95% confidence interval, and proportionate sampling distribution to ensure representativeness with the population of the city. The results suggest that Dabawenyos are greatly worried about global warming (92%), deforestation and urban flooding (88%), and energy crisis are considered as the most alarming environmental problem in the city. Moreover, they are more favorable to environmentally-friendly solutions in addressing the city’s energy problem, and the government should put greater emphasis on the development of renewable energy (96%). The degree of concerns and emphasis on environmental protection of the community can be directly equated to the traumatic environmental phenomena that had happened in the city.   Keywords: Ecology and Conservation, environmental issues, renewable energy, poll survey, Philippines

AbstractThe authors develop a simple analytical framework to study the welfare-maximizing environmental standards when market entry is endogenous and firms can circumvent regulation by bribing corrupt officials. Corruption changes the tradeoff in environmental policy. Corruption leads more polluting firms to enter into the market, which requires tighter environmental regulation. However, corruption also makes trading in some environmental protection for a marginally higher market entry optimal for the government.

Government is the group of politicians, government officials and civil servants with similar to a personal capacity, preferences and interests. Compared with the firm, they have no essential difference in the market economy system countries. Both seek to maximize interests for their respective Group. In this paper the government's views and actions in the public choice activities are analyzed by means the firm theory, which reveals that the direction of the environmental friendly industrial policy and its development level depend on the maximum degrees to combine the government` interests in tenure with their electorate’s one.
