The attention of the Chinese government on nutrition, exercise, and health refers to the attention degree of the Central Government to the nutrition, exercise, and health of Chinese nationals and reflects whether Central Government attach importance to Chinese nationals' nutrition, exercise and health or not and the distribution of resources, which influence the physical quality and health level of Chinese nationals. Based on the attention theory and attention distribution proposed by Herbert Simon, Dai Kai, et al., this study took 43 Central Government Work Reports from 1978 to 2020 as research samples, used literature reviews, and textual analysis methods, and applied the Nvivo12.0 software to conduct qualitative and quantitative analyses about the contents of the Central Government Work Report concerning the nutrition, exercise, and health of Chinese nationals. This research found the following: (1) There has been a relatively huge overall change in the attention of the Central Government, that is, the level of attention, to the nutrition, exercise, and health of Chinese nationals from 1978 to 2020, and the policies related to nutrition, exercise and health of Chinese nationals issued by the Central Government have been growing faster. (2) The income level of the urban and rural residents, the total production of various types of food, dietary structure, the total number of medical and health institutions, the average life expectancy of the Chinese population, and the number of sports venues have been constantly increasing since the reform and opening up, which has effectively promoted the improvement of the nutrition, exercise and health level of Chinese nationals, and it cannot be achieved without the attention and support of the Central Government. However, the change in the lifestyle of Chinese nationals has led to the growth of the modern “Civilization Disease,” which is also an important issue that the Central Government needs to handle urgently.

Basic research is believed to be a crucial factor for building national innovation capacity and therefore was perceived as a key battleground for national technological and economic competition. Since the economic reform and opening up in the late 1970s, China has made great achievements in building up its national research system. However, the lacking capabilities to conduct ground-breaking scientific work remain one of the daunting challenges for the country. How to restructure its funding system for basic research so to reinvigorate its indigenous innovation capacity has been one of the main concerns for the Chinese government in recent years. To address this, the paper proposes a conceptual framework to analyze how China’s central government funding system for basic research has evolved since 1985. The paper concludes with a discussion of the identified problems and challenges that China is facing in its current funding system for basic research.

Based on the value of agricultural farm products produced by different subsectors in China, the foregoing analysis reveals the dynamic character of agricultural diversification by which, this study seeks to examine the evolutionary process of Chinese agriculture through a quantitative study of agricultural diversification at both national and provincial levels. In the initial stages of reform and opening up, the degree of agricultural diversification in the southwest was relatively high; then the center of agricultural diversification gradually moved to the southeast of China; finally, the degree of agricultural diversification in the economically developed eastern provinces was obviously higher than those in other regions in 2019. It was seen that some provinces in the eastern and central south regions moved toward increasing diversification in one direction, and other provinces changed direction, first moving toward diversification and later toward concentration or vice versa. These oscillations implied that there was a cyclic tendency of agricultural diversification along with an increase in per capita GDP. Generally speaking, the patterns of diversification differed across regions due to diversified agricultural subsectors resulting from different natural and socio-economic circumstances. In particular, in less developed regions with lower agricultural diversification levels, farming agriculture persistently dominated the leading position with relatively more resistance to modernizing trends in other aspects of agriculture. It is urgent for the Chinese government to figure out ways off reconciling agricultural productivity with environmental quality through the ecological intensification of agriculture.

China has achieved rapid economic growth and become involved in the economic globalization through its policy of reform and opening-up and modernization. It has attracted much investment from lots of Taiwanese enterprises, including some small and medium-sized enterprises featuring a high labor cost and facing difficult operation in the traditional industries. Thanks to the policy, many Taiwanese enterprises have got a chance to rebirth by transforming their crises into opportunities. With the implementation of the policy of urbanization, the people from rural areas in China have been moving to urban areas, and the enterprises of the second and third industries have been concentrating in cities. This has not only fueled the livelihood-oriented consumption in China but also expanded the domestic demand market of the Taiwanese medium and large-sized livelihood enterprises in China. The Belt and Road trade foundation construction program, which aims to link Europe, Asia and Africa and was proposed in 2013, is an extension of the Great Development of Western Part of China and offers Taiwanese enterprises a chance to get fully involved in the development of the international market. The 31 Measures to Benefit Taiwan announced by the Chinese government in February 2018 has significant influence on the future development of the Taiwanese enterprises in China. Therefore, this paper will elaborate on the effects of the Belt and Road and the 31 Measures to Benefit Taiwan on the Taiwanese enterprises.

Since the Reform and Opening up in the late 1970s, China has been seeking an innovation-driven knowledge society. In the past decade, the central government and local governments took effective measures to quicken China's steps towards a knowledge society. In the recent 18th National Congress of the CPC, reform and innovation was highly emphasized to give fresh impetus to knowledge society building. Within the context of increasing globalization and Africa-China long-lasting friendship and cooperation, China and African countries can learn from each other in knowledge society construction. As the second largest economy in the world, China is playing an increasing role in knowledge society construction in Africa. Can Africa learn from China's experiences? This chapter provides some answers to this query.

China's welfare system has been a typical ‘residual welfare regime’, but the economic reform and market-oriented transformations in recent decades have weakened the original well-balanced ‘residual’ and ‘needs’ pattern. Marketisation of social welfare has intensified social inequality as those who are less competitive in the market-oriented economy have encountered tremendous financial burdens in meeting their welfare needs. In order to rectify the social problems and tensions generated from the process of marketisation of social welfare, the Chinese government has adopted different policy measures to address the pressing welfare demands from the citizens. This article examines how a local government in Guangzhou, capital city of Guangdong province, has responded to the call of the central government in promoting social harmony in the context of growing welfare regionalism emerging in mainland China. More specifically, with reference to a case study of Guangzhou, this article discusses how Guangzhou residents assess their social welfare needs and expectations, and how they evaluate the municipal government's major welfare strategies. It also reflects upon the role of the state in welfare provision and social protection, especially when many social welfare and social services have been marketised in the last few decades in China.

Agricultural production is a crucial and fundamental aspect of a stable society in China that depends heavily on the climate situation. With the desire to achieve future sustainable development, China’s government is taking actions to adapt to climate change and to ensure food self-sufficiency. This paper assesses the scientific literature from both domestic and international journals, and the review policies released by the Chinese government, in order to investigate the adaptive actions being taken in China at the scale of the central government, and at the local administration and individual farmer level. The results demonstrate that China’s government has undertaken a multitude of adaptation programs in order to cope with vulnerability in the agricultural sector, and these include the release of stimulus policies, the support of new technological research, and investments in field facilities to strengthen the building of adaptive capacity. At the farmer household level, we found that people are spontaneously adapting to climate change on their own accord by changing the timing of cultivations, and through the selection of other crop species and cultivars. People are also securing non-land-related jobs when confronted with climate disasters. A summary is presented of the various agricultural adaptation policies and technologies. Although China has made great progress in terms of adapting to climate change, there is still more work that needs to be done. This work entails not just agricultural policy stimulation but also non-structural components, such as raising public awareness and providing adaptive skill training, etc. It can be concluded that agriculture sector could seek advantages and avoid disadvantages from adaptation activities by multiple stakeholders from different perspectives, and reduce the adverse effects of climate change. Climate adaptation strategies and actions are important and indispensable components for agricultural development in China, and more advanced technologies and ideologies are needed for a secure future.

Universal health coverage (UHC) has been identified as a priority for the global health agenda. In 2009, the Chinese government launched a new round of healthcare reform towards UHC, aiming to provide universal coverage of basic healthcare by the end of 2020. We conducted a secondary data analysis and combined it with a literature review, analysing the overview of UHC in China with regard to financial protection, coverage of health services and the reported coverage of the WHO and the World Bank UHC indicators. The results include the following: out-of-pocket expenditures as a percentage of current health expenditures in China have dropped dramatically from 60.13% in 2000 to 35.91% in 2016; the health insurance coverage of the total population jumped from 22.1% in 2003 to 95.1% in 2013; the average life expectancy increased from 72.0 to 76.4, maternal mortality dropped from 59 to 29 per 100 000 live births, the under-5 mortality rate dropped from 36.8 to 9.3 per 1000 live births, and neonatal mortality dropped from 21.4 to 4.7 per 1000 live births between 2000 and 2017; and so on. Our findings show that while China appears to be well on the path to UHC, there are identifiable gaps in service quality and a requirement for ongoing strengthening of financial protections. Some of the key challenges remain to be faced, such as the fragmented and inequitable health delivery system, and the increasing demand for high-quality and value-based service delivery. Given that China has committed to achieving UHC and ‘Healthy China 2030’, the evidence from this study can be suggestive of furthering on in the UHC journey and taking the policy steps necessary to secure change.

China has gone through a rapid process of urbanization, but this has come along with serious environmental problems. Therefore, it has started to develop various eco-cities, low-carbon cities, and other types of sustainable cities. The massive launch of these sustainable initiatives, as well as the higher cost of these projects, requires the Chinese government to invest large sums of money. What financial toolkits can be employed to fund this construction has become a critical issue. Against this backdrop, the authors have selected Sino-Singapore Tianjin Eco-city (SSTEC) and Shenzhen International Low-Carbon City (ILCC) and compared how they finance their construction. Both are thus far considered to be successful cases. The results show that the two cases differ from each other in two key aspects. First, ILCC has developed a model with less financial and other supports from the Chinese central government and foreign governments than SSTEC, and, hence, may be more valuable as a source of inspiration for other similar projects for which political support at the national level is not always available. Second, by issuing bonds in the international capital market, SSTEC singles itself out among various sustainable initiatives in China, while planning the village area as a whole and the metro plus property model are distinct practices in ILCC. In the end, the authors present a generic financing model that considers not only economic returns but also social and environmental impacts to facilitate future initiatives to finance in more structural ways.

Intergovernmental transfers can help coordinate resource distribution among local governments to address the disparities between them. Local governments in South Korea heavily rely on general shared tax as an unconditional grant from the central government. Yet, the central government modifies factors and weights in the formula to allocate the grants; thus, the final grants might not always reflect the formula accurately. We aimed to empirically investigate the political influence on the allocation mechanism in practice related to the general shared tax in South Korea. We found that political influence, based on the political ideology of the municipal government chief, which is the same as that of the president, affects the amount of increased general shared tax from the central government. This indicates that the framework for the distribution of resources between different levels of governments is neither efficient nor equitable.
