The recent worldwide COVID-19 pandemic has highlighted the importance of a performant public sector in terms of health. To achieve greater use and efficiency of health information and communication technology (ICT), the whole community of European states needs a model to develop a common strategy to support the implementation of e-health and reduce decision-making difficulties. Our research suggests such a model, starting from the level of adoption to the implementation of e-health and points out the existing disparities in the European countries regarding the difficulties of adopting e-health. We draw a composite index to assess the inequalities present in the quality of life, the public health system, and the adoption of e-health. Furthermore, to return to a hierarchy of European countries, the relative distance method (RDM) is applied by combining various classification criteria. The results identify the European countries with the highest levels of adoption (Denmark, Estonia, Spain, Sweden, Finland, and the United Kingdom), where e-health is routine, and the countries with the lowest levels of adoption (Greece, Lithuania, Luxembourg, Malta, Romania, and Slovakia), where e-health is not widespread. These results reveal critical implications in identifying solutions to reduce the gaps between countries, identifying public policies to support the adoption of e-health, and reducing difficulties in decision-making.

KPP Pratama Manado is a place provided by the government for the public or taxpayer in carrying out their obligations to report on each asset or wealth or income they have. Along with the times in the advancement of information and communication technology, KPP Pratama Manado provides convenience for taxpayer in reporting SPT (Surat Pemberitahuan Tahunan) by providing e-Filing. The e-Filing system is an online tax reporting system that has been provided by the government for taxpayer. However, the lack of knowledge of taxpayer on e-Filing system affects taxpayer still reporting annual SPTs manually. KPP Pratama Manado should further improve the grade and quality of e-Filing system so that they can be used more optimally by taxpayer.Keywords: SPT, e-Filing, taxpayer

In most European countries, urban planning is a domain of public administration and as such should be a subject of transparent, democratic decision-making procedures. It bares the growing need for public communication, especially in the context of the rapid development of Information and Communication Technology (ICT). The Internet strongly influences public decision-making systems, including urban planning. This chapter looks for particular patterns and standards of public communication in urban planning in Poland and Germany by comparing online participation tools and by analyzing three complimentary aspects of e-participation in planning: “transparency,” “spatiality,” and “interactivity.”

This new era brings opportunities and challenges to traditional media work while facilitating this industry. Efforts should be made to upgrade the broadcasting major in order to meet the requirements of society and the public. Abstract Information and Communication Technology (ICT), and recent advancements in Computer Science can serve as a catalyst for promoting sustainable means of transport. Through ICT applications, active mobility can be promoted and established as a viable transport mode. This can be achieved by providing relevant information for fostering social capital and promoting physical activity, thus contributing to a higher quality of life. Further, active mobility can greatly contribute to reducing air pollution and improving health status. For this purpose, the implementation of a Smart Pedestrian Network (SPN) information system is proposed. Such an implementation requires the collaboration of various stakeholders including the public, local authorities and local businesses. To convince stake-holders of the viability of implementing SPN, the benefits of active mobility should be clear. This paper proposes a framework to quantify active mobility benefits so that stake-holders can assess the investment that can be realized from implementing SPN. The proposed framework makes use of quantifying benefits in various market conditions. The benefits are shown to be significant and very much in favor of investing in technology and implementing the envisioned SPN system.

The purpose of this study is to describe the implementation of e-government in Bandung Regency as an effort to improve the quality of public services. As for this research method, the approach used is descriptive qualitative, with data collection and the techniques used are literature studies sourced from a number of articles in journals, books, regulations, information media content related to the focus and research issues. Research result shows that the implementation of e-government in Bandung district has been implemented in accordance with the capacity and capability of the relevant agencies, and refers to the regulations that contain e-government, although it has not been maximally implemented and has a significant impact on the public. The conclusion is that the implementation of e-government in Bandung district will not be separated from the supporting components of e-government itself. first is the application component, second is the data information component, the third is the infrastructure component, the fourth is the institutional component, and the fifth is the Human Resources component of Information and Communication Technology.

This paper aims to provide consideration for various local governments in Indonesia as a public organization, reflected on the success story of the Surabaya City Local Government, to incorporating information and communication technology in the structuring of the business processes of its organization. It is believed to improve the pace of decision-making and the responsiveness of public agencies to the public needs and demands. The method utilized in this paper is a systematic literature review that synthesizes and compares findings from previous research to generate new knowledge. The data used are secondary data collected from a wide range of literature which analyzed and evaluated quantitatively. The findings of this study indicate that the use of information and communication technology has a substantial effect on enhancing and improving the structuring of business processes in public organizations, i.e. (1) opening up cross-unit access of public institutions to data and information at the same time; (2) speeding up and simplifying the decision-making process; and (3) streamlining the public service delivery.

The application of information and communication technologies to parliamentary activities is growing. Informatics databases represent a growing trend used for gathering, collation, processing, storage and dissemination of parliamentary information to Members of Parliament, parliamentary staff and the general public. Many parliaments are moving forward, assisted by development partners to implement informatics projects from constituency level where the public can access information manually or electronically through parliament itself. The purpose of this article was to assess Parliament of Zimbabwe’s informatics database in providing evidence-based information for decision making. This is achieved by sampling 25 Members of Parliament and 25 Office Assistants from constituencies, and Parliament staff as important respondents. The instruments of data collection were questionnaires, interview schedules and analysis of documents. Findings revealed that constituents were the largest beneficiaries, followed by the education sector, and Members of Parliament. Data also showed that Members of Parliament improved their knowledge and participation in parliamentary activities based on real facts from the informatics data base. The study identified challenges affecting the informatics database. Results recommend that resources be provided for information and communication technology equipment, staff should be trained and an online informatics database be implemented.

So far, in implementing school strategies, they tend not to utilize Information and Communication Technology (ICT), despite the availability of ICT resources available. Stages of strategic management are needed to generate the vision, mission, objectives, policy, program, budget, and procedures as well as control and evaluation process as an effort to utilize ICT to improve school quality. Based on the interpretation and the results of the study, it is concluded that schools have organized stages in strategic management that enable schools to have a quality profile. The impact of effective utilization of ICTs for schools is the achievement of effective school management, as per the National Education Standards, which is characterized by effective planning, implementation, control, and evaluation of school ICTs.The purpose of this study is to get a general description, describe, and reveal the Strategic Management of Information and Communication Technology Utilization to Improve the Quality of School Learning in Ciledug Al Musaddadiyah Vocational High School and Garut 1 Vocational High School, both on environmental analysis, strategic formulation, implementation and strategic evaluation. The research method used in this research is the case study method, because the problems studied occur in the place and situation of Ciledug Al Musaddadiyah Vocational School and Vocational High School 1 Garut. The use of case study models in this study is based on the consideration that to provide an overview of the strategic management activities of the use of ICTs carried out at vocational high schools with the ultimate goal of being able to improve the quality of school learning. Based on observations in the field of SMK 1 Garut and SMK Al Musaddadiyah Ciledug Garut is one of the public schools and private schools that have these advantages.

In this contemporary era, the forms of public service in Indonesia have become increasingly practical and instant. Conditions like this to illustrate how the phenomenon of McDonaldization began to plague into public service systems, one of which is with the public service system e-Filing DJP Online. E-Filing DJP Online is an application of public services based on information and communication technology implemented by the state tax execution agency to provide easy access to services for the Taxpayers in Indonesia. The purpose of this study is to see how the principles of McDonaldization are applied in the public service system of tax agencies through the DGT Online e-Filing system. The theory approach used is McDonaldization Theory by George Ritzer, and the concept of Public Service. The method used is qualitative descriptive, with literature review approach. The results show that the DGT Online e-Filing system applies the principles of McDonaldization in the form of its services, namely: efficiency, quantified and qualified services, predictability, control, and ultimately the rationale for irrationality of service.Keywords: McDonaldization, Public Service, Tax, e-Filing

The connection between athletes and technology has developed in recent years, with the focus on how lives are augmented and presented through this relationship. Building on previous reflections concerning the use of information and communication technology (ICT) to support the sometimes fractious experiences of sport migration, we suggest a need to develop our understandings of migrant athletes’ use of ICT by interrogating socially-embedded processes driving its usage. In so doing, we draw on 18 semistructured interviews with professional basketball migrants based (at the time) in the United Kingdom but whose seasonal work moves them frequently across the globe. We explore these participants’ experiences through the lens of Appadurai’s model of scapes and disjuncture. With this framework we explore themes of negotiation, need, expectation, and barriers. Consequently, we propose expanding how we understand migrant athletes’ relationships with technology.
