In response to the COVID-19 pandemic, Taiwan has been one of the best performers in the world with extremely low infections and deaths. This success can be attributed to the long experiences dealing with natural disasters and communicable diseases. However, with different disastrous characteristics, the disaster management systems for communicable diseases and natural disasters are very different in terms of laws, plans, frameworks, and emergency operations. Taking the response to COVID-19 pandemic as a study subject, we found that disaster management for communicable diseases can be improved through a comparison with natural disasters, and vice versa. First, having wider and longer impacts than natural disasters, the plans and framework for communicable diseases in Taiwan focus more on national and regional scales. Local governments would need more capacity support including budgets and training to conduct investigations and quarantine during the COVID-19 pandemic. Second, for quick response, the emergency operation for communicable diseases was designed to be more flexible than that for natural disasters by giving the commander more authority to adjust to the circumstances. The commanding system requires a more objective consultation group to prevent arbitrary decisions against the COVID-19 pandemic. Finally, risk governance is important for communicable diseases as well as for natural disasters. Additional efforts should be made to enhance vulnerability assessment, disaster reduction, and risk communication for shaping responses and policies in an efficient and coordinating way.

The community capacity building program in reducing disaster risk aims to realize the Bandung Rejo village as a disaster resilient village. Efforts made to achieve community capacity building include: (1) institutional aspects through the establishment of Disaster Risk Management forums (DRR) and Community Disaster Preparedness Teams (CDPT), (2) aspects of capacity building through dissemination and training in the preparation of disaster management plans and contingency plans , (3) aspects of the implementation of disaster management through a program to create a threat map and create disaster warning signs. The establishment of DRR and CDPT forums has a strategic role in minimizing disaster risk. The results achieved from the socialization and training were the availability of Bandung Rejo village disaster risk analysis document. The document can be a reference in making development policies in the village. Based on the results of the analysis conducted by the forum that Bandung Rejo village had a flood hazard level in the medium category. The results of identification and analysis obtained two flood-prone points that were able to reach agricultural land and facilities and infrastructure facilities. The implementation of community capacity building programs in Bandung Rejo village can provide stimulus to local governments and the public about the importance of disaster anticipation.

Indonesia has the most complete types of disasters in the world such as floods, landslides, tidal waves, tornadoes, drought, forest and land fires, earthquakes, tsunamis, volcanic eruptions, liquefaction and many more. Natural disasters that occur in Indonesia often just happen and it is not predictable when it will happen. This causes problems in handling natural disasters. Natural disaster management is not a matter of BNPB or BPBD, one important element is the involvement of the Indonesian National Army (TNI). One of Indonesia's regions that are vulnerable to natural disasters is Lampung Province. This research will describe how the role of the TNI in the case study in Korem 043 / Gatam in helping to overcome natural disasters in Lampung Province. The research method used in this research is qualitative research with a literature study approach. The role of the TNI in disaster management in Lampung Province is inseparable from the duties and functions of the TNI that have been mandated in Law Number 34 of 2004. Korem 043 / Gatam has taken strategic steps both from the pre-disaster, disaster response, and post-disaster phases . TNI involvement in the process of disaster management does not stand alone, but cooperates and synergizes with local governments.

Since 1998, Indonesia has experienced a major transformation in the relationship between the rulers and the ruled. State–society relationships were previously subject-object, military-civilian, or superior-inferior. In other words, the state played a central role in all matters, while civil society ‘Muhammadiyah’ was limited to political and social activities. This tended to negatively impact community involvement in prevention and risk-reduction for natural disasters. This paper examines the role of civil society in disaster management in Indonesia. It does so in relation to the particular example of Yogyakarta, a special province where local values traditionally have more inherent authority than government-imposed law. The paper further discusses how there are important lessons for the future to be drawn from a Yogyakarta case study of how the national government has generally failed to build a private–public partnership and state–society relationship to deal with natural disasters based on local community needs.

Despite increased global interest in the impacts of natural disasters on tourism, less study executes exploring how tourism sensitivity is addressed at the destination level. Generating a link between tourism and natural disaster management is vital in places that rely heavily on tourism and are prone to natural hazards. Ranau, Sabah (Malaysia) is one of the disaster-prone tourists' destination area. Hence, this paper applies the case study of Ranau earthquake 2015 to explore tourism sensitivity towards natural disasters. A qualitative of in-depth interview is applied to acquire information needed from the Ranau tourism entrepreneurs and operators. To analyse the qualitative data, a thematic analysis is conducted. Overall findings show that tourism activity in Ranau are identified to be sensitive towards the 2015 earthquake with a significant percentage of sensitivity level on two elements. These elements are known as Source and Power. The Source element includes tourism products, size of business, development, and natural disasters management with a significant sensitivity compared to the Power element (social capital). This provides insight to the need of specific tourism system adaptation as response to the earthquake and considering the integration of natural disaster management into tourism development to enhance long term sustainability.

Natural disasters play a main role in human life. It should be taken into consideration that it is impossible to predict these disasters from happening, but preparation for a good response for these disasters can be a good solution to decrease post-damage casualties in the cities. Herein, Disaster Management Bases in terms of prevention, preparation and dealing with the crisis play a key role, especially in Tehran and in times of natural disasters. There is no doubt that a high level and efficient function of these bases has a striking correlation with the way they are located in both an urban and regional level in a way that in addition to providing security of the bases against disasters, based on the service area they could be able to provide good services for the areas of crisis. This paper tries to use Multi Criteria Decision Making (MCDM) techniques and spatial analysis method in order to assess the effectiveness of these bases. Based on assessments Disaster Management Bases have spontaneously distributed in Tehran and have located in inappropriate places. Thus using MCDM with GIS analysis, the best locations in case study area was proposed.

This study aims to determine the fulfillment of the needs of victims of natural disasters through the implementation of a social assistance distribution system for victims of natural disasters that occurred in Padang Pariaman Regency. This research was conducted using a qualitative descriptive approach that describes the social assistance distribution system for victims of natural disasters with an orientation towards meeting the needs of the victims. It can also be categorized as exploratory research which studies a number of cases of aid distribution towards meeting the needs of victims. Data collection was carried out by direct interviews with officials who were directly involved in the distribution of aid, direct observation to victims of natural disasters, document review, and Focus Group Discussion (FGD). Data analysis, using descriptive-qualitative techniques. The results of the study conclude that the current social assistance distribution system for victims of natural disasters has not yet achieved the goal, namely meeting the needs of victims of natural disasters. Long mechanisms and procedures, incompatible with regional conditions, and the absence of potential synergy of personnel are factors between the ineffectiveness of the social assistance distribution system for victims of natural disasters in Padang Pariaman Regency. The results of the study recommend that in formulating a policy for the distribution of social assistance systems for victims of natural disasters, it should begin with periodic mapping of disaster events and the needs of victims, involving victims as recipients of assistance in accordance with the mandate of Article 26 of Law No.24 of 2007 concerning National Disaster Management. Local governments should be given full authority to implement policies in accordance with regional conditions and disaster characteristics. The granting of this authority should be included in the regional autonomy law regarding the rights of regional governments in the case of natural disaster management, specifically included in local regional regulations.

China is a vast country frequently impacted by multiple natural hazards. All natural disasters have been reported in China, except volcanic eruptions. Almost every region in China is threatened by at least one type of natural hazard, and the rural areas are most vulnerable, with fewer resources and less developed disaster protective measures as well as lower levels of preparedness. In the first 30 years since its establishment in 1949, the Chinese government, hindered by resource constraints, encouraged local communities to be responsible for disaster response. As the country’s economy grew exponentially, after it opened its doors to the world in the late 1970s, China’s natural hazard governance (NHG) system quickly became more top-down, with the government leading the way for planning, coordinating, directing, and allocating resources for natural disasters. The development of China’s NHG is linked to the evolution of its ideologies, legislation system, and organizational structures for disaster management. Ancient China’s disaster management was undergirded by the ideology that one accepted one’s fate passively in the event of a disaster. In contemporary China, three ideologies guide the NHG: (a) passive disaster relief characterized by “help oneself by engaging in production”; (b) active disaster management characterized by “emergency management”; and (c) optimized disaster risk governance characterized by “multiple stakeholders working together.” Meanwhile, the NHG legislation and systems have become more open, transparent, and integrated one over time. Evidenced by the unprecedented growth of social organizations and private companies that engaged in disaster-related activities during and after the 2008 Wenchuan earthquake, discussions on integrating bottom-up capacities with the top-down system have increased recently. The Chinese government started purchasing services from social organizations and engaging them in building disaster model communities (officially known as “Comprehensive Disaster Reduction Demonstration Communities”) in recent years. These are, potentially, two specific ways for social organizations to contribute to China’s NHG system development.

Although the humanitarian logistics coordination model in Indonesia is fairly effective, the role of each player remains unclear. For example, some of the activities that are sufficient to be done by one agency are in fact done by other institutions as well. This has resulted in inefficiency and ineffectiveness regarding on the handling of disaster relief goods. Therefore, it is essential to determine the role of each stakeholder involved in the management of natural disasters in order to improve the model. This study was conducted to provide the proposed model of humanitarian logistics coordination for developing the framework of coordination between stakeholders in the management of natural disasters, with the involvement of logistics players through the RASIC Chart method.
