What kind of responsibility do universities have with regard to the current emergency created by ecological and socio-economic collapse? This work begins by considering the colonization of universities by neoliberal globalization. Education is one of the areas that appears as a fundamental source of business in the globalized economy, thus reorienting the role of the State in accordance with the New Public Managements (NPM's) educational policy. The NPM is the main instrument responsible for modifying the structure and culture of state services by means of introducing privatization and market-specific mechanisms. But, in so doing, something very important is created: a process of “re-culturing,” the establishment of the “one-track thinking.” It is “endogenous neoliberalism” that promotes the construction of a new identity: the neoliberal view of education from the “entrepreneurial self.” Next, and based on the criticism of the Frankfurt School, we question whether the use of reason—as instrumental reason—exists in neoliberal logic, and how it use is related to morals and ethics. We need alternative ideas that configure a new worldview for a new scenario, one which facilitates a deep civilizational reconstruction. The Community of Life is the fundamental certainty on which we can base a new worldview. We are one human family and, even more, one Earth Community with a common destiny. This perspective exists at an even more inclusive level, in order to integrate all living beings. We need care for the community of life with understanding, compassion, and love. It implies a synthesis, which places us at the doors of wisdom. The ethics of care and its educational translation as Pedagogy of Care, should have, as its main objective, the experiential learning of our reconnection with the Community of Life. Therefore, it would be necessary a truly transformative learning that we, as humanity, will need to carry out. This is where universities are called on to play a strategic role. The changes that must take place in universities have to be based on a new worldview: the Ethics of Care of the Community of Life. Finally, some practical consequences are proposed in this sense.

AbstrakThe role of the state in combating poverty is very strategic. Combatingpoverty means to free citizens who are poor. The strategic role given thenational ideals (read: state) is the creation of public welfare. Therefore,countries in this regard the government as the organizer of the state musthold fast to the national ideals through legal product that is loaded withsocial justice values in order to realize common prosperity. Therefore, thenature of the law is justice, then in the context of the state, the lawestablished for the creation of social justice. Law believed that social justiceas the path to the public welfare so that the Indonesian people in a relativelyshort time to eradicate poverty.

There is limited in-depth research focusing on how the state exerts power and its influence through immigration laws, policies and practices in structuring the relations of labour and capital in a manner that reflects capitalist interests. Therefore, the purpose of this paper is to explore the role of the state in fostering capitalist accumulation, using the Seasonal Agricultural Worker Program (SAWP) as a case study, and to consider the implications for policy. This paper addresses these questions: What shapes and reproduces labour-capital relations with reference to SAWP? What are the repercussions of these relations, particularly on the international migrant workers? What should be the role of the state and law in transforming these relations? The paper draws on a constellation of insights from neoliberal globalization, segmentation of labour theory, and a conceptual overview of the role of the state in regulating labour-capital relations to illuminate the discussions. This paper helps broaden our current understanding of how the state faciliates capitalist accumulation in the agricultural sector in Canada through immigration policies and practices with reference to the SAWP. The paper therefore makes a contribution to the theoretical debates on the role of the state in the facilitation of capitalist accumulation in agriculture.

Социальные вызовы и экономика - для всех это те проблемы, которые должны решаться государством совместно с предпринимательским сообществом в приоритетном порядке, чтобы обеспечить устойчивый экономический рост в отраслях агропромышленного и рыбохозяйственного комплексов. Анализ процессов социально-экономического развития страны необходимо рассматривать с учетом накопленных экономических дисбалансов, технологических изменений, инноваций и собственно внешнего шока неэкономической природы - пандемии коронавируса, который спровоцировал запуск разносторонних кризисных явлений, затрагивающий все стороны жизни общества. Чтобы изменить устоявшуюся тенденцию либеральной модели развития экономки, необходимо, чтобы роль государства при переходе к новой модели развития была усилена, что обусловлено необходимостью сохранения продовольственной безопасности и целостности территории Российской Федерации. Для стимулирования инновационной и инвестиционной деятельности, повышения технико-технологического уровня производства необходимо в рамках принятых программных документов выделять основные приоритеты и необходимые для этих направлений ресурсы, осуществляя постоянный мониторинг принимаемых решений. Выстраивание новой системы государственного управления для реализации программных документов в сфере развития АПК и рыбохозяйственного комплекса станет гарантией достижения поставленных государством целей в установленные сроки. Social challenges and the economy - for all these are the problems that must be addressed by the state together with the business community as a priority in order to ensure sustainable economic growth in the agricultural and fishery sectors. The analysis of the processes of the country's socio-economic development should be considered taking into account the accumulated economic imbalances, technological changes, innovations and the actual external shock of a non-economic nature - the coronavirus pandemic, which triggered the launch of various crisis phenomena affecting all aspects of society. In order to change the established trend of the liberal model of economic development, it is necessary that the role of the state in the transition to a new development model be strengthened, which is due to the need to preserve food security and the integrity of the territory of the Russian Federation. To stimulate innovation and investment activities, to increase the technical and technological level of production, it is necessary, within the framework of the adopted program documents, to allocate the main priorities and the resources necessary for these areas, carrying out constant monitoring of the decisions made. Building a new system of public administration for the implementation of program documents in the development of the agro-industrial complex and the fishery complex will guarantee the achievement of the goals set by the state in a timely manner.

The role of small and medium-sized enterprises in the economy is indisputable. However, these companies face great challenges to continue operating. Among them is the use of IT resources and the return on investments made. Using agency theory as a theoretical lens, this article aims to assess the relationship between the strategic use of IT in small and medium-sized companies and the IT governance mechanisms used in the context. From a survey of 68 companies in the service sector, it was possible to identify that relational IT governance mechanisms are more present in the context than structural or procedural mechanisms. It was also possible to identify that information technology, in the context, has a more operational use. Finally, using the Spearman coefficient and the Logistic Regression analyses, it was found that higher strategic levels of IT use led to greater use of governance mechanisms in the three dimensions, structural, procedural, and relational, which corroborates the view that governance is achieved from a mix of formal and informal elements.

AbstractThe main objective of this essay is to point out the missing links between neoliberalism on the one hand, and a comprehensive analysis of poverty and effective policies to tackle it, on the other. After identifying the main channels through which neoliberalism affects poverty, I will draw attention to the inadequacy of the neoliberal approach in coming to terms with the main reasons behind poverty, as well as in developing a comprehensive and effective mechanism for its alleviation. I emphasize the role of international institutions in determining the dominant development discourse and changes in the importance given to the issue of poverty over time. The essay links the ineffectiveness of existing poverty alleviation policies to distributional imbalances at both the global and domestic levels. Against the background of the main constraints and opportunities for effective poverty alleviation policies in individual countries, it emphasizes the need for a poverty alleviation strategy as an integral part of a broader development strategy and identifies its main premises. It calls for action on the academic, domestic and international fronts and stresses the central role of the state, a more balanced reliance on domestic and international markets, emphasis on productive employment creation, the development of effective redistribution mechanisms, and the creation of effective domestic and international constituencies as the main components of such a strategy.

Resumo: Nas três últimas décadas, para superar sua crise estrutural, o sistema capitalista tem experimentado estratégias que acabaram por redefinir o papel do Estado, diminuindo sua atuação como executor das políticas sociais. O contexto brasileiro apresenta, porém, algumas especificidades, pois a partir do crescimento econômico experimentado nos últimos anos, o Estado passa a desempenhar o papel estratégico de indutor da economia. Através de suas políticas, o Estado privilegia e fortalece o setor privado para sustentar a competição no mercado mundial, criando assim as condições necessárias para a reprodução do sistema. Nesse contexto, o debate sobre a Educação Profissional e Tecnológica assume uma posição central, tornando-se um campo de disputa entre os vários sujeitos, públicos e privados, envolvidos neste campo da Educação. O objetivo central deste trabalho consiste na análise destas políticas, com destaque para o Programa Nacional de Acesso ao Ensino Técnico e Emprego (Pronatec). Este Programa estabelece metas audaciosas para a expansão da formação profissional e evidencia, em sua metas, objetivos e ações, um significativo repasse de verbas públicas para instituições privadas, especialmente o Sistema S, que se caracteriza como um agente central do Programa. The Brazilian context presents, however, some specifics, because from the economic growth experienced in recent years, the state will play a strategic role in inducing the economy. Through its policies, the state favors and strengthens the private sector to sustain competition in the world market, thus creating the conditions necessary for the reproduction of the system. In this context, the debate on the Technological Education assumes a central position, becoming a field of dispute among several subjects, public and private, involved in the field of Education. The aim of this paper is to analyze these policies, especially the National Technical Education and Access to Employment (Pronatec). This program establishes ambitious goals for expanding training and evidence in their goals, objectives and actions, a significant transfer of public funds to private institutions, especially the System S, which is characterized as a central agent Program. O artigo teceu alguns comentários sobre a conjuntura política do Império do Brasil de meados do século XIX, as posições políticas e o papel do Estado na obra de Francisco Adolfo de Varnhagen. Monarquista assumido e afinado com as ideias de conservação da ordem e centralização do governo, para o historiador paulista, o Estado era o principal instrumento de construção da nação. Num momento de consolidação do poder imperial no Segundo Reinado, Varnhagen, como outros letrados e estadistas, escreveram pensando num futuro promissor para o Brasil.*In this paper, we elaborated some comments about the political conjuncture of the Brazilian Empire in the mid-nineteenth-century, the political positions and the role of the State in Francisco Adolfo de Varnhagen’s work. A self-recognized monarchist and in tune with the ideas of conservation of the order and centralization of the government, for the historian of São Paulo, the State was the main instrument of construction of the nation. At a moment of consolidation of imperial power in the Second Reign, Varnhagen, like other scholars and statesmen, wrote for a promising future for Brazil.
