Safety monitoring provides the detection of changes in systems or operations that may suggest any case of approaching a point close to exceeding the acceptable safety standards and indicates whether corrective/prevention actions have been taken. Safety information should be maintained within the scope of transport undertakings to ensure safety and be communicated to all responsible staff, depending on each person’s function in the processes. Regulatory authorities should continuously monitor the implementation of safety management processes and the processes performed by road transport service providers. Safety management, therefore, requires investment in development and modernisation to meet market needs resulting from the mobility of residents, the growth of transport, and the obligations of countries resulting from the transport and environmental policy pursued by the European Union. Along with changes in the transport system, a need to assess their significance for the transport system’s safety arises. Depending on the transport mode (rail, air, water, road), the scope of standardised requirements is quite different each time. The paper analyses the legal requirements and acceptable practices for assessing the significance of the change in all transport modes and develops a standard method for assessing the significance of the change that meets all the requirements of electromobility safety management systems.

Abstract. The aim of the present study was to examine commercial pilots’ reporting behavior and confidence in their airlines’ just culture. In pursuit of this aim, 539 European-based pilots participated in the study by answering an online questionnaire. The results are compared with an earlier study comprising Australian-based pilots. The results reveal that 84% and 57% of the European and Australian pilots, respectively, trust their airlines’ just culture. When comparing reporting behaviors, it was found that 53% of the Australian pilots and 33% of the European pilots stated they had failed to report, or had under-reported, safety information in their airlines’ safety management system. A distinct difference with the aviation regulatory backdrop that the two pilot groups operate within is the legal legitimization of just culture in European law. It is unknown whether this difference influences confidence in just culture or has an effect on reporting behavior.

Road transport today is responsible for almost a quarter of Europe’s greenhouse gas emissions, and poses a set of challenges. Traditional regulatory instruments, adopted by the European Union to reduce vehicle emissions, are increasingly accompanied by measures that promote the use of alternative fuels and propulsion systems that would drastically reduce, if not reset, CO2 emissions. Some EU Member States are even planning to adopt more drastic measures: banning future sales of petrol and diesel cars. The article will attempt to highlight the special relationship that can be drawn between common market needs on the one hand, and protecting human health and the environment on the other, and then between EU and broader international standards. Both intertwine when enacting and then assessing the normative framework applicable to vehicles, culminating in the complex assessment of EU norms that regulate the approval of types of vehicles. The objective is to consider the current law framework, pointing out its weaknesses and making some de iure condendo proposals.

In recent years, the Beninese shrimp sector has faced a ban on export to the European Union due to lack of compliance with food safety standards. The present study aimed at obtaining insight into the factors that determine shrimp quality and safety in Benin. A survey was conducted to investigate the relationships between stakeholders, the conditions under which shrimps are handled at fishing areas and processed at shrimp plants, and the stakeholders' perceptions of quality. A total of 325 fishermen, 128 intermediate traders, 12 collectors, and 3 shrimp processing plant managers were interviewed face to face. The results showed that various specific relations existed between the stakeholders. For example, loyalty was ensured by family relationships, or incentives were provided to ensure a supply of shrimps between stakeholders. Shrimp handling practices during the steps prior to shrimp processing at the plants were not in agreement with the requirements of the European regulations. For example, shrimps were kept at ambient temperature (28 ± 1°C) by 94.1% of fishermen and 60.9% of intermediate traders. Shrimps were also stored in inappropriate holding containers and washed with nonpotable water. Fishermen, intermediate traders, and collectors considered shrimp size and texture their priority quality attributes, whereas plant managers considered shrimp appearance (freshness) and texture their priority quality attributes. This survey demonstrated that the steps prior to shrimp processing at the plants are the critical steps for shrimp quality and safety because of temperature abuse and inappropriate hygienic conditions. There is a need to communicate and provide incentives for the stakeholders in the first part of the chain to give priority to shrimp freshness. Moreover, training in Good Fishing Practices and safe food handling practices and evaluation of compliance with the practices through monitoring will contribute to better shrimp quality and safety management.

In the crisis and post-crisis periods, in conditions of uncertainty and risk of new socio-economic normal, the problem of finding opportunities for economic growth and directions of strategic development of transport enterprises, in particular road transport, is especially relevant. The aim of the study is to provide an empirical, analytical and conceptual basis for the development strategy of road transport companies taking into account the modal features of freight transport in the European Union, as well as informing the scientific community and the public about quantitative and qualitative parameters of the European transport market, patterns of change in macroeconomic indicators. Achieving this goal requires an analysis of the general parameters of the EU freight market compared to similar indicators of the transport system of Ukraine. The study proposed and used a methodological approach that involves the use of relative and specific indicators (market share, network density, average transport distance), includes grouping (if necessary, two-iteration) of countries depending on the value of indicators and focuses on their comparison in Ukraine and EU countries. According to the results of benchmarking, a number of prognostic conclusions and substantiated assumptions about the prospects of further development of the freight market of Ukraine, which, taking into account the global socio-economic context, outline general trends and detail the directions of internal and external transformations of road transport enterprises. The proposed approach can become more meaningful through a combination of macroeconomic scenarios. Substantiation of probable scenarios and determination of directions of necessary changes will allow motor transport enterprises to realize economic potential more effectively, to make optimal use of competitive advantages, to increase cost, to become more flexible and at the same time more resilient in the conditions of new crises and risks.

The current situation is considered on the development of safe and secure parking areas for trucks in Europe. The reports of the International Road Transport Union were analyzed on the European Union-funded project on Safe and secure truck parking areas for trucks in Europe and a final report on the study of safe and secure places for truck parking in the EU. The analysis of European regulations is carried out on road infrastructure safety management, specification of truck parking zones, rules of working time and rest of the driver, as well as Ukrainian legislation on these issues. Recommendations for possible measures to improve the legislation of Ukraine are provided in terms of establishing the SSTPA in view of the EU-Ukraine Association Agreement.

This study aims to figure out what the relationship of empowerment of SMEs through methods of zoning as marketing strategy of SMEs in two different markets (offline and online). The zoning strategy with information and communication system integrated brings together socialization and promotion in a market. This system can help the government in taking and formulating policies to unite SMEs in a new market by not leaving the old market. The method in this study uses qualitative descriptive. There are three propositions produced in this initial research, the first; Offline and online marketing is very relevant for SMEs in Indonesia. Second; marketing information system is access for SMEs to find out the demand or market needs both domestically and internationally. And third; The zoning system can be used as an online development strategy for SMEs to synchronize two different markets, namely offline and online. Further research is needed to validate the propositions found, to generate hypotheses and empirical evidence, we recommend using mix methods for future research.

The article studies theoretical and methodological bases of the strategic management of the development of administrative territories, considers the essence of strategic management and formulates the advantages of using it in management of administrative territory. Based on the analysis of the key provisions of the EU regional policy, the strategy of “smart specialization” is considered as the most common approach to territorial development. Using the experience of the countries of the European Union as a basis, a BPMN diagram, describing the conceptual bases for the formation of a competitive territory strategy, was built. Practical approaches to the formation of strategies for the development of administrative territories operating in Ukraine, regulatory acts, in particular, that had a direct impact on the formation of the existing model of strategic territorial management, were analyzed. The main requirements to the content of the strategic plan were considered and the list of key provisions and analytical methods (socio-economic analysis, comparative analysis, SWOT-analysis, PESTLE-analysis, sociological analysis) was formulated. Using the comparative legal analysis of the experience of the European Union as a basis, a number of features can be highlighted that must be taken into account in the process of forming the administrative territory development strategy.

AbstractWe present the guideline for use of [211At] sodium astatide (NaAt) for targeted alpha therapy in clinical trials on the basis of radiation safety issues in Japan. This guideline was prepared by a study supported by the Ministry of Health, Labour, and Welfare, and approved by the Japanese Society of Nuclear Medicine on 8th Feb, 2021. The study showed that patients receiving [211At]NaAt do not need to be admitted to a radiotherapy room and outpatient treatment is possible. The radiation exposure from the patient is within the safety standards of the ICRP and IAEA recommendations for the general public and caregivers. Precautions for patients and their families, safety management associated with the use of [211At]NaAt, education and training, and disposal of medical radioactive contaminants are also included in this guideline. Treatment using [211At]NaAt in Japan should be carried out according to this guideline. Although this guideline is applied in Japan, the issues for radiation protection and evaluation methodology shown here are considered internationally useful as well.

About 36% of fatal road accidents in Norway involve at least one driver who is “at work”. It has been argued that the implementation of rules clearly defining the responsibility of road transport companies to prevent work related accidents, by implementing safety management systems (SMS), could lead to increased safety. In the present study we tested the validity of this suggestion, by examining the influence of different sector rules on work-related accident prevention in Norwegian road and maritime transport. In contrast to the road sector, the maritime sector has had rules requiring SMS for over 20 years, clearly defining the shipping companies responsibility for prevention of work-related accidents. The aims of the study were to: (1) examine how the different sector rules influence perceptions of whether the responsibility to prevent work-related accidents is clearly defined in each sector; and (2) compare respondents’ perceptions of the quality of their sectors’ efforts to prevent work-related accidents, and factors influencing this. The study was based on a small-scale survey (N = 112) and qualitative interviews with sector experts (N = 17) from companies, authorities, and NGOs in the road and the maritime sectors. Results indicate that respondents in the maritime sector perceive the responsibility to prevent work-related accidents as far more clearly defined, and they rate their sector’s efforts to prevent accidents as higher than respondents in road. Multivariate analyses indicate that this is related to the scope of safety regulations in the sectors studied, controlled for several important framework conditions. Based on the results, we conclude that the implementation of SMS rules focused on transport companies’ responsibility to prevent work-related accidents could improve safety in the road sector. However, due to barriers to SMS implementation in the road sector, we suggest starting with a simplified version of SMS.
