There are various climate risks that are caused or influenced by climate change. They are known to have a wide range of physical, economic, environmental and social impacts. Apart from damages to the physical environment, many climate risks (climate variability, extreme events and climate-related hazards) are associated with a variety of impacts on human well-being, health, and life-supporting systems. These vary from boosting the proliferation of vectors of diseases (e.g., mosquitos), to mental problems triggered by damage to properties and infrastructure. There is a great variety of literature about the strong links between climate change and health, while there is relatively less literature that specifically examines the health impacts of climate risks and extreme events. This paper is an attempt to address this knowledge gap, by compiling eight examples from a set of industrialised and developing countries, where such interactions are described. The policy implications of these phenomena and the lessons learned from the examples provided are summarised. Some suggestions as to how to avert the potential and real health impacts of climate risks are made, hence assisting efforts to adapt to a problem whose impacts affect millions of people around the world. All the examples studied show some degree of vulnerability to climate risks regardless of their socioeconomic status and need to increase resilience against extreme events.

Global environmental degradation and climate change threaten the foundation of human health and well-being. In a confluence of crises, the accelerating pace of climate change and other environmental disruptions pose an additional, preventable danger to a global population that is both aging and carrying a growing burden of noncommunicable diseases (NCDs). Climate change and environmental disruption function as “threat multipliers,” especially for those with NCDs, worsening the potential health impacts on those with suboptimal health. At the same time, these environmental factors threaten the basic pillars of health and prevention, increasing the risk of developing chronic disease. In the face of these threats, the core competencies of lifestyle medicine (LM) present crucial opportunities to mitigate climate change and human health impacts while also allowing individuals and communities to build resilience. LM health professionals are uniquely positioned to coach patients toward climate-healthy behavior changes that heal both people and the planet.

Abstract This study develops a new conceptual tool to explore the potential societal consequences of climate change. The conceptual tool delineates three quasi-independent factors that contribute to the societal consequences of climate change: how climate changes; the sensitivity of physical systems, biological resources, and social institutions to climate change; and the degree of human dependence on those systems, resources, and institutions. This conceptual tool, as currently developed, is not predictive, but it enables the exploration of the dependence of climate change risks on key contributing factors. In exploring a range of plausible behaviors for these factors and methods for their synthesis, the authors show that plausible assumptions lead to a wide range in potential societal consequences of climate change. This illustrates that the societal consequences of climate change are currently difficult to constrain and that high-consequence climate change outcomes are not necessarily low probability, as suggested by leading economic analyses. With careful implementation, this new conceptual tool has potential to increase public understanding of climate change risks, to support risk management decision making, or to facilitate communication of climate risks across disciplinary boundaries.

There can be two broad objectives of transport corridor development: to improve efficiency in the transport and logistics processes in the corridor, and to generate economic development in the corridor region, capitalizing on improved connectivity and transport networks. This paper focuses on the second objective of corridor development. A transport corridor can become a tool for spatially balanced and more sustainable economic development and human well-being in the corridor region. Considering the promise of this approach, this paper undertakes a critical review of transport infrastructure development studies undertaken in Sub-Saharan and South Asian countries to find evidence of infrastructure development impacts. Evidence gathered from the review suggests that transport infrastructure development can have significant positive impacts on economic growth, income, poverty, employment, equity, and inclusion. However, there can be important trade-offs between economy and welfare and environmental quality, and the distribution of impacts can be uneven. The paper also considers how some of the transport corridor development issues are addressed and complementary interventions that may be required, and, finally, discusses lessons learned from the review and their policy implications which can be useful for future corridor designs, and provides suggestions of research studies to fill the current knowledge gaps.

Extreme weather and climate events, such as heat waves, cyclones, and floods, are an expression of climate variability. These events and events influenced by climate change, such as wildfires, continue to cause significant human morbidity and mortality and adversely affect mental health and well-being. Although adverse health impacts from extreme events declined over the past few decades, climate change and more people moving into harm's way could alter this trend. Long-term changes to Earth's energy balance are increasing the frequency and intensity of many extreme events and the probability of compound events, with trends projected to accelerate under certain greenhouse gas emissions scenarios. While most of these events cannot be completely avoided, many of the health risks could be prevented through building climate-resilient health systems with improved risk reduction, preparation, response, and recovery. Conducting vulnerability and adaptation assessments and developing health system adaptation plans can identify priority actions to effectively reduce risks, such as disaster risk management and more resilient infrastructure. <p>Climate changes are rapidly intensifying and can lead to adverse global health impacts. Indigenous populations are especially vulnerable to climate change because of their dependence on the environment for cultural activities and subsistence. The voices of Inuit Elders and seniors encompass deep wisdom and history; as such, the goal of this research was to examine the perceived impacts of climate and environmental changes on physical, mental, and emotional health, as observed by Elders and seniors in the Inuit community of Rigolet, Nunatsiavut, Labrador, Canada. A mixed-methods approach was used to gather data capturing these local observations, as well as perceived impacts on community health. A community survey was administered in November 2009 (n = 75) and in-depth interviews were conducted with Elders and seniors from January to October 2010 (n = 22). Survey results indicated that Elders and seniors observing changes in weather patterns, water systems, and wildlife were more likely to perceive climate change impacts on health (p &lt; 0.05). Emergent themes from the interviews included: recurring observations of climate change, including changes in temperature, ice, snow, and seasonal timing; impacts on physical health, including reduced physical activity levels and poorer nutrition; impacts on mental and emotional health, including feelings of isolation and depression; and an identified need for community-wide adaptation. This review examines from a services perspective strategies for preparedness and response to mental health impacts of three types of climate-related events: 1) acute climate-related events such as hurricanes, floods and wildfires, 2) sub-acute or long-term changes in the environment such as drought and heat stress; and 3) the existential threat of long-lasting changes, including higher temperatures, rising sea levels and a permanently altered and potentially uninhabitable physical environment. Strategies for acute events include development and implementation of guidelines and interventions for monitoring and treating adverse mental health outcomes and strengthening individual and community resilience, training of non-mental health professionals for services delivery, and the mapping of available resources and locations of at-risk populations. Additional strategies for sub-acute changes include advocacy for mitigation policies and programs and adaptation of guidelines and interventions to address the secondary impacts of sub-acute events such as economic loss, threats to livelihood, health and well-being, population and family displacement, environmental degradation and collective violence. Strategies for long-lasting changes include implementation of evidence-based risk communication interventions that address the existential threat of climate change, promoting the mental health benefits of environmental conservation, and promoting positive mental health impacts of climate change.

Abstract Extreme hydrological and meteorological conditions can severely affect ecosystems, parts of the economy, and consequently society. These impacts are expected to be aggravated by climate change. Here we analyze and compare the impacts of multiple types of extreme events across several domains in Europe, to reveal corresponding impact signatures. We characterize the distinct impacts of droughts, floods, heat waves, frosts and storms on a variety of biophysical and social variables at national level and half-monthly time scale. We find strong biophysical impacts of droughts, floods, heat waves and frosts, while public attention and property damage are more affected by storms and floods. We show unexpected impact patterns such as reduced human mortality during floods and storms. Comparing public attention anomalies with impacts across all other considered domains we find that attention on droughts is comparatively low despite the significant overall impacts. Resolving these impact patterns highlights large-scale vulnerability and supports regional extreme event management to consequently reduce disaster risks.

Economic damage from climate change includes several aspects that need to be considered at the global and regional levels to achieve an equitable common solution to global warming. The economic literature reviewed here analyzes this issue under three general perspectives. First, the analytical estimation of the linkages between damages in monetary terms and climate variables, as projections of temperature, precipitation, and frequency of extreme events, is rapidly evolving. Damage functions are included in complex economic models in order to calculate the economic impact of the climate change on economic output and growth, thus informing the debate on the amount of resources that should be devoted to reducing greenhouse gas (GHG) emissions and limiting climate damages. The choice of the geographical aggregation in this respect is a crucial aspect to be considered if policy advice is to be formulated on the basis of model results. The higher the level of regional detail, the more reliable the results are in terms of geographical distribution of economic damages. Second, the precise estimation of the costs associated with different damages caused by climate change is attracting growing interest. Climate costs present a wide range of heterogeneity for several reasons, such as the different formulation of the damage function adopted, the modeling design of the economic impact, the temporal horizon considered, and the differentiation across sectors. Two broad categories of analysis are relevant. The first refers to the choice of the sectoral dimension under investigation, where some studies cover multiple sectors and their interactions, while others analyze specific sectors in depth. The second classification criterion refers to the choice of the economic aspects estimated, where a strand of literature analyzes only market-based costs, while other analyses also include non-market (or intangible) damages. The most common sectors investigated are agriculture, forestry, health, energy, coastal zones and sea level rise, extreme events, tourism, ecosystem, industry, air quality, and catastrophic damages. Most studies consider market-based costs, while non-market impacts need to be better detailed in economic models. Third, the computation of a single number through the analytical framework of the social costs of carbon (SCC) represents a key aspect of the process of adapting complex results in order to properly inform the political debate. SCC represents the marginal global damage cost of carbon emissions and can also be interpreted as the economic value of damages avoided for unitary GHG emission reduction. Several uncertainties still influence the robustness of the SCC analytical framework, such as the choice of the discount rate, which strongly influences the role of SCC in supporting or not mitigation action in the short term. Although the debate on the economic damages arising from climate change is flourishing, several aspects still need to be investigated in order to build a common consensus within the scientific community as a necessary condition to properly inform the political debate and to facilitate the achievement of a long-term equitable global climate agreement.

Some fear that provoking widespread worry about climate change may harm mental health. The Regional Wellbeing Survey, a large study of health, well-being and life in rural and regional Australia, examined climate change worry and attitudes. Most respondents were worried about climate change and agreed that fossil fuel use causes global warming, but there was no evidence to suggest that worry about climate change is linked to mental health in the general population. Respectful, calm, considered public debate about how to respond to climate change is unlikely to be harmful to population mental health. Individually focused clinical approaches are unlikely to be effective as a primary approach in managing the mental health impacts of climate change. Instead, collective, systems-based approaches will be needed.

Climate change is affecting many rural resource-poor communities unequivocally with differing magnitude, severity and frequency of drought risk from one locale to another especially in Africa. At micro spatial scale of households and villages, climate change risk trends and hazards vary spatially, coupling with social, economic and locational conditions. This paper analyzes vulnerability and impacts of climate change from droughts and floods in a rural community with varied geographies across social, economic and environmental profiles in Uganda. In recent years, studies have shown that droughts have increased form 1 in 10 years to 1 in 6 years and the worst affected area is the semi-arid zone of Uganda that spans from south western through central parts to the north-eastern parts of the country. In the study area of Pallisa, located in the eastern central part of the semi-arid zone, droughts and floods impacts on livelihoods, people and assets are eroding the asset-base for the households. Yet the household assets are important in adaptation and resilience of the community. As a natural resource dependent community like many others, evidence strongly suggests increasing climate risks of droughts and floods the impacts of which are worsening the already grim conditions of community well-being. This paper analyses the climate risks utilizing the vulnerability assessment framework. A scenario-based analysis that integrates community evaluation of vulnerability with climate data to analyze current and future vulnerabilities in a spatial context is conducted to examine spatial differences in vulnerability. Various multi-scale adaptation strategies are analyzed in respect to the climate change risks to assess the resilient capacity of the community to current and future vulnerabilities.
