During the flood season, various regions in a watershed often have flood drainage conflicts, when the regions compete for flood drainage rights (FDR). In order to solve this problem, it is very necessary to study the allocation of FDR among various regions in the watershed. Firstly, this paper takes fairness, efficiency and sustainable development as the allocation principles, and comprehensively considers the differences of natural factors, social development factors, economic development factors and ecological environment factors in various regions. Then, an indicator system for allocation of FDR among regions in the watershed is established. Secondly, an entropy weight Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) model is used to construct the FDR allocation model among regions in the watershed. Based on a harmony evaluation model, a harmony evaluation and comparison are carried out on the FDR allocation schemes under three different allocation principles. Finally, taking the Jiangsu section of the Huaihe River watershed as an example, the FDR of eight cities in the watershed are allocated and evaluated to see if the allocation scheme is harmonious. The results show that the allocation scheme of FDR based on the principles of fairness, efficiency and sustainable development has the highest degree of harmony, which can meet the FDR demands in various regions in the watershed, avoid the occurrence of flood drainage conflicts among regions, form an orderly flood drainage situation and promote the harmonious development of the watershed.

The evaluations of resource and environment carrying capacity and territorial development suitability, also referred to as “double evaluations”, have been taken by China as an important direction in territorial space planning. Based on the evaluation of resource and environment carrying capacity, the double evaluations can contribute to protecting ecological safety and territorial safety and promoting regional sustainable development. The focus of this study was to integratedly evaluate the resource and environment carrying capacity of the Huaihe River Ecological and Economic Belt. First, the overall weights of the factors at the dimension level and the index level in the established integration evaluation system were calculated with the fuzzy analytical hierarchy process (FAHP) method; and then, using the linear weighted function, the overall resource and environment carrying capacities of 25 cities in the belt were calculated. On that basis, the resource and environment carrying capacity evaluation model was established. Through model analysis, this study comprehensively investigated the resource and environment carrying capacity of the Huaihe River Eco-economic Belt and provided a foundation for the future territorial space planning and layout of the Huaihe River Eco-economic Belt.

The evaluation of rural governance capacity is a crucial part of studying the economic and social development of rural areas in the Henan Province. Based on the theory of social structure, this article studies the rural governance capacity. We construct a governance capacity evaluation indicator system from the perspective of social structure theory and use the entropy weight method TOPSIS evaluation model to calculate indicator weight and governance ability score of every township. The results illustrate that the overall governance capacity score is low, and there are differences among regions. The weights, which are different among different governance agents, provide a certain guidance for effectively improving governance capabilities. This study will offer a reference for the assessment of the governance of rural areas in Henan or in areas with similar economic and social development to the Henan region.

With the rapid development of highway construction, quickly increasing passenger traffic demand, the importance of layout planning of highway passenger terminal is becoming more obvious. Based on analyzing the forming mechanism of a passenger transport hub, an evaluation indicator system was established for a comprehensive transport hub from the perspectives of transport demand and supply. For overcoming the subjectivity, entropy theory was applied to determine the various indicator weights with fuzzy evaluation model. Finally, the indicator system and fuzzy entropy weight method were applied in Jiangsu province as a case study.

Terrestrial ecosystems provide a variety of benefits for human life and production, and are a key link for achieving sustainable development goals (SDGs). The basin ecosystem is one type of terrestrial ecosystem. Ecological security (ES) assessments are an important component of the overall strategy to achieve regional sustainable development. The Huaihe River Basin (HRB) has the common characteristics of most basins, such as high population density, a rapidly developing economy, and many environmental problems. This study constructed an ES evaluation system by applying a pressure-state-response framework as an assessment method for the sustainable development of basins. Taking the HRB as an example, this study determined the ES status of the region from 2001 to 2019 and analyzed crucial factors for any variation observed by combining remote sensing and climate data, relevant policies, and spatial information technology. The results highlight the importance of reserves and the negative impact of urban expansion on ES. Additionally, the enactment of policies had a positive impact on ES, whereas precipitation had a negative effect on ES in most areas of the HRB. Based on these results, the government should strengthen the protection of forests, grasslands, and wetlands and improve water conservation facilities. This study provides guidance for the subsequent economic development, environmental protection, and the achievements of SDG 15 in the HRB.

Abstract The vulnerability of a city is an important index to evaluate the healthy development of a city, and also an important guide to the harmonious and sustainable development of resource-based cities. This paper constructs the vulnerability assessment system of resource-based cities from four dimensions of resources, ecology, society and economy, and puts forward the Entropy Weight-TOPSIS model to study the dynamic changes of urban vulnerability in the resource-based city—Karamay. The research results show that the urban vulnerability score of Karamay rose steadily from 2008 to 2017, but the overall vulnerability score was always between 0.1 and 0.2, indicating that the urban vulnerability of Karamay has not significantly improved and is still in the stage of extremely fragile economic and social comprehensive development. The ecological vulnerability, social vulnerability and economic vulnerability of Karamay show a good trend of improvement, and social development contributes the most to the comprehensive vulnerability of the city, while the score of resource vulnerability shows a significant decline. Resource development and utilization is still the key to determine the healthy and sustainable development of Karamay.

Abstract Since the introduction of Made in China 2025 and its focus on sustainable development and manufacturing industry transformation, appropriate evaluation methods to accurately assess the development of China’s manufacturing industry have become essential. Therefore, this research constructed an innovative evaluation index system for manufacturing development based on seven dimensions: innovation, structural optimization, economic benefits, efficiency enhancements, green development, international competition, and social benefits. An objective combination weighted-gray correlation-TOPSIS (Technique for Order Preference by Similarity to an Ideal Solution) evaluation model was applied to the Sichuan Province manufacturing industry data from 2009 to 2018 to create a representative sample, in which the overall development level from 2009 to 2016 took on an inverted U-shaped curve that reached its maximum in 2013, fell to its lowest point in 2016, and then began a steady upward trend marked by innovation and efficiency improvements; however, sustainability fell. Based on these results, this research provides a scientific reference for policy-makers with recommendations for innovation-driven development strategies, green development promotion, and social benefit improvements with the aim of promoting more sustainable development of China's manufacturing industry.

Based on the definition and implication of sustainable development, this paper first constructed an evaluation indicator system for the sustainable development level of provinces in China, and performed a scientific evaluation on the sustainable development level based on official statistics from 2012 to 2018 by using the improved Entropy Coefficient-TOPSIS (Technique for Order Preference by Similarity to an Ideal Solution) method. The evaluation results showed that the eastern region of China has the highest level of sustainable development, with its two municipalities directly under the central government, Beijing and Shanghai, achieving the full score of 1.0000 in all evaluations, both ranking first among all the provinces. There were significant differences in the level of sustainable development across provinces in the central region, which were comparatively weaker in terms of environmental sustainability and science and technology sustainability, with four provinces’ evaluation scores below 0.5000. The provinces of the western region had comparatively lower levels of sustainable development, with six of the provinces ranking among the bottom ten in the overall sustainability score. In the northeast region, Liaoning had the highest overall sustainable development level, ranking ninth in the country, with an evaluation score of 0.7726; however, there were large differences across the region, with the other two provinces ranking 19th and 21th, respectively, in the overall sustainability score. Based on the research findings, this paper has provided relevant policy recommendations for China to further improve the sustainable development level of various provinces in the future.

The innovation ability of college students in scientific research is constrained by multiple factors. What is worse, the current talent training model in colleges faces many defects. To solve these problems, this paper aims to develop a talent cultivation model that effectively enhances the innovation ability of college students in scientific research. Firstly, the problems with the current talent cultivation model were analyzed, and then the evaluation indicator system was improved for the innovation ability of college students in scientific research. Next, entropy weight method and gray system theory were integrated to create an evaluation model that quantifies the innovation ability of college students in scientific research. On this basis, several strategies were put forward to improve the said ability. The research results help to effectively enhance the innovation ability of college students in scientific research, and optimize the talent cultivation model in colleges and universities.

The cultural and creative industries (CCIs) are increasingly regarded as a means to cure economic stagnation and boost sustainable development; thus, they have become the focus of cultural, social, and economic policies. This study adopts a city governance perspective to explore topics that should be considered in CCIs development. We combine entropy weight and grey relational analysis into an evaluation indicator system that considers ambiguity and complexity. The results reveal the cities in the eastern region and offshore islands took more advantage of investment in cultural resources than cities in the western region. It indicates that local governments understand that the economic benefits of culture are not limited to certain CCIs but extend to the overall economy. Through stimulus policies, communities have been built and effectively revitalized regional economies. The developed method prioritizes the provision of cultural and creative resources to effectively improve resource–generating capacity of a city. This study provides suggestions for decision makers in cultural and creative sectors to help them overcome the gap in resource allocation between urban and rural areas.

Equalization of education facilities, which means the balanced distribution of human and material resources under limited resource conditions, is one of the goals of sustainable development. In the process of rapid urbanization in China, there are apparent discrepancies between urban and rural areas because of different land and household registration systems. Primary schools with three types of different administrative affiliations also have significant distinctions. This study is aimed at assessing and comparing the configuration of primary schools with three different administrative affiliations, including cities, towns, and villages. After building an indicator system, the entropy weight method is applied to calculate the overall and category configuration scores of each school. Based on a spatial database, the ArcGIS thematic maps display the geography characteristic of each school in different geolocations. Moreover, the Kruskal–Wallis test identifies if the configuration of primary schools with different administrative affiliations is equal. The results indicate that the allocation of primary schools with three different administrative affiliations showed a ternary development. Moreover, although primary schools with city affiliation had significant advantages in education quality and convenience, their supply–demand conditions were not optimistic. In addition, the quality of the primary schools subordinate to towns was better, but convenience was generally lower. Finally, the quality of primary schools subordinate to villages and some towns was still poor. The results provide facts and a basis for policymakers to achieve an equity configuration in the sustainable development context.
