Marine geoheritage comprises unique geological features of modern and ancient seas and oceans. The Russian Altai (southern Siberia) is a vast and geologically rich area, which was covered by a marginal sea of the Panthalassa Ocean in the Devonian. New geosites representing shallow- and deep-marine depositional environments and palaeoecosystems of submarine volcano slopes are proposed, namely, Melnichnye Sopki and Zavodskie Sopki. They are located near the town of Zmeinogorsk (Altai Region of the Russian Federation). These pieces of marine geoheritage are valuable on an international scale. Special geoconservation procedures are recommended to manage the proposed geosites efficiently. They can be included in a geopark, which is reasonable to create due to the concentration of geological and mining heritage in the study area.

The topic of improving the system of state and municipal administration is always relevant. In 2020, the importance of reforming local self-government was emphasized during the discussion of amendments to the Constitution of the Russian Federation. Among the numerous changes regularly introduced to the basic federal law governing the organization of local self-government in Russia are the radical amendments of May 2014 and 2019 in terms of its territorial foundations. A number of regions have quite successfully switched to a single-tier system of local self-government, having completely eliminated the settlement level, or to a mixed one, when municipal districts with their rural settlements remain within the boundaries of the region, and as a result of the transformations of a number of districts and settlements, new municipal districts are created, or this occurs when urban districts are given the status of municipal ones. The authors made an attempt to systematize the experience of the regions that have already created municipal districts, and to project it onto the territory of the Altai Territory. In the course of the study, a number of legal, organizational, socio-economic aspects of the reform were analyzed, recommendations were developed to adapt both the authorities and the population to the upcoming transformations.

Data of the microbial biopreparation development for protection and crop growth stimulation on the Bacillus bacteria basis are presented. Three B. pumilus strains isolated from the Altai region (the Russian Federation) plants rhizosphere were selected as active components of the bacterial preparation. L-bulone was chosen as the nutrient medium for flasks cultivation of the inoculum. A molasses-based nutrient medium was used to incubate the bacilli in a 15-liter fermenter. The finished microbial preparation was obtained in dry form. The biopreparation is a powder consisting of a lyophilically dried concentrates mixture of genus Bacillus spores. Bacilli biomass were pre-mixed with a protective medium based on gelatin and sucrose. The final number of bacteria in the microbial preparation is 1.29(±0.30) ×1012 CFU/g.

The founder of the Wroblewski Library of the Lithuanian Academy of Sciences, Tadeusz Stanisław Wróblewski (1858–1925), began to enrich the library of his parents, which he inherited in 1891, through his acquisitions of books, manuscripts, periodicals, collections of iconographic documents, and other valuables. One of such book collections, offered to him for sale in 1907, was from the Pustynia Estate located near the town of Kraslava, then part of the Vitebsk Province (Kraslava now is a municipality center in the Republic of Latvia, situated not far from Daugavpils and near the border with the Russian Federation). This collection belonged to Count Henryk de Broel-Plater (1868–after 1926). Having studied its catalogue, Wroblewski purchased from the count his entire collection (over 6000 volumes) on October 30, 1907, for 2.5 thousand roubles. However, Plater had hid several hundred of his most valuable books, which he later offered to Hieronym Wilder’s antique bookshop in Warsaw. Wroblewski had to exercise a considerable effort to reclaim the books he rightly owned. Based both on archival materials kept in the Wroblewski Library of LAS and on evidence collected about publications carrying the Pustynia Estate pro­venance mark (350 copies have been identified so far), the article discusses the circumstances of the purchase of Plater’s book collection and overviews its content and development. The Pustynia estate library was rather universal by its content and contained extremely valuable editions. Wroblewski purchased from the count, among other rarities, Joannes Radvanus’s Radivilias (Vilnae, Metropoli Litvanorum: ex officina Ioannis Kartzani, 1592), a Latin biography by the Lutheran pastor Paul Oderborn Ioannis Basilidis magni Moscoviae ducis vita (Witebergae: excudebat haeredes Ioannis Cratonis, 1585), and a treatise on the differences between the Catholic and the Orthodox faiths by the Kraków canon Jan Sakran, Elucidarius errorum ritus Ruthenici (Cracoviae: typis Joannis Haller, post V 1501). There are no more copies of these and several other Plater’ s books in Lithuania.

The article considers the components of the Unifi ed Certifi cation System for managers and specialists of the construction complex of the Russian Federation, as well as the principles of its functioning, technical and methodological assessment tools. The objectives of the fi nal certifi cation, which are established by the legislation on education (control of the assimilation of new knowledge) and qualifi cation and job certifi cation, established by labor legislation (confi rmation of compliance with the position held) are not aimed at achieving the self-regulation goals in construction defi ned by the Town Planning Code of the Russian Federation. A Unifi ed system of attestation, developed by the All-Russian branch association of employers “National Association of Self-Regulating Organizations Based on the Membership of Building Persons” (NOSTROY), aims to confi rm the qualifi cation of a specialist in terms of knowledge of the norms of technical regulation of works in the fi eld of construction — norms that provide a safe execution of the kind of construction work on which this specialist is declared upon obtaining a certifi cate of admission to work aff ecting safety of objects of capital construction in Russia.

The task of specialists breeding dairy cattle is to form herds uninfected with the leucosis virus.

This article traces the beginning of Romani literature. It focuses on the work of Alexander Germano in the context of the history of a unique Romani literacy project developed in the USSR before the Second World War. It shows the peculiarity of the Soviet Romani literature and in particular the personal activities and contributions of Germano, the man considered the progenitor of contemporary Romani literature (with works in all three main genres of literature: poetry, prose, and drama). The study is based on a number of years of archival work in a variety of archives in the Russian Federation and to a great extent in Alexander Germano’s personal archive, preserved in the town of Orel (Russian Federation). The documents studied allow us to clarify the blurred spots in his biography, to reveal his ethnic background and identity, and to highlight the reason for the success of the Romani literary project. The example of Germano shows that the beginning of a national literature depends on the significance and public impact of the literary work of a particular author, and is not necessarily related to the author’s ethnic origin and identity.

Hydrocarbon reserves within the middle Jurassic deposits are predominantly classified as hard-to-recover. The legislation of the Russian Federation stimulates extraction of this type of reserves by providing tax incentives, which currently make field development more attractive for oil companies. A particular interest is the Ju2 deposits of Tyumen suite because they are considered as productive almost on all explored fields. However, at the moment, the majority of deposits within this formation remain undeveloped. The main reason for this is the failure in prediction of net pay (thickness) and as a consequence mistakes in geological models for drilling production wells. This article is dedicated to the problem of spatial depositional environments prediction of the Ju2 deposits of Tyumen suite. As part of the problem solving, the geological model of studied field has been improved by integrated use of geological and geophysical information on different scales involving cutting-edge technologies in seismic interpretation.
