The relationship between university performance and performance-based funding models has been a topic of debate for decades. Promoting performance-based funding models can create incentives for improving the educational and research effectiveness of universities, and consequently providing them with a competitive advantage over its competitors. Therefore, this paper studies how to measure the performance of a university through a mathematical multicriteria analysis and tries to link these results with certain university funding policies existing in the Spanish case. To this end, a reference point-based technique is used, which allows the consideration and aggregation of all the aspects regarded as relevant to assess university performance. The simple and easy way in which the information is provided by this technique makes it valuable for decision makers because of considering two aggregation scenarios: the fully compensatory scenario provides an idea of the overall performance, while the non-compensatory one detects possible improvement areas. This study is carried out in two stages. First, the main results of applying the proposed methodology to the performance analysis evolution of the largest three Spanish public university, over a period of five academic years, are described. Second, a discussion is carried out about some interesting features of the analysis proposed at regional level, and some policy messages are provided. The “intra” regions university performance analysis reveals some institutions with noteworthy behaviors, some with sustained trends throughout the analyzed period and other institutions with more erratic behaviors, within the same regional public university system despite having the identical funding model. However, the findings “inter” regions also reveal that only Catalonia has developed a true performance-based model, in theory and in practice, which has contributed to achieving excellent results at regional level in both teaching and research.

Aims: The aim of Operation Fistula’s ongoing work is to incentivize our partnering clinical teams by providing performance-based funding. We do this using a coordinated chain of business intelligence tools, and by sharing detailed customized visual dashboards so they can track both patient outcomes and surgical performance. We have repurposed a number of leading business intelligence tools to create a patient tracking and performance management system. This platform combines several technologies to collect, store, and analyze data, which we communicate with our partners. Methods: In order for data to be collected into our system, our partner surgeons and nurses input patient data directly into customized, standardized, electronic forms on a tablet or phone. Results are uploaded in real time, and feed into the data visualization software. Our London-based team is then able to create data visualization dashboards, based on the collected data, which are shared with stakeholders in our partnering countries. Results: We are tracking surgical outcomes using our mobile data collection and visualization programmes. We are also measuring the impact of the digital performance-based funding model, currently being used in the SAVA region in Madagascar. Our partnering clinical teams have responded positively to the introduction of our system, which we have found to ensure quality standards of care. Conclusions: The initial phase of this work has yielded positive results. We have seen increased engagement and motivation from our partnering clinical staff, which exemplifies how both a performance-based funding system, and access to digestible data, can improve surgical performance.

The paper analyzes the impact of the federal regulatory burden on poverty dynamics in Russia. The paper provides regional level indices of the federal regulatory burden on the economy in 2008—2018 which take into account sectoral structure of regions’ output and the level of regulatory rigidity of federal regulations governing certain types of economic activity. Estimates of empirical specifications of poverty theoretical model with the inclusion of macroeconomic and institutional factors shows that limiting the scope of the rulemaking activity of government bodies and weakening of new regulations rigidity contributes to a statistically significant reduction in the level of poverty in Russian regions. Cancellation of 10% of accumulated federal level requirements through the “regulatory guillotine” administrative reform may take out of poverty about 1.1—1.4 million people.

The topic of quantitative research on informal employment has a consistently high relevance both in the Russian Federation and in other countries due to its high dependence on cyclicality and crisis stages in economic dynamics of countries with any level of economic development. Developing effective government policy measures to overcome the negative impact of informal employment requires special attention in theoretical and applied research to assessing the factors and conditions of informal employment in the Russian Federation including at the regional level. Such effects of informal employment as a shortfall in taxes, potential losses in production efficiency, and negative social consequences are a concern for the authorities of the federal and regional levels. Development of quantitative indicators to determine the level of informal employment in the regions, taking into account their specifics in the general spatial and economic system of Russia are necessary to overcome these negative effects. The article proposes and tests methods for solving the problem of assessing the impact of hierarchical relationships on macroeconomic factors at the regional level of informal employment in constituent entities of the Russian Federation. Majority of the works on the study of informal employment are based on basic statistical methods of spatial-dynamic analysis, as well as on the now «traditional» methods of cluster and correlation-regression analysis. Without diminishing the merits of these methods, it should be noted that they are somewhat limited in identifying hidden structural connections and interdependencies in such a complex multidimensional phenomenon as informal employment. In order to substantiate the possibility of overcoming these limitations, the article proposes indicators of regional statistics that directly and indirectly characterize informal employment and also presents the possibilities of using the «random forest» method to identify groups of constituent entities of the Russian Federation that have similar macroeconomic factors of informal employment. The novelty of this method in terms of research objectives is that it allows one to assess the impact of macroeconomic indicators of regional development on the level of informal employment, taking into account the implicit, not predetermined by the initial hypotheses, hierarchical relationships of factor indicators. Based on the generalization of the studies presented in the literature, as well as the authors’ statistical calculations using Rosstat data, the authors came to the conclusion about the high importance of macroeconomic parameters of regional development and systemic relationships of macroeconomic indicators in substantiating the differentiation of the informal level across the constituent entities of the Russian Federation.

O objetivo desta pesquisa é aprofundar o conhecimento dos pesquisadores sobre o tema Gestão de Docentes em Instituições de Ensino Superior, com o intuito de conhecer as mais relevantes produções científicas internacionais sobre o assunto, seus autores, periódicos e palavras-chave. Para tanto, foi elaborado um Portfólio Bibliográfico, utilizando-se como instrumento de intervenção o ProKnow-C que, após pesquisa nas bases Scopus, Web of Science, ScienceDirect, ASSIA e Ebsco host, e o processo de filtragem realizado com o auxílio do instrumento de intervenção, resultou em 18 artigos finais. The performance of the underwater optical wireless communication (UOWC) system is highly affected by seawater´s inherent optical properties and the solar radiation from sunlight, especially for a shallow environment. The multipath effect and degradations in signal-to-noise ratio (SNR) due to absorption, scattering, and ambient noises can significantly limit the viable communication range, which poses key challenges to its large-scale commercial applications. To this end, this paper proposes a unified model for underwater channel characterization and system performance analysis in the presence of solar noises utilizing a photon tracing algorithm. Besides, we developed a generic simulation platform with configurable parameters and self-defined scenarios via MATLAB. Based on this platform, a comprehensive investigation of underwater channel impairments was conducted including temporal and spatial dispersion, illumination distribution pattern, and statistical attenuation with various oceanic types. The impact of ambient noise at different operation depths on the bit error rate (BER) performance of the shallow UOWC system was evaluated under typical specifications. Simulation results revealed that the multipath dispersion is tied closely to the multiple scattering phenomenon. The delay spread and ambient noise effect can be mitigated by considering a narrow field of view (FOV) and it also enables the system to exhibit optimal performance on combining with a wide aperture.

Harnessing renewable energy sources (RES) using hybrid systems for buildings is almost a deontological obligation for engineers and researchers in the energy field, and increasing the percentage of renewables within the energy mix represents an important target. In crowded urban areas, on-site energy production and storage from renewables can be a real challenge from a technical point of view. The main objectives of this paper are quantification of the impact of the consumer’s profile on overall energy efficiency for on-site storage and final use of solar thermal energy, as well as developing a multicriteria assessment in order to provide a methodology for selection in prioritizing investments. Buildings with various consumption profiles lead to achieving different values of performance indicators in similar configurations of storage and energy supply. In this regard, an analysis of the consumption profile’s impact on overall energy efficiency, achieved in the case of on-site generation and storage of solar thermal energy, was performed. The obtained results validate the following conclusion: On-site integration of solar systems allowed the consumers to use RES at the desired coverage rates, while restricted by on-site available mounting areas for solar fields and thermal storage, under conditions of high energy efficiencies. In order to segregate the results and support optimal selection, a multicriteria analysis was carried out, having as the main criteria the energy efficiency indicators achieved by hybrid heating systems.

Objectives: This review aims to assess the state of the science around the potential impact of certain patient characteristics on the safety and effectiveness of in vitro fertilization (IVF).Methods: Following Cochrane Collaboration guidelines and the PRISMA statement, a comprehensive systematic review of reviews and recent primary studies examining the impact of paternal age and maternal age, smoking, and body mass index (BMI) on the safety and effectiveness of IVF was performed. Papers, published between January 2007 and June 2014, were independently reviewed and critically appraised by two researchers using published quality assessment tools for reviews and primary studies. Due to heterogeneity across papers (different study designs and patient selection criteria), a qualitative analysis of extracted information was performed.Results: Seventeen papers (ten systematic reviews and seven primary studies) were included. They comprised evidence from retrospective observational studies in which maternal age, BMI, and smoking status were explored as part of secondary analyses of larger studies. The majority of papers found that the likelihood of achieving a pregnancy was lower among women who were >40 years, had a BMI ≥ 25 and smoked. Advanced maternal age and BMI were also associated with higher rates of preterm birth and low birth weight.Conclusions: Based on available evidence, it may be appropriate to consider “maternal age” and “morbid obesity” in public funding policies that aim to maximize the effectiveness of IVF. However, given inconsistencies in the effect of smoking across different pregnancy-related outcomes, support for incorporating it into funding conditions appears weak.

Small unmanned aircraft are currently limited to flight ceilings below 20,000 ft due to the lack of an appropriate propulsion system. One of the most critical technological hurdles for an increased flight ceiling of small platforms is the impact of reduced Reynolds number conditions at altitude on the performance of small radial turbomachinery. The current article investigates the influence of Reynolds number on the efficiency and pressure ratio of two small centrifugal compressor impellers using a one-dimensional meanline performance analysis code. The results show that the efficiency and pressure ratio of the 60 mm baseline compressor at the design rotational speed drops with 6–9% from sea-level to 70,000 ft. The impact on the smaller 20 mm compressor is slightly more pronounced and amounts to 6–10%. Off-design changes at low rotational speeds are significantly higher and can amount to up to 15%. Whereas existing correlations show a good match for the efficiency drop at the design rotational speed, they fail to predict efficiency changes with rotational speed. A modified version is therefore proposed.
