During the post-reform period since 1986, land-use systems in Vietnam have been reformed in terms of the regulation of land markets and the built environment. This study analyzes the changing role of urban planning and the policy of state intervention in land markets to manage spatial changes in Vietnamese cities. Theoretical and empirical approaches are used to analyze urban development and planning practices in Hanoi. The study further describes the constraints of planning systems in hybrid land markets that include both formal and informal land development. We argue that in Vietnam, where the role of the state in market construction has not been fully developed and land market institutions are incomplete, urban planning is used as a passive tool of state control and is no longer relevant to the process of spatial development, which is driven by the speculative activities of interest actors. This situation challenges state regulations for the effective management of spatial resources. The empirical results suggest the utility of further reforms to the land-use system and planning institutions in Vietnam, and of strengthening the capacity of the state in land administration.

This paper is engaged with the critical perspective that highlights the role of the state in the production of urban informality by examining the dynamics of informal land-use practices in Dongguan, China since 1978. Based on in-depth interviews and archival analysis, the relationship between informal land development, the state, and land institution change has been revealed. Our findings show that informal land development is practiced by village collectives from below in Dongguan as a response to the absence and limitation of the national land law. The local government handles the informality in a pragmatic way that serves the goal of economic development in different historical conditions by actions of encouraging, tolerating, and authorizing, suggesting that the definition of informality is not a neutral classification. It is argued that while informality represents people’s creativity in dealing with practical problems, when and to what extent it can be tolerated, formalized, and absorbed depends on the intention of the state in a specific historical context.

This chapter spells out the process of Plan formulation in India since Independence, with its turns and twists, to maximize the rate of economic growth, ensure its sustainability, and improve the standard of living of the people. It delineates the change in form and content of planning from state control on economic activities to neo-liberal economic reform measures, which placed reliance on market mechanism. Describing the roles of central and state governments in the formulation of Five Year Plans, it outlines the proactive role of the state in the pre-reform period. It shows how under economic reform, the space of production and trade relinquished by the state was filled by the private sector, and the major responsibility of growth was transferred to it. It summarizes the role of planning in a market economy and indicates certain issues, which make state intervention in markets a justifiable necessity.

Розроблено кластерну модель дуалістичного (традиційна та органічна продукція) розвитку землекористування в Україні. Принциповою відмінністю від існуючих моделей є наявність Національного науково-виробничого агроекологічного парку, регіональних наукових (економічних) центрів розвитку сільських територій та зміщення акценту ролі держави на реалізацію економічних функцій як агента земельних інтересів. Представлена  система інформаційного провайдингу в управлінні земельними ресурсами аграрного сектору економіки. Запропоновано концепцію розвитку державно-приватного партнерства в системі землекористування, що заснована на агрохімічному, меліоративному, логістичному та збутовому напрямах та має на меті забезпечення поєднання можливостей мікро-, мініагентів, спільних агентів та держави, в тому числі із залученням коштів регіональних і глобальних агентів, на компліментарній основі з приводу раціонального землекористування та підвищення прямих і непрямих доходів всіх представників груп земельних інтересів. A cluster model of dualistic (traditional and organic products) development of land use in Ukraine has been developed. A fundamental difference from existing models is the existence of the National Research and Production Agroecological Park, regional scientific (economic) centers for the development of rural areas and the shift in the emphasis of the role of the state on the realization of economic functions as an agent of land interests. The presented system of information providers in the management of land resources of the agricultural sector of the economy. The concept of development of public-private partnership in the land use system based on agrochemical, meliorative, logistic and marketing directions is offered and aims to ensure the combination of the capabilities of micro-, miniagents, general agents and the state, also with the involvement of regional and global agents, on a complimentary basis for rational land use and increasing the direct and indirect income of all representatives of land interest groups.

The role of the state in the family has been increasing, arguably,since the beginning of modern history. Historical sociologists like CarleZimmerman suggested that modern history has been characterizedby a gradual increase in the power of the state and that this growthis inversely proportionate to the declining importance of the family.The very field and concept of “family policy” presupposes that the fa-mily is a legitimate sphere of life for state intervention and activity. Yetthe intervention of the state may be like the touch of Midas: that whichit touches it destroys. If scholars like Zimmerman are correct, then themore the state intervenes in the family, the more we can expect the fa-mily to decline. This is borne out by recent experience, and very logicalreasons may be adduced for this and very clear manifestations in are-as like family integrity, parental rights, child welfare, and the increasein family-connected bureaucracies associated with the welfare state.Often our only acceptable response to the problems created by govern-ment intervention is more government intervention. Not only can thecure be worse than the disease; the cure canbe the disease. The resultis ever-more-powerful and ever-more-intrusive government bureaucracy– all purporting to solve the problems created by the previously policiesand the previous bureaucracy. The only way to break this vicious cycle isto discard some of our sacred assumptions about what constitutes familyhealth and to accept a new understanding of the relations between thefamily and the state.

Housing commodification has led to the development of gated neighbourhoods in China. However, the types of gated neighbourhoods are very different from each other, and include ‘commodity housing’, affordable housing and resettlement housing. They might not be the same as the commonly known ‘gated communities’, which are characterised by both gating and private governance. Using three cases in the city of Wenzhou, we analyse the motivations for development, service provision and property management, and neighbourhood control. In commodity housing, the state is still visible and self-governance is limited, while the real estate developer leads land development and property management. In affordable housing, the state regulates the standards and the prices of services, while the developer is the provider of these services. In resettlement housing, the state uses a state-owned enterprise to relocate households, while the homeowners’ association and the service charges are ineffective. All these cases demonstrate the important and variegated role of the state and provide a more nuanced understanding of these gated neighbourhoods.

Disputes and dispute resolutions are part and parcel of any functional industrial relations system. Therefore, the need to resolve them equitably, efficiently and effectively for the benefit of the actors is of paramount importance. The objective of this study is to examine the State intervention in dispute settlement and its contributions in peaceful resolution of disputes in Nigeria. The paper adopted the qualitative research approach. Relevant data were collected from the Lagos offices of the Federal Ministry of Labour and Employment, the Industrial Arbitration Panel and the National Industrial Court. The study found that the various pieces of legislation enacted by the State have positively impacted on the settlement of Industrial Disputes in Nigeria. However, it was observed that despite the positive contributions, there are still some areas for improvement. The study therefore made the following recommendations; that the powers of the Minister of Labour and Employment should be restricted to create an enabling industrial relations environment for the actors and that the parties to disputes should be allowed the choice of which method of disputes settlement to use among other recommendations.

This paper analyses the continuities and discontinuities regarding the concept of structural change in Latin American structuralism and neo-structuralism and considers the global context in which these ideas and their variations are produced. In this sense, the transformations of capitalism from 1950 onwards are taken into account as are the diagnoses and strategies promoted by the ECLAC to ultimately achieve structural change through structuralism and neo-structuralism. How the role of the state is conceived in each of these contexts and the consequences derived from state intervention to promote the structural change are also analysed.
