In order to understand the impact of individual communities on global sustainability, we need a community sustainability assessment system (CSAS). While many sustainability assessment systems exist, they prove inadequate to the task. This article presents the results of a systematic review of the literature on existing sustainability assessment systems; offers a definition of a sustainable community; provides a multi-scale, systems approach to thinking about community; and makes recommendations from the field of performance measurement for the construction of a CSAS.

Tajikistan has formulated the strategy to rejuvenate the country through hydropower. The Rogun hydropower plant (HPP) is designed as the highest hydropower station, while its sustainability is also questioned due to a lack of comprehensive sustainability evaluation. Considering that the external environment of Rogun HPP is complex and changeable, its sustainable performance will be fragile and inconstant. To comprehensively assess the sustainable performance, an integrated evaluation framework, covering the current and dynamic sustainable performance, is urgently established. Therefore, this paper firstly explored the hydropower sustainability assessment indicators which can conform to Tajikistan’s situations and further examined the current sustainable performance of Rogun HPP. The case study found that Rogun HPP’s current financial viability, involuntary resettlement, the measures to prevent corruption, and information disclosure were seriously deficient. The SWOT analysis indicated the external factors, such as the Belt and Road Initiative, improving business environment, and easing geopolitical disputes, can eliminate weaknesses and improve the sustainable performance of Rogun HPP. At the same time, tight fiscal allocations and economic downturns will have negative influences on the sustainable performance. The integrated evaluation tool established in this paper can not only evaluate the current sustainable performance but also consider the impact of external factors on sustainable performance from a dynamic perspective. This paper contributes to the current knowledge system by establishing the hydropower sustainability assessment system which is suitable for Tajikistan’s conditions. Moreover, the results are informative for the decision-makers to have a better understanding of Rogun HPP’s current strengths and weaknesses, valuable opportunities, and potential threats.

PurposeMany university libraries are adopting a faculty liaison librarian structure as an integral part of their organization and service delivery model. This paper aims to examine, in a pragmatic way, the variations in the definition of the role of the faculty liaison librarian, the expectations of those librarians, their library managers and their clients and the impact of environmental factors. The faculty liaison librarian role is not entirely new, evolving from the traditional subject librarian and university special/branch library role. However the emerging role is characterized by a more outward‐looking perspective and complexity, emphasizing stronger involvement and partnership with the faculty and direct engagement in the University's teaching and research programs.Design/methodology/approachFollowing a review of the literature and other sources on the rationale and role of library liaison, the current developments, drivers and expectations are discussed.FindingsThe study finds that dynamic external and internal environments of universities are driving the evolution of library liaison, so the role description is still fluid. However, the breadth and weight of expectations is now such that the effectiveness and sustainability of the role has to be addressed.Practical implicationsWhile a dynamic, broader and more intensive role for the faculty liaison librarian is emerging, more thinking is needed about the extent of that role and its sustainability. What, for example, are the priorities for the faculty liaison librarian? What traditional activities can, and may, have to be abandoned? These considerations are necessary not only to guide the librarians, but also to help define the attributes and skills required for the position and to determine the institutional support it requires.Originality/valueThis is a contemporary critique of the well‐established, but diverse library service – the faculty liaison librarian structure.

With the arising of environmental problems from the construction sector, the sustainability issues gained more space, making sustainability assessment tools emerge. These tools are based on the global definition of sustainability that meets Environmental, Economic, and Social criteria, and each system has a different and peculiar methodology. This paper aims to analyse the structure adopted by these European sustainability assessment systems: BREAM UK, DGBN (Germany), ITACA (Italy), LiderA (Portugal), and HQE (France), showing an overview of each system assisted by the SWOT Matrix, enabling the reader to better understand their differences. There are no superior or inferior systems, but each system notably performs much better in a subject or goal.

Indicators are being used in many agricultural sustainability assessment methods, but disputes about a common indicator for the definition of sustainability have resulted in so many various indicators and methods of measurement. The objective of this review is to provide a bibliometric analysis of sustainability pillars and indicators that has been widely applied. In addition, this paper evaluates the impact of pillars and indicators on scientific research through the analysis of their citation and trend. Using Scopus database, a total of 30 articles have been selected. The search revealed more than 500 indicators, and the top 3 indicators of each pillar which were considered in 7 articles or more are (soil erosion, crop diversity and pesticides) for environmental pillar, (education and training) for social pillar are and (Profitability, productivity and farm income) for economic pillar. Results showed that the environmental pillar is the most tackled in terms of the number of articles (n=22) and the most cited with a mean citation of about 60. The pesticide is the oldest indicator in terms of its average year of publication in 2011, the most cited indicator of more than 250 in 2005 and has the highest mean citation of about 42. The least cited indicators are farm income and training with less than 10 mean citation. Nowadays, the economic pillar is considered one of the most discussed and widely implemented with a total of 7 published articles in 2020.

This paper suggests a feasible model to evaluate the competitiveness of the tourist regions of the Italian Mezzogiorno and, therefore, from a policy making perspective, the impact of regional policies – primarily those of economic development – that affect tourism. A review of the literature – on the issue of the lack of adequate information to draw and analyse public policies –, has led us to conclude that the reasons for this difficulty are different and have a nature both institutional and technical (OECD, 2005). Dwelling on the technical level, we assume that an information system to evaluate the competitiveness of the tourism sector should be: practical, understandable, based on benchmarking, suggest solutions, timely, systematic and reliable. The paper, aside from explaining the significance and arguments on which we have based the choice of the indicators, proposes a concrete model – meeting the mentioned criteria – to measure the competitiveness of a tourist region, Sicily, benchmarking it to other regions of the Mezzogiorno and, in some cases, to other regions of the Mediterranean. Finally, we have summarized the most significant elements of the model. More specifically, we have explained the reasons of both, the definition of «tourism competitiveness» we have applied, and the selected indicators.

Subject. This article deals with the issues of accounting and write-offs of management costs and disclosure in reporting, their role for top managers, as well as improving the delineation and qualification of the types of costs to be accounted for as managerial, and the impact of the proposed approaches on reporting performance. Objectives. The article aims to justify the need for a clearer definition of management costs and a more logical, cost-effective division of costs into production and management ones. Methods. For the study, I used the systems approach, logical generalization and abstraction. Results. The study shows that not all expenses that organizations account for as the management ones are actual. Many of the costs relate to production activities. Since the methodological guidelines for accounting for material and operational costs have been abolished in connection with the adoption of FSBU 5 – Inventories, they may not be applied any more. Conclusions and Relevance. The subject terminology and a clear concept of management costs need to be defined. IFRS 2 – Inventories gives a more logical notion of management costs in combination with administrative costs. This makes it possible to adapt the accounting according to the Russian standards to the running accounting practice with a minimum recalculation. The presented study results are intended to develop theoretical views on the formation of the actual cost of finished products, the full cost of implementation and interpretation of these indicators for management. The results can be used for scientific and practical activities related to financial and management accounting research.

Abstract Researchers have adopted a concept for sustainable development (SD) that has given rise to different systems of sustainability assessment, systems to which several authors have suggested non-material components should be incorporated. This work aims at developing a conceptual model to integrate these components into systems of sustainability assessment. A review of the literature made it possible to design a conceptual model for the non-material components of sustainability and to identify associated themes. This proposal was analyzed at both regional and local levels through semi-structured interviews addressed to stakeholders from Alagoas and Maceió, Brazil. The proposal was considered by the actors involved (interviewees) to be generally adequate, and suggestions for improvement and adjustment were put forward by them, to facilitate both the understanding and practical application of the model. The analysis of the respondents’ perceptions allowed us to identify the preferred link between the term sustainability and the environmental dimension, as well as their restricted reference to intergenerational commitment.

Abstract This review analyzes the application of ecological modelling to problems concerning toxic contaminants and ecosystem stress and explains the purpose and methods of the systems ecology approach, which could be useful to individuals involved in data gathering activities. The review provides operational definitions of ecosystem stress, gives a description of methods of the systems approach and analyzes several topics of interest such as the application of expert system methods in the environmental field and methods of ranking. Recommendations are given to managers in charge of monitoring activities can benefit by interacting with systems ecologists. Four topics are analyzed in detail: 1) Ecosystem stress. To assess the impact that toxic contaminants have on ecosystems we must give an operational definition of ecosystem stress and how to observe it. 2) The purpose and methods of the systems ecology approach. 3) The application of artificial intelligent methods in the environmental field. 4) Methods of ranking.

The essence of banks’ capital lies in the protection against potential risks or losses and represents a protective layer for their creditors. Confidence in the banking system generally results from setting the conditions for its regulation. The purpose of regulation is to limit the riskiness of banks in their activities by setting capital requirements that banks must maintain given the volume and structure of their assets. The aim of the paper work is to determine the impact of capital regulation on the profitability and lending behaviour of the Slovak banking sector with a focus on the countercyclical capital buffer. The work is divided into the five parts. It contains two pictures and six tables. The first chapter is devoted to the theoretical definition of the nature and need for regulation of the bank's capital. Within the chapter it‘s characterized the current situation that persists in the Slovak banking sector. The content of the second chapter is a brief review of the literature which studies examined the impact of the introduction of a countercyclical capital buffer on the profitability of commercial banks as well as their lending behaviour. The next part characterizes the aim of the work, used the methods and the methodology of researching the issue. The fourth part deals with the econometric analysis of the change of selected variables with respect to the level of the countercyclical capital buffer in the conditions of the Slovak Republic. The final part is used to evaluate the results and drawing conclusions.
