The problems that decision-makers face can escalate under imbalances, turbulent development, risks, uncertainties, disasters, and other influences. The development of processes in technical and economic structures is generally considered complex and chaotic, and it usually expands into innumerable dynamic influences. The paper focuses on the evaluation of the decision criteria choice structure, such as the factual cause of the consequences (e.g., future threats, opportunities, chances, occasion). It offers a graphical vision of the future forecast. It draws attention to prevention and prophylaxis versus criterion-generated time–space (TS). The paper deals with the question: Is it possible to choose and recommend the right time and place of process activities? The paper formulates a positive answer and illustrates a range of consequences. Developed activities (investment, production, etc.) take place in a defined TS; over time, they create new time-series states and expand the space by defining processes as a time series of activities. In a broader context, the article deals with the issue of the lifecycle of decision rules (dynamic proposal of opportunities) as the first step of decision making, i.e., the decision about the existence of opportunity. On the one hand, it respects static applications based on equilibrium states, while on the other hand, it draws attention to the need for a dynamic view of turbulent, dynamic, chaotic, and nonlinear phenomena.

Purpose – The purpose of this paper is to explore the role of decision rules and agency in supporting project initiation decisions, and the influences of agency on decision-making effectiveness. Design/methodology/approach – The study this paper is based upon used grounded theory methodology, and sought to understand the influences of individual decision makers on project initiation decisions within organizations. Data collection involved 28 participants who were involved in project initiation decisions within their organizations, who discussed the process of project initiation in their organization and their role within that process. Findings – The study demonstrates that the overall effectiveness of project initiation decisions is a product of agency, process effectiveness or rule effectiveness. The employment of agency can have a direct influence on decision-making effectiveness, it can compensate for organizational inadequacies of a process or political nature, and it can be constrained in the evidence of formal and effective organizational practices. Research limitations/implications – While agency was recognized by all participants, there are clearly circumstances where actors perceive the ability to exercise agency to be externally constrained. The study is exploratory, contributing to the development of substantive theory. Theory testing as well as a more in-depth investigation of the underlying drivers of agency would be valuable. Practical implications – The study provides executives and individuals supporting the initiation of projects with insights on how to effectively influence the effectiveness of project initiation decisions, and the degree to which personal characteristics influence organizational dynamics. Originality/value – Most discussions of agency has been framed the subject as an executive- or board-level phenomenon. The current study demonstrates that agency is in fact being perceived and operationalized at all levels. Those demonstrating agency in the majority of instances in this study do so in exercising stewardship behaviours. This has important implications for how agency is perceived by executives, and by how agency is exercised by actors at all levels of the organization.

This article examines the relation of empathy and rational judgment. When people observe a conflict most are quick to side with one of the parties. Once a side has been taken, empathy with that party further solidifies this choice. Hence, it will be suggested that empathy is not neutral to judgment and rational decision-making. This does not mean, however, that the one who empathizes will necessarily have made the best choice.

Abstract. Local autonomy in the education sector has been implemented for more than ten years; however, the results have not been satisfactory yet and have even created various problems, including in Semarang City. The objective of this research is to obtain the implementation model of the educational policy of Semarang City in the local autonomy era. This research uses the research and development approach. The research results show that the appropriate implementation model of the educational policy of Semarang City in the local autonomy era is the one which applies the interactive and participative principles, management functions and good governance. The decision making and the accomplishment of the educational policy should be done through the interactions among the decision makers, the decision implementers and the decision users so that all parties can give inputs and evaluation. The implementation of the policy is accomplished by applying the management functions especially organizing, actuating and controlling as well as applying the principle of good governance, i.e. transparency, accountability, fairness and responsiveness.Abstrak. Otonomi daerah bidang pendidikan telah lebih sepuluh tahun dilaksanakan; namun hasilnya belum menggembirakan, bahkan memunculkan berbagai masalah baru, termasuk di kota Semarang. Tujuan penelitian ini adalah mendapatkan model implementasi kebijakan pendidikan kota Semarang pada era otonomi daerah. Pendekatan dalam penelitian ini adalah penelitian dan pengembangan. Hasil penelitian ini adalah:?é?á bahwa model implementasi kebijakan pendidikan kota Semarang pada era otonomi daerah yang sesuai adalah model implementasi kebijakan pendidikan yang menerapkan prinsip interaktif, partisipatif, fungsi manajemen dan good governance. Penetapan kebijakan pelaksana dilakukan dengan?é?á interaksi antara penentu kebijakan, pelaksana kebijakan dan pengguna kebijakan, sehingga para pihak dapat memberikan masukan dan evaluasi. Pelaksanaan kebijakan dilakukan dengan?é?á menerapkan fungsi manajemen khususnya organizing, actuating, controlling, dan menerapkan prinsip good goverenance yaitu transparansi, akuntabilitas, fairnes dan responsivitas.Key words: Interactive, participative, management, good goverenance.

The analytic hierarchy process (AHP) is a structured technique for organizing and analyzing complex decisions, based on mathematics and psychology. The method was developed by Thomas L. Saaty in the 1970s and has been extensively studied and refined since then. It has particular application in group decision making and is used around the world in a wide variety of decision situation. Rather than prescribing a "correct" decision, the AHP helps decision makers choose one that best suits their goal and their understanding of the problem. The technique provides a comprehensive and rational framework for structuring a decision problem, for representing and quantifying its elements, for relating those elements to overall goals, and for evaluating alternative solutions. Decision making is the choice of one alternative, from two or more, to which the course of the activity is directed and the problem is solved. The decision-making process is a rational attempt by the manager to achieve the goals of the organizational unit. The decision-making process can be thought of as a "brain and nervous system" of an enterprise. Decisions are made when a person wants things to be different in the future. Given each specific situation, making the right decisions is probably one of the most difficult challenges for managers. Managers in day-to-day work deliver programmed and unprogrammed decisions that solve simple or complex problems. Simple decisions have an impact on the short-term performance of the enterprise, and complex decisions have an impact on the long-term future and success of the enterprise. Users of the AHP first decompose their decision problem into a hierarchy of more easily comprehended sub-problems, each of which can be analyzed independently. Once the hierarchy is built, the decision makers systematically evaluate its various elements by comparing them to each other two at a time, with respect to their impact on an element above them in the hierarchy. The AHP converts these evaluations to numerical values that can be processed and compared over the entire range of the problem. In this article, it is explained the application of the AHP method in order to evaluate and promote employees in the enterprise "X" with several criteria. The obtained results enable the manager to evaluate the employees in an objective way and make an objective decision for their promotion. Its application for selecting the best among employees, in their assessment and promotion, allows managers to use a specific and mathematical tool to support the decision. This tool not only supports and qualifies decisions, it also allows managers to justify their choice, as well as to simulate possible results.

Supplier selection, the process of finding the right suppliers who are able to provide the buyer with the right quality products and/or services at the right price, at the right time and in the right quantities, is one of the most critical activities for establishing an effective supply chain, and is typically a multi-criteria group decision problem. In many practical situations, there usually exists incomplete and uncertain information, and the decision makers cannot easily express their judgments on the candidates with exact and crisp values. Therefore, in this paper an extended VIKOR method for group decision making with intuitionistic fuzzy numbers is proposed to solve the supplier selection problem under incomplete and uncertain information environment. In other researches in this area, the weights of each decision makers and in many of them the weights of criteria are pre-determined, but these weights have been calculated in this paper by using the decision matrix of each decision maker. Also, normalized Hamming distance is proposed to calculate the distance between intuitionistic fuzzy numbers. Finally, a numerical example for supplier selection is given to clarify the main results developed in this paper.

This paper presents a group decision-making model using a distance aggregator based on Ordered Weighted Distance (OWD) which offers a solution that can reduce disagreement between decision makers (DMs). This paper discusses decision rules and sets out measures to evaluate compensatory effects that have a bearing on DMs’ opinions. The model uses formulations of distances to reveal the differences in opinion among DMs and discusses the meanings of distance and the information presented by each DM. Finally, a case study of a logistics problem is used to illustrate how the model is applied.

The European Union membership referendum (i.e. the Brexit referendum) in the United Kingdom in 2016 triggered a process of introspection among non-British European Union citizens with respect to their right to remain in the United Kingdom, including their right to entry, permanent residence, and access to work and social welfare. Drawing on interview data collected from 42 European Union nationals, namely Finnish and Polish migrants living in Scotland, we explore how European Union migrants’ decision-making and strategies for extending their stay in the United Kingdom, or returning to their country of origin, are shaped by and, in turn, shape their belonging and ties to their current place of residence and across state borders. In particular, we draw on the concept of embedding, which is used in migration studies to explain migration trajectories and decision-making. Our key argument is that more attention needs to be paid to the socio-political context within which migrants negotiate their embedding. To this end, we employ the term ‘politics of embedding’ to highlight the ways in which the embedding of non-British European Union citizens has been politicized and hierarchically structured in the United Kingdom after the Brexit referendum. By illustrating how the context of Brexit has changed how people evaluate their social and other attachments, and how their embedding is differentiated into ‘ties that bind’ and ‘ties that count’, we contribute to the emerging work on migration and Brexit, and specifically to the debate on how the politicization of migration shapes the sense of security on the one hand, and belonging, on the other.

AbstractThis paper examines the regulation of ‘personhood’ through the granting or denying of legal capacity. It explores the development of the concept of personhood through the lens of moral and political philosophy. It highlights the problem of upholding cognition as a prerequisite for personhood or the granting of legal capacity because it results in the exclusion of people with cognitive disabilities (intellectual, psycho-social, mental disabilities, and others). The United Nations Convention on the Rights of Persons with Disabilities (CRPD) challenges this notion by guaranteeing respect for the right to legal capacity for people with disabilities on an equal basis with others and in all areas of life (Article 12). The paper uses the CRPD to argue for a conception of personhood that is divorced from cognition and a corresponding recognition of legal capacity as a universal attribute that all persons possess. Finally, a support model for the exercise of legal capacity is proposed as a possible alternative to the existing models of substituted decision-making that deny legal capacity and impose outside decision-makers.

This article presents what the decision-making steps and what is the importance of creative thinking in decision making. Creative thinking will help decision makers to improve the quality and effectiveness of problem solving and decision making results were made. In relation to the process of decision making, creative thinking is needed, especially in identifying problems and develop alternative solutions. The methodology used to arrange this article is Systematic Literature Review (SLR). First, researcher find relevant theories, and then make a conclusion about it, then analyzing, and finally make a new information based researcher analyzing.
