This study adopted the two-stage super-efficiency network slack-based model (SBM) to measure the green development performance index (GDPI) of 30 provinces in China. The Dagum Gini coefficient decomposition was used to analyze the regional differences and their sources in China’s green development performance. The results are as follows: first, the green development performance showed a declining trend from 1997 to 2017. The improvement of environmental governance efficiency was the key to achieving green development progress. The green development levels of coastal areas were significantly higher than those of inland provinces. Second, the regional imbalance in China’s green development performance was gradually worsening. The inter-regional differences were the primary source of the overall differences. The intra-regional difference of green development within the northwest was the largest. Third, among the eight regions, only the southwest region had σ convergence in green development performance; in addition, absolute β convergence and conditional β convergence were divergent, thereby confirming the regional imbalance of the widening regional differences in China’s green development performance. This study aimed to provide a scientific basis and effective reference for further advancing China’s regional coordinated development strategy.

In the past 30 years, China’s industrialization level has developed rapidly, and agricultural green development (AGD) is facing severe challenges. The research on the temporal and spatial features of the coupling and coordination of industrialization and agricultural green development is a key issue to promote the sustainable development of agriculture. This paper takes China’s industrialization and AGD level as the research object, and uses panel data from 31 provinces in China from 1990 to 2019 to construct an evaluation index system for industrialization and AGD. This paper uses the coupling coordination degree model and spatial autocorrelation analysis method to calculate, test and analyze the temporal and spatial features of the coupling coordination level of industrialization and AGD. The results show that: this paper compares the industrialization and AGD levels during the study period and finds that China’s industrialization development level is on the rise as a whole, and the AGD level shows a downward trend first and then rises later. Through the horizontal comparison of different regions, this paper finds that there is a large regional imbalance in the level of industrialization and AGD. The coupling and coordination level of industrialization and AGD has always been primary. From the time point of view, coupling coordination degree shows a trend of first decline and then rise. From a spatial point of view, coupling coordination degree varies greatly among provinces, with the eastern, central and western regions decreasing successively. The level of coupling coordination has obvious positive autocorrelation in spatial distribution, and presents significant spatial agglomeration characteristics in space. The research results can provide a theoretical basis for regionally differentiated governance of the coordinated development of industrialization and AGD, and promote coordinated development.

Green development is an important way to meet the challenges of ecological and environmental protection and economic growth, as well as an inevitable choice to realize China’s sustainable development in the new era. The Chinese economic system is such that local government competition has become a key factor affecting regional green development under the current leadership. Based on the inter-provincial panel data of 30 provinces in mainland China from 1997 to 2017, this paper uses the total-factor non-radial directional distance function and slack-based measure data envelopment analysis (SBM-DEA) to measure the green development efficiency of the provinces. Additionally, it also uses the Malmquist–Luenberger (ML) index to decompose green development efficiency and analyzes its internal driving factors. Finally, taking environmental regulation as a mediating variable, this paper empirically analyzes the influence mechanism of local government competition on green development efficiency from three perspectives including growth competition, fiscal competition and investment competition. The study found that: the green development efficiency of Chinese regions showed a downward trend, with significant regional differences; technological progress is the key factor to improve the efficiency of green development, and its role gradually decreases from eastern to western and central regions; pure technical efficiency has become a bottleneck restricting the improvement of green development efficiency, while scale efficiency shows significant regional differences; the growth competition, fiscal competition and investment competition of local government all have a significant inhibitory effect on the efficiency of green development. This paper puts forward policy suggestions supporting enterprise technology research and development, optimizing energy conservation and emission reduction as well as improving the local government performance evaluation system for green development.

PurposeThis study aims to build a global environmental quality protection convention to jointly address the problems of environmental pollution governance worldwide.Design/methodology/approachFrom the perspective of environmental pollution of the air, ocean, forest, water and solid waste, the authors summarize the main important measures and mechanisms of environmental pollution governance in various countries.FindingsThe results indicate that management research on biodiversity and natural resources must be strengthened, the relationship between economic development and environmental quality management needs to be balanced, the comparative study of domestic and international environmental governance theories and practices should be strengthened, empirical and applied research on environmental governance needs to be focused on, and complete system research on environmental governance and management should be explored. In the future, further strengthening environmental awareness, addressing environmental pollution and managing environmental quality are necessary.Originality/valueThe environment is the foundation of human survival and development. With the development of economy, contradictions between human and natural environment (e.g. air, ocean, forest and water) have become prominent. Environmental pollution governance cannot only help address existing environmental problems but also solve economic problems of various countries. The prerequisite for sustainable development is to lay a solid foundation for the coordinated development of economic growth and pollution management.

Because of mine production, the open-pit enission of coal gangue solid waste and surface subsidence are one of important causes to failure the mining area land and environment, so the key technology, processes and equipment of filling mining to replace coal have been developed, which convergences the existing system of mining technology, And the stability theory of the control of filling mining rock movement and the method of surface subsidence prediction have been established, which provides a scientific basis for equipment Selection and the design of subsidence control; the key technologies of filling mining to replace coal is successfully applicated, which significantly improves the recovery rate of coal resources in China and constructs the new coordinated development model that is combined by the underground disposal of coal waste, mining subsidence control and the “under three”safe coal mining, through the above, the target of green mining and the coordinated development of mining social, economic and environmental will be achieved.

This study collected regional data from 31 provinces in China and 8 states and territories in Australia in 2016. The study used the descriptive and analytical approach to analyze the results. Also, it used the inductive approach, the descriptive statics analysis and the SPSS to analyze data. it found that the distribution of compulsory education bears both similarities and differences in the two countries. In terms of similarities,there are certain regional differences in the teachers’ faculty of compulsory education in the two countries, and an unbalanced distribution of teachers has emerged. The difference is that although China's compulsory education has rqpidly, the teachers and funds of compulsory education lag far behind Australia, and the Regional imbalance is more serious in China than that in Australia.In other words, if there is a rapidly increasing population somewhere, and the nuers of teachers aren’t keeping up with this in China.

Green development is not only important for realizing a sustainable development strategy, but also a key approach for constructing an ecological civilization and transforming economic development. On the basis the development concept of a coordinated human–earth relationship and the paradigm of the process–pattern mechanism, this research adopted the drivers, pressures, state, impact, and response (DPSIR) model to build a green development level indicator system. The established indicator system is then applied to explore the spatial-temporal patterns and obstacles in the green development of 34 prefectural cities in Northeast China from 2008 to 2017 by the use of the entropy weight TOPSIS model, the obstacle model and the GIS spatial visualization method. There are three main findings. First, during the research period, the spatial evolution of the green development level of cities in Northeast China has gradually shifted from a small gap at an overall low level to a large gap at an overall high level; the spatial pattern of the green development level in these cities is characterized by a decrease from north to south and obvious spatial agglomeration effects. Second, specific findings in this research fail to indicate that the correlation between the economic development level and green development level of cities in Northeast China is entirely positive. That is, cities with higher economic development levels do not necessarily have higher green development levels, while some cities with lower economic development levels did present higher green development levels, which may be related to each region’s resources and environmental carrying capacity. Third, the mechanisms influencing spatial-temporal variation in the green development level of cities in Northeast China are not identical. Among them, resource endowment conditions, economic development status and government investment scale are playing a vital role in changes in the regional green development level, and they are also behind the diverse evolutionary characteristics presented in the different stages of regional green development. For the cities in Northeast China, in the process of promoting green development and to consolidate their existing green development level, efforts should be made to overcome inefficiencies in socioeconomic growth and to continuously enhance ecological protection and environmental governance. Moreover, it is essential to promote incremental increases in the green development level on the basis of the local conditions through the ingestion, absorption and combination of each city’s own characteristics with lessons from the successful experience of different types of cities. In the future, our research should fully consider the role of urbanization, industrial structure, population density, institutional mechanisms, environmental protection supervision, scientific and technological progress and other factors on the green development level in Northeast China and seek an important entry point to achieve regional human–earth coordination.

Haze Pollution, consisting essentially of PM2.5 and PM10, has been arousing wide public concern home and abroad. It has become a universal urgency for atmospheric researchers, governments, organizations, institutions, and the general public to conduct corresponding actions. Therefore, this paper aims to explore the institutional distribution and the regional evolution trend of path characteristics of haze pollution in China under the spatial–temporal heterogeneity on the basis of spatial econometrics, by incorporating the spatial element into the framework of the Multiple Influencing Factors mechanism. The results show that it has been abating under the governance year by year, though with a decreasing intensity; the major polluted regions have been moving from the East to the central and western area; there is significant spatial autocorrelation among the highly polluted area, but the effective local regulations of les- polluted regions do not impact the neighboring regions correspondingly; among the impacting factors, industrial structure, energy intensity, and traffic pollution have a significant Positive Impact on haze pollution, and the level of urbanization has a Negative Impact, while economic growth and innovation performance have no significant Positive Impact and are both weak in promotion. This research, theoretically and practically, offers reference for the Chinese government to integrate regional effective systems into multiregional diversified environmental governance, so as to realize its Green Ecology Transformation Development Strategy.
