Entrepreneurship is becoming understood as a set of competencies needed for many professions and, as a result, requires to be integrated into higher education even in such seemingly distant areas as, e.g., public administration, sport, agriculture, tourism, etc. Therefore, there is a need for research-based guidance on how to introduce and develop entrepreneurial education as an enabling approach to the transition in higher education that could serve as an integral part of a paradigm shift towards an entrepreneurial university. This paper aims to support that transition and to address related challenges by the presentation of a new progression model, which provides guidelines for the development of courses at the tertiary level with an entrepreneurial university approach. The construction of the new applicable model is central to the purpose of this study and based on a systematized literature review. Additionally, the input–process–output–outcome framework, originally constructed for the evaluation of educational programs, was adapted to the incorporation of an overall framework into the new model. In the results, the paper redefines some of the relevant core terms, such as “entrepreneurial education” and its “progression model”. The research outcomes offer broad practical and theoretical applicability to a range of stakeholders—educators, students/learners, industry/business, policy makers, and researchers.

Abstract Albanian higher education sector has undergone various changes in the last years. Such changes have brought different implication and challenges for higher education institutions. HEIs need to find new and innovative ways to be able to respond properly and play their role in the society. This paper aims to provide an evaluation of the staus quo of 5 public higher education instituions, that took part in the study, in regard to 6 aspects of the entrepreneurial university model.Interviews were conducted using HEInnovate tool as a theoretical guideline and questions were asked by being grouped in 6 categories: on aspects such as governance and lidership, internationalization, knowledge exchange, human and financial resources, entrepreneurial education and start up support and measures, were conducted in order to have a general overview and identify potential areas of improvement. Entrepreneurship needs to be supported and formilazed by the top lidership and effective organizational structure that promotes entrepreneurshop at all levels of the institution, financial stream needs to be diversified, blended learning needs to be encourgaed and promoted and public HEIs need to increase their international cooperation and presence. The study shows that HEIs need to implement new practies in order to better be prepared to face the current and future challenges. The findings and recommendation can be used to present measures to be undertaken both at institutional level of HEIs and at the level of policy makers in Albania.

Observing the different progress rates of the available data, information and knowledge (on one side) and human capacity to process these available data, information and knowledge (on the other side), the author becomes aware of the higher pace of the first –in the midst of impetus of new communication and information technologies –and argues that, at this point in time, we are eye-witnessing a real education paradigm shift. The education system is at a critical point in time (call it critical point in education –CPE) when the educator’s role must change from knowledge repository to skilled, expert knowledge explorer and identifier, switching from teaching the subject to teach students how to pick the right and relevant information related to the subject –from the ocean of available data. The current corona-crisis –which started by the time when the ideas for this chapter were put together –made this question more acute, asking for re-thinking the education system and educator’s role. This chapter launches the thesis of the education paradigm shift –in that respect of the educator’s role in the predictable future, to provoke a discussion, and to open a research path, for higher education strategists, policy makers, scholars and educators.

Successful entrepreneurial activities are a function of human venture and environmental conditions, since the key to improving entrepreneurial perceptions and attitudes within society and within Higher Education (HE) institutions lies in education. The purpose of this paper is to address issues surrounding entrepreneurial education in HE in Greece, and describes the delivery and evaluation of two programs. The programs were offered by a public university and a public technological & educational institute designed to create opportunities for learning entrepreneurial capacities, in order to develop a framework for the design and implementation of such activities. Research results, concerning (i) the programs' concept and (ii) the degree that the programs influence the students' knowledge, skills and attitudes towards the undertaking of entrepreneurial activities, provide useful information for academicians, educators, educational managers and policy makers, concerning the design of similar programs. The methodology used brings in the description of each program's structure (in terms of its formation, development, implementation and evaluation) and the evaluation of its effectiveness, based on a pre- and post-analysis of students' perceptions from each institution. Data were collected from 904 students, with both business and scientific-technological studies background. The analysis of data provides useful conclusions in relation to (i) the design of entrepreneurial education, (i.e. emphasis should be placed on the networking with the business world, the laboratory assistance, the mentoring process, the participants' scientific background) and (ii) the accomplishment of the two programs' objectives in "developing potential entrepreneurs", which seems to be moderately positive.

Law and public administration schools in Russia vastly exceed in their popularity sciences and engineering. We relate such lopsided demand for higher education to the quality of institutions setting “rules of the game” in economy and society. Cross-country and Russian interregional data indicate the quality of institutions (rule of law, protection of property rights etc.) is negatively associated with the demand for education in law, and positively — in sciences and engineering. More gifted younger people are particularly sensitive to the quality of institutions in choosing their fields of study, and such selection is an important transmission channel between institutions and economic growth.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

Abstract We are witnessing a paradigm shift regarding the theatrologist’s position in the Romanian theatre environment. While, until recently, theatrology meant cultural journalism, this definition is no longer sufficient or attractive for secondary school graduates. Romania’s higher education offer has changed increasingly in the last years, in the attempt to keep up with the requirements of the labour market; the solution was provided by the area of cultural management. Every last faculty in this sector covers the new direction of study and research. This article seeks to investigate the existing educational offers, which should allow an understanding and a new complete image of the theatrologist in Romania; in our opinion, this image will have an increasing impact on the national theatre community, shaped, of course, by the new directions of study.

The world in its politico-economic aspects is run by policy-makers who have an academic background in law or public administration or other related social disciplines including economics. Only rarely would a majority of the policy-makers be trained in economics. In the making of economic policy, the basic choices before the policy-makers are political and they transcend the narrow concerns of economists regarding optimal use of resources. These considerations in no way downgrade the relevance of economic analysis in economic policy-making and for the training of policy-maker in economics. Policy-makers need economic council to understand fully the implications of alternative policy options. In this book, Wolfson attempts to educate policy-makers in the areas of public finance and development strategy. The analysis avoids technicalities and is kept to a simple level to make it understandable to civil servants, law-makers and members of the executive branch whom Wolfson refers to as policy-makers. Simplicity of analysis is not the only distinguishing mark of this book. Most other books on public finance are usually addressed to traditional public finance issues relating to both the revenue and expenditure sides of the budget and neglect an overall mix of issues dealing with the interaction of fiscal policy with economic development. Wolfson in this book explicitly deals with these issues.

UNSTRUCTURED The COVID-19 pandemic spurred unprecedented progress on a paradigm shift to telemedicine to limit exposure to the virus. Telemedicine has many benefits. In the West China Hospital of Sichuan University, we use it to do COVID-19 related tele-educations to health professionals and general population, tele-diagnosis, online treatment and internet-based drug prescription and delivery. However, at our practices, we are noticing that many older adults could not make appointment with doctors due to their difficulty using the internet-based platform. We worried that older adults who need healthcare the most are not well prepared for this rapid change. We need to pay attention to avoid causing treatment disparities for vulnerable older adults 60 years of age and over. Researchers and policy makers should work together to study effective strategies and make proper policies to mitigate barriers older adults face when using telemedicine.
