The article discusses a promising and well-proven tool for analyzing economic relations in socio-economic systems, which is actively used all over the world — the matrix of financial flows. The paper identifies the main areas of its application and briefly describes the history of its development in the world and specifically for Russia. The author also features the process of constructing a matrix for 12 economic regions of our country by types of economic activity. In the course of filling with statistical data the problem of assessing the volume of interregional trade was identified, which made it necessary to undertake an additional research, the results of which are presented in the article. In conclusion an example of practical use of the constructed matrix as an independent tool, as well as part of a more complex economic and mathematical model, is demonstrated.

The current state of the world economy is characterized by instability and mobility. In the context of a protracted crisis, aggravated by the COVID-19 pandemic, competitive contradictions between the leading actors in international economic relations and world politics are exacerbating. Each of them is trying to fix the positions they have won in the world arena, resorting to the tools of economic and military diplomacy to achieve their strategic goals. The confrontation between old and new world leaders of the world economy is being transferred not only to traditional markets, but also to new ones, which were previously on the periphery of their economic interests. The African continent today, like in the nineteenth century, attracts more and more close attention of the leading states of the world. Rich in natural resources, it becomes an arena for the struggle for control over it from the United States, China, and European countries. Taking into account the fact that for Russia the field of foreign economic activity has significantly narrowed in recent years, its return to Africa should become one of the priorities of the national foreign economic strategy. In the above context, it seems relevant to comprehensively study the stages of development of economic relations between Russia and African countries and, based on historical experience, to identify the shortcomings and failures of economic policy in relations with African partners. When writing the article, the authors used general scientific research methods, primarily the dialectical method of cognition, the logical and historical method, deduction and induction, and mathematical methods. In the course of the study, the following results were achieved. (1) Based on the analysis of historical documents, the nature of the economic relations of the Russian Empire with African countries at various stages of their evolution has been determined. It has been established that, at the initial stage of interaction, Russia, in its desire to establish economic contacts with the states in the region, relied on the principle of respect for their sovereignty as independent states, independent subjects of international economic relations; however, at the following stage, associated with the beginning of the colonial division of Africa by the European powers, Russia was forced to passively participate in the colonial aggression against the countries of the region, entering into international agreements with the colonialists on the status of African countries. (2) Based on the processing of statistical data on the foreign trade of the Russian Empire with African countries and territories, a tendency has been revealed that characterizes the gradual curtailment of Russia’s economic activity in this region.

From its ancient origins in small-scale gaming sites in local communities, gambling in the 21st century has become a global industry and an increasingly standardized pastime across the world. The growth started in the early the 20th century, and accelerated in the past few decades. The history of gambling is a history of regulation. Gambling has always been controlled by political powers and still is in both democratic and non-democratic countries. Islamic and communist regimes have been most negative for moral reasons. Countries dominated by Protestant Christian faith have been critical, because of the value they have placed on work and honesty, even when they have not seen prosperity as a sin. Since the 1980s gambling has been de-regulated in many countries, with the justification that gambling is legitimate economic activity and problem gambling should be the policy target.

EVENTS intimately linked to our foreign relations have profoundly affected the level of economic activity in the United States and the character of our economic progress and stability. They cannot be disregarded by those concerned with the level of economic activity in this country. Furthermore, those concerned with the economic policies of the United States must also be concerned with the impact of those policies upon the rest of the world because of the great importance of the United States in the world economy, and because of the link between economic, political, and military events at home and abroad. Since the United States cannot ignore the far-reaching and indirect effect of its policies and decisions, the American people and their government require a detailed and systematic understanding of the economic interrelationships among all countries of the world. Even more, to exercise the international leadership which our great size and resources impose upon us, we must be in a position to assess the effect of developments and actions everywhere upon the political and economic strength of the free world. This article considers a few of the salient features of world economic relations which should always be kept in mind in assessing economic policy alternatives.

Stosownie do tego pierwszą część opracowania wypełni ogólny rys historyczny gatunku, drugą część natomiast poświęcimy omówieniu poetyki pieśni fado – rozpatrywanej od strony tekstu, cech muzycznych, z uwzględnieniem także roli najwybitniejszych śpiewaków.</p><p><strong>Fado – the Voice of Portugal</strong></p>SUMMARY<p>Fado – a characteristic genre of Portugal music which dates back to the mid-19th century – has gained importance and popularity for a several dozen years, not only in Portugal but in many other places in the world as well. Fado songs emanate with an emotional load and symbolic message especially due to the interpretations of expressive performers (such as Amalia Rodrigues or Mariza). Fado is, at the same time, one of the clearest genres in international circles of the world music and at the same time it is an image of the cultural identity of Portugal. It coexists with other genres of performative musical-poetic art, both popular and artistic ones; moreover as the matrix of identity of this country it is widespread among Portugal diaspora. The article presents the history of fado songs and their poetic-musical specifi city. The fi rst part of the study concerns historical description of the genre, the second part discusses the poetics of fado song – from the angle of its verbal text, music features, taking into consideration the most famous singers.</p>

Nowadays foreign trade is the most developed form of economic relations in the world. It develops dynamically and serves as one of the main factors in the development of globalization of the world economic space. The main trends in the development of foreign economic activity of the Russian Federation are associated with many different factors, the most important of which is the transition to the digital economy.Today information technologies play an extremely important role in the life of society and determine the level of its development. Such technologies are used in many areas of human activity and are indispensable for the facilitation of doing different tasks and operations. Customs authorities as a continuously developing institute of customs administration control foreign economic activity and ensure the national security of the state, timely collection of customs payments, lawful customs control and the acceleration of foreign trade. That is why the development of information-technical support of customs authorities is one of the priorities of customs policy.The article is devoted to the institute of electronic customs in the broadest sense of this term; it also includes the main problems connected with the development of electronic customs and involves the ways to solve these problems.

AbstractThe Quran is the holy book of the followers of Islam, where simple solutions to the day-to-day problems of life are discussed in detail. Whatever the nationality of a Muslim, the Quran and Islamic prayers remain in a single universal language called "Arabic". Thus, uniformity has been maintained throughout the world from the days of the Prophet Mohammed, in the seventh century to the twenty-first century. Financial transactions and banking based upon Shariah are growing rapidly today. Islamic banking has been widely accepted in many countries such as Pakistan, Malaysia, Brunei, and Saudi Arabia, and are an increasing presence in Canada and Australia. Islamic banking and financial transactions are different from conventional banks, and this has led to some criticisms. After tracing the history of Islamic Banking some of these criticisms are discussed. While Islamic Banking does face some challenges, it continues to grow, and this growth reflects the desire for social, political and economic systems based on Islamic principles.

The purpose of the study is to assess the state and prospects of rural tourism development as one of the priority areas of economic activity in the agricultural sector of Russia and Belarus and its place in the European market of tourist services. The history of development of agritourism in the world economy is analyzed, the specifics of different countries are noted, and the advantages of agritourism in the Union State are shown. The study was carried out using classical methods of comparison, analysis of dynamic series, and analytical groupings. The modern economic literature highlights the main directions of agritourism development in the world, the impact of investments in agritourism on rural development, and the retention of rural population in Russia and Belarus. The main attention in this article is focused on the advantages of rural tourism in Russia and Belarus in comparison to rest of the European market of tourist services, which can facilitate attracting foreign tourists. At the same time, the strengths and weaknesses of this type of economic activity in the Union State in comparison to the neighboring countries are discussed. Russian regions are grouped by the level of rural tourism development, and the level of investment in agriculture is assessed. The study allowed us to identify the "bottlenecks" in the development of rural tourism in Russia and Belarus and to identify the most important objective and subjective reasons for their occurrence. In the conclusion the article offers a set of recommendations that will allow using the specific natural and climatic features of the Union State to attract state and private investment contributing to the development of agritourism and rural terrritories.

AbstractSince Hyman Minsky’s death in 1996, much has been written about financialization. This article — by means of the synthesis, interpretation, and assessment of an extensive literature — explores the issues that Minsky examined in the last decade of his life and considers their relationship to the financialization literature. At the heart of those issues is what Minsky called money manager capitalism, which he viewed through the lens of a theory of capitalist development inherited from Joseph Schumpeter. Advancing our understanding of the history of financial economics, the article shows how Minsky contributed to — indeed, anticipated much of — the study of financialization. The article also identifies two sources of Minsky’s insightfulness: his treatment of economics as a grand adventure, and his willingness to step beyond the world of theory and interact with the world of practice. Today, scholars with a Minsky perspective face formidable challenges, but, the author concludes, within Minsky’s writings is also a glimmer of hope: Economic systems are not natural systems; we can reshape them to achieve a more humane world.

It is worth noting that today's intellektual migration has become an integral part of the World Economic Relations. The more serious impact international labour migration has on the level of development and the indicators of statistical data around the world, intellektual migration has made its social and economic appearance completely unique. While labor migration has affected ethnic and religious factors, ual migration has linked professional activity to talent and ability. As the process of migration is studied by the state migration centers, the regulation of the migration policy is used by various bureaucratic bodies to slow down its possibilities, but this can stop the ongoing processes only for a certain period of time, which can not be the main task of getting out of the problem, since bureaucratic measures adversely affect.
