Demographic dynamics becomes crucially important for successful scenario of the future for both Eurasian integration and each EAEU member state. The “pandemic crisis” caused an increase in excess mortality, reduced social well-being and created serious legal and managerial conflicts. Within the EAEU new barriers to mobility and migration have emerged and social tension has increased. In the existing realities the current supranational solutions are insufficient, they are poorly focused on achieving the demographic security of the EAEU member states. Coordinated actions are needed to significantly improve the demographic situation in the EAEU.

ASEAN's engagement with human rights culminated in the creation of the ASEAN Human Rights Declaration in 2012. The Declaration is fascinating in three ways: Its institutional origins are surprising, it was agreed upon by states with very different positions on the role of human rights domestically, and it both contains commitments far in advance of some members and is at the same time dangerously regressive. The three leading frameworks that currently interrogate the Declaration fail to provide convincing insights into all three of those dimensions. To correct these shortcomings, this article applies the notion of an “incompletely theorized agreement” to the study of the Declaration, arguing that member states understand the Declaration in very different ways and agreed to it for similarly diverse reasons. Further, I argue that the Declaration neither articulates a shared regional identity relating to respect for human rights, nor can it be understood as marking an early point towards the creation of this identity. Instead, the current diversity of regional opinions on human rights and democracy is perceived as legitimate and will endure. The article concludes by considering whether this denudes the Declaration of value, arguing that its importance will vary: The more progressive the member state, the more important the Declaration will be in the future.

The Nice Treaty negotiated during the year 2000, signed in 2001 and in force from 2003, focused on institutional changes considered necessary, especially by the larger member states, for the anticipated large enlargement of the European Union with several central and eastern European countries. Efforts to adopt such changes in the Amsterdam Treaty negotiations in 1996–1997 had failed. The Nice Treaty therefore dealt with what was known as the “Amsterdam leftovers,” namely size and composition of the European Commission, reweighting of votes in the Council of Ministers, and increased use of qualified majority voting in the Council. Concerning the reweighting of votes the intergovernmental conference agreed to increase the number of votes per member state, but the larger member states got a relatively larger increase that the smaller member states. This should make it more difficult for the smaller member states to dominate in the future, something feared by the larger states. Concerning the Commission, it was decided that each member state would nominate one commissioner in the future from January 1, 2005. When the membership of the union reached 27 the size would have to be reduced. How much and how would be decided later. Concerning the use of qualified majority voting the decision was to extend the use to some policy areas from the entry into force of the new treaty and for some policy areas considered more controversial the extension would take place later. For the most controversial areas no extension to qualified majority voting was considered. During the intergovernmental conference, which negotiated the new treaty, the topic of “enhanced cooperation” was added. Most of these topics were quite controversial, and afterward there was a feeling that the treaty did not adequately deal with all the issues. This in turn led to further efforts to improve the institutions, first in the failed Constitutional Treaty (2004) and eventually in the successful Lisbon Treaty (2007).

Now it is found that under the capitalized qualities of a person, not only high-tech competencies can be understood. This capital does not exist outside time and space; Its implementation responds to specific social queries. For example, with the current demographic dynamics, the territory of a huge country through a couple of generations will be unnecessary. The article substantiates the thesis that the post-industrial model of the history is an optional development line. In conditions of social entropy, the return to homeostatic equilibrium with an ecological environment is both the most humanistic, and the most clearly predicted, and the least costly of the future scenarios. The consideration of the inevitability of homeostasis, in turn, leads to the need to interpret the concept of «human capital», which will allow the typical carrier of such capital to be the most successful in the new socio-ecological situation.

Introduction. The employment potential has been steadily declining in Ukraine for the recent decades. The number of economically active population, which is the basis of labor potential has been declining, so there are concerns about the prospects of providing the national economy with living labor resources. Today, the human factor has become a priority in the system of "man-economy" and therefore the problem of labor potential formation and its transformation into human capital has become especially relevant. Considering the labor potential as an opportunity for the economically active population to provide the national economy with living labor resources, the nature of demographic and migration processes in the country and in particular in most regions is a matter of concern. As a result of these processes, there is an undesirable for the society, deterioration of the quality structure of labor potential: the working age population is reduced, there is an increase in emigration, especially of young people, for favorable employment and training. In recent years, there is no simple reproduction of labor potential. The number of people retiring is higher than the number of those entering working age. Existing trends in the reproduction of labor potential, especially the process of depopulation, in the near future require increased investment in the economically active population and the introduction of labor-saving technologies is the main direction to prevent labor shortages. Goal. To pay attention of scientists and specialists to the need to deepen research on the peculiarities of human capital formation in the regions, taking into account the demographic situation and trends in the development of their labor potential. Results. Considering the labor potential as a natural basis of human capital, the authors conclude that in a demographic crisis, investment in human resources is the key to economic growth and overcoming labor shortages, strengthening the human resources of society. To draw the attention of scientists and specialists to the need to deepen research into the features of the formation of human capital in the regions, taking into account the demographic situation and trends in the development of their labor potential. The article considers methodological approaches to the economic evaluation of human capital, methodological approaches for calculating the human capital index are proposed. Areas of targeted investment in labor potential to ensure its expanded reproduction are proposed.

AbstractDuring the first decade of the present century the countries which accessed the EU were characterised by high GDP growth rates while most of their regions displayed negative net-migration rates. At the same time, the new member states’ human capital endowments were high relative to their GDP levels, creating incentives to emigrate. The present paper takes a detailed look at the interplay of regional human capital endowments and migration. First, by theoretically examining migration’s determinants and second, by testing the corresponding findings via panel econometric regressions for the EU’s new member states’ regions. The results display positive impacts of net-migration on regional human capital growth rates, improving the economic potential of thriving regions but possibly increasing disparities within countries.

Since the end of the 20th century, economists have been attracted to the study of the economics of happiness (e.g., Singh, & Alexandrova, 2020; Crespo & Mesurado, 2015; Ferrer-i-Carbonell,2013). The use of the term happiness characterizes an essential volume of this bibliographical production as a synonym for the words satisfaction, well-being, or quality of life (Teixeira&Vasque, 2020; Carlquist et al., 2017). Under this umbrella, the culture of happiness management teaches us that a management model or direction oriented to the holistic search for happiness or job satisfaction of its employees is one of the essential axial pieces that organizations have to increase the commitment of their human capital, and therefore, their productivity and business performance (Ravina et al., 2019). Public administration employees are not exempt from this reality, a group that is characterized by job stability compared to private company employees. This article is dedicated to them. The era of Industry 4.0 is a period that is characterized, among other things, by the high precariousness of labor that is originated by the implementation of management models in advanced economies. This phenomenon is derived from the technological point of view by the automation and massive robotization of production processes and the supply chain. Together with the digitalization of companies, both factors are very present in the ecosystems of the Covid-19, and have come, perhaps, to stay in the future (Bragazzi, 2020; Ghadge et al., 2020). In line with the above, a more holistic examination of this issue seems likely to show that there is a keen interest among people to enter into Work mostly in public administrations, in search of a permanent contract for their entire working life. As is known, this is especially true in countries with high unemployment levels, such as Spain. Its unemployment rate is 20.1% in mid-2020. In the collective imagination of these individuals, there is the conviction that this type of Work constitutes ambrosia of eudaimonic happiness, job security, and quality of life, especially at present, in times of the Covid-19 pandemic (Fernández-Urbano, & Kulic, 2020). In this sense, it should be noted that in the last decades of the 21st century, there has been a growing interest in researching public employees' job satisfaction (e.g., Ryu&Bae, 2020; Steijn &Van der Voet, 2019; Luechinge et al., 2010). Most of the studies carried out on this scientific topic to date show empirically that public sector workers are happier than individuals in the private sphere. It's basically due to the intrinsic benefits (flexibility, vacation, or family reconciliation, among others) that this type of government entity offers concerning for-profit organizations (e.g., Lahat&Ofek, 2020; Sánchez-Sánchez, & Puente, 2020; Danzer,2019). In this context, this article aims to examine, as a priority in the era of Industry 4.0, whether there are observed differences in the levels of congratulations between human capital working in the private sector and that working in the public sector in Spain, by analyzing a set of variables that define positions: hours, salary, stability, promotion, and stress. Finally, we must indicate, on the one hand, that the choice of this spatial framework is motivated by the scarce literature investigating the happiness of Spanish public employees in an economy with high levels of youth unemployment (Núñez-Barriopedro et al., 2020). On the other hand, the results achieved in this study may be useful in the future for the implementation of public policies aimed at significantly promoting the welfare of working citizens through the happiness management approach (Ravina-Ripoll et al., 2019), or for taking this management concept to private companies to increase the motivation of their employees (Foncubierta-Rodríguez & Sánchez-Montero, 2019). Temporal focus is the individual tendency to characteristically think more or less about the past, present, and future. Although originally rooted in early work from psychology, research on temporal focus has been steadily growing in a number of research areas, particularly since Zimbardo and Boyd’s (1999) influential article on the topic. This chapter will review temporal focus research from the past to the present, including how temporal focus has been conceptualized and measured, and which correlates and outcomes have been tested in terms of well-being and behavior. Based on this review, an agenda for research is created to direct temporal focus research in the future.
