Informational basis for assessing the resource potential of agricultural land

The authors consider an array of information that can become the basis for assessing the resource potential of a field, a land parcel, or a municipality. The article analyzes possible information sources to determine the values of soil, natural, production or market potential, as well as the potential of location. The authors made the conclusions about the differences in the collection of initial information to determine the resource potential at different territorial levels.

India has committed to reduce emissions with a goal to increase renewable energy production to 175 gigawatts (GW) by 2022. Achieving this objective will involve rapidly increasing the deployment of solar and wind energy, while at the same time addressing the related challenges of the financing requirements, environment impacts, and power grid integration. Developing energy on lands degraded by human activities rather than placing new infrastructure within natural habitats or areas of high production agriculture would reduce cumulative impacts and minimize land use conflicts. We estimated that converted lands have the potential capacity of 1789 GW across India, which is >10 times the 2022 goals. At the same time, the total land footprint needed to meet India’s 2022 renewable energy target is large, ranging from ~55,000 to 125,000 km2, which is roughly the size of Himachal Pradesh or Chhattisgarh, respectively. If renewable energy is advanced with the singular aim of maximizing resource potential, approximately 6700–11,900 km2 of forest land and 24,100–55,700 km2 of agricultural land could be impacted. Subsidies and incentive programs aimed at promoting low-impact renewable energy deployment and establishing mitigation obligations that raise costs for projects that create land-impacts could improve the public support for renewable energy.

The paper investigates resource, technical, economic and market potential of solar energy and its ecology and economic efficiency in Azerbaijan. The authors have distinguished six regions in the territory of Azerbaijan with different levels of solar radiation. The resource potential of the regions is calculated by the AutoCad program. As well, technical and economic potential was calculated by special methodology. The authors concluded that Azerbaijan has so much solar energy resource potential and it is possible to replace traditional carbon types of energy with solar energy, even by using the modern technical equipment. However, it is impossible because of economic disadvantages and very low electricity prices. The price of 1 kWh electricity from carbon fuels is several times cheaper than 1 kWh electricity from solar energy. That is why it is difficult to attract investments to develop solar power. There is a necessity to develop a new electricity price policy to stimulate attractiveness of solar power for households and industry.

Выполнен анализ развития осушительных мелиораций и современного состояния осушаемых земель Нечерноземной зоны РФ. Показано, что в современных условиях продуктивность осушаемых земель значительно ниже природно-ресурсного потенциала. Для оценки возможного увеличения продуктивности сельскохозяйственных угодий Нечерноземной зоны Российской Федерации выполнены расчеты продукционного потенциала для всех субъектов Нечерноземной зоны, которые показали, что при проведении агрохимических мероприятий и комплексных мелиораций продуктивность земель может повыситься в 2-5 раз по сравнению с фактической урожайностью.The analysis of the drainage development as well as the current conditions of the drained lands in the non-Chernozem zone of the Russian Federation is carried out. Th results show that the productivity of drained lands is significantly lower as compared to their natural resource potential in the modern conditions. To estimate the possible increase in the productivity of agricultural land in the non-Chernozem zone of the Russian Federation, calculations of the production potential for all subjects of the non-Chernozem zone were performed, which showed that land productivity can be increased by 2-5 times as compared to the actual yield as the result of both agrochemical measures and comprehensive land reclamation application.

Resumen. El objetivo de este trabajo es mostrar el proceso creciente de ocupación del suelo agrícola de la ciénaga de Chapala, agudizado a partir de principios del siglo XXI. El método seguido fue el siguiente: delimitación del objeto de investigación, diseño del esquema de investigación, identificación de fuentes de información, diseño de instrumentos de investigación de campo, análisis y fichado de fuentes de información y exposición de resultados. Se encontró que principalmente a los lados de las carreteras Villamar-Jiquilpan, Jiquilpan-Briseñas, Briseñas-Vistahermosa y Vistahermosa-Ixtlán y en sitios cercanos a éstas, se ha instalado una gran cantidad de empresas. Lo encontrado forma parte del proceso de incorporación de la región a la dinámica del capitalismo transnacional, ya que estas empresas están orientadas a la exportación o expenden productos de empresas transnacionales.Palabras clave: ciénaga de Chapala, agroindustria, territorio, agricultura, ganadería. AbstractThe objective of this work is to show the growing process of occupation of the agricultural land of the Chapala swamp, sharpened from the beginning of the 21st century. The method followed was the following: delimitation of the research object, design of the research scheme, identification of information sources, design of field research instruments, analysis and filing of information sources and presentation of results. It was found that mainly on the sides of the Villamar-Jiquilpan, Jiquilpan-Briseñas, Briseñas-Vistahermosa and Vistahermosa-Ixtlán roads and in places near to them, a large number of companies have been installed. The findings are part of the process of incorporating the region into the dynamics of transnational capitalism since these companies are export-oriented or sell products of transnational companies.Keywords: Chapala swamp, agroindustry, territory, agriculture, livestock

Introduction. The essence of the category “resource potential” and its composition regarding the agrarian sphere of production are considered in the article. The main components of the resource potential of agricultural produc-tion under various methodological concepts are: land resources, labor resources, material and technical resources, finan-cial and information resources. It is determined that the agrarian economy of Ukraine has significant resource potential. The place of Ukraine in the world agribusiness rating was investigated. The modern indicator of value added per 1 worker in the agricultural economy has proved that Ukraine occupies 67 in the world. Results. The main components of the business environment of the national agrarian economy from the positions of international assessments have been analyzed. The most problematic elements of the business environment of the agrarian economy today are seed production, transportation, fertilizers and information and communication technolo-gies. The analysis of the quantitative and value composition of the resource potential of the agrarian economy is car-ried out. The most problematic trends in the modern agricultural economy are characterized by such components as labor resources and fixed capital. The key problems of formation, use and valuation of the resource potential of the agrarian economy are identified here. The lack market value of agricultural land and the land market today is one of the main problems in assessing the resource potential of the agricultural economy. The modern trends in the level of effectiveness of the use of the resource potential of the agricultural sector of production in the context of the main indicators of the effectiveness of the development of the national economy are considered. The efficiency level of the agrarian economy over the past few years is significantly higher compared to other sectors and types of economic activity in Ukraine. Abstract The article presents discussion on the state and prospects of bioenergy development in the context of rationalization of energy crops application as resource potential of Ukraine. Along with the development of society and increase of life intensity, the needs of mankind with regard to energy resources are increasing. The reduction rates of traditional types of energy resources are progressively growing, and their shortage is increasing. In addition, Ukraine belongs to import-dependent countries in the energy sector. At the expense of its own sources, our country provides only about half of the energy needs, while domestic national economy is one of the most energy-intensive industries in the world. In this regard, there is an urgent need to search for new, alternative sources of energy. Taking into account the potential present in Ukraine, the biomass use for energy production is the most attractive option. However, along with this, there is a problem of purposeful use of the agricultural land and a competitive struggle between agricultural products for nutrition and energy purposes. At the same time, many problems arise, which concerdevelopment of an appropriate legislative framework, methodological approaches to the economic, environmental and social efficiency of production and use of biological types of energy.

Goal. To carry out a scientific analysis of approaches to the determination of the effectiveness of land use in the context of the transformation of land relations. Methods. System-structural analysis of approaches to optimization of land use of rural territories. Results. The theoretical and methodological approaches to increase the efficiency of use of agricultural land potential potential in the development of decentralization processes are substantiated. Conclusions. The complex system of measures concerning the ecological and economic regulation of the use of land- resource potential by the development of a system of land management projects on the basis of ecologically safe land use is substantiated and proposed.
