The article contains the author’s reflections on the scientific, theoretical and applied aspects of the modern challenges of Russia’s spatial development and the state policy responding to them, its goals and tools. The reason for the appearance of these reflections was the recent publication of a scientific and academic collective monograph on this topic, and their subject basis was an extensive range of issues analyzed in this monograph. In his reflections on the book, the author strives to identify, first of all, scientific results that are of a pioneering and debatable nature, while avoiding making categorical assessments and formulating final conclusions about complex and ambiguous judgments presented on the pages of the book. The author does not try to comment equally on all sections and aspects of a voluminous monograph, but focuses on revealing the ideological richness and meaningful depth of the peer-reviewed collective work, supporting and criticizing, developing and supplementing its most important and controversial provisions.

The model of long-term planning of sustainable regional development in the context of providing a effective state regional policy is developed in the article. The received model is simulated and it’s involves the coordination of macro and micro indicators of sustainable development. The GRP value is calculated with the forecasted values of these indicators, and then their equilibrium is estimated which is possible, as was noted above, on the basis of the Gini coefficient. This allows to receive an agreed forecast for all indicators. To ensure the effectiveness of the state policy influence on sustainable development is possible by systematizing the activity and formalization of the state regional policy and improving its organizational, legal and methodological support, in particular, correction of the defining and adjusting parameters of the sustainable development in the scale of separate regions and the state. Since the normatively fixed criteria for evaluating such a development differ significantly among themselves (applied for the quarterly and annual evaluation). The main stages of planning of regional development processes in the social and economic directions are specified. In view of them, information and analytical technology is built. The forecasting technology should provide a refinement of the system of indicators of the sustainable development of regions and expansion of those indicators that are necessary to describe the conditions of this development in relation to the state as a whole. In our view, the realization of this task should take place provided that the correlation analysis of the indicators is applied. The choice of a method of research of development of regional processes is proved. The adequacy of the model of long-term planning of sustainable regional development in Ukraine is estimated. The results received are the basis for working out of a complex of actions for indicative plans and monitoring of the development of the state regional policy.

The subject of the paper is state ideology is an element of labor market.The main aim of the paper is to confirm or disprove the hypothesis that main tasks of state ideology as a key element of labor market are positive motivation to systematic long-term employment, as well as social responsibility of business by strengthening the information function of labor legislation.The methodology of the study includes general scientific methods (analysis, synthesis, comparative method, description) as well as particular academic methods (formal-legal method, interpretation of legal acts).The main results and scope of their application. The modern labor market should be defined as the vacancy market. At the same time, neither the concept of a vacancy nor its characteristics are established by legislation. The state ideology plays an important role among other information flows in the system of mandatory structural elements of the labor market. The state ideology accompanies the socio-economic development of society. The formation of labor motivation holds the dominant position in the organization of the labor market. State policy in relations on the organization of the labor market is a set of management decisions of the authorities, which form the state ideology among other things. The state, when realize its interests in the sphere of labor legislation, should actively use the so-called advisory type of legal regulation of labor relations. The proposed analysis may become a crucial point for future legal research in the field of labor market.Conclusions. Positive motivation to systematic long-term employment, as well as social responsibility of business are the main tasks of state ideology as a key element of labor market. The formation and consolidation of such ideology will make it possible to apply the provisions of labor legislation more accurately in accordance with its meaning and purpose.

The purpose of the work is to develop recommendations for the implementation of long-term planning in Ukraine’s heat supply sector. The tasks of the work consist in a review of European experience in this field, analysis of the relevant Ukrainian legislation, and determining directions for its improvement. The methods of research include the study of literary, statistical and other data, analysis of regulatory acts. It is shown that lately there have been stable negative trends in the district heating (DH) sector of Ukraine, while the state policy in this area is now uncertain. At present, in the country there are virtually no national and regional strategic documents that contribute to the long-term planning of district heating. The working Concept of implementation of the state policy in the field of heat supply has a number of shortcomings and cannot be a sufficient basis for the implementation of planning at the national level. City heat supply schemes, which are the only regional-level document in the field of heat supply, are not binding for realization and do not take into account the targets of relevant national-level documents. Normative legal acts of Ukraine that regulate relations in the field of heat supply, require considerable revision and introduction of the norms that establish the procedure for the implementation of long-term planning in the DH sector. It is advisable to keep district heating in Ukraine and develop efficient DH systems with the aim to provide the population of the country with reliable and high-quality heat supply. The first steps in this direction should include the development of the Heat Supply Strategy by 2035, implementation of the zoning principle while developing heat supply schemes and making the schemes mandatory for implementation. In addition, it is necessary to ensure the consistency of the target indicators included in the regional (city) heat supply schemes with the corresponding national targets.

The article substantiates the modern interpretation of spatial regulation of the economy. It determines the priorities and practical tools for managing spatial development, including the task of overcoming economic differentiation of Russian regions. The paper reveals the distinguishing features of spatial regulation policy in the context of the transition to the system of strategic planning. The theoretical and methodological basis of the study embraces the growth poles theory, the theory of new economic geography and the theoretical provisions of the Russian school of productive forces distribution, which made it possible to integrate the ideas of planned development of territories and market mechanisms of spatial self-regulation. Among the main research methods are economic-legal analysis and generalization. The system of regional development indicators constitutes the empirical basis of the study. The research results contain recommendations to clarify the provisions of the Spatial Development Strategy of the Russian Federation. In particular, the assessment of the economic differentiation of Russian regions, as well as its target values for the future should be added to the Strategy. We suggest classifying the types of federal constituent territories as objects of the state policy on regional development based on their economic characteristics. Moreover, it is expedient to overcome the current duality in the interpretation of the meso-level of strategic planning, and to design a state program for supporting towns through identification of specific needs of each type of settlement. The study also proposes to harmonize the legislation on strategic planning and on the fundamentals of the state policy on regional development with respect to priorities of economic equalization of regions, the emphasis on the federation subjects’ self-development, etc.

Cairo action program or more popularly known as "Plan of Action " is not a difficult thing to be done in Indonesia provided that it relates to the mandate of GBHN (Guidelines of State Policy) 1993 and of Act Number 101992 as wellas is not against the main point of the Second PJP (Long Term Development), i.e. the economic field is in line with the quality of human resources. In this writing, the State Minister on Population/Head of BKKBN (National Family Planning Board) gives some explanation about the "Plan of Action" among other things: reproduction rights, reproduction health, andfamily planning. Most of these things have been done in Indonesia. Therefore, it was not surprising if Indonesia gave more inputs in the Cairo conference.

Since the Arab Spring and the rise of Islamic State, it has become a topic of discussion whether there can be a state based on Islamic principles or values. This paper argues that in modern times there cannot be a state claiming to be Islamic. So the Islamic State of Iraq and Levant or the Islamic State of Iraq and Syria or simply the Islamic State were all misnomers. After the Hijra in 7th century CE, the short lived State of Medina incorporated some of the Islamic principles and it too did not last long enough so as to appreciate the feasibility of a State that was Islamic. However, this paper doesn’t deny the fact that the States cannot espouse Islam as a directive principle in their state policy or declaration of Islam as the state religion. Nonetheless, it is argued that no state can be Islamic post the peace of Westphalia (1648). Therefore, in the 21st century there cannot be any actualization of  any Islamic State unless the postcolonial history is normatively challenged. The so-called Islamic state that emerged in Syria & Iraq was a coalition of rebel forces and Mujahideen groups that tried to form a caliphate based on Islamic socio-politico and economic principles, however a futile attempt. For any new Islamic State or a caliphate to emerge, the notion of Westphalian demarcation of boundaries stands as the greatest challenge against it.

Thе article analyzes the theoretical aspects of security and give identification of ways to implement the humanitarian policy of the state in the context of human security. Presence of security allows society to preserve and enhance their core values. Identification of the humanitarian aspects of the country´s security is aimed at preserving and strengthening the fundamental values of national culture on the basis of which it should form a meaningful space education. Human security acts as an integrated set of genetic, demographic, social, psychological, spiritual, moral and legal components. The state policy in the field of human security can be effectively implemented only if the structural institutional changes, characterized by long-term positive trends for sustainable development, were carried out.

The imbalance associated with the dominance of supply over demand in the market of educational services, excess demand for certain specialties and its absence in others has a negative impact and worsens the staffing of government agencies and the economy of Ukraine as a whole. This is the motive for retrospective analysis of the experience of staffing by state order of the economy, mechanisms and structures that carry out individual processes at different stages from order formation to the distribution of specialists for the formation of modern educational policy. The factors influencing the orders of specialists, such as demography, the structure of economic sectors, priorities of economic development, deindustrialization of the economy, etc. are analyzed. The results of retrospective analysis of the system of training and placement of personnel with higher education for a period of more than 100 years, the need to develop long-term (at least 6-7 years) state policy and prioritize the training of specialists with higher education by state order. Tasks and measures have been identified, the solution of which will allow to create a regular approach to the mechanism of formation of the state order in the training of specialists with higher education and the influential levers of its management. The lost elements of the structure are given, which do not allow the existing system of staffing by the state order to function effectively. It is proved that state regulation of higher education should be carried out exclusively in accordance with state priorities, prospects of national economy and its branches, in accordance with modern conditions on the basis of the European educational space, as well as based on forecasting, planning needs, assessing demographic and economic situation. The conducted retrospective analysis allows to determine the need for long-term state policy and to determine priorities in the training of qualified specialists with higher education by state order.

The purpose of this article is a comparative analysis of the most important provisions regulated in the Doctrines of 2010 and 2020, as well as the identification of the main directions of state policy necessary to solve the issue of ensuring food security. The article presents the results of the comparative analysis of the main provisions, tasks and directions in the field of ensuring food security established in the Doctrines of 2010 and 2020. The existence of continuity of the Doctrine 2020 on long-term planning issues is revealed, new tasks and directions in the field of ensuring food security for the period up to 2030 are established. The results of the implementation of the provisions of the Doctrine 2020 have been summed up.
