Profit as a key motive and the resulting indicator of the activity of state corporations

Development institutions are becoming the most important tools for regulating economic activity both in Russia and in the world, through the implementation of social projects, the accumulation of financial resources and their direction to the priority areas of state development. The purpose of the study is to study the financial results of state corporations, in particular development institutions, and their role in providing project financing. The proposed article provides an assessment of the profit of the state corporation «Bank for Development and Foreign Economic Activity» (GC «Vnesheconombank»), emphasizes the specifics of the state corporation as a non-profit organization, and provides recommendations for improving the efficiency of the financial activities of the GC «Bank for Development and Foreign Economic Activity».

Russian state corporations are becoming the most important tools for implementing state policy in significant areas of the economy in Russia, through the mobilization of state financial resources and directing them to priority areas of state development, the implementation of social projects. The purpose of the study is to study the financial independence of state corporations in order to increase the efficiency of their activities and interaction with state authorities for the implementation of state policy in various areas. The proposed article emphasizes the specifics of a state corporation as a unitary non-profit organization, substantiates the principles of organizing finance, taking into account the specifics of the association and management of commercial organizations, and provides recommendations for improving the openness of the financial statements of state corporations.

Development institutions are an important modern instrument of government regulation of the economy in all developed countries. The system of development institutions of the Russian Federation includes the federal and regional development institutions. Key federal development institutions include such well-known state corporations as the investment fund of the Russian Federation; the State Corporation "Bank for Development and Foreign Economic Activity (Vnesheconombank)"; the state corporation "Russian Corporation of Nanotechnologies," etc. According to experts of the Ministry of Economic Development of the Russian Federation, about 200 regional development institutions operate on the territory of the constituent entities of the Russian Federation. The objectives of this extensive system of development institutions so far have been to overcome the so-called "market failures," which cannot be optimally realized by the market mechanisms, and to promote the sustained economic growth of a country or an individual region. In November 2020, the Government of the Russian Federation announced the reform of the system of development institutions in the country. The article analyzes the goals and main directions of the announced reform. On the example of the system of development institutions of the Far East, an attempt was made to assess its possible consequences.

The World Zionist Federation (hereafter W.Z.F.) was founded in 1897 at the First Zionist Congress as the structural framework of the organised Zionist Movement. Its contemporary members are Zionist organisations, whose aim is the implementation of the Zionist Programme as defined by its constitution. As such, the W.Z.F. is an inter-territorial organisation, not limited by national frontiers. It is known to command impressive financial resources and considerable international influence. In Israel, the W.Z.F. was also recognised and given a special status by law. Sec. 4 of the World Zionist Organisation—Jewish Agency (Status) Law provides that:The State of Israel recognises the World Zionist Organisation as the authorised agency which will continue to operate in the State of Israel for the development and settlement of the country, the absorption of immigrants … and the coordination of activities in Israel of Jewish institutions and organisations active in those fields.The W.Z.F. operates through three governing bodies: the Zionist Congress, the Zionist General Council and the Executive.

Most developed countries in the world strive to provide their citizens with adequate living conditions and ensure a high level of social security. This security system also includes social assistance, which is the last level of state policy in supporting its citizens who find themselves in a difficult life situation. Apart from fulfilling a protective role, the social welfare system also plays a stabilizing role in the socio-economic policy of the state. Problems related to the social system and financial resources allocated to their functioning from the state budget are the subject of many scientific publications around the world. Meanwhile, in Poland, there are few scientific publications on the effectiveness and financing of expenditure for social purposes, including the social assistance system. Identifying the level of financial resources allocated to the social assistance system may be the first step to rationalizing the system of financial transfers from the state budget. The article aims is to identify the level of budgetary expenditure allocated in Poland in 2015-2018 to the social assistance system. The analyzes carried out indicate that in the period 2015-2018, budget expenditure on the social assistance system and supporting families increased. In 2018, these expenses accounted for as much as 12.7% of the total state budget expenditure. There is a noticeable tendency consisting of reducing financial resources allocated to social assistance while increasing budgetary transfers directed to families with children - government's "Family 500+" program.

The Russian economy passed 2020 better than a number of developed countries in the world, although not without losses. The situation in 2021 remains tense: despite the vaccination of the population the coronavirus pandemic continues. In crisis conditions, much depends on the state socio-economic policy. The government’s task is not just to support economic activity and citizens, but to enter the trajectory of new qualitative growth. In this paper, the results of the actions taken in Russia are considered - in order to possibly adjust the decisions taking into account the observed trends and existing risks.

Virtually all forms of openness can be motivated by the scarcity of attention, the lynchpin of the Attention Economy. This term, which I introduced previously, is often misunderstood as simply a variant of the money economy. Instead it is an entirely new system, which, I continue to argue, is fast becoming the dominant economy on the Internet as well as in the world as a whole. A theory of how we pay attention to other humans suggests why receiving it is both desirable and difficult. Humans can absorb as much attention as can be obtained, which differentiates it from other sorts of scarce goods. The theory also suggests a typology of openness, permitting an analysis of the different forms addressed in this Conference, along with others, both existing and potential. In this context, it seems reasonable to speculate on how attention–economic activity manifested through openness may help lead to further dominance of this type of economy. Groupings based on and espousing openness eventually may come increasingly to replace profit–making firms and even non–profit institutions such as universities, while making the pursuit of money largely irrelevant.

The paper analyzes the reasons of the overturn in the power in April 2010, considers the economical difficulties, the country is facing on, the present condition of the economy and its perspectives. It indicates the priorities of the Kyrgyz foreign economic activity. The problems of governing over the economy and social-economical policies are considered. The world economic crisis, undoubtedly, has influenced on the economy of the country. Reduction of international financial resources decreased inflow of foreign investments in the country. The financial crisis influenced on the demand of our export. The import of manufacturing and consumer goods decreased, whereas our republic is very dependent from import. The crisis influenced on technological modernization and renewal of production. In addition, the crisis in our country could provoke to growth of corruption. Nevertheless all these negative conditions could move us to positive solutions. The economy of the country must find effective methods for using internal investments, accumulate them in government and private founds for this could secure the economy in risky situations. It is time to create efficient system of ruling over the economy and activity of the Kyrgyz Republic.

Strategic planning of socio-economic state development in Ukraine is at the stage of forming. After independence, Ukraine refused the state long-term planning. State development took place in tactical and operational regimes. There were attempts to develop development programs for a longer period, but these programs remained largely unrealized. Thus, the problem of ensuring the national strategic development of Ukraine that allows overcoming the crisis and increasing the competitiveness of its economy on the world market, has occurred as important issue. The purpose of the article is to determine the essence of the concept of national strategic development To achieve this the evolution of the concept of "strategy" and modern scientific classification approach to its definition, the meaning of the concept of "development" and the concept of "national strategy" was created, which is strengthening the position on the world stage. If the opposite happens, then such a strategy should be considered as anti-national. The author's classification of types of national strategic development of the state is developed. The meaning of the national strategic development of the state with the help of such a category as its potential is revealed. The system of potentialities of the economic system is considered and it is proved that the core of the national strategic development in a post-industrial society is the state scientific and technical potential. Strategic development, which is in creating the state's economy on the strong scientific and technical potential, when science moves from the scope of the nonprofit sector, or how it is positioned in the state strategy 2015 - as the "pride" of Ukraine, in the category of important productive force of economy, the achievement of its integration into production is able to provide a high level of productivity, and therefore a high standard of living, significant GDP per capita GDP ratios and standard of living, quality of life, etc.

Contemporary document research involves the need to use the latest technologies and analytical techniques that provide the most complete possible knowledge of contemporary issues and methods of document research. Documents are used to record legal actions and events of legal significance. By their essence, they are therefore closely related to the sphere of rights and obligations of a specific person or institution. Crimes against documents pose a threat to the proper functioning of the state and thus the development of every enterprise. They affect, directly or indirectly, the misallocation of financial resources at the disposal of an enterprise. Forging documents may be aimed at obtaining unauthorized access to specific sources of financing, influencing key management decisions made in the company, or, finally, concealing inconvenient facts. On the other hand, the social harm suffered as a result of forging documents of evidence significance in tax matters may be enormous. For this reason, it is necessary to deepen the knowledge of the dynamics characterizing document forgery in the sphere of economic activity in order for the state to activate mechanisms able to prevent this type of crime. The article describes the issues of selected tax frauds in Italy with the use of accounting documents.

The article presents the result of theoretical substantiation of the importance of customs control of foreign economic activity and the development of practical recommendations on its improvement and efficiency improvement in Ukraine. It has been determined that in the EU countries for the identification and development of risk factors in the customs sphere, the basic role is played by electronic systems and services, which should improve the quality of the customs authorities in the EU, in particular, ensure the effectiveness of customs control and its preventive component. It is established that the modern imperative for the implementation of customs control is the development of a new customs IT infrastructure, without which its effectiveness in modern conditions is significantly reduced. The state of institutional support for the development of customs control in Ukraine is analyzed, the main problems and ways of increasing the effectiveness of customs control in the system of public administration of foreign economic activity are outlined. For the first time, a step-by-step adaptation model of the Customs Blueprints implementation of the Customs Blueprints has been formed on the basis of the systematization of foreign and domestic experience in the institutional support of customs control of the FEA subjects. baselines, mandatory steps and urgent measures to be implemented in customs control practice in Ukraine to form a favorable institutional environment in legal, organizational and information technology areas through the introduction of the practice of customs rules and procedures of the riskbased customs audit in conditions of complete digitalization of customs formalities It was established that the system of customs security of Ukraine should be determined taking into account the international experience of the leading countries of the world. It was stated that the basic imperative of the implementation of customs control in the world fiscal practice is the maximum simplification of customs control procedures. This is due to the desire of governments to accelerate international trade, which will have a positive impact on the socio-economic development of the state.
