The social assistance system in Poland and its financing in 2015-2018 as a factor of the stabilization of the socio-economic policy of the state in turbulent conditions

Most developed countries in the world strive to provide their citizens with adequate living conditions and ensure a high level of social security. This security system also includes social assistance, which is the last level of state policy in supporting its citizens who find themselves in a difficult life situation. Apart from fulfilling a protective role, the social welfare system also plays a stabilizing role in the socio-economic policy of the state. Problems related to the social system and financial resources allocated to their functioning from the state budget are the subject of many scientific publications around the world. Meanwhile, in Poland, there are few scientific publications on the effectiveness and financing of expenditure for social purposes, including the social assistance system. Identifying the level of financial resources allocated to the social assistance system may be the first step to rationalizing the system of financial transfers from the state budget. The article aims is to identify the level of budgetary expenditure allocated in Poland in 2015-2018 to the social assistance system. The analyzes carried out indicate that in the period 2015-2018, budget expenditure on the social assistance system and supporting families increased. In 2018, these expenses accounted for as much as 12.7% of the total state budget expenditure. There is a noticeable tendency consisting of reducing financial resources allocated to social assistance while increasing budgetary transfers directed to families with children - government's "Family 500+" program.

Nowadays municipal revenue management and administrative issues are more important and problematic. It is noted that in Lithuania’s separate municipalities collected budget revenues, formed budget expenditure, set borrowing limits, allocated from the state budget financial resources (grants) are significantly different. In order to determine reasons for these differences, it is appropriate to analyze the municipal fiscal competitiveness and identify fiscal competitiveness factors of individual Lithuanian municipalities. Understanding municipal fiscal competitiveness factors helps to explain why some municipalities more successfully than others increase tax revenue level and financial - social opportunities of their populations. Development institutions are becoming the most important tools for regulating economic activity both in Russia and in the world, through the implementation of social projects, the accumulation of financial resources and their direction to the priority areas of state development. The purpose of the study is to study the financial results of state corporations, in particular development institutions, and their role in providing project financing. The proposed article provides an assessment of the profit of the state corporation «Bank for Development and Foreign Economic Activity» (GC «Vnesheconombank»), emphasizes the specifics of the state corporation as a non-profit organization, and provides recommendations for improving the efficiency of the financial activities of the GC «Bank for Development and Foreign Economic Activity».

Complex and contradictory processes of modern social transformations and the need to overcome the crisis in the economy require the appropriate influence of the state and a clear system of socio-economic management through the formation and implementation of effective state economic policy. The main elements of economic policy are financial and credit, budgetary, scientific and technical, structural, social, investment, agricultural, regional, foreign economic policy. The implementation of state economic policy is considered in terms of the relationship between social problems and the state. Therefore, the purpose of the article is to study the essence, tools and methods of state economic policy in modern conditions. It is also necessary to identify the main risks and features of further development of state economic policy of individual states in a global imbalance and crisis. The theoretical part is devoted to the study of the essence of state economic policy, theoretical and practical aspects of its organization in the state, as well as tools that can be used by the state. The resulting part is devoted to the consideration of the situation, in which the world economy has found itself in 2020 in the conditions of the economic COVID-19 crisis. General forecasts have not provided to individual states because it has been impossible to predict the end of the pandemic and the return of the world to normal life. However, it is clear that the world economy has undergone irreversible processes that will synergistically affect different states in different ways. The crisis has hit a significant number of industries, including tourism, logistics, hotel business, the crisis has been felt in world markets: oil prices have collapsed, as well as the stock markets. Undoubtedly, there are areas with a rapid growth, especially the pharmaceutical industry and retail, online delivery services, IT entertainment and communications industry, information marketing business and education and training services. It is likely that the indicators of economic development in the states by the end of the year will be better than the results of the first half of the year. The basic forecast of economic world development assumes a sharp growth of the economy after a short recession after quarantine. The financial capabilities of the EU states vary considerably, but each state must pursue counter-cyclical policies aimed at stabilizing its own economy. The answer to the question of what kind of crisis response policy they can afford depends on the fiscal policy of the states before the crisis. In economically developed states, where emergency measures have been introduced, governments and central banks issue trillions of dollars in government spending, social support of citizens, and interest-free business loans to limit the economic damage of quarantine. At the same time, in Latin America and Southeast Asia, total quarantine is impossible in multi-million cities. Such states have a triple effect of suffering from the virus, the environment and poverty. States dependent on the export of natural resources and raw materials, when faced with the crisis, are forced to sell them for nothing, so they will suffer great losses. More than 150 states have set up anti-crisis headquarters and are taking anti-crisis measures. The authors have also tried to predict how largescale the global economic crisis will be for Ukraine, what consequences await it, and what measures need to be taken to overcome it.

Abstract Purpose – The situation in the field of gambling is changing due to the rise of Internet and Mobile gambling. In general gambling consumption is increasing every year, but the distribution of consumption has radically changed from Land Based gambling to Remote gambling. The purpose of this article is to present an overview of the world gambling industry and a specific overview in Austria, Croatia, Italy and Slovenia in order to find some main similarities and differences in observed period. Design/Methodology/Approach – The main research question is How important is gambling for the involved countries and what proportion of the national GDP does the gambling revenue account for? This paper presents the analysis of five statistical databases for the last sixteen years in order to find out some patterns, cyclical or seasonal features or other significant information that allows us to do forecasting of the future revenue with a certain degree of accuracy. We have systematically searched and collected data from the World Bank and the National Statistical Offices websites of the given countries. Statistical methods were used for benchmark analysis, while Box and Jenkins approach and ARIMA modelling were used for forecasting. Findings – The smallest increase was recorded in Slovenia and the largest in Italy. The same effects were also observed in the GDP of these countries. Thus, the state budgets of Croatia and Italy are increasingly dependent on gambling taxes. It also has negative wages. The gambling addictions among the locals have become more frequent as well. Originality of the research – The article shows the forecasts of the gambling revenue and its share in the GDP by 2027. We want to alert decision makers to adopt appropriate policies. States need to rethink their views on gambling and the excessive dependence of the state budget on gambling taxes. This is the first time a single comparative analysis of these countries and the above mentioned forecast has been conducted.

As well as investment by the lead to reduce the effects of environment polluting due to the accompanying emissions of dangerous toxic gases, gas flaring, which sometimes lead to the death of many people if inhaled and that the aim of the research dealt with knowledge of the environmental impact before making an investment associated gas decision and after the establishment of a project to improve the environment and the extent of impact of the project in the social life and the solution to the problem of the research of the combustion of large amounts of associated gas because of the lack of attention to hold such an important natural resource that generates state many returns and lead to significant financial losses in the event of lack of investment. the gas combustion leads to polluted and unhygienic environment causing disease, cancer of the inhabitants of neighboring areas .oan the practical side of the research dealt with the relationship between investment-associated and its impact gas-decision in the preservation of the environment and that the most important conclusions of the research: the investment-associated gas decision Rashid and that the decision came too late, according to the findings of the research, the this decision adds another supplier of oil in the state budget was burning waste and contribute to the preservation of free burning remnants of a healthy environment, This corresponds to the research : Promote associated gas investment in order to support the state budget an additional financial resource of oil and this is what improves the current and future situation and also reduces the effects of environmental damage.

A significant place in the social and economic development of each country belongs to the problems of the budget, because the budget belongs to the sphere of public life that directly affects the interests of all members of society. The budget of any country reflects the important economic, social and political problems of the state and each person in particular. At the same time, the successful solution of budget problems is possible only if a proper understanding of its essence, role and place in the system of economic relations. For any country, the state budget is the main link in the financial system. As part of this system, it combines the main financial categories: income and expenditure of the country, the tax system, public credit, public debt in their closest coexistence. The budget as a financial plan of public expenditures and sources of their coverage plays an important role in the activities of the state. It determines its capabilities and development priorities, its role and forms of implementation of the functions assigned to it. It is an effective regulator of that economy reflects the amount of financial resources required by the state, determines specific areas of use of funds, directs the financial activities of the state. The article analyzes and defines the essence of revenues and expenditures of the state budget. The state and dynamics of state budget revenues and budget expenditures are studied. A comparison of state budget revenues and expenditures was made and it was investigated that expenditures significantly exceed revenues, and therefore the state budget is in deficit. The factors of formation of revenues and expenditures of the state budget at the present stage are determined. The dynamics of GDP growth rates and state revenues are analyzed budget, as well as the impact of GDP on the state budget. The peculiarities of the influence of the foreign trade factor on the revenues and expenditures of the state budget are determined. The influence and shares of exports and imports in the state budget revenues are studied. The current problems of imbalance of the state budget and the causes of the state budget deficit are identified. Ways to balance revenues and expenditures at the present stage are proposed. The dynamics of indicators of export and import of Ukraine is analyzed. The problems of Ukraine 's foreign trade at the present stage are investigated and perspective directions of improvement of the existing state of the export – import policy of the state are determined.

Annotation. Introduction. The article considers the concept of unconditional basic income in the study of social policy as a state instrument of universal social justice. Considerable attention paid to the prospects for the introduction of unconditional basic income and the implementation of its basic principles into Ukrainian legislation. Various approaches of legal regulations and etymology of social policy in the context of the state security system are considered. Significant emphasis placed on the study of the theoretical challenge of unconditional basic income, namely the study of the functioning of such a mechanism in modern communicative realities. This research is a product of analytics and was created without taking into account the author’s political ideas. Given the recommended amount of research, the issues of unconditional basic income was considered not to be completed. Purpose. One of the main tasks of the article is to study the mechanism of functioning of unconditional basic income and the possibility of its application in practice. It is also worth giving your own view of the social policy problems. The tasks of the article are to analyze the modern social security system and to suggest options for its improvement. Results. The theory of unconditional basic income currently has no practical application. Despite a significant number of theoretical experiments, no country in the world uses the instrument of unconditional basic income at the legislative level. Therefore, it is too early to talk about the implementation of this theory of social policy in practice in Ukraine. Conclusions. Theory of unconditional basic income has a strong intellectual tradition, but the practical application of this instrument of social policy not implemented. Our studies show that such a system promotes the development of human capital and increases the geographical mobility of people. Unconditional basic income creates material support that promotes human development in other spheres of life. However, it was noted that conducting such a social policy requires significant expenditures from the state budget. This creates material barriers for some countries to use unconditional basic income as a tool of social policy. The article considers the state and tendencies of development of financial provision of social protection in Ukraine. Modern problems of financing the sphere of social protection of the population in Ukraine are revealed. The importance of understanding the social protection of the population as a system of financial relations necessary to compensate for social risks and ensure social security is substantiated. The essence and features of financial provision of social protection of the population are revealed. The research of directions of budgetary financing of social sphere at the state level is carried out. The financial mechanism of realization of social protection which provides formation of the sources of the financial resources directed on performance of the corresponding programs and actions, and also the substantiated choice of methods, forms and levers of their use is investigated. It is proved that one of the significant obstacles to the effective implementation of social policy in our country is the insufficient level of its financial security in combination with irrational planning, distribution and inefficient use of available financial resources.

The World Zionist Federation (hereafter W.Z.F.) was founded in 1897 at the First Zionist Congress as the structural framework of the organised Zionist Movement. Its contemporary members are Zionist organisations, whose aim is the implementation of the Zionist Programme as defined by its constitution. As such, the W.Z.F. is an inter-territorial organisation, not limited by national frontiers. It is known to command impressive financial resources and considerable international influence. In Israel, the W.Z.F. was also recognised and given a special status by law. Sec. 4 of the World Zionist Organisation—Jewish Agency (Status) Law provides that:The State of Israel recognises the World Zionist Organisation as the authorised agency which will continue to operate in the State of Israel for the development and settlement of the country, the absorption of immigrants … and the coordination of activities in Israel of Jewish institutions and organisations active in those fields.The W.Z.F. operates through three governing bodies: the Zionist Congress, the Zionist General Council and the Executive.
