The Status

The article clarifies the scientific basis of monitoring the quality of education on the basis of diagnostic and competence understanding of the possibilities of systematic research of this process in general secondary education institutions. The analysis of sources and publications made it possible to identify the importance of the problem of monitoring the quality of education for the theory of management of general secondary and higher education, considering this category as political, managerial, pedagogical. Clarification of the leading characteristics of the quality of education (multifaceted, multilevel end results, polychronicity, multi-subjectivity, multi-criteria, uncertainty in assessments, invariance and variability) in the works of Ukrainian and foreign authors led to the goal - outlining in research the scientific basis of quality monitoring on the basis of diagnostic-competence understanding of the possibilities of systematic research of this process in the institutions of general secondary school. The functions of monitoring the quality of education are characterized: activating, informational, corrective, formative, diagnostic and analytical, modeling and management, prognostic; the algorithm of their realization offered by T. Lukina and A. Belkin is chosen. The diagnostic and competence specifics of control methods in the system of quality monitoring of general secondary education are determined. One of the management tools and elements of the system is defined as quality monitoring, which is recommended to be understood as “supervision, tracking, observation; testing or measurement at specified time intervals to control and regulate processes ”has the status of a study rather than an empirical collection of material, and is complex, systemic in nature. The conclusion on specificity of quality control of education which provides: check - revealing of a condition of formation of components of competence is carried out; assessment - measurement and conditional reflection of this condition in the form of a level of quantitative or qualitative assessment; accounting - recording results in the form of summary tables. It is recommended to reflect the process of education quality assessment in a certain scale, which systematically takes into account the data obtained during the current assessment, testing, performance of tests and practical tasks, exams, ranking, etc.

It shows comparative indices of Ukraine in contrast to the other countries of these world ratings according to the “Quality of primary education”, “Penetration of primary education”, “Penetration of secondary education”, “Quality of secondary education”, “Quality of education in Sciences”, “Quality of school management”, “School access to the internet” and others. The article also defines strategic directions of reforming Ukrainian education system to improve its position in the world international ratings.

Suwarni; The purpose of this study was to determine objectively and depth of policy and implementation of financial management in particular in relation to the financing of education quality improvement. The method used in this research is descriptive research method is a method in researching the status of groups of people, one object, one condition, with a system of thought or one class of events in the present. The results achieved in the quality of education in the University Dehasen Bengkulu, although the implementation of the financing has not run optimally, does not mean not having good results. The delivery of the results achieved; competence of graduates is very supportive in the world of work, have a good work ethic, and have a high motivation to continue their education to a higher level. Key words: Financial Management, Quality Of Education

Penelitian ini bertujuan untuk mengetahui, 1) upaya peningkatan mutu pendidikan melalui penerapan manajemen berbasis sekolah pada pen-didikan dasar dan menengah di Provinsi Banten, dan mengetahui, 2) Kontribusi Manajemen Berbasis Sekolah Terhadap Prestasi Ujian Nasional pada Pendidikan Dasar dan Menengah di Provinsi Banten. Penelitian ini merupakan penelitian deskriptif eksploratif. Data dikumpulkan melalui wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan teknik kualitatif dan kuantitif. Dari hasil penelitian dapat dinyatakan bahwa; 1) upaya pe-ningkatanan mutu pendidikan melalui penerapan manajemen berbasis sekolah pada pendidikan dasar dan menengah di Provinsi Banten, dapat dinyatakan bahwa secara keseluruhan telah menerapkan manajemen ber-basis sekolah dalam mengelola Sekolah Dasar, Sekolah Menengah Pertama dan Sekolah Menengah Atas, yaitu rata-rata lima komponen (0,635), dari delapan komponen garapan MBS, dan 2) kontribusi manajemen berbasis sekolah terhadap prestasi ujian nasional pada pendidikan dasar dan menengah di Provinsi Banten, dinyatakan berpengaruh dengan besaran kontribusi adalah masing-masing 0,216 persen untuk sekolah dasar, dan 0,242 persen untuk sekolah menengah pertama serta 0,202 persen untuk sekolah menengah atas, atau rata-rata 0,229 persen untuk pendidikan dasar dan 0,202 persen untuk pendidikan menengah.Kata kunci : kontribusi manajemen berbasis sekolah ______________________________________________________________ EDUCATION QUALITY IMPROVEMENT OF BASIC AND SECONDARY IN THE BANTEN PROVINCE BY OPERATION MANAGEMENT SCHOOLAbstract The objectives of this research are to know: 1) effort to improve the quality of education through school-based management in the primary and secondary education in Banten Province, and 2) contribution of school-based management toward the national test achievement for primary and secondary education in Banten Province. This research is explorative descriptive. Data were collected through interview, observation, and docu-mentation. Data were analyzed quantitavely and qualitavely. The result shows 1) effort to improve the quality of education through school-based management in the primary and secondary education has been implement-ted. The average of five components was 0.635. 2) School-based manage-ment contributed to the national test achievement as much as 0,216% for primary schools, 0,242% for junior high, and 0,202% for senior high schools. AbstractThe purpose of this paper is to reveal how the quality of education in this Islamic boarding school is, particularly related to education facilities, curriculum and strategies of education quality improve­ments. This study used the qualitative method. Findings of this study are: first, education infrastructure and facilities are relatively complete and adequate, which are supported by the atmosphere of the Islamic boarding school that is full of simplicity and modesty by habituation in implementing clean and healthy lifestyle. Second, the tafaqquh fi-al din (understanding of religion)-based curriculum compiled by the Islamic boarding school occupies the same degree (equal) to the curriculum prepared by the Ministry of Religious Affairs, so that both tafaqquh fi-al din (understanding of religion) studies and general studi­es have high electability, which is able to increase the quality of education and also generates interest and motivation of the people (parents) to put their children to the Islamic boarding school. Third, education in the Islamic boarding school has a strong independency because it is supported by substantial financial resources.AbstrakTujuan tulisan ini untuk mengungkapkan bagaimana mutu pendidikan di pondok pesantren ini, khususnya berkaitan dengan sarana pendidikan, kurikulum dan sterategi peningkatan mutu pendidik­an. Penelitian ini menggunakan metode kualitatif. Hasil temuan studi ini adalah: Pertama, sarana dan fasilitas pendidikan relatif lengkap dan memadai, ini didukung oleh suasana kehidupan pondok pesan­tren yang penuh kesederhanaan dan kebersahajaan dengan pembiasaan menerapkan pola hidup bersih dan sehat. Kedua, kurikulum yang berbasis tafaqquh fi-al din yang disusun oleh pondok pesantren ini menempati derajat yang sama (equal) dengan kurikulum yang disusun Kementerian Agama, sehinga baik kajian tafaqquh fi al-din maupun pelajaran umum memiliki electabilitas yang tinggi, hal ini mampu meningkatkan mutu pendidikan dan sekaligus membangkitkan animo dan motivasi masyarakat (orangtua) untuk memasukkan anaknya ke pesantren ini. Ketiga, penyelenggaraan pendidikan di pon­dok pesantren ini memiliki kemandirian yang kuat, karena didukung oleh sumber dana yang besar.

The purpose are (1) to know the school committee to improve the quality of education at SMP Al-Khairaat Kalumpang Ternate; ( 2 ) to know the work achievement of school committee to improve the education quality  at SMP Al-Khairaat Kalumpang Ternate.The approaches used in this research is a qualitative approach.Research result indicates that ( 1 ) a school committee at SMP Al-Khairaat Kalumpang Ternate has formed by 2012 in accordance with the decree no. 325 / B-III / SMP.BP. Alkh / 11 / 2010 and has the school committee structure, namely; chief; secretaries, and the treasury; ( 2 ) the school committee meeting periodically, that is four times in a year. Involved in the talks is the principal, the teacher, student parents, Al-Khairaat foundation and the school committee. Things had been spoken in the meeting are; the school fee, standards graduation, the school programs plan ; ( 3 ) the school committee does not make a written report yet orally. Vocational schools (SMK) is a secondary education that preparesstudents primarily for working on a particular field. Diverse efforts made by SMKgraduates increased 8 Medan include improving the quality of education byreforming both the substance of the material and the provision of facilities andinfrastructure. However, the results have not been up, cermatan can be seen fromthe low competence of graduates, making it less able to play a role in meeting thedemands of the workplace. Assumed to be an indication of the quality of learning isstill performed during less effective, less efficient and unable to increase studentinterest. The article proposes to evaluate the conditions of educational activities, which ensure the quality of education, during public accreditation of an educational organization. The approach is based on the use of the mechanism of external independent evaluation, conducted by a public organization, to determine the level of an educational organization in order to promote consistent improvement in the quality of the processes of providing and implementing educational activities. A number of indicators that can be expressed quantitatively are proposed. The work of the educational organization to ensure the quality of education in this case can be evaluated on the basis of the proposed indicators.

RESEARCH OBJECTIVE: The problem of introducing expert examination of education management is relevant and pressing for Ukraine in the context of assessment of education quality at all levels. The purpose of the article is to substantiate the effectiveness of the model of training experts in the field of education on the basis of educology at Borys Grinchenko Kyiv University. THE RESEARCH PROBLEM AND METHODS: When processing the obtained empirical data, statistical methods were used to compare the indicators of the Master’s student survey before and after the course of educology according to Pearson’s criteria, Fisher’s test, and the Mann-Whitney-U test Venn diagram. THE PROCESS OF ARGUMENTATION: Training experts in the field of education is based on the model: 1) mastering the basics of educology and its components; 2) mastering the methodology of the examination and the ethical standards of its implementation; and 3) mastering the specifics of the educational segment which is subject to expert examination. RESEARCH RESULTS: The study confirms the efficiency of the developed model of experts’ training in the field of education. Educology provides the system, purposefulness and effectiveness for such training. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The results of the study provide an opportunity to see the feasibility of the first level of the model, which involves mastering the basics of educology; the second level, which is aimed at mastering the components of the educational program, which reveal the methodology and specifics of expert activities; and the third level, which makes it possible to differentiate the suggested directions of such training, namely: measuring and monitoring the quality of education, education management, educational economics, and educational law
